ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਅਰਾਵਲੀ ਪਰਬਤ ਮਾਲਾ ਨੂੰ ਹੋ ਰਹੇ ਨੁਕਸਾਨ ਅਤੇ ਗੈਰ-ਕਾਨੂੰਨੀ ਮਾਈਨਿੰਗ 'ਤੇ ਗੰਭੀਰ ਚਿੰਤਾ ਪ੍ਰਗਟਾਈ ਹੈ। ਅਦਾਲਤ ਨੇ ਇਸ ਕੁਦਰਤੀ ਵਿਰਾਸਤ ਦੀ ਹੋਂਦ ਨੂੰ ਬਚਾਉਣ ਲਈ ਇੱਕ ਨਵੀਂ ਉੱਚ-ਪੱਧਰੀ ਕਮੇਟੀ ਨੂੰ ਸਖ਼ਤ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ। ਅਦਾਲਤ ਨੇ ਸਾਫ਼ ਕੀਤਾ ਹੈ ਕਿ ਵਾਤਾਵਰਣ ਨਾਲ ਖਿਲਵਾੜ ਕਿਸੇ ਵੀ ਕੀਮਤ 'ਤੇ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕੀਤਾ ਜਾਵੇਗਾ ਅਤੇ ਕਮੇਟੀ ਨੂੰ ਨਿਯਮਾਂ ਦੀ ਸਖ਼ਤੀ ਨਾਲ ਪਾਲਣਾ ਕਰਵਾਉਣ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਸੌਂਪੀ ਗਈ ਹੈ
ਦੇਸ਼ ਦੀ ਸਰਵਉੱਚ ਅਦਾਲਤ ਨੇ ਅਰਾਵਲੀ ਪਰਬਤ ਮਾਲਾ ਦੇ ਡਿੱਗਦੇ ਪੱਧਰ ਅਤੇ ਵਾਤਾਵਰਣ ਦੇ ਹੁੰਦੇ ਘਾਣ ਨੂੰ ਰੋਕਣ ਲਈ ਹੁਣ ਸਖ਼ਤ ਤੇਵਰ ਦਿਖਾਏ ਹਨ। ਅਦਾਲਤ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਅਰਾਵਲੀ ਨਾ ਸਿਰਫ਼ ਇੱਕ ਭੂਗੋਲਿਕ ਖੇਤਰ ਹੈ, ਸਗੋਂ ਇਹ ਉੱਤਰੀ ਭਾਰਤ ਲਈ ਇੱਕ ਰੱਖਿਆ ਕਵਚ ਵਾਂਗ ਹੈ, ਜਿਸ ਦੀ ਹੋਂਦ ਨੂੰ ਬਚਾਉਣਾ ਅਤਿ ਜ਼ਰੂਰੀ ਹੈ। ਇਸ ਮਕਸਦ ਲਈ ਗਠਿਤ ਕੀਤੀ ਗਈ ਨਵੀਂ ਕਮੇਟੀ ਨੂੰ ਅਦਾਲਤ ਨੇ ਸਪੱਸ਼ਟ ਹਦਾਇਤਾਂ ਜਾਰੀ ਕੀਤੀਆਂ ਹਨ ਕਿ ਉਹ ਇਲਾਕੇ ਵਿੱਚ ਹੋ ਰਹੀ ਹਰ ਗੈਰ-ਕਾਨੂੰਨੀ ਗਤੀਵਿਧੀ 'ਤੇ ਤਿੱਖੀ ਨਜ਼ਰ ਰੱਖਣ।
ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ ਕਿ ਕਮੇਟੀ ਵੱਲੋਂ ਅਰਾਵਲੀ ਖੇਤਰ ਵਿੱਚ ਵਣਕਰਨ (Afforestation) ਅਤੇ ਮਾਈਨਿੰਗ ਦੇ ਪ੍ਰਭਾਵਾਂ ਦੀ ਡੂੰਘਾਈ ਨਾਲ ਸਮੀਖਿਆ ਕੀਤੀ ਜਾਵੇ। ਅਦਾਲਤ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਜੇਕਰ ਕੋਈ ਅਧਿਕਾਰੀ ਜਾਂ ਨਿੱਜੀ ਸੰਸਥਾ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਦੀ ਪਾਈ ਜਾਂਦੀ ਹੈ, ਤਾਂ ਉਸ ਵਿਰੁੱਧ ਤੁਰੰਤ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇ। ਅਰਾਵਲੀ ਨਾਲ ਸਾਡੀ ਕੁਦਰਤੀ ਸਾਂਝ ਨੂੰ ਬਚਾਉਣ ਲਈ ਇਹ ਫੈਸਲਾ ਇਤਿਹਾਸਕ ਮੰਨਿਆ ਜਾ ਰਿਹਾ ਹੈ, ਕਿਉਂਕਿ ਇਸ ਨਾਲ ਦਿੱਲੀ-ਐਨਸੀਆਰ (NCR) ਸਮੇਤ ਗੁਆਂਢੀ ਰਾਜਾਂ ਦੇ ਵਾਤਾਵਰਣ 'ਤੇ ਡੂੰਘਾ ਅਸਰ ਪੈਂਦਾ ਹੈ।
ਕਮੇਟੀ ਨੂੰ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਉਹ ਨਿਯਮਤ ਤੌਰ 'ਤੇ ਆਪਣੀ ਰਿਪੋਰਟ ਅਦਾਲਤ ਨੂੰ ਸੌਂਪੇ। ਵਾਤਾਵਰਣ ਪ੍ਰੇਮੀਆਂ ਨੇ ਅਦਾਲਤ ਦੇ ਇਸ ਸਖ਼ਤ ਰੁਖ਼ ਦਾ ਸਵਾਗਤ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਅਰਾਵਲੀ ਦੀਆਂ ਪਹਾੜੀਆਂ ਸਾਡੀ ਆਉਣ ਵਾਲੀ ਪੀੜ੍ਹੀ ਲਈ ਬਹੁਤ ਮਹੱਤਵਪੂਰਨ ਹਨ ਅਤੇ ਇਨ੍ਹਾਂ ਨੂੰ ਸਿਆਸੀ ਜਾਂ ਆਰਥਿਕ ਲਾਭ ਲਈ ਖ਼ਤਮ ਨਹੀਂ ਹੋਣ ਦਿੱਤਾ ਜਾ ਸਕਦਾ। ਅਦਾਲਤ ਨੇ ਇਹ ਵੀ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਕੁਦਰਤੀ ਸਰੋਤਾਂ ਦੀ ਲੁੱਟ ਕਰਨ ਵਾਲਿਆਂ ਵਿਰੁੱਧ ਭਾਰੀ ਜੁਰਮਾਨੇ ਅਤੇ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਅਮਲ ਵਿੱਚ ਲਿਆਂਦੀ ਜਾਵੇਗੀ।
