ਸਿੰਧੂ ਜਲ ਸੰਧੀ 'ਤੇ ਤਣਾਅ: ਪਾਕਿਸਤਾਨ ਦੀ ਭਾਰਤ ਨੂੰ ਚਿਤਾਵਨੀ- 'ਚਨਾਬ ਦਾ ਰੁਖ਼ ਮੋੜਨਾ ਜੰਗ ਦੇ ਬਰਾਬਰ'
ਪਾਕਿਸਤਾਨ ਦੇ ਉਪ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਇਸ਼ਹਾਕ ਡਾਰ ਨੇ ਭਾਰਤ 'ਤੇ ਸਿੰਧੂ ਜਲ ਸੰਧੀ ਨੂੰ ਕਮਜ਼ੋਰ ਕਰਨ ਅਤੇ ਚਨਾਬ ਦਰਿਆ ਦਾ ਰੁਖ਼ ਮੋੜਨ ਦੇ ਗੰਭੀਰ ਦੋਸ਼ ਲਾਏ ਹਨ। ਉਨ੍ਹਾਂ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਅਜਿਹੇ ਕਦਮ ਨੂੰ 'Act of War' (ਜੰਗ ਦੀ ਕਾਰਵਾਈ) ਮੰਨਿਆ ਜਾਵੇਗਾ। ਪਾਕਿਸਤਾਨ ਨੇ ਭਾਰਤ ਤੋਂ ਇਸ ਸਬੰਧੀ ਸਪੱਸ਼ਟੀਕਰਨ ਮੰਗਿਆ ਹੈ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਭਾਰਤ ਨੇ ਪਹਿਲਗਾਮ ਦਹਿਸ਼ਤੀ ਹਮਲੇ ਤੋਂ ਬਾਅਦ ਇਸ 1960 ਦੀ ਸੰਧੀ ਨੂੰ ਮੁਅੱਤਲ ਕਰ ਦਿੱਤਾ ਸੀ, ਜਿਸ ਨਾਲ ਖੇਤਰੀ ਸਥਿਰਤਾ ਨੂੰ ਖਤਰਾ ਪੈਦਾ ਹੋ ਗਿਆ ਹੈ
ਭਾਰਤ ਅਤੇ ਪਾਕਿਸਤਾਨ ਵਿਚਾਲੇ ਸਿੰਧੂ ਜਲ ਸੰਧੀ (Indus Waters Treaty) ਨੂੰ ਲੈ ਕੇ ਤਣਾਅ ਇੱਕ ਵਾਰ ਫਿਰ ਸਿਖਰ 'ਤੇ ਪਹੁੰਚ ਗਿਆ ਹੈ। ਪਾਕਿਸਤਾਨ ਦੇ ਉਪ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਅਤੇ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਇਸ਼ਹਾਕ ਡਾਰ ਨੇ ਅੱਜ ਭਾਰਤ ਨੂੰ ਸਖ਼ਤ ਲਹਿਜੇ ਵਿੱਚ ਚਿਤਾਵਨੀ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਚਨਾਬ ਦਰਿਆ ਦੇ ਕੁਦਰਤੀ ਰੁਖ਼ ਵਿੱਚ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੀ ਤਬਦੀਲੀ ਨੂੰ ਪਾਕਿਸਤਾਨ ਵਿਰੁੱਧ ਜੰਗ ਦੇ ਬਰਾਬਰ ਸਮਝਿਆ ਜਾਵੇਗਾ।
ਮੀਡੀਆ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਡਾਰ ਨੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਭਾਰਤ ਲਗਾਤਾਰ 1960 ਦੀ ਇਤਿਹਾਸਕ ਸੰਧੀ ਨੂੰ ਕਮਜ਼ੋਰ ਕਰਨ ਦੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਕਰ ਰਿਹਾ ਹੈ। ਪਾਕਿਸਤਾਨੀ ਜਲ ਕਮਿਸ਼ਨਰ ਨੇ ਪਹਿਲਾਂ ਹੀ ਭਾਰਤ ਨੂੰ ਪੱਤਰ ਲਿਖ ਕੇ ਦਰਿਆ ਦੇ ਵਹਾਅ ਵਿੱਚ ਆਈ ਅਚਾਨਕ ਤਬਦੀਲੀ ਬਾਰੇ ਸਪੱਸ਼ਟੀਕਰਨ ਮੰਗਿਆ ਹੈ। ਪਾਕਿਸਤਾਨ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਭਾਰਤ ਦਾ ਇਹ ਕਦਮ ਨਾ ਸਿਰਫ਼ ਸੰਧੀ ਦੀ ਉਲੰਘਣਾ ਹੈ, ਸਗੋਂ ਪੂਰੇ ਦੱਖਣੀ ਏਸ਼ੀਆ ਦੀ ਸ਼ਾਂਤੀ ਲਈ ਵੱਡਾ ਖ਼ਤਰਾ ਹੈ।
ਇਹ ਵਿਵਾਦ ਉਸ ਸਮੇਂ ਸ਼ੁਰੂ ਹੋਇਆ ਜਦੋਂ ਭਾਰਤ ਨੇ ਪਹਿਲਗਾਮ ਵਿੱਚ ਹੋਏ ਦਹਿਸ਼ਤੀ ਹਮਲੇ, ਜਿਸ ਵਿੱਚ 26 ਭਾਰਤੀ ਮਾਰੇ ਗਏ ਸਨ, ਦੇ ਜਵਾਬ ਵਿੱਚ 23 ਅਪ੍ਰੈਲ ਨੂੰ ਇਸ ਸੰਧੀ ਨੂੰ ਮੁਅੱਤਲ ਕਰਨ ਦਾ ਫੈਸਲਾ ਲਿਆ ਸੀ। ਪਾਕਿਸਤਾਨ ਨੇ ਭਾਰਤ ਨੂੰ ਇਸ ਫੈਸਲੇ 'ਤੇ ਮੁੜ ਵਿਚਾਰ ਕਰਨ ਦੀ ਅਪੀਲ ਕਰਦਿਆਂ ਕਿਹਾ ਹੈ ਕਿ ਦੇਸ਼ ਦੇ ਕਰੋੜਾਂ ਲੋਕਾਂ ਦੀ ਜ਼ਿੰਦਗੀ ਇਹਨਾਂ ਦਰਿਆਵਾਂ ਦੇ ਪਾਣੀ 'ਤੇ ਨਿਰਭਰ ਹੈ। ਵਿਸ਼ਵ ਬੈਂਕ ਦੀ ਮੱਧਸਥਤਾ ਵਾਲੀ ਇਸ ਸੰਧੀ ਤਹਿਤ ਸਿੰਧੂ, ਜੇਹਲਮ ਅਤੇ ਚਨਾਬ 'ਤੇ ਪਾਕਿਸਤਾਨ ਦਾ ਅਧਿਕਾਰ ਮੰਨਿਆ ਗਿਆ ਸੀ।
Tension over the Indus Waters Treaty between India and Pakistan has once again reached its peak. Pakistan's Deputy Prime Minister and Foreign Minister Ishaq Dar issued a stern warning to India today, stating that any alteration in the natural course of the Chenab River would be treated as an Act of War against Pakistan.
Speaking to the media, Dar alleged that India is continuously making efforts to undermine the historic 1960 treaty. The Pakistani Water Commissioner has already written a letter to India seeking clarification regarding the sudden change in the river's flow. Pakistan claims that India's move is not only a violation of the treaty but also a significant threat to the peace and stability of South Asia.
The dispute ignited after India decided to suspend the treaty on April 23 following the Pahalgam terrorist attack, in which 26 Indians were killed. Pakistan has urged India to reconsider this decision, emphasizing that the lives of millions of its citizens depend on the water from these rivers. Under the World Bank-mediated treaty, Pakistan was granted rights over the Indus, Jhelum, and Chenab rivers.
