ਪੰਜਾਬ ਸਰਕਾਰ ਦਾ ਵੱਡਾ ਫੈਸਲਾ: ਪ੍ਰਾਈਵੇਟ ਡਿਜੀਟਲ ਓਪਨ ਯੂਨੀਵਰਸਿਟੀ ਨੀਤੀ ਨੂੰ ਕੈਬਨਿਟ ਦੀ ਹਰੀ ਝੰਡੀ
ਪੰਜਾਬ ਕੈਬਨਿਟ ਨੇ ਸੂਬੇ ਵਿੱਚ ਸਿੱਖਿਆ ਦੇ ਖੇਤਰ ਨੂੰ ਡਿਜੀਟਲ ਬਣਾਉਣ ਵੱਲ ਵੱਡਾ ਕਦਮ ਚੁੱਕਦਿਆਂ ‘ਪ੍ਰਾਈਵੇਟ ਡਿਜੀਟਲ ਓਪਨ ਯੂਨੀਵਰਸਿਟੀ ਨੀਤੀ’ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਇਸ ਫੈਸਲੇ ਨਾਲ ਹੁਣ ਪ੍ਰਾਈਵੇਟ ਸੰਸਥਾਵਾਂ ਪੰਜਾਬ ਵਿੱਚ ਡਿਜੀਟਲ ਯੂਨੀਵਰਸਿਟੀਆਂ ਖੋਲ੍ਹ ਸਕਣਗੀਆਂ, ਜਿਸ ਨਾਲ ਦੂਰ-ਦਰਾਡੇ ਦੇ ਇਲਾਕਿਆਂ ਵਿੱਚ ਰਹਿਣ ਵਾਲੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਉੱਚ ਸਿੱਖਿਆ ਹਾਸਲ ਕਰਨ ਵਿੱਚ ਅਸਾਨੀ ਹੋਵੇਗੀ
ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਦੀ ਅਗਵਾਈ ਹੇਠ ਹੋਈ ਪੰਜਾਬ ਕੈਬਨਿਟ ਦੀ ਮੀਟਿੰਗ ਵਿੱਚ ਸਿੱਖਿਆ ਪ੍ਰਣਾਲੀ ਨੂੰ ਆਧੁਨਿਕ ਬਣਾਉਣ ਲਈ ਇੱਕ ਮਹੱਤਵਪੂਰਨ ਫੈਸਲਾ ਲਿਆ ਗਿਆ ਹੈ। ਸਰਕਾਰ ਨੇ ‘ਪ੍ਰਾਈਵੇਟ ਡਿਜੀਟਲ ਓਪਨ ਯੂਨੀਵਰਸਿਟੀ ਨੀਤੀ’ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦੇ ਕੇ ਸੂਬੇ ਵਿੱਚ ਉੱਚ ਸਿੱਖਿਆ ਦੇ ਨਵੇਂ ਰਾਹ ਖੋਲ੍ਹ ਦਿੱਤੇ ਹਨ। ਇਸ ਨੀਤੀ ਦਾ ਮੁੱਖ ਮਕਸਦ ਉਨ੍ਹਾਂ ਵਿਦਿਆਰਥੀਆਂ ਤੱਕ ਪਹੁੰਚ ਬਣਾਉਣਾ ਹੈ ਜੋ ਵੱਖ-ਵੱਖ ਕਾਰਨਾਂ ਕਰਕੇ ਰੋਜ਼ਾਨਾ ਯੂਨੀਵਰਸਿਟੀ ਨਹੀਂ ਜਾ ਸਕਦੇ।
ਇਹ ਫੈਸਲਾ ਵਿਦਿਆਰਥੀਆਂ ਅਤੇ ਸਿੱਖਿਆ ਜਗਤ ਵਿਚਾਲੇ ਇੱਕ ਨਵੀਂ 'ਡਿਜੀਟਲ ਸਾਂਝ' ਪੈਦਾ ਕਰੇਗਾ। ਹੁਣ ਨਿੱਜੀ ਖੇਤਰ ਦੀਆਂ ਵੱਡੀਆਂ ਵਿਦਿਅਕ ਸੰਸਥਾਵਾਂ ਪੰਜਾਬ ਵਿੱਚ ਡਿਜੀਟਲ ਯੂਨੀਵਰਸਿਟੀਆਂ ਸਥਾਪਤ ਕਰ ਸਕਣਗੀਆਂ, ਜੋ ਆਧੁਨਿਕ ਤਕਨੀਕ ਰਾਹੀਂ ਡਿਗਰੀਆਂ ਅਤੇ ਡਿਪਲੋਮਾ ਕੋਰਸ ਕਰਵਾਉਣਗੀਆਂ। ਇਸ ਨਾਲ ਨਾ ਸਿਰਫ਼ ਸਿੱਖਿਆ ਦਾ ਪੱਧਰ ਉੱਚਾ ਹੋਵੇਗਾ, ਸਗੋਂ ਨੌਕਰੀ ਪੇਸ਼ਾ ਲੋਕਾਂ ਅਤੇ ਪੇਂਡੂ ਖੇਤਰਾਂ ਦੀਆਂ ਲੜਕੀਆਂ ਲਈ ਵੀ ਆਪਣੀ ਪੜ੍ਹਾਈ ਜਾਰੀ ਰੱਖਣਾ ਬੇਹੱਦ ਅਸਾਨ ਹੋ ਜਾਵੇਗਾ।
ਸਰਕਾਰ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਇਹ ਨੀਤੀ ਪੰਜਾਬ ਨੂੰ ਸਿੱਖਿਆ ਦੇ ਖੇਤਰ ਵਿੱਚ 'ਡਿਜੀਟਲ ਹੱਬ' ਵਜੋਂ ਉਭਾਰੇਗੀ। ਇਸ ਨੀਤੀ ਤਹਿਤ ਸਖ਼ਤ ਨਿਯਮ ਅਤੇ ਮਾਪਦੰਡ ਵੀ ਤੈਅ ਕੀਤੇ ਗਏ ਹਨ ਤਾਂ ਜੋ ਸਿੱਖਿਆ ਦੀ ਗੁਣਵੱਤਾ ਨਾਲ ਕੋਈ ਸਮਝੌਤਾ ਨਾ ਹੋਵੇ। ਇਹ ਕਦਮ ਸੂਬੇ ਦੇ ਨੌਜਵਾਨਾਂ ਦੀਆਂ ਭਵਿੱਖ ਦੀਆਂ ਉਮੀਦਾਂ ਨਾਲ ਇੱਕ ਭਾਵਨਾਤਮਕ ਸਾਂਝ ਪੈਦਾ ਕਰਦਾ ਹੈ, ਕਿਉਂਕਿ ਹੁਣ ਆਰਥਿਕ ਜਾਂ ਭੂਗੋਲਿਕ ਮਜ਼ਬੂਰੀਆਂ ਕਿਸੇ ਦੀ ਪੜ੍ਹਾਈ ਦੇ ਰਾਹ ਵਿੱਚ ਰੋੜਾ ਨਹੀਂ ਬਣਨਗੀਆਂ

By approving the ‘Private Digital Open University Policy,’ the government has opened new avenues for higher education in the state. The primary goal of this policy is to reach students who, for various reasons, cannot attend universities on a daily basis.

Now, major educational institutions in the private sector will be able to establish digital universities in Punjab, offering degree and diploma courses through modern technology.
