ਸਾਬਕਾ ਮੰਤਰੀ ਵਿਰੁੱਧ ਇਤਰਾਜ਼ਯੋਗ ਟਿੱਪਣੀ: ਅਮਰਿੰਦਰ ਸਿੰਘ ਰਾਜਾ ਵੜਿੰਗ ਵਿਰੁੱਧ ਕੇਸ ਰਜਿਸਟਰ
ਪੰਜਾਬ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਰਾਜਾ ਵੜਿੰਗ ਵਿਰੁੱਧ ਸਾਬਕਾ ਕੇਂਦਰੀ ਮੰਤਰੀ ਬੂਟਾ ਸਿੰਘ ਬਾਰੇ ਇਤਰਾਜ਼ਯੋਗ ਟਿੱਪਣੀਆਂ ਲਈ ਕਪੂਰਥਲਾ ਸਾਈਬਰ ਅਪਰਾਧ ਪੁਲੀਸ ਵਿੱਚ ਕੇਸ ਦਰਜ ਹੋ ਗਿਆ ਹੈ। ਸ਼ਿਕਾਇਤ ਸਰਬਜੋਤ ਸਿੰਘ ਸਿੱਧੂ ਨੇ ਕੀਤੀ ਹੈ ਜਿਸ ਵਿੱਚ ਦੋਸ਼ ਹੈ ਕਿ ਰਾਜਾ ਵੜਿੰਗ ਨੇ ਬੂਟਾ ਸਿੰਘ ਦੀ ਜਾਤ ਅਤੇ ਦਿੱਖ ਤੇ ਅਪਮਾਨਜਨਕ ਟਿੱਪਣੀ ਕੀਤੀ। ਇਹ ਟਿੱਪਣੀ ਮਜ਼ਹਬੀ ਸਿੱਖ ਭਾਈਚਾਰੇ ਨੂੰ ਅਪਮਾਨਿਤ ਕਰਨ ਵਾਲੀ ਹੈ ਅਤੇ ਕਾਨੂੰਨੀ ਰਾਏ ਤੋਂ ਬਾਅਦ ਐੱਫਆਈਆਰ ਰਜਿਸਟਰ ਹੋਈ।
ਕਪੂਰਥਲਾ ਦੇ ਸਾਈਬਰ ਅਪਰਾਧ ਪੁਲੀਸ ਥਾਣੇ ਵਿੱਚ ਪੰਜਾਬ ਪ੍ਰਦੇਸ਼ ਕਾਂਗਰਸ ਕਮੇਟੀ (PPCC) ਦੇ ਪ੍ਰਧਾਨ ਤੇ ਲੁਧਿਆਣਾ ਤੋਂ ਸੰਸਦ ਮੈਂਬਰ ਅਮਰਿੰਦਰ ਸਿੰਘ ਰਾਜਾ ਵੜਿੰਗ ਵਿਰੁੱਧ ਸਾਬਕਾ ਕੇਂਦਰੀ ਮੰਤਰੀ ਮਰਹੂਮ ਬੂਟਾ ਸਿੰਘ ਬਾਰੇ ਕੀਤੀਆਂ ਕਥਿਤ ਅਪਮਾਨਜਨਕ ਤੇ ਇਤਰਾਜ਼ਯੋਗ ਟਿੱਪਣੀਆਂ ਲਈ ਕੇਸ ਦਰਜ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਹ ਸ਼ਿਕਾਇਤ ਮਰਹੂਮ ਆਗੂ ਦੇ ਭਤੀਜੇ ਤੇ ਸਾਬਕਾ ਮੰਤਰੀ ਜੋਗਿੰਦਰ ਸਿੰਘ ਮਾਨ ਦੇ ਪੁੱਤਰ ਸਰਬਜੋਤ ਸਿੰਘ ਸਿੱਧੂ ਵੱਲੋਂ ਦਾਇਰ ਕੀਤੀ ਗਈ ਹੈ। ਸ਼ਿਕਾਇਤ ਵਿੱਚ ਦੋਸ਼ ਲਗਾਇਆ ਗਿਆ ਹੈ ਕਿ ਤਰਨ ਤਾਰਨ ਜ਼ਿਮਨੀ ਚੋਣ ਦੇ ਪ੍ਰਚਾਰ ਦੌਰਾਨ ਇੱਕ ਜਨਤਕ ਇਕੱਠ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦੇ ਹੋਏ ਰਾਜਾ ਵੜਿੰਗ ਨੇ ਆਪਣੇ ਮਰਹੂਮ ਪਿਤਾ ਦੀ ਜਾਤ ਅਤੇ ਸਰੀਰਕ ਦਿੱਖ ਦਾ ਹਵਾਲਾ ਦਿੰਦੇ ਹੋਏ ਬੂਟਾ ਸਿੰਘ ਬਾਰੇ ਇਤਰਾਜ਼ਯੋਗ ਭਾਸ਼ਾ ਦੀ ਵਰਤੋਂ ਕੀਤੀ ਸੀ।
ਸ਼ਿਕਾਇਤਕਰਤਾ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਕਾਂਗਰਸੀ ਆਗੂ ਨੇ ਕਥਿਤ ਤੌਰ ਤੇ ਟਿੱਪਣੀ ਕੀਤੀ ਸੀ ਕਿ ਬੂਟਾ ਸਿੰਘ ਨੂੰ ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰੀ ਬਣਾਇਆ ਗਿਆ ਸੀ ਸਿਰਫ਼ ਇਸ ਲਈ ਕਿਉਂਕਿ ਉਹ ਇੱਕ ਕਾਲਾ ਮਜ਼ਹਬੀ ਸਿੱਖ ਸੀ, ਜੋ ਮੱਝਾਂ ਨੂੰ ਚਾਰਾ ਆਦਿ ਪਾਉਂਦਾ ਸੀ। ਸਿੱਧੂ ਨੇ ਦਲੀਲ ਦਿੱਤੀ ਹੈ ਕਿ ਇਹ ਬਿਆਨ ਸਮਾਜਿਕ ਤੌਰ ਤੇ ਅਪਮਾਨਜਨਕ ਸੀ ਅਤੇ ਇਸ ਦਾ ਮੰਤਵ ਨਾ ਸਿਰਫ਼ ਉਨ੍ਹਾਂ ਦੇ ਪਿਤਾ ਦੀ ਵਿਰਾਸਤ ਨੂੰ ਬਲਕਿ ਪੂਰੇ ਮਜ਼ਹਬੀ ਸਿੱਖ ਭਾਈਚਾਰੇ ਨੂੰ ਅਪਮਾਨਿਤ ਕਰਨਾ ਸੀ। ਐੱਫਆਈਆਰ ਦਰਜ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਇਹ ਮਾਮਲਾ ਕਪੂਰਥਲਾ ਦੇ ਸੀਨੀਅਰ ਪੁਲੀਸ ਸੁਪਰਡੈਂਟ ਸਾਹਮਣੇ ਰੱਖਿਆ ਗਿਆ ਸੀ, ਜਿਨ੍ਹਾਂ ਨੇ ਡਿਪਟੀ ਜ਼ਿਲ੍ਹਾ ਅਟਾਰਨੀ ਤੋਂ ਕਾਨੂੰਨੀ ਸਮੀਖਿਆ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ।
3 ਨਵੰਬਰ ਨੂੰ ਇੱਕ ਕਾਨੂੰਨੀ ਰਾਏ ਵਿੱਚ, ਇਸਤਗਾਸਾ ਪੱਖ ਨੇ ਸਲਾਹ ਦਿੱਤੀ ਕਿ ਕਾਨੂੰਨ ਦੇ ਸਬੰਧਤ ਉਪਬੰਧਾਂ ਤਹਿਤ ਪਹਿਲੀ ਨਜ਼ਰੇ ਅਪਰਾਧ ਦਾ ਮਾਮਲਾ ਬਣਦਾ ਹੈ। ਸਿਫ਼ਾਰਸ਼ ਤੇ ਕਾਰਵਾਈ ਕਰਦੇ ਹੋਏ ਐੱਸਐੱਸਪੀ ਨੇ ਸਾਈਬਰ ਕ੍ਰਾਈਮ ਪੁਲੀਸ ਨੂੰ ਕੇਸ ਦਰਜ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ। ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਅਮਰਿੰਦਰ ਸਿੰਘ ਰਾਜਾ ਵੜਿੰਗ ਵਿਰੁੱਧ ਕੀਤੀਆਂ ਇਤਰਾਜ਼ਯੋਗ ਟਿੱਪਣੀਆਂ ਨੂੰ ਲੈ ਕੇ ਕਪੂਰਥਲਾ ਸਾਈਬਰ ਅਪਰਾਧ ਪੁਲੀਸ ਥਾਣੇ ਵਿੱਚ ਕੇਸ ਰਜਿਸਟਰ ਹੋ ਗਿਆ ਹੈ।
A case has been registered at the Kapurthala cyber crime police station against Punjab Pradesh Congress Committee (PPCC) President and Ludhiana MP Amarinder Singh Raja Warring for the alleged derogatory and objectionable remarks made against former Union Minister late Buta Singh. This complaint has been filed by Sarabjot Singh Sidhu, son of the late leader and former minister Joginder Singh Mann, nephew of the deceased. The complaint alleges that during the campaign for the Tarntaran by-election, while addressing a public gathering, Raja Warring used objectionable language about Buta Singh by referring to his caste and physical appearance.
The complainant stated that the Congress leader allegedly remarked that Buta Singh was made Union Home Minister only because he was a black Mazhabi Sikh who used to feed fodder to buffaloes. Sidhu argued that this statement was socially humiliating and its intent was not only to insult their father's legacy but also the entire Mazhabi Sikh community. Before registering the FIR, this matter was presented before the Senior Superintendent of Police in Kapurthala, who sought legal review from the Deputy District Attorney.
On November 3, in a legal opinion, the prosecution side advised that a case of cognizable offense is made out under the relevant provisions of the law. Acting on the recommendation, the SSP directed the cyber crime police to register the case. In this matter, regarding the objectionable remarks against Amarinder Singh Raja Warring, a case has been registered at the Kapurthala cyber crime police station.
