ਜਹਾਜ਼ਾਂ ਨੂੰ ਗਲਤ ਸਿਗਨਲ, ਦੇਸ਼ ਦੇ 7 ਵੱਡੇ ਏਅਰਪੋਰਟਾਂ 'ਤੇ GPS ਸਪੂਫਿੰਗ ਦਾ ਖ਼ਤਰਾ: ਨਾਇਡੂ
ਸ਼ਹਿਰੀ ਹਵਾਬਾਜ਼ੀ ਮੰਤਰੀ ਕੇ ਰਾਮ ਮੋਹਨ ਨਾਇਡੂ ਨੇ ਸੰਸਦ (ਰਾਜ ਸਭਾ) ਵਿੱਚ ਜਾਣਕਾਰੀ ਦਿੱਤੀ ਹੈ ਕਿ ਦਿੱਲੀ ਦੇ ਇੰਦਰਾ ਗਾਂਧੀ ਅੰਤਰਰਾਸ਼ਟਰੀ ਹਵਾਈ ਅੱਡੇ ਸਮੇਤ ਦੇਸ਼ ਦੇ ਸੱਤ ਵੱਡੇ ਏਅਰਪੋਰਟਾਂ 'ਤੇ ਆਉਣ ਵਾਲੀਆਂ ਉਡਾਣਾਂ ਨੇ GPS ਸਪੂਫਿੰਗ ਦੀਆਂ ਘਟਨਾਵਾਂ ਦੀ ਰਿਪੋਰਟ ਕੀਤੀ ਹੈ, ਜਿਸ ਨਾਲ ਜਹਾਜ਼ਾਂ ਨੂੰ ਗਲਤ ਨੇਵੀਗੇਸ਼ਨਲ ਸਿਗਨਲ ਮਿਲੇ। ਹਾਲਾਂਕਿ, ਮੰਤਰੀ ਨੇ ਭਰੋਸਾ ਦਿੱਤਾ ਕਿ ਜਹਾਜ਼ਾਂ ਦੇ ਸੰਚਾਲਨ 'ਤੇ ਕੋਈ ਅਸਰ ਨਹੀਂ ਪਿਆ ਕਿਉਂਕਿ ਪਾਇਲਟਾਂ ਨੇ ਤੁਰੰਤ ਬਦਲਵੇਂ (Contingency) ਤਰੀਕੇ ਅਪਣਾ ਲਏ ਸਨ, ਅਤੇ DGCA ਤੇ AAI ਨੇ ਸਾਈਬਰ ਸੁਰੱਖਿਆ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਲਈ ਤੁਰੰਤ ਕਦਮ ਚੁੱਕੇ ਹਨ।
ਕੇਂਦਰੀ ਸ਼ਹਿਰੀ ਹਵਾਬਾਜ਼ੀ ਮੰਤਰੀ ਕੇ ਰਾਮ ਮੋਹਨ ਨਾਇਡੂ ਨੇ ਸੰਸਦ ਦੇ ਸਰਦ ਰੁੱਤ ਸੈਸ਼ਨ ਦੌਰਾਨ ਰਾਜ ਸਭਾ ਵਿੱਚ ਇੱਕ ਲਿਖਤੀ ਜਵਾਬ ਵਿੱਚ ਪੁਸ਼ਟੀ ਕੀਤੀ ਕਿ ਦਿੱਲੀ ਦੇ ਇੰਦਰਾ ਗਾਂਧੀ ਅੰਤਰਰਾਸ਼ਟਰੀ ਹਵਾਈ ਅੱਡੇ (Delhi Airport) ਨੇੜੇ ਉਡਾਣਾਂ ਨੂੰ GPS ਸਪੂਫਿੰਗ (GPS Spoofing) ਦੇ ਮਾਮਲਿਆਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਿਆ ਹੈ। ਇਹ ਘਟਨਾਵਾਂ ਉਦੋਂ ਵਾਪਰੀਆਂ ਜਦੋਂ ਜਹਾਜ਼ GPS-ਆਧਾਰਿਤ ਲੈਂਡਿੰਗ ਪ੍ਰਕਿਰਿਆਵਾਂ ਦੀ ਵਰਤੋਂ ਕਰਦੇ ਹੋਏ ਰਨਵੇ 10 ਵੱਲ ਆ ਰਹੇ ਸਨ। GPS ਸਪੂਫਿੰਗ ਇੱਕ ਕਿਸਮ ਦਾ ਸਾਈਬਰ ਹਮਲਾ ਹੁੰਦਾ ਹੈ ਜਿਸ ਵਿੱਚ ਜਹਾਜ਼ ਦੇ ਨੇਵੀਗੇਸ਼ਨਲ ਸਿਸਟਮ ਨੂੰ ਗਲਤ ਸਥਾਨ ਅਤੇ ਸਮੇਂ ਬਾਰੇ ਦੱਸਣ ਲਈ ਨਕਲੀ ਸੈਟੇਲਾਈਟ ਸਿਗਨਲ ਭੇਜੇ ਜਾਂਦੇ ਹਨ, ਜੋ ਕਿ Flight Safety ਲਈ ਇੱਕ ਵੱਡਾ ਖ਼ਤਰਾ ਹੈ।
ਮੰਤਰੀ ਨੇ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਦਿੱਲੀ ਤੋਂ ਇਲਾਵਾ ਦੇਸ਼ ਦੇ ਹੋਰ ਮੁੱਖ ਹਵਾਈ ਅੱਡਿਆਂ, ਜਿਵੇਂ ਕਿ ਕੋਲਕਾਤਾ, ਅੰਮ੍ਰਿਤਸਰ, ਮੁੰਬਈ, ਹੈਦਰਾਬਾਦ, ਬੰਗਲੁਰੂ ਅਤੇ ਚੇਨਈ, ਤੋਂ ਵੀ GNSS Interference ਦੀਆਂ ਰਿਪੋਰਟਾਂ ਮਿਲੀਆਂ ਹਨ। ਇਨ੍ਹਾਂ ਘਟਨਾਵਾਂ ਦੇ ਸਾਹਮਣੇ ਆਉਣ ਤੋਂ ਬਾਅਦ, ਹਵਾਬਾਜ਼ੀ ਅਧਿਕਾਰੀਆਂ ਨੇ ਤੁਰੰਤ ਕਾਰਵਾਈ ਕੀਤੀ। DGCA (ਡਾਇਰੈਕਟੋਰੇਟ ਜਨਰਲ ਆਫ ਸਿਵਲ ਐਵੀਏਸ਼ਨ) ਨੇ GPS Spoofing ਦੀਆਂ ਘਟਨਾਵਾਂ ਦੀ ਰੀਅਲ-ਟਾਈਮ ਰਿਪੋਰਟਿੰਗ ਲਈ ਇੱਕ ਨਵਾਂ ਸਟੈਂਡਰਡ ਓਪਰੇਟਿੰਗ ਪ੍ਰੋਸੀਜਰ (SoP) ਜਾਰੀ ਕੀਤਾ ਹੈ। ਨਾਲ ਹੀ, AAI (ਏਅਰਪੋਰਟਸ ਅਥਾਰਟੀ ਆਫ ਇੰਡੀਆ) ਨੇ Wireless Monitoring Organisation (WMO) ਨੂੰ ਇਨ੍ਹਾਂ ਨਕਲੀ ਸਿਗਨਲਾਂ ਦੇ ਸਰੋਤ ਦੀ ਪਛਾਣ ਕਰਨ ਲਈ ਕਿਹਾ ਹੈ। ਅਧਿਕਾਰੀਆਂ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਜਹਾਜ਼ਾਂ ਦੀ ਆਵਾਜਾਈ 'ਤੇ ਕੋਈ ਮਾੜਾ ਅਸਰ ਨਹੀਂ ਪਿਆ ਕਿਉਂਕਿ ਉਨ੍ਹਾਂ ਕੋਲ ਪੁਰਾਣੇ ਪਰ ਭਰੋਸੇਮੰਦ, ਜ਼ਮੀਨ-ਆਧਾਰਿਤ ਨੇਵੀਗੇਸ਼ਨਲ ਏਡਜ਼ ਦਾ ਬੈਕਅੱਪ ਮੌਜੂਦ ਸੀ, ਜੋ Indian Aviation Security ਪ੍ਰੋਟੋਕੋਲ ਦਾ ਹਿੱਸਾ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਗਲੋਬਲ ਸਾਈਬਰ ਖ਼ਤਰਿਆਂ ਦਾ ਮੁਕਾਬਲਾ ਕਰਨ ਲਈ ਏਅਰਪੋਰਟਾਂ ਦੇ ਆਈਟੀ ਨੈੱਟਵਰਕ ਅਤੇ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਲਈ ਤਕਨੀਕੀ Cyber Security ਹੱਲ ਲਾਗੂ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ।
Union Civil Aviation Minister K Ram Mohan Naidu confirmed in a written reply in the Rajya Sabha during the Winter Session of Parliament that flights approaching India's major airports, including the Indira Gandhi International Airport (Delhi Airport), have faced incidents of GPS Spoofing. These incidents occurred when aircraft were using GPS-based landing procedures while approaching Runway 10. GPS Spoofing is a form of cyber-attack where fake satellite signals are transmitted to mislead the aircraft's navigational system about its actual location and time, posing a significant risk to Flight Safety.
The Minister further stated that, besides Delhi, reports of GNSS Interference have also been received from other key aviation hubs in the country, specifically Kolkata, Amritsar, Mumbai, Hyderabad, Bengaluru, and Chennai. Following these occurrences, aviation authorities took immediate action. The DGCA (Directorate General of Civil Aviation) has issued a new Standard Operating Procedure (SoP) for the real-time reporting of GPS Spoofing incidents. Concurrently, the AAI (Airports Authority of India) has requested the Wireless Monitoring Organisation (WMO) to identify the source of these false signals. Officials emphasized that flight movements remained unaffected because pilots immediately resorted to contingency procedures, relying on conventional, ground-based navigational aids, which are maintained as part of the established Indian Aviation Security protocols. Furthermore, advanced Cyber Security solutions are being implemented for airport IT networks and infrastructure to counter global cyber threats, ensuring continuous safety upgrades.
