ਜੀਐਸਟੀ ਮਾਲੀਏ ਵਿੱਚ 44.4% ਵਾਧਾ, ਪੰਜਾਬ ਦੀ ਵਿੱਤੀ ਤਰੱਕੀ: ਚੀਮਾ
ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਜੂਨ 2025 ਵਿੱਚ 44.44% ਵੱਧ ਜੀਐਸਟੀ ਮਾਲੀਆ ਇਕੱਠਾ ਕਰਕੇ ਨਵਾਂ ਰਿਕਾਰਡ ਬਣਾਇਆ, ਜਦਕਿ ਵਿੱਤੀ ਵਰ੍ਹੇ 2025-26 ਦੀ ਪਹਿਲੀ ਤਿਮਾਹੀ ਵਿੱਚ 27.01% ਵਾਧਾ ਦਰਜ ਕੀਤਾ। ਵਿੱਤ ਮੰਤਰੀ ਹਰਪਾਲ ਸਿੰਘ ਚੀਮਾ ਨੇ ਕਿਹਾ ਕਿ ‘ਆਪ’ ਸਰਕਾਰ ਦੀ ਲੋਕ ਪੱਖੀ ਸੋਚ ਨਾਲ ਸੂਬਾ ਆਰਥਿਕ ਤਰੱਕੀ ਕਰ ਰਿਹਾ ਹੈ। ਪਿਛਲੀਆਂ ਸਰਕਾਰਾਂ ਦੇ ਕਰਜ਼ਿਆਂ ਦੇ ਭੁਗਤਾਨ ਲਈ 49,900 ਕਰੋੜ ਰੁਪਏ ਉਧਾਰ ਲੈਣ ਦੀ ਯੋਜਨਾ ਹੈ।
ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਜੂਨ 2025 ਵਿੱਚ ਨਵਾਂ ਰਿਕਾਰਡ ਬਣਾਇਆ ਹੈ, ਜਿਸ ਵਿੱਚ ਪਿਛਲੇ ਸਾਲ ਦੇ ਜੂਨ ਮਹੀਨੇ ਦੇ ਮੁਕਾਬਲੇ 44.44 ਫ਼ੀਸਦ ਵੱਧ ਜੀਐਸਟੀ ਮਾਲੀਆ ਇਕੱਠਾ ਕੀਤਾ ਗਿਆ। ਇਸ ਦੇ ਨਾਲ ਹੀ, ਵਿੱਤੀ ਵਰ੍ਹੇ 2025-26 ਦੀ ਪਹਿਲੀ ਤਿਮਾਹੀ ਵਿੱਚ ਵੀ ਸੂਬੇ ਨੇ ਜੀਐਸਟੀ ਕੁਲੈਕਸ਼ਨ ਵਿੱਚ 27.01 ਫ਼ੀਸਦ ਦਾ ਵਾਧਾ ਦਰਜ ਕੀਤਾ। ਪੰਜਾਬ ਦੇ ਵਿੱਤ ਮੰਤਰੀ ਹਰਪਾਲ ਸਿੰਘ ਚੀਮਾ ਨੇ ਦੱਸਿਆ ਕਿ ਜੂਨ 2025 ਵਿੱਚ 2379.90 ਕਰੋੜ ਰੁਪਏ ਦਾ ਜੀਐਸਟੀ ਮਾਲੀਆ ਇਕੱਠਾ ਹੋਇਆ, ਜੋ ਪਿਛਲੇ ਸਾਲ ਦੇ 1647.69 ਕਰੋੜ ਰੁਪਏ ਦੇ ਮੁਕਾਬਲੇ 732.21 ਕਰੋੜ ਰੁਪਏ ਵੱਧ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਸੂਬੇ ਦੇ ਸਭ ਤੋਂ ਵੱਧ ਟੈਕਸ ਦੇਣ ਵਾਲੇ ਪੰਜ ਕਰਦਾਤਿਆਂ ਨੂੰ ਸਨਮਾਨਿਤ ਵੀ ਕੀਤਾ।
ਚੀਮਾ ਨੇ ਦੱਸਿਆ ਕਿ ਅਪਰੈਲ 2025 ਵਿੱਚ 15.35 ਫ਼ੀਸਦ ਅਤੇ ਮਈ ਵਿੱਚ 24.59 ਫ਼ੀਸਦ ਵੱਧ ਜੀਐਸਟੀ ਮਾਲੀਆ ਇਕੱਠਾ ਹੋਇਆ। ਵਿੱਤੀ ਵਰ੍ਹੇ 2025-26 ਦੀ ਪਹਿਲੀ ਤਿਮਾਹੀ ਵਿੱਚ ਸੂਬੇ ਨੇ 6,830.40 ਕਰੋੜ ਰੁਪਏ ਦਾ ਜੀਐਸਟੀ ਮਾਲੀਆ ਇਕੱਠਾ ਕੀਤਾ, ਜੋ ਪਿਛਲੇ ਸਾਲ ਦੀ ਪਹਿਲੀ ਤਿਮਾਹੀ ਦੇ 5,377.75 ਕਰੋੜ ਰੁਪਏ ਨਾਲੋਂ ਕਾਫ਼ੀ ਵੱਧ ਹੈ।
ਵਿੱਤ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ-ਭਾਜਪਾ ਅਤੇ ਕਾਂਗਰਸ ਸਰਕਾਰਾਂ ਦੀਆਂ ਮਾੜੀਆਂ ਕਾਰਗੁਜ਼ਾਰੀਆਂ ਕਾਰਨ ਪੰਜਾਬ ਦੇ ਵਿੱਤੀ ਹਾਲਾਤ ਖ਼ਰਾਬ ਹੋਏ ਸਨ, ਪਰ ‘ਆਪ’ ਸਰਕਾਰ ਦੀ ਲੋਕ ਪੱਖੀ ਸੋਚ ਨੇ ਸੂਬੇ ਨੂੰ ਵਿੱਤੀ ਤਰੱਕੀ ਵੱਲ ਲੈ ਜਾਇਆ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ‘ਆਪ’ ਸਰਕਾਰ ਦੇ ਤਿੰਨ ਸਾਲਾਂ ਦੇ ਕਾਰਜਕਾਲ ਵਿੱਚ 62,733 ਕਰੋੜ ਰੁਪਏ ਦਾ ਜੀਐਸਟੀ ਮਾਲੀਆ ਇਕੱਠਾ ਹੋਇਆ, ਜਦਕਿ ਕਾਂਗਰਸ ਸਰਕਾਰ ਦੇ ਪੰਜ ਸਾਲਾਂ ਵਿੱਚ ਸਿਰਫ਼ 55,146 ਕਰੋੜ ਰੁਪਏ ਇਕੱਠੇ ਹੋਏ ਸਨ।
ਚੀਮਾ ਨੇ ਕਿਹਾ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਨਵੇਂ ਆਮਦਨ ਸਾਧਨ ਤਿਆਰ ਕਰ ਰਹੀ ਹੈ। ਇਸ ਦੇ ਤਹਿਤ ਹਾਲ ਹੀ ਵਿੱਚ ਗਾਰੰਟੀ ਰੀਡੈਂਪਸ਼ਨ ਫੰਡ (ਜੀਆਰਐੱਫ) ਅਤੇ ਕੰਸੋਲੀਡੇਟਿਡ ਸਿੰਕਿੰਗ ਫੰਡ (ਸੀਐੱਸਐੱਫ) ਵਿੱਚ 1,000-1,000 ਕਰੋੜ ਰੁਪਏ ਦਾ ਨਿਵੇਸ਼ ਕੀਤਾ ਗਿਆ। ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਹੁਣ ਤੱਕ ਕੰਸੋਲੀਡੇਟਿਡ ਸਿੰਕਿੰਗ ਫੰਡ ਵਿੱਚ 10,000 ਕਰੋੜ ਰੁਪਏ ਤੋਂ ਵੱਧ ਦਾ ਨਿਵੇਸ਼ ਕੀਤਾ, ਜੋ ਸੱਤਾ ਸੰਭਾਲਣ ਵੇਲੇ ਸਿਰਫ਼ 3,000 ਕਰੋੜ ਰੁਪਏ ਸੀ।
ਪੰਜਾਬ ਦੇ ਵਿੱਤ ਮੰਤਰੀ ਨੇ ਦੱਸਿਆ ਕਿ ਪਿਛਲੀਆਂ ਸਰਕਾਰਾਂ ਵੱਲੋਂ ਲਏ ਕਰਜ਼ਿਆਂ ਦੇ ਭੁਗਤਾਨ ਲਈ ਵਿੱਤੀ ਵਰ੍ਹੇ 2025-26 ਵਿੱਚ 49,900 ਕਰੋੜ ਰੁਪਏ ਉਧਾਰ ਲੈਣ ਦੀ ਯੋਜਨਾ ਹੈ। ਇਸ ਵਿੱਚੋਂ 25,000 ਕਰੋੜ ਰੁਪਏ ਵਿਆਜ ਦੇ ਭੁਗਤਾਨ ਅਤੇ 18,200 ਕਰੋੜ ਰੁਪਏ ਮੂਲ ਰਕਮ ਦੇ ਭੁਗਤਾਨ ਲਈ ਵਰਤੇ ਜਾਣਗੇ। ਇਸ ਲਈ ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਮੌਜੂਦਾ ਵਿੱਤੀ ਵਰ੍ਹੇ ਦੀ ਦੂਜੀ ਤਿਮਾਹੀ ਵਿੱਚ 8,500 ਕਰੋੜ ਰੁਪਏ ਉਧਾਰ ਲੈਣ ਦੀ ਯੋਜਨਾ ਬਣਾਈ ਹੈ। ਇਹ ਪੰਜਾਬ ਦੀ ਵਿੱਤੀ ਸੁਧਾਰ ਅਤੇ ਆਰਥਿਕ ਤਰੱਕੀ ਦੀ ਦਿਸ਼ਾ ਵਿੱਚ ਇੱਕ ਵੱਡਾ ਕਦਮ ਹੈ।
The Punjab government set a new record in June 2025, achieving a 44.44% increase in GST revenue compared to the previous year’s June collection. Additionally, in the first quarter of the financial year 2025-26, the state recorded a 27.01% rise in GST collection, showcasing significant financial progress. Punjab Finance Minister Harpal Singh Cheema announced that the state collected 2379.90 crore rupees in GST revenue in June 2025, which is 732.21 crore rupees more than the 1647.69 crore rupees collected in June of the previous year. He also honored the top five taxpayers in the state for their contributions to this tax collection milestone.
Cheema stated that GST revenue increased by 15.35% in April 2025 and 24.59% in May 2025. In the first quarter of the financial year 2025-26, Punjab collected 6,830.40 crore rupees in GST revenue, a substantial rise from the 5,377.75 crore rupees collected in the same period last year.
The Finance Minister noted that the poor performance of previous Shiromani Akali Dal-BJP and Congress governments had deteriorated Punjab’s financial condition, but the AAP government’s people-centric approach has driven economic reforms and financial progress. He highlighted that during the AAP government’s three-year tenure, 62,733 crore rupees in GST revenue were collected, compared to just 55,146 crore rupees during the Congress government’s five years.
Cheema added that the Punjab government is creating new revenue sources to strengthen the Punjab economy. Recently, the state invested 1,000 crore rupees each in the Guarantee Redemption Fund (GRF) and the Consolidated Sinking Fund (CSF). The government has now invested over 10,000 crore rupees in the Consolidated Sinking Fund, up from just 3,000 crore rupees when it assumed power.
Punjab’s Finance Minister further explained that to repay loans taken by previous governments, the state plans to borrow 49,900 crore rupees in the financial year 2025-26. Of this, 25,000 crore rupees will be used for interest payments, and 18,200 crore rupees for principal repayment. To this end, the Punjab government has planned to borrow 8,500 crore rupees in the second quarter of the current financial year. This marks a significant step toward Punjab’s financial reforms and economic growth.
