ਰੂਸ ਨੇ ਭਾਰਤ ਦੀ ਤੇਲ ਆਯਾਤ ਰਣਨੀਤੀ 'ਤੇ ਇੱਕ ਅਹਿਮ ਬਿਆਨ ਜਾਰੀ ਕਰਦਿਆਂ ਕਿਹਾ ਹੈ ਕਿ ਭਾਰਤ ਆਪਣੀ ਊਰਜਾ ਲੋੜਾਂ ਪੂਰੀਆਂ ਕਰਨ ਲਈ ਕਿਸੇ ਵੀ ਦੇਸ਼ ਤੋਂ ਤੇਲ ਖਰੀਦਣ ਲਈ ਪੂਰੀ ਤਰ੍ਹਾਂ ਸੁਤੰਤਰ ਹੈ। ਰੂਸ ਅਨੁਸਾਰ, ਭਾਰਤ ਵੱਲੋਂ ਦੂਜੇ ਦੇਸ਼ਾਂ (ਜਿਵੇਂ ਕਿ ਵੈਨੇਜ਼ੁਏਲਾ ਜਾਂ ਅਮਰੀਕਾ) ਵੱਲ ਰੁਖ਼ ਕਰਨ ਨਾਲ ਰੂਸ-ਭਾਰਤ ਦੇ ਰਣਨੀਤਕ ਸਬੰਧਾਂ 'ਤੇ ਕੋਈ ਮਾੜਾ ਅਸਰ ਨਹੀਂ ਪਵੇਗਾ। ਇਹ ਬਿਆਨ ਉਨ੍ਹਾਂ ਰਿਪੋਰਟਾਂ ਤੋਂ ਬਾਅਦ ਆਇਆ ਹੈ ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਸੀ ਕਿ ਭਾਰਤ ਰੂਸੀ ਤੇਲ 'ਤੇ ਆਪਣੀ ਨਿਰਭਰਤਾ ਘਟਾ ਰਿਹਾ ਹੈ
ਕੌਮਾਂਤਰੀ ਪੱਧਰ 'ਤੇ ਤੇਲ ਦੇ ਵਪਾਰ ਨੂੰ ਲੈ ਕੇ ਚੱਲ ਰਹੀਆਂ ਚਰਚਾਵਾਂ ਦਰਮਿਆਨ ਰੂਸ ਨੇ ਭਾਰਤ ਦੇ ਹੱਕ ਵਿੱਚ ਇੱਕ ਵੱਡਾ ਅਤੇ ਸਕਾਰਾਤਮਕ ਬਿਆਨ ਦਿੱਤਾ ਹੈ। ਰੂਸ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਹੈ ਕਿ ਉਹ ਭਾਰਤ ਦੇ ਕਿਸੇ ਹੋਰ ਦੇਸ਼ ਤੋਂ ਤੇਲ ਖਰੀਦਣ ਦੇ ਫੈਸਲੇ ਨੂੰ ਆਪਣੇ ਸਬੰਧਾਂ ਵਿੱਚ ਰੁਕਾਵਟ ਵਜੋਂ ਨਹੀਂ ਦੇਖਦਾ। ਰੂਸੀ ਅਧਿਕਾਰੀਆਂ ਅਨੁਸਾਰ, ਭਾਰਤ ਇੱਕ ਪ੍ਰਭੂਸੱਤਾ ਸੰਪੰਨ ਦੇਸ਼ ਹੈ ਅਤੇ ਉਸ ਨੂੰ ਇਹ ਅਧਿਕਾਰ ਹੈ ਕਿ ਉਹ ਆਪਣੇ ਰਾਸ਼ਟਰੀ ਹਿੱਤਾਂ ਅਤੇ ਆਰਥਿਕ ਮੁਨਾਫ਼ੇ ਨੂੰ ਮੁੱਖ ਰੱਖਦਿਆਂ ਕਿਤੋਂ ਵੀ ਤੇਲ ਦਾ ਆਯਾਤ ਕਰੇ।
