ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਪੈਰੋਲ ਅਰਜ਼ੀ ’ਤੇ ਇਕ ਹਫ਼ਤੇ ’ਚ ਫੈਸਲਾ ਕਰੇ ਪੰਜਾਬ ਸਰਕਾਰ: ਹਾਈਕੋਰਟ
ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਨੇ ਖਡੂਰ ਸਾਹਿਬ ਦੇ ਸੰਸਦ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਵੱਲੋਂ ਸੰਸਦ ਦੇ ਸਰਦ ਰੁੱਤ ਸੈਸ਼ਨ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਪੈਰੋਲ ਦੀ ਮੰਗ ’ਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਇਕ ਹਫ਼ਤੇ ਵਿੱਚ ਫੈਸਲਾ ਲੈਣ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਹਨ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਐੱਨਐੱਸਏ ਤਹਿਤ ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਵਿੱਚ ਨਜ਼ਰਬੰਦ ਹਨ ਅਤੇ ਉਹ 1 ਤੋਂ 19 ਦਸੰਬਰ ਤੱਕ ਚੱਲਣ ਵਾਲੇ ਸੈਸ਼ਨ ਵਿੱਚ ਹਾਜ਼ਰ ਹੋਣਾ ਚਾਹੁੰਦੇ ਹਨ ਤਾਂ ਜੋ ਹਲਕੇ ਵਿੱਚ ਹੜ੍ਹਾਂ ਨਾਲ ਪ੍ਰਭਾਵਿਤ ਲੋਕਾਂ ਦੇ ਮੁੱਦੇ ਚੁੱਕ ਸਕਣ। ਅਦਾਲਤ ਨੇ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਅਰਜ਼ੀ ਨੂੰ ਮੰਨਦਿਆਂ ਸਰਕਾਰ ਨੂੰ ਫੈਸਲਾ ਜਲਦੀ ਲੈਣ ਲਈ ਕਿਹਾ ਹੈ।
ਅੰਮ੍ਰਿਤਸਰ/ਚੰਡੀਗੜ੍ਹ: ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਨੇ ਖਡੂਰ ਸਾਹਿਬ ਦੇ ਸੰਸਦ ਮੈਂਬਰ ਅਤੇ ਵਾਰਿਸ ਪੰਜਾਬ ਦੇ ਮੁਖੀ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਵੱਲੋਂ ਸੰਸਦ ਦੇ ਸਰਦ ਰੁੱਤ ਸੈਸ਼ਨ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਪੈਰੋਲ ਦੀ ਮੰਗ ਵਾਲੀ ਪਟੀਸ਼ਨ ’ਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਇਕ ਹਫ਼ਤੇ ਵਿੱਚ ਫੈਸਲਾ ਲੈਣ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਹਨ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਇਸ ਵੇਲੇ ਆਸਾਮ ਦੀ ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਵਿੱਚ ਕੌਮੀ ਸੁਰੱਖਿਆ ਕਾਨੂੰਨ ਐੱਨਐੱਸਏ ਤਹਿਤ ਨਜ਼ਰਬੰਦ ਹਨ। ਚੀਫ਼ ਜਸਟਿਸ ਸ਼ੀਲ ਨਾਗੂ ਅਤੇ ਜਸਟਿਸ ਸੰਜੀਵ ਬੇਰੀ ਦੀ ਬੈਂਚ ਨੇ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਵੱਲੋਂ 13 ਨਵੰਬਰ ਨੂੰ ਦਿੱਤੀ ਅਰਜ਼ੀ ਨੂੰ ਮੰਨਦਿਆਂ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਫੈਸਲਾ ਲੈ ਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਸੂਚਿਤ ਕਰਨ ਲਈ ਕਿਹਾ ਹੈ। ਅਦਾਲਤ ਨੇ ਕਿਹਾ ਕਿ ਫੈਸਲਾ ਸੰਸਦ ਦੇ ਸਰਦ ਰੁੱਤ ਸੈਸ਼ਨ ਸ਼ੁਰੂ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਲੈ ਲਿਆ ਜਾਵੇ।
ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਆਪਣੀ ਪਟੀਸ਼ਨ ਵਿੱਚ ਕਿਹਾ ਹੈ ਕਿ ਉਹ 1 ਤੋਂ 19 ਦਸੰਬਰ ਤੱਕ ਚੱਲਣ ਵਾਲੇ ਸੰਸਦ ਸੈਸ਼ਨ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਲਈ ਜੇਲ੍ਹ ਤੋਂ ਅਸਥਾਈ ਰਿਹਾਈ ਚਾਹੁੰਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਐੱਨਐੱਸਏ ਦੀ ਧਾਰਾ 15 ਤਹਿਤ ਪੈਰੋਲ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਪਟੀਸ਼ਨ ਵਿੱਚ ਦੱਸਿਆ ਗਿਆ ਹੈ ਕਿ ਅਪ੍ਰੈਲ 2023 ਤੋਂ ਨਜ਼ਰਬੰਦੀ ਵਿੱਚ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੂੰ 2024 ਦੀਆਂ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਵਿੱਚ ਖਡੂਰ ਸਾਹਿਬ ਹਲਕੇ ਤੋਂ ਲਗਭਗ ਚਾਰ ਲੱਖ ਵੋਟਾਂ ਨਾਲ ਜਿਤਾਇਆ ਗਿਆ ਸੀ ਅਤੇ ਉਹ ਆਪਣੇ ਹਲਕੇ ਦੇ ਲਗਭਗ 19 ਲੱਖ ਲੋਕਾਂ ਦੀ ਨੁਮਾਇੰਦਗੀ ਕਰ ਰਹੇ ਹਨ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਸੰਸਦ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੀ ਹਾਜ਼ਰੀ ਜ਼ਰੂਰੀ ਹੈ ਤਾਂ ਜੋ ਉਹ ਆਪਣੇ ਹਲਕੇ ਵਿੱਚ ਹੜ੍ਹਾਂ ਨਾਲ ਪ੍ਰਭਾਵਿਤ ਖੇਤਰਾਂ ਵਿੱਚ ਰਾਹਤ ਕਾਰਜਾਂ ਬਾਰੇ ਮੁੱਦੇ ਚੁੱਕ ਸਕਣ।
ਸੁਣਵਾਈ ਦੌਰਾਨ ਅਦਾਲਤ ਨੇ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੇ ਵਕੀਲ ਸੀਨੀਅਰ ਐਡਵੋਕੇਟ ਆਰਐੱਸ ਬੈਂਸ ਤੋਂ ਪੁੱਛਿਆ ਕਿ ਸੰਸਦ ਸੈਸ਼ਨ ਵਿੱਚ ਉਹ ਕਿਹੜੇ ਮੁੱਦੇ ਚੁੱਕਣਗੇ। ਵਕੀਲ ਨੇ ਦੱਸਿਆ ਕਿ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਪੰਜਾਬ ਵਿੱਚ ਹੜ੍ਹਾਂ ਨਾਲ ਪ੍ਰਭਾਵਿਤ ਲਗਭਗ 800 ਪਿੰਡਾਂ ਵਿੱਚ ਰਾਹਤ ਪ੍ਰਬੰਧਾਂ ਬਾਰੇ ਗੱਲ ਕਰਨਾ ਚਾਹੁੰਦੇ ਹਨ। ਅਦਾਲਤ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਪੇਸ਼ ਵਧੀਕ ਐਡਵੋਕੇਟ ਜਨਰਲ ਚੰਚਲ ਸਿੰਗਲਾ ਨੂੰ ਕਿਹਾ ਕਿ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਵੱਲੋਂ ਦਿੱਤੀ ਰਿਪ੍ਰੈਜ਼ੈਂਟੇਸ਼ਨ ਨੂੰ ਅਰਜ਼ੀ ਮੰਨ ਕੇ ਫੈਸਲਾ ਕੀਤਾ ਜਾਵੇ। ਯਾਦ ਰਹੇ ਕਿ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੂੰ ਅਪ੍ਰੈਲ 2023 ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਗਿਆ ਸੀ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਨਜ਼ਰਬੰਦੀ ਅਪ੍ਰੈਲ 2025 ਵਿੱਚ ਵਧਾਈ ਗਈ ਸੀ ਜੋ ਅਪ੍ਰੈਲ 2026 ਤੱਕ ਚੱਲੇਗੀ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਹਾਈਕੋਰਟ ਜਾਣ ਲਈ ਕਿਹਾ ਸੀ।
Amritsar/Chandigarh: The Punjab and Haryana High Court has directed the Punjab government to take a decision within one week on the petition filed by Khadoor Sahib MP and Waris Punjab De chief Amritpal Singh seeking parole to attend the winter session of Parliament. Amritpal Singh is currently detained under the National Security Act (NSA) in Dibrugarh jail in Assam. The bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry accepted the application submitted by Amritpal Singh on November 13 and ordered the Punjab government to make a decision and inform him. The court said the decision should be taken before the start of Parliament's winter session.
In his petition, Amritpal Singh stated that he wants temporary release from jail to participate in the Parliament session running from December 1 to 19. He has sought parole under Section 15 of the NSA. The petition mentioned that despite being in detention since April 2023, Amritpal Singh was elected from Khadoor Sahib constituency in the 2024 Lok Sabha elections with approximately four lakh votes and represents nearly 19 lakh people in his constituency. Amritpal Singh said his presence in Parliament is necessary so he can raise issues regarding relief works in flood-affected areas in his constituency.
During the hearing, the court asked senior advocate RS Bains, appearing for Amritpal Singh, what issues he would raise in the Parliament session. The advocate informed that Amritpal Singh wants to discuss relief arrangements in nearly 800 villages affected by floods in Punjab. The court told Additional Advocate General Chanchal Singla, appearing for the Punjab government, to treat the representation given by Amritpal Singh as an application and decide it. It is worth noting that Amritpal Singh was arrested in April 2023 and his detention was extended in April 2025, which will continue till April 2026. Earlier, the Supreme Court had asked him to approach the High Court.
