ਇਮਰਾਨ ਖਾਨ ਨੂੰ ਇਕਾਂਤ ਕੈਦ 'ਚੋਂ ਕੱਢੋ: ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਨੇ ਪਾਕਿਸਤਾਨ ਨੂੰ ਕੀਤੀ ਸਖ਼ਤ ਅਪੀਲ
ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ (UN) ਦੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਮਾਹਿਰ ਨੇ ਪਾਕਿਸਤਾਨ ਸਰਕਾਰ ਨੂੰ ਸਾਬਕਾ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਇਮਰਾਨ ਖਾਨ ਦੀ ਅਣਮਨੁੱਖੀ ਨਜ਼ਰਬੰਦੀ ਨੂੰ ਤੁਰੰਤ ਖਤਮ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਲੰਮੀ ਇਕਾਂਤ ਕੈਦ ਮਾਨਸਿਕ ਤਸ਼ੱਦਦ ਦੇ ਬਰਾਬਰ ਹੈ ਅਤੇ ਇਹ ਅੰਤਰਰਾਸ਼ਟਰੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਾਨੂੰਨ ਦੀ ਉਲੰਘਣਾ ਹੈ। ਇਮਰਾਨ ਖਾਨ ਅਗਸਤ 2023 ਤੋਂ ਰਾਵਲਪਿੰਡੀ ਦੀ ਅਦਿਆਲਾ ਜੇਲ੍ਹ ਵਿੱਚ ਨਜ਼ਰਬੰਦ ਹਨ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਹੋਰ ਕੈਦੀਆਂ ਨਾਲ ਮਿਲਣ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਹੈ
ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ (United Nations) ਦੇ ਇੱਕ ਵਿਸ਼ੇਸ਼ ਮਾਹਿਰ ਨੇ ਪਾਕਿਸਤਾਨ ਦੇ ਸਾਬਕਾ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਇਮਰਾਨ ਖਾਨ ਦੀ ਅਣਮਨੁੱਖੀ ਨਜ਼ਰਬੰਦੀ ਦੇ ਹਾਲਾਤ ਬਾਰੇ ਆਈਆਂ ਰਿਪੋਰਟਾਂ 'ਤੇ ਡੂੰਘੀ ਚਿੰਤਾ ਜ਼ਾਹਰ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਪਾਕਿਸਤਾਨ ਸਰਕਾਰ ਨੂੰ ਤੁਰੰਤ ਅਤੇ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਕਾਰਵਾਈ ਕਰਨ ਦੀ ਸਖ਼ਤ ਮੰਗ ਕੀਤੀ ਹੈ ਤਾਂ ਜੋ ਇਮਰਾਨ ਖਾਨ ਨੂੰ ਇਸ ਸਥਿਤੀ ਵਿੱਚੋਂ ਕੱਢਿਆ ਜਾ ਸਕੇ।
ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਦੇ ਮਾਹਿਰ ਐਲਿਸ ਜਿਲ ਐਡਵਰਡਸ ਨੇ ਕਿਹਾ ਕਿ ਅੰਤਰਰਾਸ਼ਟਰੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਾਨੂੰਨ ਤਹਿਤ ਕਿਸੇ ਵੀ ਵਿਅਕਤੀ ਨੂੰ ਲੰਮੇ ਸਮੇਂ ਲਈ ਜਾਂ ਬਿਨਾਂ ਮਿਥੇ ਸਮੇਂ ਲਈ ਇਕਾਂਤ ਕੈਦ (Solitary Confinement) ਵਿੱਚ ਰੱਖਣ ਦੀ ਮਨਾਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਜੇਕਰ ਇਕਾਂਤ ਕੈਦ ਨੂੰ 15 ਦਿਨਾਂ ਤੋਂ ਵੱਧ ਸਮੇਂ ਲਈ ਵਧਾਇਆ ਜਾਂਦਾ ਹੈ, ਤਾਂ ਇਹ ਆਪਣੇ ਆਪ ਵਿੱਚ ਮਾਨਸਿਕ ਤਸ਼ੱਦਦ (Psychological Torture) ਦਾ ਇੱਕ ਰੂਪ ਬਣ ਜਾਂਦਾ ਹੈ।
ਮਾਹਿਰ ਨੇ ਪਾਕਿਸਤਾਨੀ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਹੈ ਕਿ ਉਹ ਇਹ ਯਕੀਨੀ ਬਣਾਉਣ ਕਿ ਇਮਰਾਨ ਖਾਨ ਦੀ ਨਜ਼ਰਬੰਦੀ ਦੀਆਂ ਸ਼ਰਤਾਂ ਅੰਤਰਰਾਸ਼ਟਰੀ ਨਿਯਮਾਂ ਅਤੇ ਮਾਪਦੰਡਾਂ ਦੇ ਪੂਰੀ ਤਰ੍ਹਾਂ ਅਨੁਸਾਰ ਹੋਣ। 73 ਸਾਲਾ ਇਮਰਾਨ ਖਾਨ ਅਗਸਤ 2023 ਤੋਂ ਰਾਵਲਪਿੰਡੀ ਦੀ ਅਦਿਆਲਾ ਜੇਲ੍ਹ (Adiala Jail) ਵਿੱਚ ਕਈ ਕੇਸਾਂ ਵਿੱਚ ਬੰਦ ਹਨ। ਰਿਪੋਰਟਾਂ ਅਨੁਸਾਰ, ਉਨ੍ਹਾਂ ਦੀਆਂ ਬਾਹਰੀ ਗਤੀਵਿਧੀਆਂ 'ਤੇ ਰੋਕ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਹੋਰ ਕੈਦੀਆਂ (Prisoners) ਨਾਲ ਗੱਲਬਾਤ ਕਰਨ ਦੀ ਵੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਹੈ। ਇਸ ਦੌਰਾਨ ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਦੇ ਅਧਿਕਾਰੀ ਪਾਕਿਸਤਾਨ ਵਿੱਚ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਸਥਿਤੀ 'ਤੇ ਲਗਾਤਾਰ ਨਜ਼ਰ ਰੱਖ ਰਹੇ ਹਨ।
A special United Nations (UN) expert has expressed deep concern over reports concerning the conditions of former Pakistan Prime Minister Imran Khan's inhumane detention. The expert has issued a strong demand to the Pakistangovernment to take immediate and effective action to resolve this situation and remove Imran Khan from these conditions.
The UN expert, Alice Jill Edwards, stated that international human rights law prohibits prolonged or indefinite solitary confinement. She clarified that when solitary confinement is extended for more than 15 days, it becomes a form of psychological torture.
The expert appealed to the Pakistani authorities to ensure that the terms of Imran Khan’s detention fully comply with international norms and standards. The 73-year-old Imran Khan has been lodged in Rawalpindi's Adiala Jail since August 2023 in multiple cases. Reports suggest that his external activities are restricted, and he is not allowed to interact with other prisoners. Meanwhile, United Nations officials are continuously monitoring the human rights situation in Pakistan.
