ਲੱਦਾਖ ਨੇਤਾਵਾਂ ਨੂੰ ਰਾਜ ਦਰਜੇ ਅਤੇ ਛੇਵੀਂ ਅਨੁਸੂਚੀ ਬਾਰੇ ਗੱਲਬਾਤ ਲਈ ਕੇਂਦਰ ਨੇ ਸੱਦਿਆ
ਗ੍ਰਹਿ ਮੰਤਰਾਲੇ ਨੇ ਲੱਦਾਖ ਨੇਤਾਵਾਂ ਨੂੰ 22 ਅਕਤੂਬਰ ਨੂੰ ਰਾਜ ਦਰਜੇ ਅਤੇ ਛੇਵੀਂ ਅਨੁਸੂਚੀ ਬਾਰੇ ਗੱਲਬਾਤ ਲਈ ਸੱਦਿਆ ਹੈ। ਇਹ ਸੱਦਾ 24 ਸਤੰਬਰ ਦੀ ਹਿੰਸਾ ਦੀ ਨਿਆਂਇਕ ਜਾਂਚ ਐਲਾਨ ਤੋਂ ਬਾਅਦ ਆਇਆ ਹੈ, ਜਿਸ ਵਿੱਚ ਚਾਰ ਜਣੇ ਮਾਰੇ ਗਏ ਸਨ। ਨੇਤਾ ਸੋਨਮ ਵਾਂਗਚੁਕ ਸਮੇਤ ਗ੍ਰਿਫ਼ਤਾਰਾਂ ਦੀ ਰਿਹਾਈ ਬਾਰੇ ਵੀ ਚਰਚਾ ਕਰਨਗੇ।
ਗ੍ਰਹਿ ਮੰਤਰਾਲੇ ਨੇ ਲੱਦਾਖ ਦੇ ਨੇਤਾਵਾਂ ਨੂੰ ਗੱਲਬਾਤ ਲਈ ਸੱਦਾ ਦਿੱਤਾ ਹੈ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਲੇਹ ਐਪੈਕਸ ਬਾਡੀ (LAB) ਅਤੇ ਕਾਰਗਿਲ ਡੈਮੋਕ੍ਰੇਟਿਕ ਅਲਾਇੰਸ (KDA) ਦੇ ਮੈਂਬਰ ਸ਼ਾਮਲ ਹਨ। ਇਹ ਗੱਲਬਾਤ 22 ਅਕਤੂਬਰ ਨੂੰ ਨਵੀਂ ਦਿੱਲੀ ਵਿੱਚ ਹੋਵੇਗੀ ਅਤੇ ਇਸ ਵਿੱਚ ਲੱਦਾਖ ਨੂੰ ਛੇਵੀਂ ਅਨੁਸੂਚੀ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰਨ ਅਤੇ ਰਾਜ ਦਾ ਦਰਜਾ ਦੇਣ ਵਰਗੀਆਂ ਮੰਗਾਂ ਬਾਰੇ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਹੋਵੇਗਾ। ਲੱਦਾਖ ਦੇ ਸੰਸਦ ਮੈਂਬਰ ਨਾਲ ਲੇਹ ਅਤੇ ਕਾਰਗਿਲ ਤੋਂ ਤਿੰਨ-ਤਿੰਨ ਨੇਤਾਵਾਂ ਵਾਲੀ ਇੱਕ ਉਪ-ਕਮੇਟੀ ਨੂੰ ਇਸ ਗੱਲਬਾਤ ਲਈ ਸੱਦਿਆ ਗਿਆ ਹੈ।
ਇਹ ਸੱਦਾ ਗ੍ਰਹਿ ਮੰਤਰਾਲੇ ਵੱਲੋਂ 24 ਸਤੰਬਰ ਨੂੰ ਲੇਹ ਵਿੱਚ ਹੋਈ ਹਿੰਸਾ ਦੀ ਨਿਆਂਇਕ ਜਾਂਚ ਦਾ ਐਲਾਨ ਕਰਨ ਤੋਂ ਦੋ ਦਿਨ ਬਾਅਦ ਆਇਆ ਹੈ। ਉਸ ਹਿੰਸਾ ਵਿੱਚ ਸੁਰੱਖਿਆ ਬਲਾਂ ਨੇ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਉੱਤੇ ਗੋਲੀਬਾਰੀ ਕੀਤੀ ਸੀ, ਜਿਸ ਕਾਰਨ ਲੇਹ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਚਾਰ ਜਣੇ ਮਾਰੇ ਗਏ ਸਨ। ਲੇਹ ਐਪੈਕਸ ਬਾਡੀ ਦੇ ਸਹਿ-ਚੇਅਰਮੈਨ ਅਤੇ ਉਪ-ਕਮੇਟੀ ਦੇ ਮੈਂਬਰ ਚੈਰਿੰਗ ਦੋਰਜੇ ਲਾਕਰੁਕ ਨੇ ਪੁਸ਼ਟੀ ਕੀਤੀ ਹੈ ਕਿ ਉਹਨਾਂ ਨੂੰ ਛੇਵੀਂ ਅਨੁਸੂਚੀ ਅਤੇ ਰਾਜ ਦਾ ਦਰਜਾ ਬਾਰੇ ਚਰਚਾ ਲਈ ਨਵੀਂ ਦਿੱਲੀ ਸੱਦਿਆ ਗਿਆ ਹੈ।
ਲਾਕਰੁਕ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਕਾਰਕੁਨ ਸੋਨਮ ਵਾਂਗਚੁਕ ਅਤੇ 25 ਹੋਰਾਂ ਦੀ ਰਿਹਾਈ ਬਾਰੇ ਵੀ ਗੱਲਬਾਤ ਕਰਨਗੇ, ਜਿਨ੍ਹਾਂ ਨੂੰ 24 ਸਤੰਬਰ ਨੂੰ ਲੇਹ ਵਿੱਚ ਹੋਏ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨਾਂ ਤੋਂ ਬਾਅਦ ਹਿਰਾਸਤ ਵਿੱਚ ਲਿਆ ਗਿਆ ਸੀ। ਉਪ-ਕਮੇਟੀ ਵਿੱਚ ਵਿਚਾਰ-ਵਟਾਂਦਰੇ ਤੋਂ ਬਾਅਦ ਲੱਦਾਖ ਨੇਤਾ ਗ੍ਰਹਿ ਮੰਤਰਾਲੇ ਦੀ ਉੱਚ-ਸ਼ਕਤੀਸ਼ਾਲੀ ਕਮੇਟੀ ਨਾਲ ਵੀ ਮੁਲਾਕਾਤ ਕਰਨਗੇ। ਲੱਦਾਖ ਨੇਤਾਵਾਂ ਨੇ ਲਗਾਤਾਰ ਚਾਰ ਮੁੱਖ ਮੰਗਾਂ ਰੱਖੀਆਂ ਹਨ: ਸੰਵਿਧਾਨ ਦੀ ਛੇਵੀਂ ਅਨੁਸੂਚੀ ਅਧੀਨ ਸ਼ਾਮਲ ਕਰਨਾ, ਰਾਜ ਦਾ ਦਰਜਾ ਦੇਣਾ, ਲੱਦਾਖ ਲਈ ਇੱਕ ਵੱਖਰਾ ਲੋਕ ਸੇਵਾ ਕਮਿਸ਼ਨ ਬਣਾਉਣਾ ਅਤੇ ਦੋ ਸੰਸਦੀ ਸੀਟਾਂ (ਹੁਣ ਤੱਕ ਯੂਟੀ ਕੋਲ ਸਿਰਫ ਇੱਕ ਹੈ)। ਲੇਹ ਐਪੈਕਸ ਬਾਡੀ ਨੇ ਨਿਆਂਇਕ ਜਾਂਚ ਪੈਨਲ ਦੀ ਰਚਨਾ ਉੱਤੇ ਵੀ ਅਖ਼ਤਿਆਰ ਜ਼ਾਹਰ ਕੀਤਾ ਹੈ ਕਿਉਂਕਿ ਇਸ ਵਿੱਚ ਕੋਈ ਲੱਦਾਖੀ ਨਹੀਂ ਹੈ।
The Ministry of Home Affairs has invited Ladakh leaders for talks, including members of the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA). These talks are scheduled for October 22 in New Delhi and will focus on demands like including Ladakh under the Sixth Schedule and granting statehood. A sub-committee consisting of the Ladakh MP along with three leaders each from Leh and Kargil has been called for this discussion.
This invitation comes two days after the Ministry of Home Affairs announced a judicial probe into the violence on September 24 in Leh, where security forces opened fire on protesters, resulting in four deaths in Leh district. Leh Apex Body co-chairman and sub-committee member Chering Dorje Lakruk has confirmed that they have been summoned to New Delhi for discussions centered on the Sixth Schedule and statehood demand.
Lakruk stated that they will also discuss the release of activist Sonam Wangchuk and 25 others who were detained following the protest demonstrations in Leh on September 24. After deliberations in the sub-committee, the Ladakh leaders will meet the high-powered committee of the Ministry of Home Affairs for further talks. The Ladakh leadership has consistently raised four main demands: inclusion under the Sixth Schedule of the Constitution, granting statehood, establishing a separate Public Service Commission for Ladakh, and two parliamentary seats (currently the UT has only one). The Leh Apex Body has also objected to the composition of the judicial probe panel, noting that no Ladakhi representative is included.
