ਜਗਮਨ ਸਮਰਾ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਲਈ ਲੁੱਕ ਆਊਟ ਨੋਟਿਸ ਜਾਰੀ

ਫਰੀਦਕੋਟ ਵਿੱਚ ਪੁਲੀਸ ਨੇ ਕੈਨੇਡਾ ਦੇ ਨਾਗਰਿਕ ਜਗਮਨਦੀਪ ਸਿੰਘ ਸਮਰਾ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਨ ਲਈ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਹੈ। ਜ਼ਿਲ੍ਹਾ ਪੁਲੀਸ ਨੇ ਜਗਮਨ ਸਮਰਾ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਲਈ ਹਵਾਈ ਅੱਡਿਆਂ ਨੂੰ ਲੁੱਕ ਆਊਟ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤਾ ਹੈ ਅਤੇ ਉਸ ਨੂੰ ਭਗੌੜਾ ਐਲਾਨਣ ਦੀ ਪ੍ਰਕਿਰਿਆ ਵੀ ਚਲਾਈ ਹੈ। ਜਗਮਨ ਸਮਰਾ ਸੰਗਰੂਰ ਜ਼ਿਲ੍ਹੇ ਦੇ ਪਿੰਡ ਫੱਗੂਵਾਲਾ ਦਾ ਰਹਿਣ ਵਾਲਾ ਹੈ ਅਤੇ ਉਹ ਕੈਨੇਡਾ ਜਾ ਕੇ ਉੱਥੇ ਦੀ ਨਾਗਰਿਕਤਾ ਲੈ ਚੁੱਕਾ ਹੈ। ਤਲਵੰਡੀ ਭਾਈ ਪੁਲੀਸ ਨੇ 2020 ਵਿੱਚ ਜਗਮਨਦੀਪ ਸਿੰਘ ਨੂੰ ਧੋਖਾਧੜੀ ਮਾਮਲੇ ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਸੀ ਜਦੋਂ ਉਹ ਪੰਜਾਬ ਆਇਆ ਹੋਇਆ ਸੀ। ਉਸ ਨੂੰ ਫਰੀਦਕੋਟ ਜੇਲ੍ਹ ਭੇਜਿਆ ਗਿਆ ਸੀ ਪਰ ਬਿਮਾਰ ਹੋਣ ਕਾਰਨ ਪਹਿਲੀ ਫਰਵਰੀ 2022 ਨੂੰ ਜੇਲ੍ਹ ਅਧਿਕਾਰੀਆਂ ਨੇ ਉਸ ਨੂੰ ਗੁਰੂ ਗੋਬਿੰਦ ਸਿੰਘ ਮੈਡੀਕਲ ਕਾਲਜ ਅਤੇ ਹਸਪਤਾਲ ਫਰੀਦਕੋਟ ਵਿੱਚ ਇਲਾਜ ਲਈ ਦਾਖ਼ਲ ਕਰਵਾਇਆ ਤਾਂ ਉਹ ਫ਼ਰਾਰ ਹੋ ਗਿਆ। ਇਸ ਤੋਂ ਬਾਅਦ ਉਹ ਨੇਪਾਲ ਹੁੰਦਾ ਹੋਇਆ ਕੈਨੇਡਾ ਪਹੁੰਚ ਗਿਆ।

ਪੁਲੀਸ ਨੇ ਜਗਮਨਦੀਪ ਸਿੰਘ ਅਤੇ ਅਣਗਹਿਲੀ ਵਰਤਣ ਵਾਲੇ ਤਿੰਨ ਜੇਲ੍ਹ ਅਧਿਕਾਰੀਆਂ ਵਿਰੁੱਧ ਕੇਸ ਦਰਜ ਕੀਤਾ ਸੀ। ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਪੁਲੀਸ ਨੇ ਅਦਾਲਤ ਵਿੱਚ ਜੇਲ੍ਹ ਅਧਿਕਾਰੀ ਹਰਕਵੀਰ ਸਿੰਘ, ਅਮਨਦੀਪ ਸਿੰਘ, ਮੁੱਖਪਾਲ ਸਿੰਘ ਅਤੇ ਅਮਨਦੀਪ ਸਿੰਘ ਵਿਰੁੱਧ ਚਲਾਨ ਪੇਸ਼ ਕਰ ਦਿੱਤਾ ਹੈ। ਜ਼ਿਲ੍ਹਾ ਪੁਲੀਸ ਮੁਖੀ ਪ੍ਰੱਗਿਆ ਜੈਨ ਨੇ ਦੱਸਿਆ ਕਿ ਜਗਮਨਦੀਪ ਸਿੰਘ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਲਈ ਲੁੱਕ ਆਊਟ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ ਅਤੇ ਉਸ ਨੂੰ ਭਗੌੜਾ ਐਲਾਨਣ ਦੀ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਹੋ ਗਈ ਹੈ। ਉਸ ਵਿਰੁੱਧ ਪੰਜਾਬ ਦੇ ਵੱਖ-ਵੱਖ ਥਾਣਿਆਂ ਵਿੱਚ ਚਾਰ ਫ਼ੌਜਦਾਰੀ ਕੇਸ ਦਰਜ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਧੋਖਾਧੜੀ ਅਤੇ ਫ਼ਰਾਰ ਹੋਣ ਸਮੇਤ ਦੋਸ਼ ਸ਼ਾਮਲ ਹਨ। ਕੁਝ ਦਿਨ ਪਹਿਲਾਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਦੀ ਫ਼ਰਜ਼ੀ ਵੀਡੀਓ ਸੋਸ਼ਲ ਮੀਡੀਆ ਉੱਤੇ ਅਪਲੋਡ ਕਰਨ ਕਾਰਨ ਜਗਮਨ ਸਮਰਾ ਚਰਚਾ ਵਿੱਚ ਆ ਗਿਆ ਸੀ ਅਤੇ ਇਸ ਕਾਰਨ ਉਸ ਵਿਰੁੱਧ ਨਵਾਂ ਕੇਸ ਵੀ ਦਰਜ ਹੋਇਆ ਹੈ।

ਇਸੇ ਸਮੇਂ ਪਿੰਡ ਫੱਗੂਵਾਲਾ ਵਿੱਚ ਜਗਮਨ ਸਮਰਾ ਨਾਲ ਜੁੜੇ ਮਾਮਲੇ ਕਾਰਨ ਤਿੰਨ ਨੌਜਵਾਨਾਂ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤੇ ਜਾਣ ਵਿਰੁੱਧ ਪਿੰਡ ਵਾਸੀਆਂ ਨੇ ਪ੍ਰਦਰਸ਼ਨ ਕੀਤਾ ਹੈ। ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਜਨਰਲ ਸਕੱਤਰ ਵਿਨਰਜੀਤ ਸਿੰਘ ਗੋਲਡੀ ਦੀ ਅਗਵਾਈ ਹੇਠ ਪਿੰਡ ਵਾਸੀਆਂ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਵਿਰੁੱਧ ਨਾਅਰੇਬਾਜ਼ੀ ਕੀਤੀ। ਵਿਨਰਜੀਤ ਸਿੰਘ ਗੋਲਡੀ ਨੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਪਿੰਡ ਫੱਗੂਵਾਲਾ ਦੇ ਕੈਨੇਡੀਆਈ ਨਾਗਰਿਕ ਜਗਮਨ ਸਮਰਾ ਵੱਲੋਂ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਵਾਇਰਲ ਵੀਡੀਓ ਕਾਰਨ ਘਬਰਾਈ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਇਸ਼ਾਰੇ ਉੱਤੇ ਪੁਲੀਸ ਨੇ ਪਿੰਡ ਦੇ ਤਿੰਨ ਨੌਜਵਾਨਾਂ ਰਵੀੰਦਰ ਸਿੰਘ ਰਵੀ, ਰੁਪਿੰਦਰ ਸਿੰਘ ਰੋਮੀ ਅਤੇ ਜਸਵਿੰਦਰ ਸਿੰਘ ਜੱਸੀ ਨੂੰ ਝੂਠੇ ਪਰਚੇ ਤਹਿਤ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ ਇਨ੍ਹਾਂ ਨੌਜਵਾਨਾਂ ਦਾ ਜਗਮਨ ਸਮਰਾ ਨਾਲ ਕੋਈ ਵਾਹ-ਵਾਸਤਾ ਨਹੀਂ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਰਿਹਾਅ ਨਾ ਕੀਤੇ ਜਾਣ ਵਿਰੁੱਧ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਗਈ ਹੈ। ਬਾਅਦ ਵਿੱਚ ਪਿੰਡ ਵਾਸੀਆਂ ਦਾ ਵਫ਼ਦ ਥਾਣਾ ਭਵਾਨੀਗੜ੍ਹ ਦੇ ਮੁਖੀ ਇੰਸਪੈਕਟਰ ਮਾਲਵਿੰਦਰ ਸਿੰਘ ਨਾਲ ਵੀ ਮਿਲਿਆ। ਪੁਲੀਸ ਅਧਿਕਾਰੀ ਨੇ ਦੱਸਿਆ ਕਿ ਇਹ ਗ੍ਰਿਫ਼ਤਾਰੀ ਇੱਕ ਪੁਰਾਣੇ ਕੇਸ ਵਿੱਚ ਮੂਨਕ ਪੁਲੀਸ ਵੱਲੋਂ ਕੀਤੀ ਗਈ ਹੈ। ਇਸੇ ਦੌਰਾਨ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਪੁਨਰ ਸੁਰਜੀਤੀ ਦੇ ਸੂਬਾ ਆਗੂ ਪ੍ਰਕਾਸ਼ ਚੰਦ ਗਰਗ ਨੇ ਵੀ ਪਿੰਡ ਫੱਗੂਵਾਲਾ ਦੇ ਨੌਜਵਾਨਾਂ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਦੀ ਨਿੰਦਾ ਕੀਤੀ ਹੈ। ਇਹ ਪੂਰਾ ਮਾਮਲਾ ਜਗਮਨ ਸਮਰਾ ਨਾਲ ਜੁੜੇ ਧੋਖਾਧੜੀ ਅਤੇ ਫ਼ਰਜ਼ੀ ਵੀਡੀਓ ਮਾਮਲੇ ਕਾਰਨ ਹੋਰ ਗੰਭੀਰ ਹੋ ਗਿਆ ਹੈ ਅਤੇ ਪੰਜਾਬ ਪੁਲੀਸ ਇਸ ਵਿੱਚ ਡੂੰਘੀ ਚਲਾਕੀ ਕਰ ਰਹੀ ਹੈ।

In Faridkot, the police have initiated legal proceedings to arrest Canadian citizen Jagmandeep Singh Samra. The district police has issued a look out notice to airports for his arrest and also started the process to declare him a fugitive. Jagman Samra is a resident of Fagguwala village in Sangrur district and has acquired Canadian citizenship after moving there. In 2020, Talwandi Bhai police arrested Jagmandeep Singh in a fraud case when he was in Punjab. He was sent to Faridkot jail but on January 2, 2022, due to illness, the jail authorities admitted him to Guru Gobind Singh Medical College and Hospital in Faridkot for treatment, from where he escaped. After that, he fled to Canada via Nepal.

The police had registered a case against Jagmandeep Singh and three jail officials for negligence. In this case, the police has submitted a challan in court against jail officials Harkeer Singh, Amandeep Singh, Mukhpal Singh, and Amandeep Singh. District Police Chief Praggya Jain said that a look out notice has been issued for Jagmandeep Singh's arrest and the process to declare him a fugitive has begun. There are four criminal cases registered against him in various police stations in Punjab, including fraud and jail escape. A few days ago, he came into the spotlight for uploading a fake video of Chief Minister Bhagwant Mann on social media, leading to another case against him.

Meanwhile, in Fagguwala village, villagers have protested against the arrest of three youths linked to the Jagman Samra case. Led by Shiromani Akali Dal general secretary Vinrjeet Singh Goldy, the villagers raised slogans against the Punjab government. Vinrjeet Singh Goldy accused that due to the viral video by Canadian citizen Jagman Samra from Fagguwala village, the panicked Punjab government, on police instructions, arrested three village youths Ravinder Singh Ravi, Rupinder Singh Romi, and Jaswinder Singh Jassi on false charges. He claimed that these youths have no connection with Jagman Samra and warned against not releasing them. Later, a delegation of villagers also met with Inspector Malvinder Singh, SHO of Bhawanigarh police station. The police officer stated that the arrest was made by Moonak police in an old case. During this time, Shiromani Akali Dal Panthic Surjeeti state leader Prakash Chand Garg also condemned the arrest of the Fagguwala youths. The entire matter has become more serious due to the fraud and fake video case related to Jagman Samra, and Punjab Police is conducting a thorough investigation into it.
