ਰੂਸ ਵੱਲੋਂ ਭਾਰਤ ਨੂੰ 'ਬਿਨਾਂ ਰੁਕਾਵਟ' ਤੇਲ ਸਪਲਾਈ ਜਾਰੀ ਰੱਖਣ ਦਾ ਭਰੋਸਾ, ਅਮਰੀਕਾ ਦੇ ਦਬਾਅ ਨੂੰ ਕੀਤਾ ਨਜ਼ਰਅੰਦਾਜ਼
ਰੂਸੀ ਰਾਸ਼ਟਰਪਤੀ ਵਲਾਦੀਮੀਰ ਪੁਤਿਨ ਨੇ ਭਾਰਤ ਦੌਰੇ ਦੌਰਾਨ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨਾਲ ਮੁਲਾਕਾਤ ਤੋਂ ਬਾਅਦ ਐਲਾਨ ਕੀਤਾ ਹੈ ਕਿ ਰੂਸ ਭਾਰਤ ਦੀ ਵਧਦੀ ਅਰਥਵਿਵਸਥਾ ਲਈ ਬਿਨਾਂ ਰੁਕਾਵਟ ਤੇਲ ਸਪਲਾਈ ਜਾਰੀ ਰੱਖੇਗਾ। ਪੁਤਿਨ ਦਾ ਇਹ ਭਰੋਸਾ ਉਸ ਸਮੇਂ ਆਇਆ ਹੈ ਜਦੋਂ ਅਮਰੀਕਾ ਦੇ ਦਬਾਅ ਕਾਰਨ ਭਾਰਤ ਨੂੰ ਰੂਸ ਤੋਂ ਤੇਲ ਖਰੀਦਣ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਚੁਣੌਤੀਆਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈ ਰਿਹਾ ਹੈ। ਦੋਵਾਂ ਦੇਸ਼ਾਂ ਨੇ ਆਪਣੀ ਸਮਝੌਤਿਆਂ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਦੇ ਹੋਏ 2030 ਤੱਕ ਵਪਾਰ ਵਧਾਉਣ ਦਾ ਪ੍ਰੋਗਰਾਮ ਵੀ ਉਲੀਕਿਆ।
ਭਾਰਤ ਅਤੇ ਰੂਸ ਦੇ ਡੂੰਘੇ ਤੇ ਸਮੇਂ ਦੀ ਕਸੌਟੀ 'ਤੇ ਖਰੇ ਉੱਤਰੇ ਰਿਸ਼ਤੇ ਇੱਕ ਵਾਰ ਫਿਰ ਮਜ਼ਬੂਤੀ ਨਾਲ ਸਾਹਮਣੇ ਆਏ ਹਨ। ਰੂਸੀ ਰਾਸ਼ਟਰਪਤੀ ਵਲਾਦੀਮੀਰ ਪੁਤਿਨ ਨੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨਾਲ ਸਾਲਾਨਾ ਭਾਰਤ-ਰੂਸ ਸਿਖਰ ਸੰਮੇਲਨ (India-Russia Summit) ਤੋਂ ਬਾਅਦ ਇਹ ਐਲਾਨ ਕੀਤਾ ਕਿ ਰੂਸ ਭਾਰਤ ਨੂੰ ਬਿਨਾਂ ਰੁਕਾਵਟ ਤੇਲ ਸਪਲਾਈ (Uninterrupted Oil Supply) ਜਾਰੀ ਰੱਖਣ ਲਈ ਪੂਰੀ ਤਰ੍ਹਾਂ ਤਿਆਰ ਹੈ। ਪੁਤਿਨ ਨੇ ਭਰੋਸਾ ਦਿੱਤਾ ਕਿ ਰੂਸ ਭਾਰਤ ਦੀ ਊਰਜਾ ਜ਼ਰੂਰਤਾਂ ਲਈ ਤੇਲ, ਗੈਸ ਅਤੇ ਕੋਲੇ ਸਮੇਤ ਹਰ ਚੀਜ਼ ਦਾ ਇੱਕ ਭਰੋਸੇਮੰਦ ਸਪਲਾਇਰ ਹੈ।
ਵਲਾਦੀਮੀਰ ਪੁਤਿਨ ਦਾ ਇਹ ਵਾਅਦਾ ਅਜਿਹੇ ਸਮੇਂ ਆਇਆ ਹੈ ਜਦੋਂ ਭਾਰਤ ਨੂੰ ਰੂਸ ਨਾਲ ਆਪਣੇ ਊਰਜਾ ਵਪਾਰ ਨੂੰ ਘਟਾਉਣ ਲਈ ਅਮਰੀਕਾ ਦੇ ਦਬਾਅ (US Pressure) ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈ ਰਿਹਾ ਹੈ। ਪੁਤਿਨ ਨੇ ਇਸ ਦਬਾਅ ਨੂੰ ਨਜ਼ਰਅੰਦਾਜ਼ ਕਰਦੇ ਹੋਏ ਕਿਹਾ ਕਿ ਭਾਰਤ ਵਰਗੀ ਤੇਜ਼ੀ ਨਾਲ ਵਧ ਰਹੀ ਅਰਥਵਿਵਸਥਾ ਲਈ ਊਰਜਾ ਸੁਰੱਖਿਆ (Energy Security) ਸਭ ਤੋਂ ਜ਼ਰੂਰੀ ਹੈ, ਅਤੇ ਰੂਸ ਇਸ ਵਿੱਚ ਪੂਰਾ ਸਹਿਯੋਗ ਦੇਵੇਗਾ।
ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੇ ਪੁਤਿਨ ਨੂੰ 'ਮੇਰਾ ਦੋਸਤ' ਕਹਿ ਕੇ ਸੰਬੋਧਨ ਕੀਤਾ ਅਤੇ ਭਾਰਤ-ਰੂਸ ਸਬੰਧਾਂ ਨੂੰ 'ਇੱਕ ਮਾਰਗ ਦਰਸ਼ਕ ਤਾਰੇ' (Guiding Star) ਵਰਗਾ ਦੱਸਿਆ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਆਪਸੀ ਸਤਿਕਾਰ ਅਤੇ ਡੂੰਘੇ ਭਰੋਸੇ 'ਤੇ ਅਧਾਰਤ ਇਹ ਸਮਝੌਤਾ ਹਮੇਸ਼ਾ ਹਰ ਚੁਣੌਤੀ 'ਤੇ ਖਰਾ ਉਤਰਿਆ ਹੈ। ਮੋਦੀ ਨੇ ਇਸ ਗੱਲ 'ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਕਿ ਊਰਜਾ ਸੁਰੱਖਿਆ ਦੋਵਾਂ ਦੇਸ਼ਾਂ ਦੀ ਸਟ੍ਰੈਟੇਜਿਕ ਭਾਈਵਾਲੀ (Strategic Partnership) ਦਾ ਇੱਕ ਮਜ਼ਬੂਤ ਥੰਮ੍ਹ ਰਹੀ ਹੈ।
ਦੋਵਾਂ ਨੇਤਾਵਾਂ ਨੇ 23ਵੇਂ ਸਾਲਾਨਾ ਸਿਖਰ ਸੰਮੇਲਨ ਦੌਰਾਨ 2030 ਤੱਕ ਵਪਾਰ ਅਤੇ ਨਿਵੇਸ਼ ਨੂੰ ਵਧਾਉਣ ਲਈ ਇੱਕ ਵਿਆਪਕ ਆਰਥਿਕ ਸਹਿਯੋਗ ਪ੍ਰੋਗਰਾਮ(Economic Cooperation 2030) 'ਤੇ ਵੀ ਸਹਿਮਤੀ ਜਤਾਈ। ਇਸ ਨਾਲ ਵਪਾਰ ਵਿੱਚ ਵਿਭਿੰਨਤਾ ਅਤੇ ਸਥਿਰਤਾ ਲਿਆਉਣ 'ਤੇ ਧਿਆਨ ਕੇਂਦਰਿਤ ਕੀਤਾ ਜਾਵੇਗਾ, ਜੋ ਭਾਰਤ-ਰੂਸ ਸਬੰਧਾਂ ਨੂੰ ਨਵੀਆਂ ਉਚਾਈਆਂ 'ਤੇ ਲੈ ਜਾਵੇਗਾ।
The deep, time-tested relationship between India and Russia has once again come forward with great strength. Russian President Vladimir Putin, following the annual India-Russia Summit with Prime Minister Narendra Modi, announced that Russia is fully prepared to continue the Uninterrupted Oil Supply of fuel to support India’s growing economy. Putin assured that Russia is a reliable supplier of everything required for India's energy needs, including oil, gas, and coal.
Vladimir Putin's pledge comes at a time when India is facing US Pressure to reduce its energy trade with Russia. Ignoring this external pressure, Putin stated that Energy Security is paramount for a fast-growing economy like India's, and Russia will fully cooperate in this.
Prime Minister Narendra Modi addressed Putin as 'my friend' and likened the India-Russia partnership to a 'Guiding Star'. He stated that this relationship, built on mutual respect and deep trust, has always stood the test of every challenge. Modi emphasized that Energy Security has been a strong pillar of the two nations' Strategic Partnership.
During the 23rd annual summit, both leaders also agreed upon a comprehensive Economic Cooperation Programme 2030 to enhance trade and investment until 2030. The focus will be on bringing diversification and sustainability to trade, which will take the India-Russia relationship to new heights.
