ਕੈਨੇਡਾ ਵਿੱਚ ਗੈਰਕਾਨੂੰਨੀ ਪਰਵਾਸੀਆਂ ਨੂੰ ਡਿਪੋਰਟ ਕਰਨ ਦੀ ਤਿਆਰੀ: 7 ਹਜ਼ਾਰ ਤੋਂ ਵੱਧ ਭਾਰਤੀਆਂ ਨੂੰ ਦਿੱਲੀ ਭੇਜਣ ਦੇ ਯਤਨ

ਕੈਨੇਡਾ ਵਿੱਚ ਗੈਰਕਾਨੂੰਨੀ ਤਰੀਕੇ ਨਾਲ ਰਹਿ ਰਹੇ 32 ਹਜ਼ਾਰ ਪਰਵਾਸੀਆਂ ਨੂੰ ਡਿਪੋਰਟ ਕਰਨ ਦੇ ਹੁਕਮ ਜਾਰੀ ਹੋ ਚੁੱਕੇ ਹਨ, ਪਰ ਬਦਕਿਸਮਤੀ ਨਾਲ ਕੈਨੇਡਾ ਬਾਰਡਰ ਸਰਵਿਸਿਜ਼ ਏਜੰਸੀ (ਸੀਬੀਐੱਸਏ) ਵਾਲੇ ਇਨ੍ਹਾਂ ਨੂੰ ਫੜਨ ਵਿੱਚ ਹੁਣ ਤੱਕ ਕਾਮਯਾਬ ਨਹੀਂ ਹੋ ਸਕੇ ਹਨ। ਗੈਰਕਾਨੂੰਨੀ ਪਰਵਾਸੀਆਂ ਦਾ ਮੁੱਦਾ ਹਾਊਸ ਆਫ਼ ਕਾਮਨਜ਼ ਦੀ ਲੋਕ ਸੁਰੱਖਿਆ ਮਾਮਲਿਆਂ ਬਾਰੇ ਕਮੇਟੀ ਦੀ ਮੀਟਿੰਗ ਦੌਰਾਨ ਉੱਠਿਆ ਅਤੇ ਕੰਨਜ਼ਰਵੇਟਿਵ ਪਾਰਟੀ ਦੇ ਮੈਂਬਰਾਂ ਨੇ ਲੋਕ ਸੁਰੱਖਿਆ ਮੰਤਰੀ ਗੈਰੀ ਆਨੰਦਸੰਗਰੀ ਉੱਤੇ ਸਵਾਲਾਂ ਦੀ ਬੌਛਾੜ ਕਰ ਦਿੱਤੀ। ਇਸ ਗੈਰਕਾਨੂੰਨੀ ਪਰਵਾਸੀਆਂ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਭਾਰਤੀ ਨਾਗਰਿਕਾਂ ਦੀ ਗਿਣਤੀ ਸਭ ਤੋਂ ਵੱਧ ਹੈ ਅਤੇ ਡਿਪੋਰਟੇਸ਼ਨ ਲਿਸਟ ਵਿੱਚ 7 ਹਜ਼ਾਰ ਤੋਂ ਵੱਧ ਭਾਰਤੀਆਂ ਨੂੰ ਸ਼ਾਮਲ ਕੀਤਾ ਗਿਆ ਹੈ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਦਿੱਲੀ ਦਾ ਜਹਾਜ਼ ਚੜ੍ਹਾਉਣ ਦੇ ਯਤਨ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ।

ਟੋਰੀ ਐੱਮਪੀ ਫਰੈਂਕ ਕੈਪੁਟੋ ਨੇ ਡਿਪੋਰਟੇਸ਼ਨ ਲਿਸਟ ਵਿੱਚ ਸ਼ਾਮਲ ਪਰਵਾਸੀਆਂ ਦੀ ਗਿਣਤੀ ਬਾਰੇ ਪੁੱਛਿਆ ਤਾਂ ਲੋਕ ਸੁਰੱਖਿਆ ਮੰਤਰੀ ਨੇ ਜਵਾਬ ਦੇਣ ਤੋਂ ਨਾਂਹ ਕਰ ਦਿੱਤੀ। ਪਰ ਬਾਅਦ ਵਿੱਚ ਕੈਨੇਡਾ ਬਾਰਡਰ ਸਰਵਿਸਿਜ਼ ਏਜੰਸੀ ਦੇ ਮੁਖੀ ਐਰਿਨ ਓ ਗੌਰਮਨ ਨੇ ਸਾਫ਼ ਤਰੀਕੇ ਨਾਲ ਮੰਨਿਆ ਕਿ 32 ਹਜ਼ਾਰ ਗੈਰਕਾਨੂੰਨੀ ਪਰਵਾਸੀ ਫ਼ਰਾਰ ਹਨ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਡਿਪੋਰਟ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਉਨ੍ਹਾਂ ਨਾਲ ਹੀ ਕਿਹਾ ਕਿ ਇਹ ਅੰਕੜਾ ਘੱਟ-ਵੱਧ ਹੋ ਸਕਦਾ ਹੈ। ਕੈਨੇਡਾ-ਅਮਰੀਕਾ ਬਾਰਡਰ ਰਾਹੀਂ ਹੋਣ ਵਾਲੇ ਨਾਜਾਇਜ਼ ਪਰਵਾਸ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਗੈਰੀ ਆਨੰਦਸੰਗਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਵਿੱਚ ਪਿਛਲੇ ਸਾਲ ਦੇ ਮੁਕਾਬਲੇ 99 ਫ਼ੀਸਦੀ ਕਮੀ ਆਈ ਹੈ ਅਤੇ ਗੈਰਕਾਨੂੰਨੀ ਪਰਵਾਸੀਆਂ ਨੂੰ ਡਿਪੋਰਟ ਕਰਨ ਲਈ ਸੀਬੀਐੱਸਏ ਨੂੰ 55 ਮਿਲੀਅਨ ਡਾਲਰ ਦੇ ਵਾਧੂ ਫੰਡ ਮੁਹੱਈਆ ਕਰਵਾਏ ਜਾ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਮਰੀਕਾ ਦੇ ਰਸਤੇ ਨਾਜਾਇਜ਼ ਤਰੀਕੇ ਨਾਲ ਕੈਨੇਡਾ ਦਾਖ਼ਲ ਹੋਣ ਵਾਲਿਆਂ ਦੀਆਂ ਅਸਾਇਲਮ ਅਰਜ਼ੀਆਂ ਵੀ ਸਿੱਧੇ ਤਰੀਕੇ ਨਾਲ ਰੱਦ ਕਰ ਦਿੱਤੀਆਂ ਜਾਣਗੀਆਂ।

ਪਾਰਲੀਮੈਂਟੀ ਕਮੇਟੀ ਦੀ ਬੈਠਕ ਦੌਰਾਨ ਗੈਰੀ ਆਨੰਦਸੰਗਰੀ ਨੇ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਭਾਵੇਂ ਬਜਟ ਸਮੀਖਿਆ ਦੌਰਾਨ ਆਰਸੀਐੱਮਪੀ ਅਤੇ ਸੀਬੀਐੱਸਏ ਨੂੰ ਮਿਲਣ ਵਾਲੇ ਫੰਡ ਵਿੱਚ 2 ਫ਼ੀਸਦੀ ਕਟੌਤੀ ਕੀਤੀ ਗਈ ਪਰ ਦੋਹਾਂ ਲਾਅ ਐਨਫੋਰਸਮੈਂਟ ਏਜੰਸੀਆਂ ਨੂੰ 1000-1000 ਵਾਧੂ ਅਫ਼ਸਰ ਵੀ ਮਿਲ ਰਹੇ ਹਨ। ਕੈਨੇਡਾ ਬਾਰਡਰ ਸਰਵਿਸਿਜ਼ ਏਜੰਸੀ ਵੱਲੋਂ ਦਿੱਤੇ ਗਏ ਅੰਕੜਿਆਂ ਮੁਤਾਬਕ ਕੈਨੇਡਾ ਨੇ ਜਿਨ੍ਹਾਂ 398 ਸ਼ਰਨਾਰਥੀ ਦਾਅਵੇਦਾਰਾਂ ਨੂੰ ਦੇਸ਼ ਨਿਕਾਲਾ ਦਿੱਤਾ ਹੈ, ਉਨ੍ਹਾਂ ਵਿੱਚੋਂ 146 ਨੂੰ ਅਮਰੀਕਾ ਵਾਪਸ ਭੇਜ ਦਿੱਤਾ ਗਿਆ ਹੈ, ਜਿੱਥੇ 116 ਦੀ ਨਾਗਰਿਕਤਾ ਹੈ। ਬਾਕੀਆਂ ਨੂੰ 53 ਦੇਸ਼ਾਂ ਵਿੱਚ ਭੇਜ ਦਿੱਤਾ ਗਿਆ ਸੀ, ਜਿਨ੍ਹਾਂ ਵਿੱਚੋਂ ਜ਼ਿਆਦਾਤਰ ਨੂੰ ਹੈਤੀ (53), ਕੋਲੰਬੀਆ (24), ਤੁਰਕੀ (19) ਜਾਂ ਇਰਾਕ (15) ਭੇਜਿਆ ਗਿਆ ਸੀ। ਇਸ ਡਿਪੋਰਟੇਸ਼ਨ ਲਿਸਟ ਵਿੱਚ ਭਾਰਤੀ ਨਾਗਰਿਕਾਂ ਦੀ ਗਿਣਤੀ ਸਭ ਤੋਂ ਵੱਧ ਹੈ ਅਤੇ ਇਸ ਸਾਲ 2 ਹਜ਼ਾਰ ਤੋਂ ਵੱਧ ਭਾਰਤੀਆਂ ਨੂੰ ਡਿਪੋਰਟ ਕੀਤਾ ਜਾ ਚੁੱਕਾ ਹੈ, ਜਦਕਿ ਸਾਲ ਦੇ ਅੰਤ ਤੱਕ ਇਹ ਅੰਕੜਾ ਹੋਰ ਵਧ ਸਕਦਾ ਹੈ।

ਲੋਕ ਸੁਰੱਖਿਆ ਮੰਤਰੀ ਗੈਰੀ ਆਨੰਦਸੰਗਰੀ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ 2024-25 ਦੌਰਾਨ 18 ਹਜ਼ਾਰ ਵਿਦੇਸ਼ੀ ਨਾਗਰਿਕ ਡਿਪੋਰਟ ਕੀਤੇ ਗਏ ਅਤੇ ਇਹ ਅੰਕੜਾ ਇਸ ਤੋਂ ਪਿਛਲੇ ਸਾਲ ਦੇ ਮੁਕਾਬਲੇ 2 ਹਜ਼ਾਰ ਵੱਧ ਹੈ। ਗੈਰਕਾਨੂੰਨੀ ਪਰਵਾਸੀਆਂ ਦੀ ਫੜੋ-ਫੜੀ ਵਾਸਤੇ ਪੁਲੀਸ ਵਿਭਾਗ ਦੀ ਸੇਵਾ ਵੀ ਲਈ ਜਾਵੇਗੀ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਕੈਨੇਡੀਅਨ ਇਮੀਗ੍ਰੇਸ਼ਨ ਨਿਯਮਾਂ ਤਹਿਤ, ਦੇਸ਼ ਵਿੱਚੋਂ ਹਟਾਉਣ ਦੇ ਆਦੇਸ਼ ਦੀਆਂ 3 ਕਿਸਮਾਂ ਹਨ। ਹਰੇਕ ਕਿਸਮ ਵਾਸਤੇ ਵੱਖ-ਵੱਖ ਨਿਯਮ ਹਨ। ਰਵਾਨਗੀ ਦੇ ਹੁਕਮਾਂ ਮੁਤਾਬਕ ਵਿਅਕਤੀ ਵਿਸ਼ੇਸ਼ ਨੂੰ ਹੁਕਮ ਲਾਗੂ ਹੋਣ ਤੋਂ ਬਾਅਦ 30 ਦਿਨਾਂ ਦੇ ਅੰਦਰ ਕੈਨੇਡਾ ਛੱਡਣ ਦੀ ਲੋੜ ਹੁੰਦੀ ਹੈ। ਜੇ ਵਿਅਕਤੀ 30 ਦਿਨਾਂ ਦੇ ਅੰਦਰ ਕੈਨੇਡਾ ਨਹੀਂ ਛੱਡਦਾ, ਤਾਂ ਦੇਸ਼ ਨਿਕਾਲੇ ਦਾ ਹੁਕਮ ਜਾਰੀ ਕੀਤਾ ਜਾਂਦਾ ਹੈ। ਇਸ ਤੋਂ ਬਾਅਦ ਬੇਦਖ਼ਲੀ ਦੇ ਹੁਕਮ ਮੁਤਾਬਕ ਵਿਅਕਤੀ ਵਿਸ਼ੇਸ਼ 1 ਸਾਲ ਲਈ ਕੈਨੇਡਾ ਵਾਪਸ ਨਹੀਂ ਆ ਸਕਦਾ ਜਦ ਤੱਕ ਉਹ ਵਾਪਸ ਆਉਣ ਲਈ ਲਿਖਤੀ ਪੱਤਰ ਪ੍ਰਾਪਤ ਨਹੀਂ ਕਰਦੇ। ਪਰ ਜੇ ਅਲਹਿਦਗੀ ਦਾ ਹੁਕਮ ਜਾਰੀ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਤਾਂ ਵਿਅਕਤੀ ਵਿਸ਼ੇਸ਼ ਨੇ ਆਪਣੇ ਆਪ ਨੂੰ ਗਲਤ ਤਰੀਕੇ ਨਾਲ ਪੇਸ਼ ਕੀਤਾ ਹੈ, ਤਾਂ ਉਨ੍ਹਾਂ ਨੂੰ 5 ਸਾਲਾਂ ਲਈ ਕੈਨੇਡਾ ਵਾਪਸ ਆਉਣ ਦੀ ਆਗਿਆ ਨਹੀਂ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਦੇਸ਼ ਨਿਕਾਲੇ ਦੇ ਹੁਕਮ ਮੁਤਾਬਕ ਵਿਅਕਤੀ ਵਿਸ਼ੇਸ਼ ਨੂੰ ਕੈਨੇਡਾ ਵਾਪਸ ਆਉਣ ਤੋਂ ਪੱਕੇ ਤਰੀਕੇ ਨਾਲ ਰੋਕਦੇ ਹਨ। ਕੈਨੇਡਾ ਦੀ ਸਰਹੱਦੀ ਏਜੰਸੀ ਨੇ ਕਿਹਾ ਕਿ ਕਿਸੇ ਵਿਅਕਤੀ ਨੂੰ ਕਿੱਥੇ ਦੇਸ਼ ਨਿਕਾਲਾ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ, ਇਸ ਬਾਰੇ ਫੈਸਲਾ ਇਸ ਗੱਲ ਤੇ ਨਿਰਭਰ ਕਰਦਾ ਹੈ ਕਿ ਉਹ ਕੈਨੇਡਾ ਕਿੱਥੋਂ ਆਇਆ ਹੈ। ਇਸ ਗੈਰਕਾਨੂੰਨੀ ਪਰਵਾਸੀਆਂ ਅਤੇ ਡਿਪੋਰਟੇਸ਼ਨ ਮਾਮਲੇ ਨੇ ਭਾਰਤੀ ਪਰਵਾਸੀਆਂ ਵਿੱਚ ਚਿੰਤਾ ਵਧਾ ਦਿੱਤੀ ਹੈ, ਖਾਸ ਕਰਕੇ ਪੰਜਾਬ ਅਤੇ ਗੁਜਰਾਤ ਵਾਲੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਜੋ ਨਕਲੀ ਦਸਤਾਵੇਜ਼ਾਂ ਕਾਰਨ ਜੋਖਮ ਵਿੱਚ ਹਨ।

Deportation orders have been issued for 32,000 illegal immigrants in Canada, but unfortunately, the Canada Border Services Agency (CBSA) has not yet succeeded in apprehending them. The issue of illegal immigrants was raised during a meeting of the House of Commons committee on public safety matters, where Conservative Party members bombarded Public Safety Minister Gary Anandasangari with questions. In this case of illegal immigrants, the number of Indian citizens is the highest, with over 7,000 Indian nationals included in the deportation list, and efforts are being made to board them on flights to Delhi.

Tory MP Frank Caputo asked about the number of immigrants on the deportation list, but the Public Safety Minister refused to answer. Later, CBSA head Erin O'Gorman clearly admitted that 32,000 illegal immigrants are on the run and need to be deported. She also said that this figure could vary slightly. Referring to illegal immigration via the Canada-US border, Gary Anandasangari said that it has decreased by 99% compared to last year, and an additional $55 million in funding is being provided to CBSA for deporting illegal immigrants. He stated that asylum applications of those entering Canada illegally via the US route will also be directly rejected.

During the parliamentary committee meeting, Gary Anandasangari also revealed that although a 2% cut was made in the funds allocated to RCMP and CBSA during the budget review, both law enforcement agencies are receiving 1,000 additional officers each. According to figures provided by the Canada Border Services Agency, of the 398 refugee claimants removed from Canada, 146 have been sent back to the US, where 116 hold citizenship. The rest were sent to 53 countries, most of whom were sent to Haiti (53), Colombia (24), Turkey (19), or Iraq (15). The number of Indian citizens is the highest in this deportation list, and over 2,000 Indians have already been deported this year, with the figure likely to rise further by the end of the year.

Public Safety Minister Gary Anandasangari claims that 18,000 foreign nationals were deported during 2024-25, which is 2,000 more than the previous year. Police department services will also be utilized for catching illegal immigrants. It is noteworthy that under Canadian immigration rules, there are three types of removal orders from the country. Different rules apply to each type. Under departure orders, the individual must leave Canada within 30 days after the order becomes enforceable. If the individual does not leave Canada within 30 days, a deportation order is issued. Under exclusion orders thereafter, the individual cannot return to Canada for 1 year unless they obtain written permission to return. But if a separation order is issued, meaning the individual has misrepresented themselves, they will not be allowed to return to Canada for 5 years. In addition, deportation orders permanently bar the individual from returning to Canada. The border agency said that the decision on where an individual is deported depends on where they came from to Canada. This issue of illegal immigrants and deportations has heightened concerns among Indian migrants, especially students from Punjab and Gujarat who are at risk due to fake documents.
