'ਸੰਚਾਰ ਸਾਥੀ' ਐਪ ਲਾਜ਼ਮੀ ਨਹੀਂ: ਪ੍ਰਾਈਵੇਸੀ ਵਿਵਾਦ ਮਗਰੋਂ ਸਰਕਾਰ ਨੇ ਹੁਕਮ ਵਾਪਸ ਲਿਆ
ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਸਮਾਰਟਫੋਨਾਂ 'ਤੇ ਸਾਈਬਰ ਸੁਰੱਖਿਆ ਐਪ 'ਸੰਚਾਰ ਸਾਥੀ' ਦੀ ਲਾਜ਼ਮੀ ਪ੍ਰੀ-ਇੰਸਟਾਲੇਸ਼ਨ ਦਾ ਹੁਕਮ ਵਾਪਸ ਲੈ ਲਿਆ ਹੈ। ਇਹ ਫੈਸਲਾ ਵਿਰੋਧੀ ਧਿਰਾਂ ਅਤੇ ਡਿਜੀਟਲ ਅਧਿਕਾਰ ਕਾਰਕੁਨਾਂ ਵੱਲੋਂ ਉਠਾਏ ਗਏ ਤਿੱਖੇ ਪ੍ਰਾਈਵੇਸੀ ਚਿੰਤਾਵਾਂ ਦੇ ਮੱਦੇਨਜ਼ਰ ਆਇਆ ਹੈ, ਭਾਵੇਂ ਕਿ ਦੂਰਸੰਚਾਰ ਵਿਭਾਗ (DoT) ਨੇ ਸਵੈ-ਇੱਛਾ ਨਾਲ ਐਪ ਡਾਊਨਲੋਡਾਂ ਵਿੱਚ 10 ਗੁਣਾ ਵਾਧੇ ਨੂੰ ਵਾਪਸੀ ਦਾ ਕਾਰਨ ਦੱਸਿਆ। ਹੁਣ ਮੋਬਾਈਲ ਨਿਰਮਾਤਾਵਾਂ ਲਈ ਇਸ ਐਪ ਨੂੰ ਫ਼ੋਨਾਂ ਵਿੱਚ ਪਹਿਲਾਂ ਤੋਂ ਸਥਾਪਤ ਕਰਨਾ ਲਾਜ਼ਮੀ ਨਹੀਂ ਹੋਵੇਗਾ, ਜਿਸ ਨਾਲ ਇਹ ਉਪਭੋਗਤਾ ਦੀ ਚੋਣ 'ਤੇ ਨਿਰਭਰ ਕਰੇਗਾ
ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਇੱਕ ਵੱਡਾ ਫੈਸਲਾ ਲੈਂਦਿਆਂ ਮੋਬਾਈਲ ਨਿਰਮਾਤਾਵਾਂ ਲਈ ਸਮਾਰਟਫੋਨਾਂ 'ਤੇ ਸਾਈਬਰ ਸੁਰੱਖਿਆ ਐਪ 'ਸੰਚਾਰ ਸਾਥੀ' ਦੀ ਲਾਜ਼ਮੀ ਪ੍ਰੀ-ਇੰਸਟਾਲੇਸ਼ਨਦਾ ਹੁਕਮ ਵਾਪਸ ਲੈ ਲਿਆ ਹੈ। ਦੂਰਸੰਚਾਰ ਵਿਭਾਗ (DoT) ਨੇ ਬੁੱਧਵਾਰ ਨੂੰ ਇਸ ਸੰਬੰਧੀ ਜਾਰੀ ਨਿਰਦੇਸ਼ ਨੂੰ ਹਟਾ ਦਿੱਤਾ, ਜਿਸ ਦੇ ਤਹਿਤ ਕੰਪਨੀਆਂ ਨੂੰ ਇਹ ਐਪ ਫ਼ੋਨਾਂ ਵਿੱਚ ਪਹਿਲਾਂ ਤੋਂ ਸਥਾਪਤ ਕਰਨਾ ਜ਼ਰੂਰੀ ਸੀ।
ਇਹ ਫੈਸਲਾ ਵਿਰੋਧੀ ਧਿਰ ਅਤੇ ਡਿਜੀਟਲ ਅਧਿਕਾਰ ਕਾਰਕੁਨਾਂ ਵੱਲੋਂ ਉਠਾਏ ਗਏ ਗੰਭੀਰ ਪ੍ਰਾਈਵੇਸੀ ਚਿੰਤਾਵਾਂ ਅਤੇ ਸਰਕਾਰ ਉੱਤੇ ਜਾਸੂਸੀ (surveillance) ਦੇ ਦੋਸ਼ਾਂ ਦੇ ਮੱਦੇਨਜ਼ਰ ਆਇਆ ਹੈ। ਆਲੋਚਕਾਂ ਨੇ ਇਸ ਨੂੰ ਨਾਗਰਿਕਾਂ ਦੇ ਨਿੱਜਤਾ ਦੇ ਅਧਿਕਾਰ 'ਤੇ ਹਮਲਾ ਕਰਾਰ ਦਿੱਤਾ ਸੀ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਸਰਕਾਰ 'ਤੇ ਹੁਕਮ ਵਾਪਸ ਲੈਣ ਦਾ ਦਬਾਅ ਬਣ ਗਿਆ ਸੀ।
ਹਾਲਾਂਕਿ, DoT ਨੇ ਆਪਣੇ ਬਿਆਨ ਵਿੱਚ ਕਿਹਾ ਕਿ ਇਹ ਫੈਸਲਾ ਐਪ ਦੀ ਵੌਲੰਟਰੀ ਅਡੌਪਸ਼ਨ (ਸਵੈ-ਇੱਛਾ ਨਾਲ ਅਪਣਾਉਣ) ਵਿੱਚ ਵਾਧੇ ਕਾਰਨ ਲਿਆ ਗਿਆ ਹੈ। ਵਿਭਾਗ ਨੇ ਦੱਸਿਆ ਕਿ ਸਿਰਫ਼ ਇੱਕ ਦਿਨ ਵਿੱਚ 6 ਲੱਖ ਨਾਗਰਿਕਾਂ ਨੇ ਐਪ ਡਾਊਨਲੋਡ ਕਰਨ ਲਈ ਰਜਿਸਟਰ ਕੀਤਾ ਹੈ, ਜੋ ਕਿ ਵਰਤੋਂ ਵਿੱਚ 10 ਗੁਣਾ ਵਾਧਾ ਹੈ। ਕੇਂਦਰੀ ਸੰਚਾਰ ਮੰਤਰੀ ਜਯੋਤੀਰਾਦਿੱਤਿਆ ਸਿੰਧੀਆ (Jyotiraditya Scindia) ਨੇ ਸੰਸਦ ਵਿੱਚ ਸਪੱਸ਼ਟ ਕੀਤਾ ਸੀ ਕਿ 'ਸੰਚਾਰ ਸਾਥੀ' ਇੱਕ ਸੁਰੱਖਿਅਤ ਸਾਈਬਰ ਸੁਰੱਖਿਆ ਟੂਲ ਹੈ, ਜਿਸਦਾ ਉਦੇਸ਼ ਲੋਕਾਂ ਨੂੰ ਧੋਖਾਧੜੀ ਤੋਂ ਬਚਾਉਣਾ ਹੈ ਅਤੇ ਇਸ ਨੂੰ ਕਿਸੇ ਵੀ ਸਮੇਂ ਡਿਲੀਟ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ। ਹੁਣ ਮੋਬਾਈਲ ਨਿਰਮਾਤਾਵਾਂ ਉੱਤੇ ਇਸ ਨੂੰ ਲਾਜ਼ਮੀ ਤੌਰ 'ਤੇ ਸਥਾਪਤ ਕਰਨ ਦੀ ਕੋਈ ਜ਼ਿੰਮੇਵਾਰੀ ਨਹੀਂ ਰਹੇਗੀ
In a major decision, the Central government has withdrawn the order mandating mobile manufacturers to conduct pre-installation of the 'Sanchar Saathi' App, a cybersecurity tool, on smartphones. The Department of Telecommunications (DoT) removed the directive on Wednesday, which previously required companies to pre-install the app on new handsets.
The reversal followed significant privacy concerns and accusations of government surveillance raised by opposition parties and digital rights activists. Critics had deemed the mandate an assault on citizens' Right to Privacy, creating pressure on the government to rescind the order.
However, the DoT stated in its release that the decision was taken due to the surge in the app's voluntary adoption. The department noted that 6 lakh citizens registered to download the app in just one day, representing a 10-fold increase in uptake. Union Communications Minister Jyotiraditya Scindia had clarified in Parliament that 'Sanchar Saathi' is a secure cybersecurity tool meant purely to protect citizens from fraud and can be deleted at any time. Now, there will be no obligation for mobile manufacturers to install it mandatorily
