ਲੈਂਡ ਪੂਲਿੰਗ ਨੀਤੀ ਮੁਹਾਲੀ, ਲੁਧਿਆਣਾ ਤੇ ਪਟਿਆਲਾ ਤੱਕ ਸੀਮਤ
ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਕਿਸਾਨਾਂ ਦੇ ਵਿਰੋਧ ਕਾਰਨ ਲੈਂਡ ਪੂਲਿੰਗ ਨੀਤੀ ਨੂੰ ਸਿਰਫ਼ ਮੁਹਾਲੀ, ਲੁਧਿਆਣਾ ਅਤੇ ਪਟਿਆਲਾ ਵਿੱਚ ਲਾਗੂ ਕਰਨ ਦਾ ਫ਼ੈਸਲਾ ਕੀਤਾ ਹੈ। ਸਰਕਾਰ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਇਹ ਨੀਤੀ ਸ਼ਹਿਰੀਕਰਨ ਅਤੇ ਨਿਵੇਸ਼ਕਾਂ ਲਈ ਜ਼ਮੀਨੀ ਬੈਂਕ ਬਣਾਉਣ ਵਿੱਚ ਮਦਦ ਕਰੇਗੀ। ਕਿਸਾਨ ਜਥੇਬੰਦੀਆਂ ਨੇ ਇਸ ਨੀਤੀ ਨੂੰ ਕਿਸਾਨ ਵਿਰੋਧੀ ਦੱਸ ਕੇ ਸੰਘਰਸ਼ ਦੀ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਹੈ।
ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਕਿਸਾਨਾਂ ਦੇ ਵਿਰੋਧ ਨੂੰ ਦੇਖਦਿਆਂ ਲੈਂਡ ਪੂਲਿੰਗ ਨੀਤੀ ਨੂੰ ਸਿਰਫ਼ ਮੁਹਾਲੀ, ਲੁਧਿਆਣਾ ਅਤੇ ਪਟਿਆਲਾ ਵਿੱਚ ਲਾਗੂ ਕਰਨ ਦਾ ਫ਼ੈਸਲਾ ਕੀਤਾ ਹੈ। ਪਹਿਲਾਂ ਸਰਕਾਰ ਨੇ ਸੂਬੇ ਦੇ ਵੱਖ-ਵੱਖ ਸ਼ਹਿਰਾਂ ਵਿੱਚ 65,533 ਏਕੜ ਜ਼ਮੀਨ ਐਕੁਆਇਰ ਕਰਨ ਦੀ ਯੋਜਨਾ ਬਣਾਈ ਸੀ, ਪਰ ਸੰਯੁਕਤ ਕਿਸਾਨ ਮੋਰਚਾ ਅਤੇ ਵਿਰੋਧੀ ਧਿਰਾਂ ਦੇ ਸਖ਼ਤ ਰੁਖ਼ ਕਾਰਨ ਹੁਣ ਇਸ ਨੀਤੀ ਨੂੰ ਸਿਰਫ਼ ਤਿੰਨ ਵੱਡੇ ਸ਼ਹਿਰਾਂ ਤੱਕ ਸੀਮਤ ਕਰਨ ਦੀ ਤਿਆਰੀ ਹੈ।
ਸਰਕਾਰ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਮੁਹਾਲੀ, ਲੁਧਿਆਣਾ ਅਤੇ ਪਟਿਆਲਾ ਵਿੱਚ ਲੈਂਡ ਪੂਲਿੰਗ ਨੀਤੀ ਪਹਿਲਾਂ ਹੀ ਸਫ਼ਲ ਰਹੀ ਹੈ। ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ ਅਨੁਸਾਰ, ਮੁਹਾਲੀ ਵਿੱਚ 1,000 ਏਕੜ, ਲੁਧਿਆਣਾ ਵਿੱਚ 300 ਏਕੜ ਅਤੇ ਪਟਿਆਲਾ ਵਿੱਚ 80 ਏਕੜ ਜ਼ਮੀਨ ਇਸ ਨੀਤੀ ਰਾਹੀਂ ਪ੍ਰਾਪਤ ਕੀਤੀ ਜਾ ਚੁੱਕੀ ਹੈ, ਜਦਕਿ ਪਟਿਆਲਾ ਵਿੱਚ 50 ਏਕੜ ਜ਼ਮੀਨ ਦੀ ਪ੍ਰਕਿਰਿਆ ਜਾਰੀ ਹੈ। ਸਰਕਾਰ ਦਾ ਇਰਾਦਾ ਹੈ ਕਿ ਪਹਿਲਾਂ ਇਨ੍ਹਾਂ ਸ਼ਹਿਰਾਂ ਵਿੱਚ ਜ਼ਮੀਨ ਨੂੰ ਵਿਕਸਤ ਕਰਕੇ ਇੱਕ ਨਮੂਨੇ ਵਜੋਂ ਪੇਸ਼ ਕੀਤਾ ਜਾਵੇ, ਫਿਰ ਇਸ ਨੀਤੀ ਨੂੰ ਹੋਰ ਸ਼ਹਿਰਾਂ ਵਿੱਚ ਵਧਾਇਆ ਜਾਵੇ।
ਮੁੱਖ ਸਕੱਤਰ ਕੇਏਪੀ ਸਿਨਹਾ ਨੇ ਕਿਹਾ ਕਿ ਸ਼ਹਿਰੀਕਰਨ ਦੀਆਂ ਲੋੜਾਂ ਨੂੰ ਪੂਰਾ ਕਰਨ ਲਈ ਇਹ ਨੀਤੀ ਜ਼ਰੂਰੀ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਹ ਨੀਤੀ 2008-2016 ਦਰਮਿਆਨ 24 ਸ਼ਹਿਰਾਂ ਅਤੇ ਕਸਬਿਆਂ ਲਈ ਬਣਾਏ ਮਾਸਟਰ ਪਲਾਨ ਦਾ ਹਿੱਸਾ ਸੀ। ਸਰਕਾਰ ਹੁਣ ਸਿਰਫ਼ ਲੋਕਾਂ ਦੀਆਂ ਮੌਜੂਦਾ ਜ਼ਰੂਰਤਾਂ ਅਨੁਸਾਰ ਇਸ ਨੂੰ ਲਾਗੂ ਕਰ ਰਹੀ ਹੈ। ਸਿਨਹਾ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਨੂੰ ਖੇਤੀ ਅਰਥਚਾਰੇ ਤੋਂ ਸਨਅਤੀ ਅਤੇ ਸੇਵਾ ਖੇਤਰ ਵੱਲ ਵਧਣ ਦੀ ਲੋੜ ਹੈ, ਜਿਸ ਲਈ ਨਿਵੇਸ਼ਕਾਂ ਨੂੰ ਜ਼ਮੀਨ ਦੀ ਲੋੜ ਪਵੇਗੀ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਕਈ ਵਾਰ ਜ਼ਮੀਨ ਦੀ ਕਮੀ ਕਾਰਨ ਵੱਡੇ ਨਿਵੇਸ਼ਕ ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ਵਰਗੇ ਸੂਬਿਆਂ ਵੱਲ ਚਲੇ ਗਏ।
ਸਰਕਾਰ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਲੈਂਡ ਪੂਲਿੰਗ ਨੀਤੀ ਨਾਲ ਜ਼ਮੀਨੀ ਬੈਂਕ ਤਿਆਰ ਕੀਤਾ ਜਾਵੇਗਾ, ਜਿਸ ਨਾਲ ਨਿਵੇਸ਼ਕਾਂ ਨੂੰ ਵਾਜਬ ਕੀਮਤਾਂ ’ਤੇ ਜ਼ਮੀਨ ਮੁਹੱਈਆ ਕਰਵਾਈ ਜਾ ਸਕੇਗੀ। ਪਰ ਕਿਸਾਨ ਜਥੇਬੰਦੀਆਂ ਨੇ ਇਸ ਨੀਤੀ ਨੂੰ ਕਿਸਾਨ ਵਿਰੋਧੀ ਦੱਸਦਿਆਂ ਸਰਕਾਰ ਨੂੰ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਹੈ ਕਿ ਜੇਕਰ ਇਹ ਨੀਤੀ ਜ਼ਬਰਦਸਤੀ ਲਾਗੂ ਕੀਤੀ ਗਈ ਤਾਂ ਸੰਘਰਸ਼ ਨੂੰ ਹੋਰ ਤਿੱਖਾ ਕੀਤਾ ਜਾਵੇਗਾ।
The Punjab government, in response to farmer protests, has decided to limit the implementation of the land pooling policy to Mohali, Ludhiana, and Patiala. Initially, the government planned to acquire 65,533 acres of land across various cities in the state, but due to strong opposition from the Sanyukt Kisan Morcha and opposition parties, it has now focused on these three major cities.
The government believes that the land pooling policy has already been successful in Mohali, Ludhiana, and Patiala. According to senior officials, 1,000 acres in Mohali, 300 acres in Ludhiana, and 80 acres in Patiala have already been acquired through this policy, with an additional 50 acres in Patiala under process. The plan is to develop these lands first and present them as a model before expanding the policy to other cities.
Chief Secretary KAP Sinha stated that the policy is essential to meet urbanization needs. He noted that it was part of the master plan prepared for 24 cities and towns between 2008 and 2016. The government is now implementing it based on current public needs. Sinha emphasized that Punjab needs to shift from an agricultural economy to an industrial and service-based economy, which requires a land bank for investors. He highlighted that the lack of available land has previously driven large investors to states like Uttar Pradesh.
The government claims that the land pooling policy will create a land bank, enabling it to offer land to investors at reasonable prices. However, farmer organizations have labeled the policy as anti-farmer and warned that any attempt to enforce it forcibly will lead to intensified protests.
