ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਅਰਾਵਲੀ ਪਰਬਤ ਮਾਲਾ ਦੀ ਸੁਰੱਖਿਆ ਨਾਲ ਸਬੰਧਤ ਮਾਮਲੇ ਵਿੱਚ ਸੁਣਵਾਈ ਕਰਦਿਆਂ ਆਪਣੇ 20 ਨਵੰਬਰ ਦੇ ਹੁਕਮਾਂ 'ਤੇ ਅੰਤਰਿਮ ਰੋਕ ਲਗਾ ਦਿੱਤੀ ਹੈ। ਅਦਾਲਤ ਨੇ ਇਹ ਫੈਸਲਾ ਵੱਖ-ਵੱਖ ਪੱਖਾਂ ਦੀਆਂ ਦਲੀਲਾਂ ਸੁਣਨ ਤੋਂ ਬਾਅਦ ਲਿਆ ਹੈ, ਜਿਸ ਨਾਲ ਫਿਲਹਾਲ ਸਬੰਧਤ ਧਿਰਾਂ ਨੂੰ ਰਾਹਤ ਮਿਲੀ ਹੈ। ਹੁਣ ਇਸ ਮਾਮਲੇ ਦੀ ਅਗਲੀ ਪੜਤਾਲ ਡੂੰਘਾਈ ਨਾਲ ਕੀਤੀ ਜਾਵੇਗੀ
ਦੇਸ਼ ਦੀ ਸਰਵਉੱਚ ਅਦਾਲਤ, ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਅਰਾਵਲੀ ਪਰਬਤ ਮਾਲਾ ਨਾਲ ਜੁੜੇ ਇੱਕ ਅਹਿਮ ਮਾਮਲੇ ਵਿੱਚ ਵੱਡਾ ਕਦਮ ਚੁੱਕਦਿਆਂ ਆਪਣੇ 20 ਨਵੰਬਰ ਦੇ ਨਿਰਦੇਸ਼ਾਂ 'ਤੇ ਰੋਕ ਲਗਾ ਦਿੱਤੀ ਹੈ। ਅਦਾਲਤ ਨੇ ਇਹ ਫੈਸਲਾ ਵਾਤਾਵਰਣ ਦੀ ਸੰਭਾਲ ਅਤੇ ਸਥਾਨਕ ਵਿਕਾਸ ਨਾਲ ਜੁੜੇ ਪਹਿਲੂਆਂ ਨੂੰ ਧਿਆਨ ਵਿੱਚ ਰੱਖਦਿਆਂ ਲਿਆ ਹੈ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਅਰਾਵਲੀ ਖੇਤਰ ਵਿੱਚ ਗੈਰ-ਕਾਨੂੰਨੀ ਮਾਈਨਿੰਗ ਅਤੇ ਉਸਾਰੀ ਨੂੰ ਲੈ ਕੇ ਅਦਾਲਤ ਪਹਿਲਾਂ ਹੀ ਕਾਫੀ ਸਖ਼ਤ ਰਹੀ ਹੈ।
ਪਿਛਲੀ ਸੁਣਵਾਈ ਦੌਰਾਨ ਅਦਾਲਤ ਨੇ ਕੁਝ ਖਾਸ ਨਿਰਦੇਸ਼ ਜਾਰੀ ਕੀਤੇ ਸਨ, ਜਿਸ ਕਾਰਨ ਕਈ ਵਿਕਾਸ ਕਾਰਜਾਂ ਅਤੇ ਹੋਰ ਗਤੀਵਿਧੀਆਂ 'ਤੇ ਅਸਰ ਪੈ ਰਿਹਾ ਸੀ। ਹੁਣ ਅਦਾਲਤ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਹੈ ਕਿ ਫਿਲਹਾਲ ਇਨ੍ਹਾਂ ਨਿਰਦੇਸ਼ਾਂ ਨੂੰ ਲਾਗੂ ਨਹੀਂ ਕੀਤਾ ਜਾਵੇਗਾ ਜਦੋਂ ਤੱਕ ਸਾਰੀਆਂ ਧਿਰਾਂ ਦੇ ਪੱਖਾਂ ਦੀ ਮੁੜ ਪੜਤਾਲ ਨਹੀਂ ਹੋ ਜਾਂਦੀ। ਇਹ ਫੈਸਲਾ ਅਰਾਵਲੀ ਪਰਬਤ ਮਾਲਾ ਦੀ ਭੂਗੋਲਿਕ ਸਥਿਤੀ ਅਤੇ ਇਸ ਨਾਲ ਜੁੜੇ ਲੋਕਾਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਦੇ ਮੱਦੇਨਜ਼ਰ ਕਾਫੀ ਮਹੱਤਵਪੂਰਨ ਮੰਨਿਆ ਜਾ ਰਿਹਾ ਹੈ।
ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਵਾਤਾਵਰਣ ਪ੍ਰੇਮੀਆਂ ਅਤੇ ਸਰਕਾਰ ਨੂੰ ਮਿਲ ਕੇ ਕੰਮ ਕਰਨ ਦੀ ਲੋੜ 'ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਹੈ ਤਾਂ ਜੋ ਕੁਦਰਤੀ ਸਰੋਤਾਂ ਦੀ ਰਾਖੀ ਦੇ ਨਾਲ-ਨਾਲ ਕਾਨੂੰਨੀ ਪ੍ਰਕਿਰਿਆਵਾਂ ਦਾ ਵੀ ਪਾਲਣ ਹੋ ਸਕੇ। ਅਦਾਲਤ ਨੇ ਕਿਹਾ ਕਿ ਅਰਾਵਲੀ ਦੀ ਸੁਰੱਖਿਆ ਸਾਡੀ ਸਾਰਿਆਂ ਦੀ ਸਾਂਝੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੈ, ਪਰ ਕਿਸੇ ਵੀ ਫੈਸਲੇ ਨਾਲ ਪਾਰਦਰਸ਼ਤਾ ਅਤੇ ਨਿਆਂ ਹੋਣਾ ਜ਼ਰੂਰੀ ਹੈ। ਇਸ ਸਟੇਅ ਆਰਡਰ ਤੋਂ ਬਾਅਦ ਹੁਣ ਅਗਲੀ ਸੁਣਵਾਈ ਵਿੱਚ ਇਸ ਮੁੱਦੇ 'ਤੇ ਹੋਰ ਵਿਸਥਾਰ ਨਾਲ ਚਰਚਾ ਹੋਵੇਗੀ।
