ਲੇਹ ਵਿੱਚ ਪੰਜਵੇਂ ਦਿਨ ਵੀ ਕਰਫਿਊ ਲਾਗੂ ਰਿਹਾ

ਹਿੰਸਾ ਨਾਲ ਪ੍ਰਭਾਵਿਤ ਲੇਹ ਸ਼ਹਿਰ ਵਿੱਚ ਅੱਜ ਲਗਾਤਾਰ ਪੰਜਵੇਂ ਦਿਨ ਵੀ ਕਰਫਿਊ ਜਾਰੀ ਰਿਹਾ। ਉਪ ਰਾਜਪਾਲ ਕਵਿੰਦਰ ਗੁਪਤਾ ਨੇ ਪਾਬੰਦੀਆਂ ਵਿੱਚ ਢਿੱਲ ਦੇਣ ਬਾਰੇ ਫੈਸਲਾ ਲੈਣ ਲਈ ਸਮੀਖਿਆ ਮੀਟਿੰਗ ਕਰਨੀ ਹੈ ਅਤੇ ਇਹ ਜਾਣਕਾਰੀ ਅਧਿਕਾਰੀਆਂ ਨੇ ਦਿੱਤੀ। ਲੇਹ ਏਪੈਕਸ ਬਾਡੀ ਵੱਲੋਂ ਦਿੱਤੇ ਗਏ ਬੰਦ ਦੇ ਸੱਦੇ ਦੌਰਾਨ ਵੱਡੇ ਵਿਰੋਧ ਤੋਂ ਬਾਅਦ ਬੁੱਧਵਾਰ ਸ਼ਾਮ ਨੂੰ ਕਰਫਿਊ ਲਗਾ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਲੇਹ ਸ਼ਹਿਰ ਵਿੱਚ ਸ਼ਨਿੱਚਰਵਾਰ ਨੂੰ ਕਰਫਿਊ ਵਿੱਚ ਪਹਿਲੀ ਵਾਰ ਚਾਰ ਘੰਟੇ ਦੀ ਢਿੱਲ ਦਿੱਤੀ ਗਈ ਜੋ ਸ਼ਾਂਤੀ ਨਾਲ ਬੀਤੀ। ਬੁੱਧਵਾਰ ਨੂੰ ਹਿੰਸਾ ਵਿੱਚ ਚਾਰ ਵਿਅਕਤੀ ਮਾਰੇ ਗਏ ਅਤੇ ਕਈ ਜ਼ਖ਼ਮੀ ਹੋਏ ਜਦਕਿ ਦੰਗਿਆਂ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਦੇ ਦੋਸ਼ ਵਿੱਚ 50 ਤੋਂ ਵੱਧ ਵਿਅਕਤੀਆਂ ਨੂੰ ਹਿਰਾਸਤ ਵਿੱਚ ਲਿਆ ਗਿਆ। ਵਾਤਾਵਰਨ ਕਾਰਕੁਨ ਸੋਨਮ ਵਾਂਗਚੁਕ ਨੂੰ ਕੌਮੀ ਸੁਰੱਖਿਆ ਕਾਨੂੰਨ ਐੱਨ ਐੱਸ ਏ ਤਹਿਤ ਹਿਰਾਸਤ ਵਿੱਚ ਲਿਆ ਗਿਆ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਰਾਜਸਥਾਨ ਦੀ ਜੋਧਪੁਰ ਜੇਲ੍ਹ ਵਿੱਚ ਰੱਖਿਆ ਗਿਆ ਹੈ। ਇੱਕ ਅਧਿਕਾਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸਥਿਤੀ ਆਮ ਵਾਂਗ ਰਹੀ ਅਤੇ ਕਿਸੇ ਵੀ ਥਾਂ ਤੋਂ ਕੋਈ ਮੰਦਭਾਗੀ ਘਟਨਾ ਨਹੀਂ ਵਾਪਰੀ। ਉਪ ਰਾਜਪਾਲ ਜਲਦੀ ਰਾਜਭਵਨ ਵਿੱਚ ਸੁਰੱਖਿਆ ਸਮੀਖਿਆ ਮੀਟਿੰਗ ਦੀ ਅਗਵਾਈ ਕਰਨਗੇ ਅਤੇ ਦਿਨ ਵਿੱਚ ਪਾਬੰਦੀਆਂ ਵਿੱਚ ਢਿੱਲ ਬਾਰੇ ਫੈਸਲਾ ਲਿਆ ਜਾਵੇਗਾ। ਅਧਿਕਾਰੀਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਲੇਹ ਵਿੱਚ ਮੋਬਾਈਲ ਇੰਟਰਨੈੱਟ ਸੇਵਾਵਾਂ ਬੰਦ ਰਹੀਆਂ ਜਦਕਿ ਕਾਰਗਿਲ ਸਮੇਤ ਕੇਂਦਰ ਸ਼ਾਸਿਤ ਪ੍ਰਦੇਸ਼ ਦੇ ਹੋਰ ਹਿੱਸਿਆਂ ਵਿੱਚ ਪੰਜ ਜਾਂ ਵੱਧ ਵਿਅਕਤੀਆਂ ਦੇ ਇਕੱਠੇ ਹੋਣ ਤੇ ਪਾਬੰਦੀ ਲਾਗੂ ਰਹੀ। ਕਰਫਿਊ ਵਾਲੇ ਇਲਾਕਿਆਂ ਵਿੱਚ ਪੁਲੀਸ ਅਤੇ ਦੰਗਾ ਵਿਰੋਧੀ ਉਪਕਰਨਾਂ ਨਾਲ ਲੈਸ ਸੀ ਆਰ ਪੀ ਐੱਫ ਦੇ ਜਵਾਨ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਤਾਇਨਾਤ ਰਹੇ ਜਦਕਿ ਆਈ ਟੀ ਬੀ ਪੀ ਦੇ ਜਵਾਨ ਅੱਜ ਸਵੇਰੇ ਫਲੈਗ ਮਾਰਚ ਕਰਦੇ ਦਿਖੇ। ਹਿੰਸਾ ਵਿੱਚ ਮਾਰੇ ਗਏ ਦੋ ਵਿਅਕਤੀਆਂ ਦਾ ਅੰਤਿਮ ਸੰਸਕਾਰ ਅੱਜ ਕੀਤਾ ਗਿਆ। ਲੇਹ ਹਿੰਸਾ ਤੋਂ ਬਾਅਦ ਪੁਲੀਸ ਵੱਲੋਂ ਦਰਜ ਐੱਫ ਆਈ ਆਰ ਵਿੱਚ ਨਾਮਜ਼ਦ ਕਈ ਵਿਅਕਤੀਆਂ ਵਿੱਚ ਦੋ ਕਾਂਗਰਸੀ ਕੌਂਸਲਰਾਂ ਦੇ ਨਾਮ ਵੀ ਸ਼ਾਮਲ ਹਨ ਜਿਨ੍ਹਾਂ ਨੇ ਸ਼ਨਿੱਚਰਵਾਰ ਨੂੰ ਸਥਾਨਕ ਅਦਾਲਤ ਵਿੱਚ ਆਤਮ ਸਮਰਪਣ ਕਰ ਦਿੱਤਾ ਸੀ। ਲੱਦਾਖ ਬਾਰ ਐਸੋਸੀਏਸ਼ਨ ਲੇਹ ਦੇ ਪ੍ਰਧਾਨ ਮੁਹੰਮਦ ਸ਼ਫੀ ਲੱਸੂ ਨੇ ਦੱਸਿਆ ਕਿ ਦੋਵੇਂ ਕੌਂਸਲਰਾਂ ਸਮਾਨਲਾ ਦੋਰਜੇ ਨੁਰਬੂ ਅਤੇ ਫੁਤਸੋਗ ਸਟੈਨਜਿਨ ਤਸੇਪਾਕ ਨਾਲ ਲੱਦਾਖ ਬੋਧ ਐਸੋਸੀਏਸ਼ਨ ਦੇ ਮੀਤ ਪ੍ਰਧਾਨ ਸਵਿਨ ਰਿਗਜ਼ਿਨ ਅਤੇ ਪਿੰਡ ਦੇ ਨੰਬਰਦਾਰ ਰਿਗਜ਼ਿਨ ਦੋਰਜੇ ਨੂੰ ਪੁਲੀਸ ਹਿਰਾਸਤ ਵਿੱਚ ਭੇਜ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੁਲੀਸ ਨੇ ਸਿਰਫ ਇਨ੍ਹਾਂ ਚਾਰ ਲੋਕਾਂ ਦੀ ਹਿਰਾਸਤ ਮੰਗੀ ਸੀ ਜਦਕਿ ਬਾਕੀ ਵਿਅਕਤੀਆਂ ਨੂੰ ਨਿਆਂਇਕ ਹਿਰਾਸਤ ਵਿੱਚ ਭੇਜ ਦਿੱਤਾ ਗਿਆ ਅਤੇ ਇਨ੍ਹਾਂ ਵਿੱਚ ਲੇਹ ਏਪੈਕਸ ਬਾਡੀ ਅਤੇ ਲੱਦਾਖ ਬੋਧ ਐਸੋਸੀਏਸ਼ਨ ਦੇ ਨੌਜਵਾਨ ਆਗੂ ਅਤੇ ਵਿਦਿਆਰਥੀ ਵੀ ਸ਼ਾਮਲ ਹਨ। ਵਿਗਿਆਨੀਆਂ ਦੇ ਇੱਕ ਸਮੂਹ ਦਿ ਬਰੇਕਥਰੂ ਸਾਇੰਸ ਸੁਸਾਇਟੀ ਨੇ ਅੱਜ ਵਾਤਾਵਰਨ ਕਾਰਕੁਨ ਸੋਨਮ ਵਾਂਗਚੁਕ ਨੂੰ ਹਿਰਾਸਤ ਵਿੱਚ ਲੈਣ ਦੀ ਨਿੰਦਾ ਕੀਤੀ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਤੁਰੰਤ ਰਿਹਾਅ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਸਮਾਜਿਕ ਕਾਰਕੁਨ ਸੋਨਮ ਵਾਂਗਚੁਕ ਦੀ ਪਤਨੀ ਗੀਤਾਂਜਲੀ ਅੰਗਮੋ ਨੇ ਉਨ੍ਹਾਂ ਦੇ ਪਤੀ ਖਿਲਾਫ ਪਾਕਿਸਤਾਨ ਨਾਲ ਸਬੰਧ ਹੋਣ ਅਤੇ ਵਿੱਤੀ ਅਨਿਯਮਤਾਵਾਂ ਦੇ ਦੋਸ਼ਾਂ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਖਾਰਜ ਕਰ ਦਿੱਤਾ ਹੈ। ਵਾਂਗਚੁਕ ਤੇ ਲੇਹ ਵਿੱਚ ਹਿੰਸਾ ਭੜਕਾਉਣ ਦੇ ਦੋਸ਼ ਨੂੰ ਗਲਤ ਦੱਸਦੇ ਹੋਏ ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਗਾਂਧੀ ਵਾਦੀ ਤਰੀਕੇ ਨਾਲ ਵਿਰੋਧ ਕਰ ਰਹੇ ਸਨ ਅਤੇ 24 ਸਤੰਬਰ ਨੂੰ ਸੀ ਆਰ ਪੀ ਐੱਫ ਦੀ ਕਾਰਵਾਈ ਨਾਲ ਹਾਲਾਤ ਵਿਗੜ ਗਏ। ਪੁਲੀਸ ਨੇ ਵਾਤਾਵਰਨ ਕਾਰਕੁਨ ਵਾਂਗਚੁਕ ਨੂੰ ਸ਼ੁੱਕਰਵਾਰ ਨੂੰ ਸਖ਼ਤ ਕੌਮੀ ਸੁਰੱਖਿਆ ਕਾਨੂੰਨ ਐੱਨ ਐੱਸ ਏ ਤਹਿਤ ਹਿਰਾਸਤ ਵਿੱਚ ਲਿਆ ਸੀ ਅਤੇ ਇਹ ਕਦਮ ਪਿਛਲੇ ਬੁੱਧਵਾਰ ਨੂੰ ਲੇਹ ਵਿੱਚ ਲੱਦਾਖ ਨੂੰ ਸੰਵਿਧਾਨ ਦੇ ਛੇਵੇਂ ਸ਼ਡਿਊਲ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰਨ ਅਤੇ ਇਸ ਨੂੰ ਸੂਬੇ ਦਾ ਦਰਜਾ ਦੇਣ ਦੀ ਮੰਗ ਨਾਲ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨਾਂ ਦੇ ਹਿੰਸਕ ਹੋਣ ਤੋਂ ਦੋ ਦਿਨ ਬਾਅਦ ਉਠਾਇਆ ਗਿਆ ਸੀ। ਇਸ ਪ੍ਰਦਰਸ਼ਨ ਵਿੱਚ ਚਾਰ ਵਿਅਕਤੀ ਮਾਰੇ ਗਏ ਅਤੇ 90 ਹੋਰ ਜ਼ਖ਼ਮੀ ਹੋਏ ਸਨ। ਅੰਗਮੋ ਨੇ ਕਿਹਾ ਕਿ ਵਾਂਗਚੁਕ ਨੂੰ ਹਿਰਾਸਤ ਵਿੱਚ ਲੈਣ ਦੇ ਹੁਕਮਾਂ ਦੀ ਕਾਪੀ ਉਨ੍ਹਾਂ ਨੂੰ ਨਹੀਂ ਦਿੱਤੀ ਗਈ ਅਤੇ ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਕਾਨੂੰਨੀ ਰਸਤਾ ਅਪਣਾਉਣਗੇ। ਕਾਂਗਰਸ ਆਗੂ ਰਾਹੁਲ ਗਾਂਧੀ ਨੇ ਅੱਜ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਲੱਦਾਖ ਦੇ ਲੋਕਾਂ, ਸੱਭਿਆਚਾਰ ਅਤੇ ਰਵਾਇਤਾਂ ਤੇ ਭਾਜਪਾ ਅਤੇ ਆਰ ਐੱਸ ਐੱਸ ਵੱਲੋਂ ਹਮਲਾ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਲੱਦਾਖ ਨੂੰ ਛੇਵੀਂ ਅਨੁਸੂਚੀ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰਨ ਦੀ ਵਕਾਲਤ ਵੀ ਕੀਤੀ ਅਤੇ ਇਹ ਟਿੱਪਣੀ ਲੇਹ ਵਿੱਚ ਹੋਈ ਹਿੰਸਾ ਨਾਲ ਜੁੜੀ ਹੈ। ਲੇਹ ਵਿੱਚ ਪਿਛਲੇ ਬੁੱਧਵਾਰ ਨੂੰ ਹਿੰਸਾ ਵਿੱਚ ਸੁਰੱਖਿਆ ਬਲਾਂ ਦੀ ਗੋਲੀਬਾਰੀ ਵਿੱਚ ਚਾਰ ਵਿਅਕਤੀ ਮਾਰੇ ਗਏ ਅਤੇ ਕਈ ਜ਼ਖ਼ਮੀ ਹੋਏ ਜਦਕਿ ਦੰਗਿਆਂ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਦੇ ਦੋਸ਼ ਵਿੱਚ 50 ਵਿਅਕਤੀਆਂ ਨੂੰ ਹਿਰਾਸਤ ਵਿੱਚ ਲਿਆ ਗਿਆ ਹੈ। ਲੱਦਾਖ ਨੂੰ ਰਾਜ ਦਾ ਦਰਜਾ ਦੇਣ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਵਾਤਾਵਰਨ ਕਾਰਕੁਨ ਸੋਨਮ ਵਾਂਗਚੁਕ ਨੂੰ ਕੌਮੀ ਸੁਰੱਖਿਆ ਕਾਨੂੰਨ ਐੱਨ ਐੱਸ ਏ ਤਹਿਤ ਹਿਰਾਸਤ ਵਿੱਚ ਲਿਆ ਗਿਆ ਅਤੇ ਰਾਜਸਥਾਨ ਦੀ ਜੋਧਪੁਰ ਜੇਲ੍ਹ ਵਿੱਚ ਰੱਖਿਆ ਗਿਆ ਹੈ। ਗਾਂਧੀ ਨੇ ਐਕਸ ਤੇ ਇੱਕ ਪੋਸਟ ਵਿੱਚ ਕਿਹਾ ਕਿ ਲੱਦਾਖ ਦੇ ਵਿਲੱਖਣ ਲੋਕਾਂ, ਸੱਭਿਆਚਾਰ ਅਤੇ ਰਵਾਇਤਾਂ ਤੇ ਭਾਜਪਾ ਅਤੇ ਰਾਸ਼ਟਰੀ ਸਵੈਮਸੇਵਕ ਸੰਘ ਆਰ ਐੱਸ ਐੱਸ ਹਮਲਾ ਕਰ ਰਹੇ ਹਨ। ਲੋਕ ਸਭਾ ਵਿੱਚ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਨੇਤਾ ਨੇ ਕਿਹਾ ਕਿ ਲੱਦਾਖ ਦੇ ਲੋਕਾਂ ਨੇ ਆਵਾਜ਼ ਉਠਾਈ ਅਤੇ ਭਾਜਪਾ ਨੇ ਚਾਰ ਨੌਜਵਾਨਾਂ ਦੀ ਜਾਨ ਲੈ ਕੇ ਅਤੇ ਸੋਨਮ ਵਾਂਗਚੁਕ ਨੂੰ ਜੇਲ੍ਹ ਵਿੱਚ ਸੁੱਟ ਕੇ ਜਵਾਬ ਦਿੱਤਾ। ਹੱਤਿਆ ਬੰਦ ਕਰੋ, ਹਿੰਸਾ ਬੰਦ ਕਰੋ, ਧਮਕੀ ਦੇਣਾ ਬੰਦ ਕਰੋ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਲੱਦਾਖ ਨੂੰ ਆਵਾਜ਼ ਦਿਓ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਛੇਵੀਂ ਅਨੁਸੂਚੀ ਦਿਓ। ਲੱਦਾਖ ਪੁਲੀਸ ਨੇ ਸੋਨਮ ਵਾਂਗਚੁਕ ਦੀ ਐੱਨ ਐੱਸ ਏ ਤਹਿਤ ਹਿਰਾਸਤ ਨੂੰ ਜਾਇਜ਼ ਦੱਸਿਆ ਅਤੇ ਵਿਦੇਸ਼ੀ ਸਬੰਧਾਂ ਅਤੇ ਹਿੰਸਾ ਭੜਕਾਉਣ ਦੇ ਦੋਸ਼ ਲਾਏ ਹਨ ਜਦਕਿ ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਜੋਧਪੁਰ ਜੇਲ੍ਹ ਭੇਜਣ ਨੂੰ ਵੀ ਜਾਇਜ਼ ਦੱਸਿਆ ਹੈ।

Officials said mobile internet services remained suspended in Leh, while orders banning gathering of five or more people remained in force in other major parts of the Union Territory including Kargil. In curfew areas, police and CRPF personnel equipped with anti-riot gear were deployed in large numbers, while ITBP personnel were seen conducting flag march this morning. The last rites of two people killed in the violence were performed today. The names of two Congress councilors are also included among several people named in the FIR registered by the police after the Leh violence, who surrendered in the local court on Saturday. Ladakh Bar Association Leh president Muhammad Shafi Lassu said that both councilors Samanla Dorje Nurboo and Phutsog Stanzin Tsepaak along with Ladakh Buddhist Association vice president Swin Rigzin and village nambardar Rigzin Dorje have been sent to police custody. He said the police had sought custody of only these four people while the rest have been sent to judicial custody, and these include young leaders and students of Leh Apex Body and Ladakh Buddhist Association. A group of scientists, The Breakthrough Science Society, today condemned the detention of climate activist Sonam Wangchuk and demanded his immediate release. The wife of social activist Sonam Wangchuk, who is lodged in jail, Geetanjali Angmo, has completely rejected the allegations of her husband having links with Pakistan and financial irregularities. Denying the allegation of inciting violence in Leh against Wangchuk, she said he was protesting in the most Gandhian way and the situation worsened due to CRPF action on September 24.
