ਵੜਿੰਗ ਮਾਮਲੇ 'ਚ ਹਾਈਕੋਰਟ ਨੇ ਐੱਸਸੀ ਕਮਿਸ਼ਨ ਦੀ ਦਖ਼ਲਅੰਦਾਜ਼ੀ 'ਤੇ ਰੋਕ ਲਗਾਈ
ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਨੇ ਰਾਜਾ ਵੜਿੰਗ ਵਿਰੁੱਧ ਦਰਜ ਐਫਆਈਆਰ ਮਾਮਲੇ ਵਿੱਚ ਪੰਜਾਬ ਐੱਸਸੀ ਕਮਿਸ਼ਨ ਨੂੰ ਕੋਈ ਦਖ਼ਲ ਨਾ ਦੇਣ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਹਨ ਅਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤਾ ਹੈ। ਵੜਿੰਗ ਨੇ ਤਰਨ ਤਾਰਨ ਉਪ ਚੋਣ ਦੌਰਾਨ ਬੂਟਾ ਸਿੰਘ ਵਿਰੁੱਧ ਕੀਤੀਆਂ ਟਿੱਪਣੀਆਂ ਕਾਰਨ ਆਏ ਕਮਿਸ਼ਨ ਦੇ ਨੋਟਿਸ ਨੂੰ ਚੁਣੌਤੀ ਦਿੱਤੀ ਸੀ। ਅਦਾਲਤ ਨੇ ਇਸ ਨੂੰ ਸਿਆਸੀ ਪ੍ਰੇਰਿਤ ਮੰਨਦਿਆਂ ਕਮਿਸ਼ਨ ਦੀ ਦਖ਼ਲਅੰਦਾਜ਼ੀ 'ਤੇ ਰੋਕ ਲਗਾ ਦਿੱਤੀ ਹੈ।
ਚੰਡੀਗੜ੍ਹ: ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਨੇ ਪੰਜਾਬ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਅਤੇ ਸੰਸਦ ਮੈਂਬਰ ਅਮਰਿੰਦਰ ਸਿੰਘ ਰਾਜਾ ਵੜਿੰਗ ਵਿਰੁੱਧ ਦਰਜ ਪੁਲਿਸ ਕੇਸ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਪੰਜਾਬ ਰਾਜ ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਕਮਿਸ਼ਨ ਨੂੰ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੀ ਦਖ਼ਲਅੰਦਾਜ਼ੀ ਨਾ ਕਰਨ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਹਨ। ਹਾਈਕੋਰਟ ਨੇ ਰਾਜਾ ਵੜਿੰਗ ਵੱਲੋਂ ਦਾਇਰ ਪਟੀਸ਼ਨ 'ਤੇ ਸੁਣਵਾਈ ਕਰਦਿਆਂ ਐੱਸਸੀ ਕਮਿਸ਼ਨ ਨੂੰ ਵੜਿੰਗ ਵਿਰੁੱਧ ਦਰਜ ਐਫਆਈਆਰ ਦੇ ਮੁੱਦੇ 'ਤੇ ਕੋਈ ਦਖ਼ਲ ਨਾ ਦੇਣ ਲਈ ਕਿਹਾ ਹੈ। ਅਦਾਲਤ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਵੀ ਨੋਟਿਸ ਜਾਰੀ ਕਰਕੇ ਇਸ ਮਾਮਲੇ ਬਾਰੇ ਜਵਾਬ ਮੰਗਿਆ ਹੈ।
ਯਾਦ ਰਹੇ ਕਿ ਤਰਨ ਤਾਰਨ ਦੀ ਉਪ ਚੋਣ ਦੌਰਾਨ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਰਾਜਾ ਵੜਿੰਗ ਨੇ 2 ਨਵੰਬਰ ਨੂੰ ਮਰਹੂਮ ਸਾਬਕਾ ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰੀ ਬੂਟਾ ਸਿੰਘ ਵਿਰੁੱਧ ਅਪਮਾਨਜਨਕ ਅਤੇ ਜਾਤੀਵਾਦੀ ਟਿੱਪਣੀਆਂ ਕੀਤੀਆਂ ਸਨ। ਇਸ ਦਾ ਅਨੁਸੂਚਿਤ ਜਾਤੀਆਂ ਕਮਿਸ਼ਨ ਨੇ ਸਖ਼ਤ ਨੋਟਿਸ ਲਿਆ ਸੀ ਅਤੇ ਵੜਿੰਗ ਨੂੰ ਤਲਬ ਵੀ ਕੀਤਾ ਗਿਆ ਸੀ। ਐੱਸਸੀ ਕਮਿਸ਼ਨ ਪੰਜਾਬ ਪੁਲਿਸ ਤੋਂ ਇਸ ਮਾਮਲੇ ਦੀ ਰਿਪੋਰਟ ਵੀ ਮੰਗ ਰਿਹਾ ਸੀ। ਰਾਜਾ ਵੜਿੰਗ ਨੇ ਐੱਸਸੀ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਜਾਰੀ ਨੋਟਿਸ ਨੂੰ ਹਾਈਕੋਰਟ ਵਿੱਚ ਚੁਣੌਤੀ ਦਿੱਤੀ ਸੀ।
ਜਸਟਿਸ ਜਸਗੁਰਪ੍ਰੀਤ ਸਿੰਘ ਪੁਰੀ ਦੀ ਬੈਂਚ ਅੱਗੇ ਅੱਜ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਵੱਲੋਂ ਸੀਨੀਅਰ ਵਕੀਲ ਬਿਪਨ ਘਈ ਪੇਸ਼ ਹੋਏ। ਪੰਜਾਬ ਪੁਲਿਸ ਨੇ ਵੜਿੰਗ ਵਿਰੁੱਧ 4 ਨਵੰਬਰ ਨੂੰ ਕੇਸ ਦਰਜ ਕੀਤਾ ਸੀ। ਵੜਿੰਗ ਨੇ ਆਪਣੀ ਪਟੀਸ਼ਨ ਵਿੱਚ ਕਿਹਾ ਕਿ ਐੱਸਸੀ ਕਮਿਸ਼ਨ ਨੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਟਿੱਪਣੀਆਂ ਦਾ ਆਪੇ ਨੋਟਿਸ ਲੈ ਕੇ ਸਿਆਸੀ ਹਿੱਤਾਂ ਕਾਰਨ ਕਾਰਵਾਈ ਕੀਤੀ ਹੈ ਅਤੇ ਇਸ ਨੋਟਿਸ ਦਾ ਕੋਈ ਕਾਨੂੰਨੀ ਆਧਾਰ ਨਹੀਂ ਹੈ। ਹਾਈਕੋਰਟ ਨੇ ਐੱਸਸੀ ਕਮਿਸ਼ਨ ਨੂੰ ਪੁਲਿਸ ਜਾਂਚ ਵਿੱਚ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦਖ਼ਲ ਨਾ ਦੇਣ ਦੇ ਸਪੱਸ਼ਟ ਹੁਕਮ ਦਿੱਤੇ ਹਨ।
Chandigarh: The Punjab and Haryana High Court has ordered the Punjab State Scheduled Castes Commission not to interfere in any way in the police case registered against Punjab Congress President and MP Amarinder Singh Raja Warring. During the hearing on the petition filed by Raja Warring, the High Court directed the SC Commission not to intervene in the issue of the FIR registered against Warring. The court also issued a notice to the Punjab government seeking a response in this matter.
It may be recalled that during the Tarn Taran by-election, Congress President Raja Warring made derogatory and casteist remarks against the late former Union Home Minister Buta Singh on November 2. The Scheduled Castes Commission took strict notice of this and summoned Warring. The SC Commission was also seeking a report on the matter from the Punjab Police. Raja Warring had challenged the notice issued by the SC Commission in the High Court.
Today, senior advocate Bipan Ghai appeared on behalf of the Congress President before the bench of Justice Jasgurpreet Singh Puri. The Punjab Police had registered a case against Warring on November 4. In his petition, Warring stated that the SC Commission took suo motu notice of his remarks due to political interests and the notice has no legal basis. The High Court has clearly ordered the SC Commission not to interfere in any manner in the police investigation.
