ਦੁਨੀਆ ਨੂੰ ਵਿਸ਼ਾਲ ਕਾਰਜ ਬਲ ਦੀ ਜ਼ਰੂਰਤ ਹੈ: ਜੈਸ਼ੰਕਰ

ਵਿਦੇਸ਼ ਮੰਤਰੀ ਐੱਸ ਜੈਸ਼ੰਕਰ ਨੇ ਕਿਹਾ ਕਿ ਦੁਨੀਆ ਨੂੰ ਵੱਡੇ ਪੱਧਰ ਤੇ ਕਾਰਜ ਬਲ ਦੀ ਲੋੜ ਹੈ ਅਤੇ ਬੇਯਕੀਨੀ ਵਾਲੇ ਮਾਹੌਲ ਵਿੱਚ ਵੀ ਨਵੇਂ ਵਪਾਰ ਪ੍ਰਬੰਧ ਉੱਭਰ ਕੇ ਸਾਹਮਣੇ ਆਉਣਗੇ। ਉਨ੍ਹਾਂ ਨੇ ਅਬਜ਼ਰਵਰ ਰਿਸਰਚ ਫਾਊਂਡੇਸ਼ਨ ਦੇ ਪ੍ਰੋਗਰਾਮ ਵਿੱਚ ਆਲਮੀ ਗਿਣਤੀ ਵਿੱਚ ਬਦਲਾਅ ਵਾਲੇ ਸਮੇਂ ਵਿੱਚ ਆਰਥਿਕ ਸਬੰਧਾਂ ਨੂੰ ਵਧਾਉਣ ਲਈ ਲਾਤੀਨੀ ਅਮਰੀਕਾ ਅਤੇ ਕੈਰੇਬਿਆਈ ਮੁਲਕਾਂ ਨਾਲ ਭਾਰਤ ਦੇ ਵਧ ਰਹੇ ਰਿਸ਼ਤਿਆਂ ਬਾਰੇ ਵੀ ਗੱਲ ਕੀਤੀ। ਜੈਸ਼ੰਕਰ ਨੇ ਕਿਹਾ ਕਿ ਦੁਨੀਆ ਵਿੱਚ ਜੋ ਵੀ ਮਾਹੌਲ ਹੋਵੇ, ਵਪਾਰ ਆਪਣਾ ਰਸਤਾ ਬਣਾਉਂਦਾ ਰਹੇਗਾ ਅਤੇ ਅਸੀਂ ਨਵੇਂ ਵਪਾਰ ਪ੍ਰਬੰਧ, ਤਕਨਾਲੋਜੀ, ਕਨੈਕਟੀਵਿਟੀ ਅਤੇ ਕੰਮ ਵਾਲੇ ਸਥਾਨਾਂ ਦੇ ਮਾਡਲ ਵੇਖਾਂਗੇ ਜੋ ਘੱਟ ਸਮੇਂ ਵਿੱਚ ਆਲਮੀ ਮਾਹੌਲ ਨੂੰ ਬਹੁਤ ਵੱਖਰਾ ਬਣਾ ਦੇਣਗੇ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਪਹਿਲਾਂ ਤੋਂ ਹੀ ਲਾਤੀਨ ਅਮਰੀਕਾ ਅਤੇ ਕੈਰੇਬਿਆਈ ਮੁਲਕਾਂ ਨਾਲ ਸੰਪਰਕ ਵਿੱਚ ਹੈ ਅਤੇ ਵਪਾਰ ਤੇ ਭਾਈਵਾਲੀ ਨੂੰ ਹੋਰ ਅੱਗੇ ਵਧਾਉਣ ਦਾ ਟੀਚਾ ਰੱਖਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਆਰਥਿਕ ਅਤੇ ਸਮਾਜਿਕ ਪ੍ਰਗਤੀ ਨੂੰ ਵਧਾਉਣ ਅਤੇ ਸਮੂਹਿਕ ਆਤਮ-ਨਿਰਭਰਤਾ ਹਾਸਲ ਕਰਨ ਨੂੰ ਤਰਜੀਹ ਦਿੱਤੀ ਨਾ ਕਿ ਵਿਕਸਤ ਮੁਲਕਾਂ ਤੇ ਨਿਰਭਰ ਰਹਿਣ ਨੂੰ। ਵਿਦੇਸ਼ ਮੰਤਰੀ ਨੇ ਆਲਮੀ ਦੱਖਣ ਦੇ ਸਹਿਯੋਗ ਨੂੰ ਵੀ ਤਰਜੀਹ ਦਿੱਤੀ ਜਾ ਰਹੀ ਹੈ। ਜੈਸ਼ੰਕਰ ਦੀ ਇਹ ਗੱਲ ਅਮਰੀਕਾ ਵੱਲੋਂ ਐੱਚ-1ਬੀ ਵੀਜ਼ਾ ਫੀਸ ਵਧਾ ਕੇ ਸਾਲਾਨਾ ਇੱਕ ਲੱਖ ਡਾਲਰ ਕਰਨ ਅਤੇ ਰੂਸੀ ਤੇਲ ਦੀ ਖਰੀਦ ਨੂੰ ਲੈ ਕੇ ਭਾਰਤੀ ਵਸਤਾਂ ਤੇ ਵਾਧੂ ਟੈਰਿਫ ਲਗਾਉਣ ਵਾਲੇ ਸਮੇਂ ਵਿੱਚ ਆਈ ਹੈ। ਐੱਚ-1ਬੀ ਵੀਜ਼ਾਧਾਰਕਾਂ ਵਿੱਚ ਭਾਰਤੀ ਮਾਹਿਰਾਂ ਦੀ ਹਿੱਸੇਦਾਰੀ ਲਗਭਗ 71 ਫ਼ੀਸਦੀ ਹੈ ਜੋ ਕਿ 2.8 ਲੱਖ ਤੋਂ ਵੱਧ ਹੈ ਅਤੇ ਚੀਨੀ ਮਾਹਿਰਾਂ ਦੀ ਹਿੱਸੇਦਾਰੀ 11.7 ਫ਼ੀਸਦੀ ਹੈ ਜੋ ਕਿ 46,600 ਹੈ। ਇਸ ਦੌਰਾਨ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਐੱਸ ਜੈਸ਼ੰਕਰ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਆਪਣੇ ਲੋਕਾਂ ਦੀ ਰੱਖਿਆ ਅਤੇ ਦੇਸ਼-ਵਿਦੇਸ਼ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੇ ਹਿੱਤਾਂ ਨੂੰ ਬਚਾਉਣ ਲਈ ਵਚਨਬੱਧ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਅਤਿਵਾਦ ਲਈ ਜ਼ੀਰੋ ਸਹਿਣਸ਼ੀਲਤਾ, ਸਾਡੀਆਂ ਸਰਹੱਦਾਂ ਦੀ ਮਜ਼ਬੂਤ ਸੁਰੱਖਿਆ, ਵੱਖ-ਵੱਖ ਦੇਸ਼ਾਂ ਨਾਲ ਭਾਈਵਾਲੀ ਅਤੇ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਸਾਡੇ ਭਾਈਚਾਰਿਆਂ ਨੂੰ ਮਦਦ ਕਰਨਾ ਮੁੱਖ ਮਕਸਦ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਹਮੇਸ਼ਾ ਆਪਣੀ ਮਰਜ਼ੀ ਨਾਲ ਫੈਸਲੇ ਲਵੇਗਾ। ਵਿਦੇਸ਼ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਅੱਜ ਦੇ ਵਿਸ਼ਵ ਵਿੱਚ ਤਿੰਨ ਵੱਡੇ ਸਿਧਾਂਤਾਂ ਆਤਮ-ਨਿਰਭਰਤਾ, ਆਤਮ-ਰੱਖਿਆ ਅਤੇ ਆਤਮ-ਵਿਸ਼ਵਾਸ ਨਾਲ ਅੱਗੇ ਵਧ ਰਿਹਾ ਹੈ। ਜੈਸ਼ੰਕਰ ਨੇ ਸ਼ਨਿੱਚਰਵਾਰ ਨੂੰ ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਮਹਾਸਭਾ ਦੇ 80ਵੇਂ ਉੱਚ ਪੱਧਰੀ ਸੈਸ਼ਨ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਇਹ ਗੱਲਾਂ ਕਹੀਆਂ। ਉਨ੍ਹਾਂ ਨੇ ਆਲਮੀ ਆਗੂਆਂ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਭਾਵੇਂ ਇਹ ਨਿਰਮਾਣ ਖੇਤਰ ਹੋਵੇ, ਪੁਲਾੜ ਪ੍ਰੋਗਰਾਮ, ਫਾਰਮਾਸਿਊਟੀਕਲ ਉਤਪਾਦਨ ਜਾਂ ਡਿਜੀਟਲ ਐਪਲੀਕੇਸ਼ਨਾਂ ਹੋਣ, ਅਸੀਂ ਪਹਿਲਾਂ ਹੀ ਨਤੀਜੇ ਵੇਖ ਰਹੇ ਹਾਂ। ਭਾਰਤ ਵਿੱਚ ਨਿਰਮਾਣ ਅਤੇ ਨਵੀਨਤਾ ਦਾ ਫਾਇਦਾ ਪੂਰੀ ਦੁਨੀਆ ਨੂੰ ਮਿਲ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਹਮੇਸ਼ਾ ਆਲਮੀ ਦੱਖਣ ਦੀ ਆਵਾਜ਼ ਬਣੇਗਾ। ਜੈਸ਼ੰਕਰ ਨੇ ਯੂਕਰੇਨ ਅਤੇ ਪੱਛਮੀ ਏਸ਼ੀਆ ਵਿੱਚ ਜੰਗਾਂ ਬਾਰੇ ਕਿਹਾ ਕਿ ਸਾਡੇ ਵਿੱਚੋਂ ਹਰ ਇੱਕ ਕੋਲ ਸ਼ਾਂਤੀ ਅਤੇ ਖੁਸ਼ਹਾਲੀ ਵਿੱਚ ਯੋਗਦਾਨ ਪਾਉਣ ਦਾ ਮੌਕਾ ਹੈ। ਟਕਰਾਅ ਵਾਲੇ ਮਾਮਲੇ ਖਾਸ ਕਰਕੇ ਯੂਕਰੇਨ ਅਤੇ ਗਾਜ਼ਾ ਵਿੱਚ ਸਿੱਧੇ ਤੌਰ ਤੇ ਸ਼ਾਮਲ ਨਾ ਹੋਣ ਵਾਲੇ ਦੇਸ਼ਾਂ ਨੇ ਵੀ ਟਕਰਾਅ ਦਾ ਅਸਰ ਮਹਿਸੂਸ ਕੀਤਾ ਹੈ। ਵਿਦੇਸ਼ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਜਿਹੜੇ ਦੇਸ਼ ਸਾਰੀਆਂ ਧਿਰਾਂ ਨਾਲ ਕੰਮ ਕਰ ਸਕਦੇ ਹਨ ਉਨ੍ਹਾਂ ਨੂੰ ਹੱਲ ਲੱਭਣ ਲਈ ਅੱਗੇ ਆਉਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਦੁਸ਼ਮਣੀ ਖਤਮ ਕਰਨ ਦਾ ਸੱਦਾ ਦਿੰਦਾ ਹੈ ਅਤੇ ਸ਼ਾਂਤੀ ਬਹਾਲ ਕਰਨ ਵਿੱਚ ਮਦਦ ਕਰਨ ਵਾਲੀ ਕਿਸੇ ਵੀ ਪਹਿਲ ਦੀ ਹਮਾਇਤ ਕਰੇਗਾ। ਉਨ੍ਹਾਂ ਨੇ ਅਮਰੀਕਾ ਵੱਲੋਂ ਲਾਏ ਟੈਰਿਫ ਬਾਰੇ ਕਿਹਾ ਕਿ ਕਿਸੇ ਖਾਸ ਬਾਜ਼ਾਰ ਤੇ ਨਿਰਭਰਤਾ ਤੋਂ ਬਚਣਾ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹੋ ਰਿਹਾ ਹੈ। ਭਾਰਤ ਨੇ ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਜਨਰਲ ਅਸੈਂਬਲੀ ਵਿੱਚ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਐੱਸ ਜੈਸ਼ੰਕਰ ਦੇ ਅਤਿਵਾਦ ਬਾਰੇ ਭਾਸ਼ਣ ਨੂੰ ਲੈ ਕੇ ਪਾਕਿਸਤਾਨ ਵੱਲੋਂ ਦਿੱਤੀ ਪ੍ਰਤੀਕਿਰਿਆ ਤੇ ਆਲੋਚਨਾ ਕੀਤੀ ਅਤੇ ਕਿਹਾ ਕਿ ਗੁਆਂਢੀ ਮੁਲਕ ਦਾ ਜਵਾਬ ਸਰਹੱਦ ਪਾਰ ਅਤਿਵਾਦ ਨੂੰ ਵਧਾਉਣ ਵਾਲੇ ਆਪਣੇ ਲੰਮੇ ਇਤਿਹਾਸ ਨੂੰ ਮੰਨ ਲੈਣ ਵਰਗਾ ਹੈ। ਜੈਸ਼ੰਕਰ ਨੇ ਪਾਕਿਸਤਾਨ ਨੂੰ ਅਸਿੱਧੇ ਤੌਰ ਤੇ ਨਿਸ਼ਾਨਾ ਬਣਾਉਂਦਿਆਂ ਸ਼ਨਿੱਚਰਵਾਰ ਨੂੰ ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਜਨਰਲ ਅਸੈਂਬਲੀ ਨੂੰ ਸੰਬੋਧਨ ਵਿੱਚ ਕਿਹਾ ਕਿ ਦੁਨੀਆ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਡੇ ਅਤਿਵਾਦੀ ਹਮਲੇ ਉਸੇ ਇੱਕ ਦੇਸ਼ ਨਾਲ ਜੁੜੇ ਹਨ ਜੋ ਵਿਸ਼ਵਵਿਆਪੀ ਅਤਿਵਾਦ ਦਾ ਕੇਂਦਰ ਹੈ। ਜੈਸ਼ੰਕਰ ਦੇ ਸੰਬੋਧਨ ਤੋਂ ਬਾਅਦ ਪਾਕਿਸਤਾਨ ਨੇ ਜਵਾਬ ਦੇਣ ਦੇ ਅਧਿਕਾਰ ਦੀ ਵਰਤੋਂ ਕਰ ਕੇ ਭਾਰਤ ਤੇ ਅਤਿਵਾਦ ਬਾਰੇ ਝੂਠੇ ਦੋਸ਼ ਲਗਾ ਕੇ ਪਾਕਿਸਤਾਨ ਦੀ ਤਸਵੀਰ ਖਰਾਬ ਕਰਨ ਦਾ ਦੋਸ਼ ਲਗਾਇਆ। ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਵਿੱਚ ਭਾਰਤ ਦੇ ਸਥਾਈ ਮਿਸ਼ਨ ਦੇ ਦੂਜੇ ਸਕੱਤਰ ਰੇਂਤਲਾ ਸ੍ਰੀਨਿਵਾਸ ਨੇ ਕਿਹਾ ਕਿ ਪਾਕਿਸਤਾਨ ਦੀ ਸਾਖ਼ ਬਹੁਤ ਕੁਝ ਦੱਸਦੀ ਹੈ ਅਤੇ ਉਸ ਦੇ ਅਤਿਵਾਦੀ ਪ੍ਰਭਾਵ ਵੱਖ-ਵੱਖ ਖੇਤਰਾਂ ਵਿੱਚ ਸਪੱਸ਼ਟ ਹਨ। ਵਿਦੇਸ਼ ਮੰਤਰੀ ਐੱਸ ਜੈਸ਼ੰਕਰ ਅਤੇ ਵਣਜ ਮੰਤਰੀ ਪਿਯੂਸ਼ ਗੋਇਲ ਵੱਲੋਂ ਵਪਾਰ ਅਤੇ ਟੈਰਿਫ ਬਾਰੇ ਅਮਰੀਕੀ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਮਾਰਕੋ ਰੂਬੀਓ ਨਾਲ ਵਿਚਾਰ ਵਟਾਂਦਰਾ ਕਰਨ ਤੋਂ ਕੁਝ ਦਿਨ ਬਾਅਦ ਅਮਰੀਕੀ ਵਣਜ ਮੰਤਰੀ ਹਾਵਰਡ ਲੁਟਨਿਕ ਨੇ ਤਿੱਖਾ ਬਿਆਨ ਦਿੱਤਾ ਅਤੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਨੂੰ ਸੁਧਾਰਨ ਦੀ ਲੋੜ ਹੈ। ਲੁਟਨਿਕ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਵਰਗੇ ਮੁਲਕਾਂ ਨੂੰ ਅਮਰੀਕਾ ਪ੍ਰਤੀ ਸਹੀ ਰਵੱਈਆ ਅਪਣਾਉਣਾ ਚਾਹੀਦਾ ਹੈ ਅਤੇ ਭਾਰਤ ਨੂੰ ਆਪਣੇ ਬਾਜ਼ਾਰ ਖੋਲ੍ਹਣੇ ਚਾਹੀਦੇ ਹਨ ਤੇ ਅਜਿਹੇ ਕਦਮਾਂ ਤੋਂ ਬਚਣਾ ਚਾਹੀਦਾ ਹੈ ਜੋ ਅਮਰੀਕੀ ਹਿੱਤਾਂ ਨੂੰ ਨੁਕਸਾਨ ਪਹੁੰਚਾਉਣ। ਲੁਟਨਿਕ ਨੇ ਕਿਹਾ ਕਿ ਸਮੇਂ ਨਾਲ ਭਾਰਤ ਸਮੇਤ ਹੋਰ ਮੁਲਕਾਂ ਨਾਲ ਵਪਾਰਕ ਮਸਲੇ ਹੱਲ ਹੋ ਜਾਣਗੇ ਅਤੇ ਭਾਰਤ, ਬ੍ਰਾਜ਼ੀਲ ਅਤੇ ਸਵਿਟਜ਼ਰਲੈਂਡ ਵਰਗੇ ਮੁਲਕਾਂ ਨੂੰ ਸੁਧਾਰਨਾ ਪਵੇਗਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਅਮਰੀਕੀ ਹਿੱਤਾਂ ਨੂੰ ਨੁਕਸਾਨ ਪਹੁੰਚਾਉਣ ਕਾਰਨ ਅਜਿਹੇ ਮੁਲਕਾਂ ਨਾਲ ਮਤਭੇਦ ਹਨ ਅਤੇ ਮੁਲਕਾਂ ਨੂੰ ਸਮਝਣਾ ਪਵੇਗਾ ਕਿ ਜੇ ਉਹ ਅਮਰੀਕੀ ਖਪਤਕਾਰਾਂ ਨੂੰ ਵਸਤਾਂ ਵੇਚਣਾ ਚਾਹੁੰਦੇ ਹਨ ਤਾਂ ਉਨ੍ਹਾਂ ਨੂੰ ਅਮਰੀਕੀ ਰਾਸ਼ਟਰਪਤੀ ਨਾਲ ਤਾਲਮੇਲ ਬਣਾਉਣਾ ਪਵੇਗਾ। ਲੁਟਨਿਕ ਦੀ ਇਹ ਗੱਲ ਅਜਿਹੇ ਸਮੇਂ ਆਈ ਹੈ ਜਦੋਂ ਰੂਸੀ ਤੇਲ ਖਰੀਦਣ ਕਾਰਨ ਅਮਰੀਕਾ ਨੇ ਭਾਰਤ ਤੇ 25 ਫ਼ੀਸਦ ਵਾਧੂ ਟੈਰਿਫ ਲਗਾਇਆ ਹੈ ਅਤੇ ਐੱਚ-1ਬੀ ਵਰਕ ਪਰਮਿਟਾਂ ਲਈ ਫੀਸ ਵਧਾ ਦਿੱਤੀ ਹੈ ਜਿਸ ਨਾਲ ਭਾਰਤੀ ਆਈਟੀ ਕੰਪਨੀਆਂ ਲਈ ਮੁਸ਼ਕਲ ਵਧ ਗਈ ਹੈ। ਰੂਸ ਦੇ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਸਰਗੇਈ ਲਾਵਰੋਵ ਨੇ ਕਿਹਾ ਕਿ ਮਾਸਕੋ ਭਾਰਤ ਦੇ ਕੌਮੀ ਹਿੱਤਾਂ ਅਤੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਵੱਲੋਂ ਅਪਣਾਈ ਜਾ ਰਹੀ ਆਜ਼ਾਦ ਵਿਦੇਸ਼ ਨੀਤੀ ਦਾ ਸਨਮਾਨ ਕਰਦਾ ਹੈ ਅਤੇ ਇਸ ਗੱਲ ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਕਿ ਅਮਰੀਕਾ ਜਾਂ ਕਿਸੇ ਹੋਰ ਦੇਸ਼ ਨਾਲ ਨਵੀਂ ਦਿੱਲੀ ਦੇ ਸਬੰਧ ਭਾਰਤ-ਰੂਸ ਸਬੰਧਾਂ ਲਈ ਪੈਮਾਨਾ ਨਹੀਂ ਹੋ ਸਕਦੇ। ਉੱਚ ਪੱਧਰੀ ਆਮ ਚਰਚਾ ਵਿੱਚ ਭਾਰਤੀ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਐੱਸ ਜੈਸ਼ੰਕਰ ਦੇ ਸੰਬੋਧਨ ਤੋਂ ਕੁਝ ਸਮਾਂ ਪਹਿਲਾਂ ਲਾਵਰੋਵ ਨੇ ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਆਮ ਸਭਾ ਨੂੰ ਸੰਬੋਧਨ ਕੀਤਾ। ਰੂਸੀ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਤੇ ਰੂਸ ਵਿਚਾਲੇ ਵਿਸ਼ੇਸ਼ ਰਣਨੀਤਕ ਭਾਈਵਾਲੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਸ਼ਨਿੱਚਰਵਾਰ ਨੂੰ ਪ੍ਰੈੱਸ ਕਾਨਫਰੰਸ ਵਿੱਚ ਕਿਹਾ ਕਿ ਅਮਰੀਕਾ ਜਾਂ ਕਿਸੇ ਹੋਰ ਦੇਸ਼ ਨਾਲ ਨਵੀਂ ਦਿੱਲੀ ਦੀਆਂ ਸਥਿਤੀਆਂ ਨੂੰ ਉਹ ਭਾਰਤ ਤੇ ਰੂਸ ਵਿਚਾਲੇ ਸਬੰਧਾਂ ਦਾ ਪੈਮਾਨਾ ਨਹੀਂ ਮੰਨ ਸਕਦੇ। ਲਾਵਰੋਵ ਨੇ ਇਹ ਗੱਲ ਇਸ ਸਵਾਲ ਦੇ ਜਵਾਬ ਵਿੱਚ ਕਹੀ ਕਿ ਅਮਰੀਕਾ ਵੱਲੋਂ ਵੱਖ-ਵੱਖ ਮੁਲਕਾਂ ਤੇ ਰੂਸੀ ਤੇਲ ਦੀ ਖਰੀਦ ਘਟਾਉਣ ਲਈ ਦਬਾਅ ਪਾਉਣ ਦੇ ਬਾਵਜੂਦ ਭਾਰਤ ਨੇ ਉਥੋਂ ਤੇਲ ਦੀ ਦਰਾਮਦ ਜਾਰੀ ਰੱਖੀ ਅਤੇ ਇਸ ਨੂੰ ਲੈ ਕੇ ਮਾਸਕੋ ਨਵੀਂ ਦਿੱਲੀ ਨਾਲ ਆਪਣੇ ਸਬੰਧਾਂ ਨੂੰ ਕਿਵੇਂ ਵੇਖਦਾ ਹੈ। ਲਾਵਰੋਵ ਨੇ ਕਿਹਾ ਕਿ ਅਸੀਂ ਭਾਰਤ ਦੇ ਹਿੱਤਾਂ ਦਾ ਸਨਮਾਨ ਕਰਦੇ ਹਾਂ ਅਤੇ ਨਰਿੰਦਰ ਮੋਦੀ ਵੱਲੋਂ ਇਨ੍ਹਾਂ ਕੌਮੀ ਹਿੱਤਾਂ ਨੂੰ ਵਧਾਉਣ ਵਾਲੀ ਵਿਦੇਸ਼ ਨੀਤੀ ਦਾ ਵੀ ਪੂਰਾ ਸਨਮਾਨ ਕਰਦੇ ਹਾਂ। ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਭਾਰਤ ਤੇ ਰੂਸ ਨੇ ਨਿਯਮਿਤ ਰੂਪ ਵਿੱਚ ਉੱਚ ਪੱਧਰੀ ਰਾਬਤਾ ਬਣਾਇਆ ਹੋਇਆ ਹੈ ਅਤੇ ਰਾਸ਼ਟਰਪਤੀ ਵਲਾਦੀਮੀਰ ਪੂਤਿਨ ਦਸੰਬਰ ਵਿੱਚ ਭਾਰਤ ਦੌਰੇ ਤੇ ਜਾ ਸਕਦੇ ਹਨ।

External Affairs Minister S Jaishankar said that the world needs a massive global workforce and new trade arrangements will emerge even in an uncertain environment. He discussed India's growing relations with Latin American and Caribbean countries to diversify economic ties amid global demographic changes during an Observer Research Foundation program. Jaishankar stated that no matter the global atmosphere, trade will find its way and we will see new trade arrangements, technology, connectivity, and workplace models that will drastically change the global environment in a short time. He said India is already in contact with Latin American and Caribbean countries and aims to further advance trade and partnerships. He emphasized promoting economic and social progress and achieving collective self-reliance rather than depending on developed countries. The External Affairs Minister also prioritized cooperation in the Global South. Jaishankar's statement comes at a time when the US has increased H1B visa fees to an annual one lakh dollars and imposed additional tariffs on Indian goods due to the purchase of Russian oil. Among H1B visa holders, Indian professionals account for about 71 percent, which is more than 2.8 lakh, and Chinese professionals account for about 11.7 percent, which is 46,600. Meanwhile, External Affairs Minister S Jaishankar said that India is committed to protecting its people and safeguarding their interests at home and abroad. He said zero tolerance for terrorism, strong border security, partnerships with various countries, and supporting our communities abroad are the main objectives. He said India will always make decisions on its own will. The External Affairs Minister said that India is advancing in the contemporary world with three major principles: self-reliance, self-defense, and self-confidence. Jaishankar said these things while addressing the 80th high-level session of the United Nations General Assembly on Saturday. Addressing global leaders, he said whether it is the manufacturing sector, space program, pharmaceutical production, or digital applications, we are already seeing results. The benefits of manufacturing and innovation in India are reaching the entire world. He said India will always be the voice of the Global South. Jaishankar said regarding wars in Ukraine and West Asia that each of us has an opportunity to contribute to peace and prosperity. Countries not directly involved in conflicts, especially in Ukraine and Gaza, have also felt the impact of the conflicts. The External Affairs Minister said that countries that can work with all parties should come forward to find solutions. He said India calls for ending hostilities and will support any initiative that helps restore peace. He said regarding US-imposed tariffs that avoiding dependence on a particular market is becoming very important. India criticized Pakistan's response to External Affairs Minister S Jaishankar's speech on terrorism at the United Nations General Assembly, saying that the neighboring country's reply is equivalent to admitting its long history of promoting cross-border terrorism. Jaishankar indirectly targeted Pakistan and said in his address to the United Nations General Assembly on Saturday that the world's largest terrorist attacks are linked to the same country that is the center of global terrorism. After Jaishankar's address, Pakistan used its right of reply to accuse India of maligning Pakistan by leveling false accusations about terrorism. Second Secretary Rentla Srinivas of India's Permanent Mission to the United Nations said that Pakistan's reputation says a lot and its terrorist influence is evident in various regions. A few days after External Affairs Minister S Jaishankar and Commerce Minister Piyush Goyal discussed trade and tariffs with US Secretary of State Marco Rubio, US Commerce Secretary Howard Lutnick made a sharp statement and said that India needs reform. Lutnick said that countries like India should adopt the right attitude towards the US and India should open its markets and avoid steps that harm American interests. Lutnick said that with time, trade issues with India and other countries will be resolved and countries like India, Brazil, and Switzerland will have to be reformed. He said there are differences with such countries because they harm American interests and countries need to understand that if they want to sell goods to American consumers, they have to coordinate with the US President. Lutnick's statement comes at a time when the US has imposed 25 percent additional tariffs on India due to the purchase of Russian oil and increased fees for H1B work permits, which has created difficulties for Indian IT companies. Russian Foreign Minister Sergey Lavrov said that Moscow respects India's national interests and the independent foreign policy adopted by Prime Minister Narendra Modi and emphasized that New Delhi's relations with the US or any other country cannot be the criteria for India-Russia relations. A short time before Indian External Affairs Minister S Jaishankar's address in the high-level general debate, Lavrov addressed the United Nations General Assembly. The Russian Foreign Minister said there is a special strategic partnership between India and Russia. He said in a press conference on Saturday that they cannot consider New Delhi's positions with the US or any other country as the criteria for relations between India and Russia. Lavrov said this in response to the question that despite US pressure on various countries to reduce the purchase of Russian oil, India has continued importing oil from there and in view of this, how does Moscow view its relations with New Delhi. Lavrov said we respect India's interests and fully respect the foreign policy adopted by Narendra Modi to promote these national interests. He also said that India and Russia have maintained regular high-level contact and President Vladimir Putin may visit India in December.
