ਹਰਿਆਣਾ ਸਰਕਾਰ ਭੂਤਪੂਰਵ ਪੰਜਾਬ ਡੀਜੀਪੀ ਮੁਹੰਮਦ ਮੁਸਤਫਾ ਦੇ ਪੁੱਤਰ ਆਕਿਲ ਅਖਤਰ ਦੀ ਮੌਤ ਦੀ ਜਾਂਚ ਕੇਂਦਰੀ ਜਾਂਚ ਬਿਊਰੋ (ਸੀਬੀਆਈ) ਨੂੰ ਸੌਂਪਣ ਦੀ ਸਿਫ਼ਾਰਸ਼ ਕਰਨ ਵਾਲੀ ਹੈ। ਪੰਚਕੂਲਾ ਪੁਲੀਸ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੇ ਇਸ ਫੈਸਲੇ ਦੀ ਪੁਸ਼ਟੀ ਕੀਤੀ ਹੈ। ਸੂਤਰਾਂ ਅਨੁਸਾਰ, ਇਸ ਕੇਸ ਨੂੰ ਸੀਬੀਆਈ ਨੂੰ ਸੌਂਪਣ ਦਾ ਇੱਕ ਕਾਰਨ ਅੰਤਰ-ਰਾਜੀ ਅਧਿਕਾਰ ਖੇਤਰ ਵੀ ਹੈ। ਇਹ ਕੇਸ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਵਿਚਕਾਰ ਫੈਲਿਆ ਹੋਇਆ ਹੈ, ਜਿਸ ਕਾਰਨ ਵੱਧ ਨਿਰਪੱਖ ਜਾਂਚ ਦੀ ਲੋੜ ਹੈ।

ਇਸ ਤੋਂ ਪਹਿਲਾਂ 20 ਅਕਤੂਬਰ ਨੂੰ ਹਰਿਆਣਾ ਪੁਲੀਸ ਨੇ ਭੂਤਪੂਰਵ ਡੀਜੀਪੀ ਮੁਹੰਮਦ ਮੁਸਤਫਾ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਪਤਨੀ ਤੇ ਭੂਤਪੂਰਵ ਮੰਤਰੀ ਰਜ਼ੀਆ ਸੁਲਤਾਨਾ 'ਤੇ ਆਕਿਲ ਅਖਤਰ ਦੀ ਕਥਿਤ ਹੱਤਿਆ ਕਰਨ ਦੇ ਦੋਸ਼ਾਂ ਹੇਠ ਮਾਮਲਾ ਦਰਜ ਕੀਤਾ ਸੀ। ਇਸ ਕੇਸ ਵਿੱਚ ਅਖਤਰ ਦੀ ਪਤਨੀ ਅਤੇ ਭੈਣ ਦੇ ਨਾਮ ਵੀ ਸ਼ਾਮਲ ਹਨ। ਮਾਲੇਰਕੋਟਲਾ ਨਿਵਾਸੀ ਸ਼ਮਸੁੱਦੀਨ ਚੌਧਰੀ ਦੀ ਸ਼ਿਕਾਇਤ 'ਤੇ ਐੱਫਆਈਆਰ ਦਰਜ ਕੀਤੀ ਗਈ ਹੈ। ਇਸ ਅਨੁਸਾਰ, ਪੁਲੀਸ ਨੇ ਭਾਰਤੀ ਨਿਆ ਸੰਹਿਤਾ (ਬੀਐਨਐੱਸ) ਦੀ ਧਾਰਾ 103(1) (ਕਤਲ ਲਈ) ਅਤੇ ਧਾਰਾ 61 (ਅਪਰਾਧਿਕ ਸਾਜ਼ਿਸ਼ ਲਈ) ਲਗਾਈਆਂ ਹਨ।

ਚੌਧਰੀ ਨੇ 17 ਅਕਤੂਬਰ ਨੂੰ ਸ਼ਿਕਾਇਤ ਦਰਜ ਕਰਵਾਈ ਸੀ ਕਿ ਆਕਿਲ ਅਖਤਰ ਦੀ ਮੌਤ ਰਹੱਸਮਈ ਹਾਲਾਤਾਂ ਵਿੱਚ ਹੋਈ ਹੈ ਅਤੇ ਮ੍ਰਿਤਕ ਨਾਲ ਉਸ ਦੇ ਪਰਿਵਾਰ ਵਿਚਕਾਰ ਗੰਭੀਰ ਮਤਭੇਦ ਚੱਲ ਰਹੇ ਸਨ। ਉਨ੍ਹਾਂ ਨੇ ਹਰਿਆਣਾ ਡੀਜੀਪੀ ਅਤੇ ਮੁੱਖ ਮੰਤਰੀ ਨਾਇਬ ਸਿੰਘ ਸੈਣੀ ਨੂੰ ਨਿਰਪੱਖ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਜਾਂਚ ਕਰਨ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ। ਐੱਫਆਈਆਰ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੀ ਸ਼ਿਕਾਇਤ ਨੂੰ ਦੁਹਰਾਇਆ ਗਿਆ ਹੈ। ਇਸ ਅਨੁਸਾਰ, 27 ਅਗਸਤ ਨੂੰ ਆਕਿਲ ਨੇ ਸੋਸ਼ਲ ਮੀਡੀਆ 'ਤੇ ਇੱਕ ਵੀਡੀਓ ਜਨਤਕ ਤੌਰ 'ਤੇ ਪੋਸਟ ਕੀਤੀ ਸੀ, ਜਿਸ ਵਿੱਚ ਉਸ ਨੇ ਆਪਣੇ ਪਿਤਾ ਅਤੇ ਪਤਨੀ ਵਿਰੁੱਧ ਬਹੁਤ ਗੰਭੀਰ ਦੋਸ਼ ਲਗਾਏ ਸਨ। ਵੀਡੀਓ ਵਿੱਚ ਉਸ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਉਸ ਨੂੰ ਆਪਣੇ ਪਿਤਾ ਅਤੇ ਪਤਨੀ ਵਿਚਕਾਰ ਨਾਜਾਇਜ਼ ਸਬੰਧਾਂ ਦਾ ਪਤਾ ਲੱਗਾ ਹੈ ਅਤੇ ਅੱਗੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਉਸਦਾ ਪੂਰਾ ਪਰਿਵਾਰ - ਜਿਸ ਵਿੱਚ ਉਸਦੀ ਮਾਂ ਅਤੇ ਭੈਣ ਸ਼ਾਮਲ ਹਨ - ਉਸ ਨੂੰ ਮਾਰਨ ਜਾਂ ਕਿਸੇ ਝੂਠੇ ਕੇਸ ਵਿੱਚ ਫਸਾਉਣ ਦੀ ਸਾਜ਼ਿਸ਼ ਰਚ ਰਿਹਾ ਹੈ। ਆਕਿਲ ਨੇ ਸਪੱਸ਼ਟ ਤੌਰ 'ਤੇ ਇਸ ਗੱਲ ਦਾ ਡਰ ਜ਼ਾਹਰ ਕੀਤਾ ਸੀ ਕਿ ਉਸ ਦੀ ਜਾਨ ਨੂੰ ਖ਼ਤਰਾ ਹੈ ਅਤੇ ਉਹ ਉਨ੍ਹਾਂ ਦੇ ਹੱਥਾਂ ਵਿੱਚੋਂ ਮਾਰਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਚੌਧਰੀ ਨੇ ਆਕਿਲ ਦੇ ਡਾਇਰੀ ਦੇ ਸਕ੍ਰੀਨਸ਼ਾਟ ਅਤੇ ਸੋਸ਼ਲ ਮੀਡੀਆ ਪੋਸਟਾਂ ਨੂੰ ਸਬੂਤ ਵਜੋਂ ਜਮ੍ਹਾਂ ਕੀਤੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਹੁਣ ਅਚਾਨਕ ਮੌਤ ਦੀ ਖ਼ਬਰ ਨੇ ਉਸ ਦੇ ਡਰ ਦੀ ਪੁਸ਼ਟੀ ਕਰ ਦਿੱਤੀ ਹੈ ਅਤੇ ਇਹ ਸਪੱਸ਼ਟ ਤੌਰ 'ਤੇ ਸ਼ੱਕੀ ਮਾਮਲਾ ਹੈ। ਆਕਿਲ ਦੇ ਪਿਛਲੇ ਵੀਡੀਓ ਬਿਆਨ ਅਤੇ ਉਸ ਵਿੱਚ ਲਗਾਏ ਗੰਭੀਰ ਦੋਸ਼ਾਂ ਨੂੰ ਵਿਚਾਰ ਵਿੱਚ ਰੱਖਦੇ ਹੋਏ, ਮੌਤ ਦੇ ਕਾਰਨਾਂ ਦੀ ਨਿਰਪੱਖ ਅਤੇ ਗੈਰ-ਪੱਖਪਾਤੀ ਜਾਂਚ ਦੀ ਲੋੜ ਹੈ।

ਦੂਜੇ ਪਾਸੇ, ਮੁਸਤਫਾ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਦਾ ਪੁੱਤਰ ਪਿਛਲੇ 18 ਸਾਲਾਂ ਤੋਂ ਨਸ਼ੇ ਦਾ ਆਦੀ ਸੀ ਅਤੇ ਉਸ ਨੂੰ ਨਸ਼ੇ ਵਿੱਚੋਂ ਕੱਢਣ ਲਈ ਉਨ੍ਹਾਂ ਨੇ ਬਹੁਤ ਕੋਸ਼ਿਸ਼ਾਂ ਕੀਤੀਆਂ ਸਨ, ਪਰ ਉਹ ਬਾਰ-ਬਾਰ ਵਾਪਸ ਫਿਰ ਜਾਂਦਾ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਇੱਥੋਂ ਤੱਕ ਸੰਕੇਤ ਦਿੱਤੇ ਹਨ ਕਿ ਹੋ ਸਕਦਾ ਹੈ ਉਸ ਦੀ ਮੌਤ ਨਸ਼ੇ ਦੀ ਜ਼ਿਆਦਾ ਮਾਤਰਾ ਕਾਰਨ ਹੋਈ ਹੋਵੇ। ਬੁੱਧਵਾਰ ਨੂੰ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਗੱਲਬਾਤ ਵਿੱਚ ਮੁਸਤਫਾ ਨੇ ਕਿਹਾ ਸੀ, "ਉਹ ਆਪਣੀ ਬਿਮਾਰੀ ਕਾਰਨ ਅਕਸਰ ਹਿੰਸਕ ਹੋ ਜਾਂਦਾ ਸੀ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਪਰਿਵਾਰ ਨੇ ਸਾਲਾਂ ਤੋਂ ਇਹ ਮਾਨਸਿਕ ਕਸ਼ਟ ਸਹਿਣ ਕੀਤਾ ਹੈ।" ਉਨ੍ਹਾਂ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਉਸਦੀ ਹਾਲਤ ਇਸ ਹੱਦ ਤੱਕ ਵਿਗੜ ਗਈ ਸੀ ਕਿ ਉਹ ਨਹੀਂ ਸਮਝਦਾ ਸੀ ਕਿ ਉਹ ਕੀ ਕਹਿ ਰਿਹਾ ਹੈ ਜਾਂ ਕੀ ਕਰ ਰਿਹਾ ਹੈ। ਆਕਿਲ ਦੇ ਵੀਡੀਓ ਬਾਰੇ ਉਨ੍ਹਾਂ ਨੇ ਟਿੱਪਣੀ ਕੀਤੀ ਸੀ ਕਿ ਉਸ ਨੇ ਇਹ 27 ਅਗਸਤ ਨੂੰ ਸੋਸ਼ਲ ਮੀਡੀਆ 'ਤੇ ਪੋਸਟ ਕੀਤਾ ਸੀ ਅਤੇ ਦੋ ਘੰਟੇ ਬਾਅਦ ਇਸ ਨੂੰ ਡਿਲੀਟ ਕਰ ਦਿੱਤਾ ਸੀ। ਪਰ ਕੁਝ ਲੋਕਾਂ ਨੇ ਇਸ ਨੂੰ ਡਾਊਨਲੋਡ ਕਰ ਲਿਆ ਸੀ ਅਤੇ ਹੁਣ ਉਹ ਪਰਿਵਾਰ ਨੂੰ ਬਦਨਾਮ ਕਰਨ ਲਈ ਇਸ ਦੀ ਦੁਰਵਰਤੋਂ ਕਰ ਰਹੇ ਹਨ। ਮੁਸਤਫਾ ਨੇ ਐੱਫਆਈਆਰ ਬਾਰੇ ਪ੍ਰਤੀਕਿਰਿਆ ਵਿੱਚ ਦੁੱਖ ਜ਼ਾਹਰ ਕੀਤਾ ਅਤੇ ਕਿਹਾ ਕਿ ਇੱਕ ਪਿਤਾ ਲਈ ਆਪਣੇ ਇਕਲੌਤੇ ਪੁੱਤਰ ਨੂੰ ਗੁਆਉਣ ਤੋਂ ਵੱਧ ਦਰਦ ਕੋਈ ਨਹੀਂ ਹੁੰਦਾ ਅਤੇ ਕੁਝ ਲੋਕ ਇਸ ਸਥਿਤੀ ਨੂੰ ਛੋਟੀ ਰਾਜਨੀਤੀ ਲਈ ਵਰਤ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਕੋਈ ਡਰ ਨਹੀਂ ਹੈ ਕਿਉਂਕਿ ਉਨ੍ਹਾਂ ਨੇ ਕੁਝ ਗਲਤ ਨਹੀਂ ਕੀਤਾ। ਪੰਚਕੂਲਾ ਪੁਲੀਸ ਨੇ ਇੱਕ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ (ਐੱਸਆਈਟੀ) ਬਣਾਈ ਹੋਈ ਹੈ ਅਤੇ ਮੁਸਤਫਾ ਨੂੰ ਜਾਂਚ ਅਧਿਕਾਰੀਆਂ ਅੱਗੇ ਹਾਜ਼ਰ ਹੋਣ ਦਾ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤਾ ਹੈ। ਪੁਲੀਸ ਰਿਕਾਰਡ ਅਨੁਸਾਰ, 35 ਸਾਲਾ ਆਕਿਲ ਅਖਤਰ 16 ਅਕਤੂਬਰ ਨੂੰ ਰਾਤ ਨੂੰ ਪੰਚਕੂਲਾ ਦੇ ਸੈਕਟਰ 4 ਵਿਖੇ ਆਪਣੇ ਘਰ ਵਿੱਚ ਬੇਹੋਸ਼ ਪਿਆ ਮਿਲਿਆ ਸੀ ਅਤੇ ਪਰਿਵਾਰ ਵੱਲੋਂ ਉਸ ਨੂੰ ਸਿਵਲ ਹਸਪਤਾਲ ਲਿਜਾਇਆ ਗਿਆ ਸੀ। ਪੋਸਟਮਾਰਟਮ ਤੋਂ ਬਾਅਦ ਲਾਸ਼ ਨੂੰ ਅੰਤਿਮ ਸੰਸਕਾਰ ਲਈ ਸੌਂਪ ਦਿੱਤਾ ਗਿਆ ਸੀ ਅਤੇ ਸ਼ੁਰੂ ਵਿੱਚ ਨਸ਼ੇ ਦੀ ਜ਼ਿਆਦਤੀ ਨੂੰ ਕਾਰਨ ਮੰਨਿਆ ਗਿਆ ਸੀ। ਪਰ ਸੋਸ਼ਲ ਮੀਡੀਆ ਪੋਸਟਾਂ ਅਤੇ ਸ਼ਿਕਾਇਤ ਤੋਂ ਬਾਅਦ ਇਹ ਮਾਮਲਾ ਸ਼ੱਕੀ ਬਣ ਗਿਆ ਹੈ। ਪੰਚਕੂਲਾ ਡੀਸੀਪੀ ਸ੍ਰਿਸ਼ਟੀ ਗੁਪਤਾ ਨੇ ਪੁਸ਼ਟੀ ਕੀਤੀ ਹੈ ਕਿ ਸ਼ੁਰੂਆਤੀ ਜਾਂਚ ਵਿੱਚ ਕੋਈ ਸ਼ੱਕੀ ਨਿਸ਼ਾਨ ਨਹੀਂ ਮਿਲੇ ਸਨ, ਪਰ ਹੁਣ ਵਿਸਥਾਰ ਵਿੱਚ ਜਾਂਚ ਜਾਰੀ ਹੈ। ਇਸ ਕੇਸ ਨੂੰ ਸੀਬੀਆਈ ਨੂੰ ਸੌਂਪਣ ਤੋਂ ਬਾਅਦ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਮਨਜ਼ੂਰੀ ਤੋਂ ਬਾਅਦ ਇਹ ਟ੍ਰਾਂਸਫਰ ਹੋ ਜਾਵੇਗਾ। ਇਹ ਮਾਮਲਾ ਭੂਤਪੂਰਵ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਜੁੜੇ ਹੋਣ ਕਾਰਨ ਵਿਸ਼ੇਸ਼ ਧਿਆਨ ਖਿੱਚ ਰਿਹਾ ਹੈ।

The Haryana government is going to recommend handing over the investigation into the death of former Punjab DGP Muhammad Mustafa's son Akil Akhtar to the Central Bureau of Investigation (CBI). Panchkula police officials have confirmed this decision. According to sources, one reason for recommending the case to the CBI is the interstate jurisdiction. This case spans between Punjab and Haryana, necessitating a more impartial probe.

Earlier, on October 20, Haryana Police had registered a case against former DGP Muhammad Mustafa and his wife, former minister Razia Sultana, on allegations of murdering their son Akil Akhtar. The names of Akhtar's wife and sister are also included in this case. An FIR was filed based on the complaint of Malerkotla resident Shamshudeen Chaudhary. Accordingly, the police have invoked Section 103(1) (for murder) and Section 61 (for criminal conspiracy) of the Bharatiya Nyaya Sanhita (BNS).

Chaudhary had filed the complaint on October 17, stating that Akil Akhtar's death occurred under mysterious circumstances and there were serious family disputes with the deceased. He appealed to the Haryana DGP and Chief Minister Nayab Singh Saini for an impartial and transparent investigation. His complaint has been reiterated in the FIR. According to it, on August 27, Akil had publicly posted a video on social media in which he made very serious allegations against his father and wife. In the video, he said that he had discovered illicit relations between his father and wife, and further alleged that his entire family—including his mother and sister—was conspiring to kill him or frame him in a false case. Akil had explicitly expressed fear for his life, stating that he could be murdered at their hands. Chaudhary has submitted screenshots of Akil's diary and social media posts as evidence. He further stated that the sudden news of his death has now confirmed his fears, and this is clearly a case of foul play. Considering Akil's previous video statement and the serious allegations made in it, there is a need for an impartial and unbiased investigation into the causes of death.

On the other hand, Mustafa has said that his son had been a drug addict for the past 18 years, and he had made numerous efforts to get him out of drugs, but he kept relapsing. He has even indicated that his death might have been due to a drug overdose. In a conversation with reporters on Wednesday, Mustafa said, "He often became violent due to his illness, and our family has endured this mental suffering for years." He added that his condition had deteriorated to the point where he didn't understand what he was saying or doing. Regarding Akil's video, he commented that his son had posted it on social media on August 27 and deleted it two hours later. However, some people had downloaded it, and now they are misusing it to defame the family. In response to the FIR, Mustafa expressed anguish and said that there is no greater pain for a father than losing his only son, and some people are exploiting this situation for petty politics. He stated that he has no fear because they have done nothing wrong. Panchkula Police has formed a Special Investigation Team (SIT), and a notice has been issued to Mustafa to appear before the investigators. According to police records, 35-year-old Akil Akhtar was found unconscious at his residence in Sector 4, Panchkula, on the night of October 16, and was taken to Civil Hospital by the family. After the post-mortem, the body was handed over for last rites, and initially, it was attributed to a drug overdose. However, following the social media posts and the complaint, the case has become suspicious. Panchkula DCP Srishti Gupta has confirmed that no suspicious signs were found in the initial investigation, but now the probe is ongoing in detail. Once the central government approves, the case will be transferred to the CBI after the recommendation. This case is drawing special attention due to its connection with former officials.
