ਪਹਿਲਗਾਮ ਹਮਲੇ ਪਿੱਛੋਂ ਅਮਰੀਕਾ ਵੱਲੋਂ ਆਪਣੇ ਨਾਗਰਿਕਾਂ ਨੂੰ ਕਸ਼ਮੀਰ ਨਾ ਜਾਣ ਦੀ ਸਲਾਹ
ਪਹਿਲਗਾਮ ਹਮਲੇ ਤੋਂ ਬਾਅਦ, ਅਮਰੀਕਾ ਨੇ ਆਪਣੇ ਨਾਗਰਿਕਾਂ ਲਈ ਜੰਮੂ-ਕਸ਼ਮੀਰ ਅਤੇ ਭਾਰਤ-ਪਾਕਿਸਤਾਨ ਸਰਹੱਦ ਨੇੜੇ ਯਾਤਰਾ ਕਰਨ ਤੇ ਚਿਤਾਵਨੀ ਜਾਰੀ ਕੀਤੀ ਹੈ। ਹਮਲੇ ਵਿੱਚ 26 ਲੋਕ ਮਾਰੇ ਗਏ ਸਨ। ਅਮਰੀਕੀ ਵਿਦੇਸ਼ ਵਿਭਾਗ ਨੇ ਜੰਮੂ-ਕਸ਼ਮੀਰ ਵਿੱਚ ਅੱਤਵਾਦੀ ਹਮਲਿਆਂ ਅਤੇ ਹਿੰਸਾ ਦੇ ਖ਼ਤਰੇ ਕਾਰਨ ਯਾਤਰਾ ਤੋਂ ਬਚਣ ਲਈ ਕਿਹਾ। ਭਾਰਤ ਨੇ ਵੀ ਆਪਣਾ ਰੁਖ ਸਖ਼ਤ ਕਰਦਿਆਂ ਪਾਕਿਸਤਾਨ ਨਾਲ ਕੁਝ ਮੁਹਤਵਪੂਰਨ ਸੰਧੀਆਂ ਰੱਦ ਕਰ ਦਿੱਤੀਆਂ ਹਨ।
ਅਮਰੀਕਾ ਨੇ ਜੰਮੂ-ਕਸ਼ਮੀਰ ਦੇ ਪਹਿਲਗਾਮ ਇਲਾਕੇ ਵਿੱਚ ਹੋਏ ਤਾਜ਼ਾ ਅੱਤਵਾਦੀ ਹਮਲੇ ਤੋਂ ਬਾਅਦ ਆਪਣੇ ਨਾਗਰਿਕਾਂ ਲਈ ਇੱਕ ਗੰਭੀਰ ਯਾਤਰਾ ਸਲਾਹ ਜਾਰੀ ਕੀਤੀ ਹੈ। ਇਹ ਸਲਾਹ ਬੁੱਧਵਾਰ ਨੂੰ ਜਾਰੀ ਕੀਤੀ ਗਈ, ਜਿਸ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਕਿ ਅਮਰੀਕੀ ਨਾਗਰਿਕ ਭਾਰਤ-ਪਾਕਿਸਤਾਨ ਸਰਹੱਦ ਦੇ 10 ਕਿਲੋਮੀਟਰ ਹਲਕੇ ਅਤੇ ਜੰਮੂ-ਕਸ਼ਮੀਰ ਖੇਤਰ (ਲੇਹ ਨੂੰ ਛੱਡ ਕੇ) ਵਿੱਚ ਯਾਤਰਾ ਕਰਨ ਤੋਂ ਗੁਰੇਜ਼ ਕਰਨ।
ਇਹ ਚੇਤਾਵਨੀ ਮੰਗਲਵਾਰ ਨੂੰ ਪਹਿਲਗਾਮ ਵਿੱਚ ਹੋਏ ਅੱਤਵਾਦੀ ਹਮਲੇ ਦੇ ਤੁਰੰਤ ਬਾਅਦ ਆਈ ਹੈ, ਜਿਸ ਵਿੱਚ 26 ਲੋਕਾਂ ਦੀ ਮੌਤ ਹੋਈ ਸੀ ਅਤੇ ਕਈ ਹੋਰ ਜ਼ਖਮੀ ਹੋਏ। ਇਹ ਹਮਲਾ 2019 ਦੇ ਪੁਲਵਾਮਾ ਹਮਲੇ ਤੋਂ ਬਾਅਦ ਘਾਟੀ ਵਿੱਚ ਸਭ ਤੋਂ ਜ਼ਿਆਦਾ ਘਾਤਕ ਮੰਨਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਹਮਲੇ ਦਾ ਟੀਚਾ ਵਿਦੇਸ਼ੀ ਅਤੇ ਘਰੇਲੂ ਸੈਲਾਨੀ ਬਣੇ।
ਅਮਰੀਕੀ ਵਿਦੇਸ਼ ਮੰਤਰਾਲੇ ਨੇ ਕਿਹਾ, “ਜੰਮੂ-ਕਸ਼ਮੀਰ ਵਿੱਚ ਅੱਤਵਾਦੀ ਹਮਲਿਆਂ, ਹਿੰਸਾ ਅਤੇ ਕਾਨੂੰਨੀ ਬਦਅਮਨੀ ਦੇ ਖ਼ਤਰੇ ਕਾਰਨ ਯਾਤਰਾ ਸਿਫਾਰਸ਼ ਨਹੀਂ ਕੀਤੀ ਜਾਂਦੀ। ਇੱਥੇ ਵਿਖੇ ਸ਼੍ਰੀਨਗਰ, ਗੁਲਮਰਗ ਅਤੇ ਪਹਿਲਗਾਮ ਵਰਗੇ ਮਸ਼ਹੂਰ ਟੂਰਿਸਟ ਸਥਾਨ ਵੀ ਅਕਸਰ ਟਾਰਗੇਟ ਬਣਦੇ ਹਨ।”
ਇਸ ਤੋਂ ਇਲਾਵਾ, ਅਮਰੀਕਾ ਨੇ ਆਪਣੇ ਨਾਗਰਿਕਾਂ ਨੂੰ ਭਾਰਤ-ਪਾਕਿਸਤਾਨ LOC ਦੇ 10 ਕਿਲੋਮੀਟਰ ਹਲਕੇ ਤੋਂ ਦੂਰ ਰਹਿਣ ਦੀ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ, ਜਿੱਥੇ ਹਥਿਆਰਬੰਦ ਟਕਰਾਅ ਦੀ ਸੰਭਾਵਨਾ ਸਦਾ ਬਣੀ ਰਹਿੰਦੀ ਹੈ।
ਇਸ ਹਮਲੇ ਤੋਂ ਬਾਅਦ ਭਾਰਤ ਨੇ ਵੀ ਆਪਣਾ ਰੁਖ ਸਖ਼ਤ ਕਰ ਲਿਆ ਹੈ। ਵਿਦੇਸ਼ ਮੰਤਰਾਲੇ ਨੇ 1960 ਦੀ ਸਿੰਧ ਜਲ ਸੰਧੀ ਨੂੰ ਅਸਥਾਈ ਤੌਰ 'ਤੇ ਮੁਅੱਤਲ ਕਰਨ ਅਤੇ ਪਾਕਿਸਤਾਨੀ ਰਾਜਨੀਕਾਂ ਨੂੰ ਮੁਲਕ ਛੱਡਣ ਦੇ ਹੁਕਮ ਜਾਰੀ ਕੀਤੇ ਹਨ।
Following the deadly terrorist attack in Pahalgam, Jammu and Kashmir, the US Department of State has issued an updated and stricter travel advisory for its citizens. Released on Wednesday, the advisory strongly urges US nationals to avoid travel within 10 kilometers of the India-Pakistan border and in the Jammu & Kashmir region, excluding Leh in Ladakh.
This advisory comes in response to Tuesday’s attack where gunmen opened fire on tourists in Pahalgam, killing 26 and injuring many others. This marks the deadliest incident in the valley since the Pulwama attack in 2019, where 40 soldiers were killed. The attackers reportedly targeted both foreign and domestic tourists.
According to the US State Department, “Terrorist attacks and civil unrest are possible in the union territory of Jammu and Kashmir. Avoid travel to this region (excluding Leh), as incidents of sporadic violence are common, even in popular tourist spots like Srinagar, Gulmarg, and Pahalgam.”
The advisory also emphasizes that due to ongoing tensions and the risk of armed conflict, US citizens should stay away from areas within 10 km of the Line of Control (LOC) between India and Pakistan.
In response, India has taken stern diplomatic steps. On the same day, the Indian government suspended the 1960 Indus Waters Treaty with Pakistan and ordered Pakistani diplomatic personnel to leave India.
