ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਤੋਂ ਅੰਮ੍ਰਿਤਪਾਲ ਦੀ ਦਲੀਲ: 'ਹਿਰਾਸਤ ਕਾਰਨ ਖਡੂਰ ਸਾਹਿਬ ਦੇ ਸੰਸਦੀ ਕੰਮ ਠੱਪ', ਵੀਡੀਓ ਕਾਨਫਰੰਸਿੰਗ ਰਾਹੀਂ ਹਾਈ ਕੋਰਟ 'ਚ ਪੇਸ਼
ਨੈਸ਼ਨਲ ਸਕਿਓਰਿਟੀ ਐਕਟ (NSA) ਤਹਿਤ ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਸੰਸਦ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਮੰਗਲਵਾਰ ਨੂੰ ਵੀਡੀਓ ਕਾਨਫਰੰਸਿੰਗ ਰਾਹੀਂ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਪੇਸ਼ ਹੋਏ। ਉਨ੍ਹਾਂ ਨੇ ਅਦਾਲਤ ਨੂੰ ਦੱਸਿਆ ਕਿ ਹਿਰਾਸਤ ਕਾਰਨ ਉਨ੍ਹਾਂ ਦੇ ਸੰਸਦੀ ਹਲਕੇ ਖਡੂਰ ਸਾਹਿਬ ਦਾ ਸਾਰਾ ਕੰਮ ਠੱਪ ਹੋ ਗਿਆ ਹੈ, ਅਤੇ ਉਹ ਨਸ਼ਿਆਂ ਅਤੇ ਹੜ੍ਹਾਂ ਵਰਗੇ ਜਨਤਕ ਮੁੱਦਿਆਂ ਨੂੰ ਸੰਸਦ ਵਿੱਚ ਨਹੀਂ ਉਠਾ ਸਕੇ। ਉਨ੍ਹਾਂ ਨੇ ਆਪਣੀ ਸੰਵਿਧਾਨਕ ਭੂਮਿਕਾ ਨਿਭਾਉਣ ਲਈ ਸ਼ਰਤੀਆ ਜ਼ਮਾਨਤ ਦੀ ਮੰਗ ਕੀਤੀ, ਜਿਸ ਦੀ ਸੁਣਵਾਈ ਅੱਜ ਦੁਪਹਿਰ 2 ਵਜੇ ਤੱਕ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ
ਨੈਸ਼ਨਲ ਸਕਿਓਰਿਟੀ ਐਕਟ (NSA) ਤਹਿਤ ਡਿਬਰੂਗੜ੍ਹ ਕੇਂਦਰੀ ਜੇਲ੍ਹ ਵਿੱਚ ਨਜ਼ਰਬੰਦ ਖਡੂਰ ਸਾਹਿਬ ਤੋਂ ਲੋਕ ਸਭਾ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਮੰਗਲਵਾਰ ਨੂੰ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਵੀਡੀਓ ਕਾਨਫਰੰਸਿੰਗ ਰਾਹੀਂ ਪੇਸ਼ ਹੋ ਕੇ ਆਪਣਾ ਪੱਖ ਪੇਸ਼ ਕੀਤਾ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਹਾਈ ਕੋਰਟ ਨੂੰ ਦੱਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਲੰਬੀ ਹਿਰਾਸਤ ਕਾਰਨ ਸੰਸਦੀ ਹਲਕੇ ਦਾ ਸਾਰਾ ਕੰਮਕਾਜ ਰੁਕ ਗਿਆ ਹੈ, ਅਤੇ ਉਹ ਸੰਸਦ ਵਿੱਚ ਹੜ੍ਹ, ਨਸ਼ਿਆਂ ਅਤੇ ਕਥਿਤ ਫਰਜ਼ੀ ਮੁਕਾਬਲਿਆਂ ਵਰਗੇ ਮੁੱਖ ਜਨਤਕ ਮੁੱਦਿਆਂ ਨੂੰ ਨਹੀਂ ਉਠਾ ਸਕੇ ਹਨ।
ਚੀਫ਼ ਜਸਟਿਸ ਸ਼ੀਲ ਨਾਗੂ ਅਤੇ ਜਸਟਿਸ ਸੰਜੀਵ ਬੇਰੀ ਦੇ ਬੈਂਚ ਅੱਗੇ ਪੇਸ਼ ਹੁੰਦਿਆਂ, ਅੰਮ੍ਰਿਤਪਾਲ ਨੇ ਆਪਣੇ ਵਕੀਲਾਂ ਦੇ ਕੰਮ ਤੋਂ ਦੂਰ ਰਹਿਣ ਦੇ ਮੱਦੇਨਜ਼ਰ ਖੁਦ ਅਦਾਲਤ ਨੂੰ ਸੰਬੋਧਨ ਕਰਨ ਦੀ ਚੋਣ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਚਿੱਟੇ ਕੁੜਤੇ ਅਤੇ ਨੀਲੀ ਪੱਗ ਬੰਨ੍ਹ ਕੇ ਅੰਗਰੇਜ਼ੀ ਅਤੇ ਪੰਜਾਬੀ ਦੋਵਾਂ ਭਾਸ਼ਾਵਾਂ ਵਿੱਚ ਗੱਲ ਕੀਤੀ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਉਨ੍ਹਾਂ ਦਾ ਮਕਸਦ ਸੰਸਦ ਵਿੱਚ ਜਾ ਕੇ ਆਪਣੇ ਸੰਵਿਧਾਨਕ ਭੂਮਿਕਾ ਨਿਭਾਉਂਦੇ ਹੋਏ, ਆਪਣੇ ਹਲਕੇ ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰਨ ਵਾਲੇ ਜ਼ਰੂਰੀ ਮੁੱਦਿਆਂ ਨੂੰ ਉਠਾਉਣਾ ਹੈ।
ਉਨ੍ਹਾਂ ਬੈਂਚ ਨੂੰ ਕਿਹਾ ਕਿ ਜਮਹੂਰੀ ਪ੍ਰਬੰਧ ਵਿੱਚ ਇੱਕ ਚੁਣੇ ਹੋਏ ਨੁਮਾਇੰਦੇ ਨੂੰ ਸੰਸਦ ਅੱਗੇ ਮੁੱਦੇ ਉਠਾਉਣ ਦਾ ਅਧਿਕਾਰ ਹੈ, ਪਰ ਉਨ੍ਹਾਂ 'ਤੇ ਲਗਾਇਆ ਗਿਆ NSA ਆਪਣੇ ਤੀਜੇ ਸਾਲ ਵਿੱਚ ਵਧਾ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਅੰਮ੍ਰਿਤਪਾਲ ਨੇ ਅਦਾਲਤ ਦੀ ਇਸ ਸ਼ਰਤ ਨੂੰ ਮੰਨ ਲਿਆ ਕਿ ਉਹ ਖੁਦ ਬਹਿਸ ਕਰਨ ਤੋਂ ਬਾਅਦ ਮਾਮਲੇ ਨੂੰ ਮੁਲਤਵੀ ਕਰਨ ਦੀ ਮੰਗ ਨਹੀਂ ਕਰਨਗੇ। ਇਸ ਤੋਂ ਬਾਅਦ ਮਾਮਲੇ ਦੀ ਹੋਰ ਸੁਣਵਾਈ ਦੁਪਹਿਰ ਦੇ ਖਾਣੇ ਤੋਂ ਬਾਅਦ 2 ਵਜੇ ਤੱਕ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤੀ ਗਈ।
Amritpal Singh, the Member of Parliament from Khadoor Sahib who is detained under the National Security Act (NSA) in Dibrugarh Central Jail, appeared before the Punjab and Haryana High Court today via Video Conferencing to present his case. Amritpal Singh informed the High Court that his prolonged custody has completely halted all work in his parliamentary constituency, and he has been unable to raise critical public issues like floods, drug abuse, and alleged fake encounters in Parliament.
Appearing before the bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry, Amritpal chose to address the court himself, citing the absence of his lawyers. Dressed in a white kurta and a blue turban, he spoke in both English and Punjabi. Amritpal Singh made it clear that his intention is to fulfill his constitutional role by participating in Parliament and raising the essential issues affecting his constituency.
He told the bench that in a democratic system, an elected representative has the right to raise issues before Parliament, but the NSA imposed on him has been extended into its third year. Amritpal accepted the court's condition that he would not seek an adjournment of the case to allow his lawyer to argue later after presenting his own arguments. Following this, the case was adjourned for further hearing until 2 PM after lunch.
