ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਪੈਰੋਲ ’ਤੇ ਹਾਈ ਕੋਰਟ ਦਾ ਵੱਡਾ ਫੈਸਲਾ: ਸਰਕਾਰ ਨੂੰ 7 ਦਿਨਾਂ ਅੰਦਰ ਫੈਸਲਾ ਲੈਣ ਦੇ ਹੁਕਮ
ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਨੇ ਖਡੂਰ ਸਾਹਿਬ ਤੋਂ ਸੰਸਦ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਪੈਰੋਲ ਦੀ ਅਰਜ਼ੀ 'ਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਇੱਕ ਹਫ਼ਤੇ ਦੇ ਅੰਦਰ ਫੈਸਲਾ ਲੈਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ, ਜੋ ਇਸ ਵੇਲੇ ਅਸਾਮ ਦੀ ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਵਿੱਚ ਨਜ਼ਰਬੰਦ ਹੈ, ਨੇ ਆਪਣੇ ਹਲਕੇ ਦੇ ਵਿਕਾਸ ਕਾਰਜਾਂ ਅਤੇ ਲੋਕਾਂ ਦੀਆਂ ਮੁਸ਼ਕਲਾਂ ਦੇ ਹੱਲ ਲਈ ਪੈਰੋਲ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ
ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਨੇ ‘ਵਾਰਿਸ ਪੰਜਾਬ ਦੇ’ ਜਥੇਬੰਦੀ ਦੇ ਮੁਖੀ ਅਤੇ ਖਡੂਰ ਸਾਹਿਬ ਤੋਂ ਮੌਜੂਦਾ ਸੰਸਦ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਪੈਰੋਲ ਪਟੀਸ਼ਨ 'ਤੇ ਸੁਣਵਾਈ ਕਰਦਿਆਂ ਅਹਿਮ ਹੁਕਮ ਜਾਰੀ ਕੀਤੇ ਹਨ। ਅਦਾਲਤ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਅਤੇ ਸਬੰਧਤ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ ਕਿ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਪੈਰੋਲ ਦੀ ਅਰਜ਼ੀ 'ਤੇ ਅਗਲੇ ਸੱਤ ਦਿਨਾਂ ਦੇ ਅੰਦਰ-ਅੰਦਰ ਕੋਈ ਨਿਰਣਾ ਲਿਆ ਜਾਵੇ।
ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਇਸ ਸਮੇਂ ਰਾਸ਼ਟਰੀ ਸੁਰੱਖਿਆ ਐਕਟ (NSA) ਤਹਿਤ ਅਸਾਮ ਦੀ ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਹੈ। ਉਸ ਵੱਲੋਂ ਪਾਈ ਗਈ ਪਟੀਸ਼ਨ ਵਿੱਚ ਦਲੀਲ ਦਿੱਤੀ ਗਈ ਸੀ ਕਿ ਇੱਕ ਚੁਣਿਆ ਹੋਇਆ ਨੁਮਾਇੰਦਾ ਹੋਣ ਦੇ ਨਾਤੇ, ਉਸ ਨੂੰ ਆਪਣੇ ਲੋਕ ਸਭਾ ਹਲਕੇ ਦੇ ਕੰਮਾਂ ਨੂੰ ਨੇਪਰੇ ਚਾੜ੍ਹਨ ਅਤੇ ਲੋਕਾਂ ਦੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਸੁਣਨ ਲਈ ਪੈਰੋਲ ਮਿਲਣੀ ਚਾਹੀਦੀ ਹੈ। ਪਟੀਸ਼ਨ ਵਿੱਚ ਇਹ ਵੀ ਕਿਹਾ ਗਿਆ ਸੀ ਕਿ ਉਸ ਦੀ ਗੈਰ-ਹਾਜ਼ਰੀ ਕਾਰਨ ਖਡੂਰ ਸਾਹਿਬ ਦੇ ਵਿਕਾਸ ਕਾਰਜ ਪ੍ਰਭਾਵਿਤ ਹੋ ਰਹੇ ਹਨ।
ਅਦਾਲਤ ਵਿੱਚ ਸੁਣਵਾਈ ਦੌਰਾਨ ਜੱਜਾਂ ਨੇ ਸਾਫ਼ ਕੀਤਾ ਕਿ ਸਰਕਾਰ ਨੂੰ ਇਸ ਸੰਵੇਦਨਸ਼ੀਲ ਮਾਮਲੇ 'ਤੇ ਲੰਬੇ ਸਮੇਂ ਤੱਕ ਫੈਸਲਾ ਨਹੀਂ ਲਟਕਾਉਣਾ ਚਾਹੀਦਾ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੇ ਵਕੀਲਾਂ ਨੇ ਅਦਾਲਤ ਨੂੰ ਦੱਸਿਆ ਕਿ ਸੰਸਦ ਮੈਂਬਰ ਵਜੋਂ ਸਹੁੰ ਚੁੱਕਣ ਤੋਂ ਬਾਅਦ ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੇ ਹਲਕੇ ਦੇ ਵੋਟਰਾਂ ਨਾਲ ਜੁੜਨ ਦਾ ਮੌਕਾ ਨਹੀਂ ਮਿਲਿਆ ਹੈ। ਹੁਣ ਸਾਰੀਆਂ ਨਜ਼ਰਾਂ ਪੰਜਾਬ ਸਰਕਾਰ 'ਤੇ ਹਨ ਕਿ ਉਹ ਆਉਣ ਵਾਲੇ ਇੱਕ ਹਫ਼ਤੇ ਵਿੱਚ ਇਸ ਪੈਰੋਲ 'ਤੇ ਕੀ ਸਟੈਂਡ ਲੈਂਦੀ ਹੈ। ਜੇਕਰ ਸਰਕਾਰ ਪੈਰੋਲ ਦਿੰਦੀ ਹੈ, ਤਾਂ ਇਸ ਨਾਲ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਲੰਬੇ ਸਮੇਂ ਬਾਅਦ ਪੰਜਾਬ ਵਾਪਸੀ ਦਾ ਰਸਤਾ ਸਾਫ਼ ਹੋ ਸਕਦਾ ਹੈ।
The Punjab and Haryana High Court, while hearing the parole petition of the chief of 'Waris Punjab De' and current Member of Parliament from Khadoor Sahib, Amritpal Singh, has issued significant orders. The court directed the Punjab Government and relevant authorities to take a final decision on Amritpal Singh’s parole application within the next seven days.
Amritpal Singh is currently detained in Assam's Dibrugarh Jail under the National Security Act (NSA). In the petition filed on his behalf, it was argued that as an elected representative, he should be granted parole to carry out development works in his Lok Sabha constituency and to address the grievances of the public. The petition further stated that the developmental projects in Khadoor Sahib are being hindered due to his absence.
During the court proceedings, the bench clarified that the government should not keep a decision pending on such a sensitive matter for an extended period. Amritpal Singh’s legal counsel informed the court that after taking the oath as an MP, he has not yet had the opportunity to connect with the voters of his constituency. All eyes are now on the Punjab Government to see what stance it takes on this parole request within the upcoming week. If the government grants parole, it could pave the way for Amritpal Singh’s return to Punjab after a long time.
