ਐੱਸਜੀਪੀਸੀ ਵਫ਼ਦ ਨੇ ਪਟਿਆਲਾ ਜੇਲ੍ਹ ਵਿੱਚ ਬਲਵੰਤ ਸਿੰਘ ਰਾਜੋਆਣਾ ਨਾਲ ਮੁਲਾਕਾਤ ਕੀਤੀ
ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਦੇ ਪ੍ਰਧਾਨ ਹਰਜਿੰਦਰ ਸਿੰਘ ਧਾਮੀ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਵਫ਼ਦ ਨੇ ਪਟਿਆਲਾ ਜੇਲ੍ਹ ਵਿੱਚ ਬਲਵੰਤ ਸਿੰਘ ਰਾਜੋਆਣਾ ਨਾਲ ਇੱਕ ਘੰਟੇ ਦੀ ਮੁਲਾਕਾਤ ਕੀਤੀ ਜਿੱਥੇ ਰਹਿਮ ਅਪੀਲ ਨਾਲ ਜੁੜੇ ਮੁੱਦਿਆਂ ਤੇ ਚਰਚਾ ਹੋਈ ਅਤੇ ਧਾਮੀ ਨੇ ਮੀਡੀਆ ਨਾਲ ਗੱਲ ਨਾ ਕਰਕੇ ਚਲੇ ਗਏ। ਇਹ ਮੁਲਾਕਾਤ ਦਸ ਦਿਨ ਪਹਿਲਾਂ ਐੱਸਜੀਪੀਸੀ ਸਕੱਤਰ ਵੱਲੋਂ ਲਿਖੇ ਪੱਤਰ ਤੋਂ ਬਾਅਦ ਹੋਈ ਜਦਕਿ ਪਿਛਲੇ ਮਹੀਨੇ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਕੇਂਦਰ ਨੂੰ ਰਾਜੋਆਣਾ ਦੀ ਰਹਿਮ ਅਪੀਲ ਤੇ ਫੈਸਲਾ ਲੈਣ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਇਆ। ਰਾਜੋਆਣਾ ਨੂੰ 1995 ਵਿੱਚ ਬੇਅੰਤ ਸਿੰਘ ਹੱਤਿਆ ਕੇਸ ਵਿੱਚ ਮੌਤ ਦੀ ਸਜ਼ਾ ਹੋਈ ਸੀ ਜਿਸ ਨੂੰ 2012 ਵਿੱਚ ਯੂਪੀਏ ਨੇ ਰੋਕਿਆ ਪਰ ਅਜੇ ਵੀ ਫੈਸਲਾ ਲੰਮਾ ਖਿੱਚ ਰਿਹਾ ਹੈ ਜੋ ਸਿੱਖ ਸੰਸਥਾਵਾਂ ਲਈ ਚਿੰਤਾ ਵਾਲਾ ਵਿਸ਼ਾ ਬਣ ਗਿਆ ਹੈ।
ਪਟਿਆਲਾ ਵਿੱਚ ਅੱਜ ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਦੇ ਪ੍ਰਧਾਨ ਹਰਜਿੰਦਰ ਸਿੰਘ ਧਾਮੀ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਇੱਕ ਵਫ਼ਦ ਨੇ ਕੇਂਦਰੀ ਪਟਿਆਲਾ ਜੇਲ੍ਹ ਵਿੱਚ ਮੌਤ ਦੀ ਸਜ਼ਾ ਯਾਫ਼ਤਾ ਬਲਵੰਤ ਸਿੰਘ ਰਾਜੋਆਣਾ ਨਾਲ ਮੁਲਾਕਾਤ ਕੀਤੀ। ਇਸ ਮੁਲਾਕਾਤ ਲਗਭਗ ਇੱਕ ਘੰਟੇ ਤੱਕ ਚੱਲੀ ਅਤੇ ਇਸ ਦੌਰਾਨ ਰਾਜੋਆਣਾ ਅਤੇ ਕੇਂਦਰ ਕੋਲ ਬਕਾਇਆ ਉਸ ਦੀ ਰਹਿਮ ਦੀ ਅਪੀਲ ਨਾਲ ਸਬੰਧਤ ਕਈ ਮੁੱਦਿਆਂ ਤੇ ਤਫ਼ਸੀਲ ਵਿੱਚ ਚਰਚਾ ਹੋਈ। ਮੁਲਾਕਾਤ ਤੋਂ ਬਾਅਦ ਧਾਮੀ ਬਾਹਰ ਮੌਜੂਦ ਪੱਤਰਕਾਰਾਂ ਨਾਲ ਕੋਈ ਗੱਲਬਾਤ ਨਹੀਂ ਕੀਤੀ ਅਤੇ ਆਪਣੇ ਕਾਫ਼ਲੇ ਨਾਲ ਉੱਥੋਂ ਚਲੇ ਗਏ। ਇਹ ਮੁਲਾਕਾਤ ਅਜਿਹੇ ਮੌਕੇ ਹੋਈ ਹੈ ਜਦੋਂ ਕਰੀਬ ਦਸ ਦਿਨ ਪਹਿਲਾਂ ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਦੇ ਸਕੱਤਰ ਨੇ ਵਧੀਕ ਡੀਜੀਪੀ (ਜੇਲ੍ਹਾਂ) ਨੂੰ ਪੱਤਰ ਲਿਖ ਕੇ ਬਲਵੰਤ ਸਿੰਘ ਰਾਜੋਆਣਾ ਨੂੰ ਮਿਲਣ ਲਈ ਸਮਾਂ ਮੰਗਿਆ ਸੀ। ਪਿਛਲੇ ਮਹੀਨੇ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਇੱਕ ਸੁਣਵਾਈ ਦੌਰਾਨ ਕਿਹਾ ਸੀ ਕਿ ਪੰਜਾਬ ਦੇ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਬੇਅੰਤ ਸਿੰਘ ਦੇ 1995 ਵਿੱਚ ਹੋਏ ਕਤਲ ਲਈ ਮੌਤ ਦੀ ਸਜ਼ਾ ਯਾਫ਼ਤਾ ਰਾਜੋਆਣਾ ਦੀ ਰਹਿਮ ਦੀ ਅਪੀਲ ਤੇ ਫੈਸਲਾ ਲੈਣ ਵਿੱਚ ਦੇਰੀ ਲਈ ਇਕੱਲੀ ਕੇਂਦਰ ਸਰਕਾਰ ਜ਼ਿੰਮੇਵਾਰ ਹੈ। ਸਰਬਉੱਚ ਅਦਾਲਤ ਨੇ ਸਰਕਾਰ ਨੂੰ ਯਾਦ ਦਿਵਾਇਆ ਸੀ ਕਿ ਰਾਜੋਆਣਾ ਦੀ ਫਾਂਸੀ ਬਾਰੇ ਫੈਸਲਾ ਲੈਣਾ ਕਾਰਜਪਾਲਿਕਾ ਦਾ ਕੰਮ ਹੈ ਅਤੇ ਅਦਾਲਤ ਦਾ ਨਹੀਂ।
ਪੰਜਾਬ ਪੁਲੀਸ ਦੇ ਸਾਬਕਾ ਕਾਂਸਟੇਬਲ ਰਾਜੋਆਣਾ ਨੂੰ ਪੰਜਾਬ ਸਿਵਲ ਸਕੱਤਰੇਤ ਦੇ ਬਾਹਰ 1995 ਵਿੱਚ ਹੋਏ ਬੰਬ ਧਮਾਕੇ ਵਿੱਚ ਉਸ ਦੀ ਭੂਮਿਕਾ ਲਈ ਜੁਲਾਈ 2007 ਵਿੱਚ ਮੌਤ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਗਈ ਸੀ। ਇਸ ਧਮਾਕੇ ਵਿੱਚ ਬੇਅੰਤ ਸਿੰਘ ਅਤੇ 16 ਹੋਰ ਲੋਕ ਮਾਰੇ ਗਏ ਸਨ। ਹਾਈ ਕੋਰਟ ਵੱਲੋਂ ਮੌਤ ਦੀ ਸਜ਼ਾ ਦੇ ਫੈਸਲੇ ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਣ ਤੋਂ ਬਾਅਦ ਰਾਜੋਆਣਾ ਦੀ ਫਾਂਸੀ 31 ਮਾਰਚ 2012 ਨੂੰ ਨਿਰਧਾਰਤ ਕੀਤੀ ਗਈ ਸੀ ਪਰ ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਵੱਲੋਂ ਦਾਇਰ ਰਹਿਮ ਦੀ ਅਪੀਲ ਤੋਂ ਬਾਅਦ ਤਤਕਾਲੀ ਯੂਪੀਏ ਸਰਕਾਰ ਨੇ ਤਿੰਨ ਦਿਨ ਪਹਿਲਾਂ ਹੀ ਇਸ ਤੇ ਰੋਕ ਲਗਾ ਦਿੱਤੀ ਸੀ। ਰਾਜੋਆਣਾ ਨੂੰ ਬੇਅੰਤ ਸਿੰਘ ਹੱਤਿਆ ਕੇਸ ਵਿੱਚ ਮੌਤ ਦੀ ਸਜ਼ਾ ਯਾਫ਼ਤਾ ਹੋਣ ਕਾਰਨ ਉਸ ਨੂੰ ਬਹੁਤ ਸਮੇਂ ਤੋਂ ਜੇਲ੍ਹ ਵਿੱਚ ਰੱਖਿਆ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਉਸ ਦੀ ਰਹਿਮ ਅਪੀਲ ਤੇ ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਲੰਮਾ ਵੇਲਾ ਲੱਗ ਰਿਹਾ ਹੈ ਜੋ ਰਾਜੋਆਣਾ ਨਾਲ ਜੁੜੇ ਸੰਸਥਾਵਾਂ ਲਈ ਚਿੰਤਾ ਦਾ ਵਿਸ਼ਾ ਬਣ ਗਿਆ ਹੈ। ਐੱਸਜੀਪੀਸੀ ਵੱਲੋਂ ਰਾਜੋਆਣਾ ਨੂੰ ਮਿਲਣ ਲਈ ਵਾਰ-ਵਾਰ ਯਤਨ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ ਅਤੇ ਇਸ ਮੁਲਾਕਾਤ ਨੇ ਰਹਿਮ ਅਪੀਲ ਨਾਲ ਜੁੜੇ ਮੁੱਦਿਆਂ ਨੂੰ ਹੋਰ ਚਰਚਾ ਵਿੱਚ ਲਿਆਂਦਾ ਹੈ।
In Patiala today, a delegation led by Shiromani Gurdwara Parbandhak Committee President Harjinder Singh Dhami met death sentence convict Balwant Singh Rajoana in the Central Patiala Jail. The meeting lasted almost an hour, during which several issues related to Rajoana and his pending mercy petition with the Centre were discussed in detail. After the meeting, Dhami left without speaking to the waiting media. This meeting comes at a time when about ten days ago, the SGPC secretary had written to the Additional DGP (Jails) seeking time to meet Balwant Singh Rajoana. Last month, the Supreme Court, during a hearing, stated that the Centre alone is responsible for the delay in deciding on the mercy petition of Balwant Singh Rajoana, who was awarded the death sentence for the 1995 murder of former Punjab Chief Minister Beant Singh. The apex court reminded the government that deciding on Rajoana's execution is the executive's duty, not the court's.
Former Punjab Police constable Rajoana was sentenced to death in July 2007 for his role in the 1995 bomb blast outside the Punjab Civil Secretariat, in which Beant Singh and 16 others were killed. After the High Court upheld the death sentence, Rajoana's execution was scheduled for March 31, 2012, but the then UPA government stayed it three days prior following a mercy petition filed by the Shiromani Gurdwara Parbandhak Committee. Rajoana has been kept in jail for a long time due to being awarded the death sentence in the Beant Singh assassination case, and the delay in deciding on his mercy petition by the Centre has become a matter of concern for institutions associated with him. The SGPC has repeatedly made efforts to meet Rajoana, and this meeting has brought issues related to the mercy petition back into discussion.
