ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ: ਬੀਬੀਐੱਮਬੀ ਅਤੇ ਡੈਮ ਸੇਫਟੀ ਐਕਟ ਖ਼ਿਲਾਫ਼ ਸਰਬਸੰਮਤੀ ਮਤਾ ਪਾਸ
ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਨੇ ਵਿਸ਼ੇਸ਼ ਸੈਸ਼ਨ ਦੌਰਾਨ ਸਰਬਸੰਮਤੀ ਨਾਲ ਮਤਾ ਪਾਸ ਕਰਕੇ ਬੀਬੀਐੱਮਬੀ ਅਤੇ ਡੈਮ ਸੇਫਟੀ ਐਕਟ 2021 ਦੀ ਨਿੰਦਾ ਕੀਤੀ। ਮਤੇ ਵਿੱਚ ਹਰਿਆਣਾ ਨੂੰ ਇਨਸਾਨੀਅਤ ਦੇ ਨਾਤੇ 4,000 ਕਿਊਸਿਕ ਪਾਣੀ ਦੇਣ ਦੀ ਗੱਲ ਕਹੀ ਗਈ, ਪਰ ਇਸ ਤੋਂ ਵੱਧ ਪਾਣੀ ਨਾ ਦੇਣ ਦਾ ਫੈਸਲਾ ਲਿਆ ਗਿਆ। ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਬੀਬੀਐੱਮਬੀ ਦੀਆਂ ਗੈਰਕਾਨੂੰਨੀ ਮੀਟਿੰਗਾਂ ਦੀ ਨਿੰਦਾ ਕੀਤੀ ਅਤੇ ਇਸ ਨੂੰ ਦੁਬਾਰਾ ਗਠਿਤ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ।
ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਨੇ ਇੱਕ ਵਿਸ਼ੇਸ਼ ਸੈਸ਼ਨ ਦੌਰਾਨ ਸਰਬਸੰਮਤੀ ਨਾਲ ਮਤਾ ਪਾਸ ਕਰਕੇ ਭਾਰਤੀ ਜਨਤਾ ਪਾਰਟੀ (ਭਾਜਪਾ) ਦੀ ਕੇਂਦਰੀ ਸਰਕਾਰ ਅਤੇ ਭਾਕਰਾ ਬਿਆਸ ਮੈਨੇਜਮੈਂਟ ਬੋਰਡ (ਬੀਬੀਐੱਮਬੀ) ਵੱਲੋਂ ਪਾਣੀ ਦੇ ਹੱਕਾਂ 'ਤੇ ਕੀਤੇ ਜਾ ਰਹੇ ਹਮਲਿਆਂ ਦੀ ਨਿੰਦਾ ਕੀਤੀ। ਇਸ ਮਤੇ ਵਿੱਚ ਡੈਮ ਸੇਫਟੀ ਐਕਟ 2021 ਨੂੰ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ 'ਤੇ ਹਮਲਾ ਕਰਾਰ ਦਿੱਤਾ ਗਿਆ ਅਤੇ ਇਸ ਨੂੰ ਤੁਰੰਤ ਰੱਦ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ।
ਪੰਜਾਬ ਦੇ ਜਲ ਸਰੋਤ ਮੰਤਰੀ ਬਰਿੰਦਰ ਗੋਇਲ ਨੇ ਮਤਾ ਪੇਸ਼ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਹਰਿਆਣਾ ਨੂੰ ਇਨਸਾਨੀਅਤ ਦੇ ਨਾਤੇ 4,000 ਕਿਊਸਿਕ ਪਾਣੀ ਦਿੱਤਾ ਜਾ ਰਿਹਾ ਹੈ, ਪਰ ਇਸ ਤੋਂ ਵੱਧ ਇੱਕ ਵੀ ਬੂੰਦ ਨਹੀਂ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਹਰਿਆਣਾ ਦੀ ਆਬਾਦੀ ਤਿੰਨ ਕਰੋੜ ਹੈ ਅਤੇ ਇਸ ਦੀ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਦੀ ਲੋੜ 1,700 ਕਿਊਸਿਕ ਹੈ, ਪਰ ਹੁਣ ਇਹ 8,500 ਕਿਊਸਿਕ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਹਨ, ਜੋ ਅਣੁਚਿਤ ਹੈ।
ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਸਦਨ ਵਿੱਚ ਕਿਹਾ ਕਿ ਬੀਬੀਐੱਮਬੀ ਦੀਆਂ ਮੀਟਿੰਗਾਂ ਗੈਰਕਾਨੂੰਨੀ ਢੰਗ ਨਾਲ ਬੁਲਾਈਆਂ ਜਾ ਰਹੀਆਂ ਹਨ ਅਤੇ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ ਨੂੰ ਨਜ਼ਰਅੰਦਾਜ਼ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਮੰਗ ਕੀਤੀ ਕਿ ਬੀਬੀਐੱਮਬੀ ਨੂੰ ਦੁਬਾਰਾ ਗਠਿਤ ਕੀਤਾ ਜਾਵੇ ਤਾਂ ਜੋ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ ਦੀ ਰੱਖਿਆ ਹੋ ਸਕੇ।
ਸਦਨ ਨੇ ਇਹ ਵੀ ਮੰਗ ਕੀਤੀ ਕਿ 1981 ਦੀ ਪਾਣੀ ਵੰਡ ਸੰਧੀ ਨੂੰ ਦੁਬਾਰਾ ਵੇਖਿਆ ਜਾਵੇ ਕਿਉਂਕਿ ਉਸ ਸਮੇਂ ਦਰਜ ਕੀਤੀ ਗਈ ਪਾਣੀ ਦੀ ਮਾਤਰਾ ਹੁਣ ਉਪਲਬਧ ਨਹੀਂ ਹੈ। ਇਸ ਲਈ, ਨਵੀਂ ਸੰਧੀ ਦੀ ਲੋੜ ਹੈ ਜੋ ਮੌਜੂਦਾ ਹਾਲਾਤਾਂ ਨੂੰ ਧਿਆਨ ਵਿੱਚ ਰੱਖੇ।
In a special session, the Punjab Legislative Assembly unanimously passed a resolution condemning the actions of the central BJP government and the Bhakra Beas Management Board (BBMB) concerning water rights. The resolution terms the Dam Safety Act 2021 as an infringement on Punjab's rights and demands its immediate repeal.
Punjab's Water Resources Minister, Barinder Goyal, stated that while 4,000 cusecs of water are being provided to Haryana on humanitarian grounds, not a single drop more will be given. He highlighted that Haryana's population of 30 million requires only 1,700 cusecs for drinking purposes, yet they are now demanding 8,500 cusecs, which is unjustified.
Chief Minister Bhagwant Mann criticized the BBMB for holding meetings in an unconstitutional manner, ignoring Punjab's rights. He called for the reconstitution of the BBMB to ensure Punjab's interests are safeguarded.
The Assembly also called for a review of the 1981 water-sharing agreement, noting that the water volumes recorded then are no longer available, necessitating a new agreement that reflects current realities.
