ਹਰਿਆਣਾ ਦੇ ਏਡੀਜੀਪੀ ਵਾਈ ਪੂਰਨ ਕੁਮਾਰ ਦਾ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਨੌਂ ਦਿਨਾਂ ਬਾਅਦ ਪੋਸਟਮਾਰਟਮ ਤੋਂ ਬਾਅਦ ਸੈਕਟਰ 25 ਵਿੱਚ ਸਰਕਾਰੀ ਸਨਮਾਨ ਨਾਲ ਅੰਤਿਮ ਸਸਕਾਰ ਕੀਤਾ ਗਿਆ, ਜਿੱਥੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਧੀਆਂ ਨੇ ਅਗਨੀ ਦਿੱਤੀ ਅਤੇ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਅਧਿਕਾਰੀ ਅਤੇ ਆਗੂ ਮੌਜੂਦ ਸਨ। ਪਰਿਵਾਰ ਨੇ ਖੁਦਕੁਸ਼ੀ ਨੋਟ ਵਿੱਚ ਨਾਮਜ਼ਦ ਅਧਿਕਾਰੀਆਂ ਵਿਰੁੱਧ ਗ੍ਰਿਫ਼ਤਾਰੀ ਅਤੇ ਇਨਸਾਫ਼ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ, ਜਦਕਿ ਰੋਹਤਕ ਵਿੱਚ ਏਐੱਸਆਈ ਸੰਦੀਪ ਕੁਮਾਰ ਨੇ ਵੀ ਖੁਦਕੁਸ਼ੀ ਕਰ ਲਈ ਅਤੇ ਵਾਈ ਪੂਰਨ ਕੁਮਾਰ ਉੱਤੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੇ ਦੋਸ਼ ਲਗਾਏ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਉਨ੍ਹਾਂ ਦੇ ਪਰਿਵਾਰ ਨੇ ਐੱਫਆਈਆਰ ਦਰਜ ਕਰਵਾਈ ਅਤੇ ਪੋਸਟਮਾਰਟਮ ਲਈ ਹਾਮੀ ਭਰੀ। ਇਹਨਾਂ ਘਟਨਾਵਾਂ ਨੇ ਹਰਿਆਣਾ ਪੁਲੀਸ ਵਿੱਚ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਅਤੇ ਵਿਤਕਰੇ ਨੂੰ ਲੈ ਕੇ ਸਿਆਸੀ ਅਤੇ ਪ੍ਰਸ਼ਾਸਨਿਕ ਹਲਚਲ ਪੈਦਾ ਕਰ ਦਿੱਤੀ ਹੈ।
ਹਰਿਆਣਾ ਦੇ ਸੀਨੀਅਰ ਆਈਪੀਐੱਸ ਅਧਿਕਾਰੀ ਵਾਈ ਪੂਰਨ ਕੁਮਾਰ ਦਾ ਅੱਜ ਨੌਂ ਦਿਨਾਂ ਬਾਅਦ ਚੰਡੀਗੜ੍ਹ ਦੇ ਸੈਕਟਰ 25 ਵਿਖੇ ਸਥਿਤ ਸ਼ਮਸ਼ਾਨ ਘਾਟ ਵਿੱਚ ਸਰਕਾਰੀ ਸਨਮਾਨਾਂ ਨਾਲ ਅੰਤਿਮ ਸਸਕਾਰ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਏਡੀਜੀਪੀ ਦੀਆਂ ਦੋਵੇਂ ਧੀਆਂ ਆਦਿਤੀ ਅਤੇ ਅਮੁੱਲਿਆ ਨੇ ਚਿਤਾ ਨੂੰ ਅਗਨੀ ਦਿੱਤੀ। ਇਸ ਵੇਲੇ ਹਰਿਆਣਾ ਦੇ ਕੈਬਨਿਟ ਮੰਤਰੀ ਕ੍ਰਿਸ਼ਨ ਲਾਲ ਪੰਵਾਰ ਅਤੇ ਸ਼ਿਆਮ ਸਿੰਘ ਰਾਣਾ, ਗ੍ਰਹਿ ਵਿਭਾਗ ਦੀ ਵਧੀਕ ਮੁੱਖ ਸਕੱਤਰ ਸੁਮਿਤਾ ਮਿਸ਼ਰਾ, ਮੁੱਖ ਸਕੱਤਰ ਅਨੁਰਾਗ ਰਸਤੋਗੀ ਅਤੇ ਨਵੇਂ ਡੀਜੀਪੀ ਓਮ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਸਮੇਤ ਪੰਜਾਬ, ਹਰਿਆਣਾ ਅਤੇ ਚੰਡੀਗੜ੍ਹ ਤੋਂ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਆਗੂਆਂ, ਪ੍ਰਸ਼ਾਸਨਿਕ ਅਤੇ ਪੁਲੀਸ ਅਧਿਕਾਰੀਆਂ ਨੇ ਸ਼ਰਧਾਂਜਲੀ ਅਰਪੀ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਚੰਡੀਗੜ੍ਹ ਦੀ ਐੱਸਐੱਸਪੀ ਕੰਵਰਦੀਪ ਕੌਰ ਨੇ ਸਵੇਰੇ ਵਾਈ ਪੂਰਨ ਕੁਮਾਰ ਦੇ ਘਰ ਜਾ ਕੇ ਪਤਨੀ ਅਮਨੀਤ ਪੀ ਕੁਮਾਰ ਅਤੇ ਪਰਿਵਾਰ ਦੇ ਹੋਰ ਮੈਂਬਰਾਂ ਨਾਲ ਗੱਲ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਨੇ ਪਰਿਵਾਰ ਨੂੰ ਇਨਸਾਫ਼ ਦਾ ਭਰੋਸਾ ਦਿੱਤਾ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਪਰਿਵਾਰ ਪੀਜੀਆਈ ਵਿੱਚ ਪੋਸਟਮਾਰਟਮ ਕਰਵਾਉਣ ਲਈ ਰਾਜ਼ੀ ਹੋ ਗਿਆ। ਇਸ ਤੋਂ ਬਾਅਦ ਮੈਡੀਕਲ ਬੋਰਡ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਪੋਸਟਮਾਰਟਮ ਕੀਤਾ ਗਿਆ, ਜਿਸ ਨੂੰ ਚਾਰ ਘੰਟੇ ਤੋਂ ਵੱਧ ਸਮਾਂ ਲੱਗਾ ਅਤੇ ਇਸ ਦੀ ਵੀਡੀਓਗ੍ਰਾਫੀ ਵੀ ਕੀਤੀ ਗਈ। ਪੋਸਟਮਾਰਟਮ ਤੋਂ ਬਾਅਦ ਲਾਸ਼ ਨੂੰ ਸੈਕਟਰ 24 ਵਿਖੇ ਘਰ ਲਿਆਂਦਾ ਗਿਆ, ਜਿੱਥੋਂ ਤਕਰੀਬਨ 3:30 ਵਜੇ ਅੰਤਿਮ ਯਾਤਰਾ ਸ਼ੁਰੂ ਹੋਈ ਅਤੇ ਸ਼ਾਮ 4 ਵਜੇ ਕਰੀਬ ਸੈਕਟਰ 25 ਵਿੱਚ ਅੰਤਿਮ ਸਸਕਾਰ ਕੀਤਾ ਗਿਆ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਹਰਿਆਣਾ ਦੇ ਏਡੀਜੀਪੀ ਵਾਈ ਪੂਰਨ ਕੁਮਾਰ ਨੇ 7 ਅਕਤੂਬਰ ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਦੇ ਸੈਕਟਰ 11 ਵਿਖੇ ਆਪਣੀ ਕੋਠੀ ਵਿੱਚ ਖੁਦਕੁਸ਼ੀ ਕਰ ਲਈ ਸੀ। ਪੁਲੀਸ ਨੂੰ ਘਟਨਾ ਵਾਲੀ ਜਗ੍ਹਾ ਤੋਂ 9 ਪੰਨਿਆਂ ਦਾ ਖੁਦਕੁਸ਼ੀ ਨੋਟ ਮਿਲਿਆ ਸੀ, ਜਿਸ ਵਿੱਚ ਹਰਿਆਣਾ ਦੇ ਡੀਜੀਪੀ ਸ਼ਤਰੂਜੀਤ ਕਪੂਰ ਅਤੇ ਰੋਹਤਕ ਦੇ ਐੱਸਪੀ ਨਰੇਂਦਰ ਬਿਜਾਰਨੀਆ ਸਮੇਤ ਇੱਕ ਦਰਜਨ ਤੋਂ ਵੱਧ ਅਧਿਕਾਰੀਆਂ ਉੱਤੇ ਤੰਗ ਪਰੇਸ਼ਾਨ ਕਰਨ ਦੇ ਦੋਸ਼ ਲਗਾਏ ਗਏ ਸਨ। ਪਰਿਵਾਰ ਨੇ ਖੁਦਕੁਸ਼ੀ ਨੋਟ ਵਿੱਚ ਨਾਮਜ਼ਦ ਵਿਅਕਤੀਆਂ ਵਿਰੁੱਧ ਕੇਸ ਦਰਜ ਕਰਨ ਅਤੇ ਉਨ੍ਹਾਂ ਵਿਰੁੱਧ ਸਖ਼ਤ ਕਾਰਵਾਈ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ। ਪਰਿਵਾਰ ਡੀਜੀਪੀ ਅਤੇ ਐੱਸਪੀ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਲਈ ਅੜਿਆ ਰਿਹਾ ਅਤੇ ਪੋਸਟਮਾਰਟਮ ਕਰਵਾਉਣ ਤੋਂ ਇਨਕਾਰ ਕਰ ਰਿਹਾ ਸੀ। ਹਰਿਆਣਾ ਸਰਕਾਰ ਨੇ ਬੀਤੇ ਦਿਨਾਂ ਵਿੱਚ ਡੀਜੀਪੀ ਸ਼ਤਰੂਜੀਤ ਕਪੂਰ ਨੂੰ ਛੁੱਟੀ ਉੱਤੇ ਭੇਜ ਦਿੱਤਾ ਅਤੇ ਓਮ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਨੂੰ ਵਾਧੂ ਚਾਰਜ ਦਿੱਤਾ। ਚੰਡੀਗੜ੍ਹ ਪੁਲੀਸ ਨੇ ਪੋਸਟਮਾਰਟਮ ਲਈ ਜ਼ਿਲ੍ਹਾ ਅਦਾਲਤ ਦਾ ਵੀ ਰੁਖ਼ ਲਿਆ ਸੀ। ਰੋਹਤਕ ਵਿੱਚ ਏਐੱਸਆਈ ਸੰਦੀਪ ਕੁਮਾਰ ਵੱਲੋਂ ਖੁਦਕੁਸ਼ੀ ਕੀਤੇ ਜਾਣ ਤੋਂ ਬਾਅਦ ਬਣੇ ਹਾਲਾਤਾਂ ਨੂੰ ਵੇਖਦਿਆਂ ਪਰਿਵਾਰ ਨੇ ਪੋਸਟਮਾਰਟਮ ਲਈ ਹਾਮੀ ਭਰੀ ਹੈ।
ਵਾਈ ਪੂਰਨ ਕੁਮਾਰ ਦੇ ਪਰਿਵਾਰ ਵੱਲੋਂ ਹਰਿਆਣਾ ਦੇ ਭੂਤਪੂਰਵ ਡੀਜੀਪੀ ਸ਼ਤਰੂਜੀਤ ਕਪੂਰ ਅਤੇ ਨਰੇਂਦਰ ਬਿਜਾਰਨੀਆ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਨ ਲਈ ਮੰਗ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ, ਪਰ ਹਰਿਆਣਾ ਸਰਕਾਰ ਨੇ ਗ੍ਰਿਫ਼ਤਾਰੀ ਦੀ ਥਾਂ ਡੀਜੀਪੀ ਨੂੰ ਛੁੱਟੀ ਉੱਤੇ ਭੇਜ ਕੇ ਓਮ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਨੂੰ ਡੀਜੀਪੀ ਦਾ ਵਾਧੂ ਚਾਰਜ ਦਿੱਤਾ ਹੈ। ਪਰਿਵਾਰ ਵੱਲੋਂ ਜਲਦੀ ਇਨਸਾਫ਼ ਮਿਲਣ ਦੀ ਉਮੀਦ ਜਤਾਈ ਜਾ ਰਹੀ ਹੈ। ਪਰਿਵਾਰ ਨੇ ਮੀਡੀਆ ਨਾਲ ਗੱਲਬਾਤ ਤੋਂ ਦੂਰੀ ਬਣਾਈ ਰੱਖੀ ਹੈ, ਪਰ ਨਜ਼ਦੀਕੀਆਂ ਨੇ ਕਿਹਾ ਕਿ ਮੁਲਜ਼ਮਾਂ ਨੂੰ ਜਲਦੀ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਕੇ ਪੀੜਤ ਪਰਿਵਾਰ ਨੂੰ ਇਨਸਾਫ਼ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ।
Haryana's senior IPS officer V Purn Kumar was cremated today, nine days later, at the cremation ground in Sector 25, Chandigarh, with full state honours. His two daughters, Aditi and Amullia, lit the funeral pyre. At this time, Haryana Cabinet Ministers Krishan Lal Panwar and Shyam Singh Rana, Additional Chief Secretary of the Home Department Sumita Mishra, Chief Secretary Anurag Rastogi, and the new DGP Om Prakash Singh, along with a large number of leaders, administrative and police officials from Punjab, Haryana, and Chandigarh, paid their tributes. Earlier, Chandigarh's SSP Kanwardeep Kaur visited V Purn Kumar's home in the morning and spoke with his wife Amneet P Kumar and other family members. She assured the family of justice, after which the family agreed to the post-mortem at PGI. Following this, the post-mortem was conducted under the supervision of a medical board, which took more than four hours and was also video-recorded. After the post-mortem, the body was brought to the house in Sector 24, from where the final journey began around 3:30 PM, and the cremation was performed around 4 PM in Sector 25. It is noteworthy that Haryana's ADGP V Purn Kumar had committed suicide on October 7 at his bungalow in Sector 11, Chandigarh. The police recovered a 9-page suicide note from the scene, in which charges of harassment were leveled against more than a dozen officials, including Haryana's DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarniya. The family had demanded the registration of a case against the individuals named in the suicide note and strict action against them. The family insisted on the arrest of the DGP and SP and had refused to allow the post-mortem. The Haryana government had sent DGP Shatrujeet Kapur on leave in the past few days and given additional charge to Om Prakash Singh. The Chandigarh police had also sought the court's opinion for the post-mortem. Considering the situation after ASI Sandeep Kumar's suicide in Rohtak, the family has agreed to the post-mortem.
The family of V Purn Kumar is demanding the arrest of former Haryana DGP Shatrujeet Kapur and Narendra Bijarniya, but instead of arrests, the Haryana government has sent the DGP on leave and given additional DGP charge to Om Prakash Singh. The family is hopeful of getting quick justice. The family has maintained distance from talking to the media, but close relatives said that the accused should be arrested soon to deliver justice to the aggrieved family
