ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੂੰ ਨਹੀਂ ਮਿਲੀ ਪੈਰੋਲ: ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਅਦਾਲਤ ਵਿੱਚ ਦੱਸਿਆ 'ਕੌਮੀ ਸੁਰੱਖਿਆ ਲਈ ਖ਼ਤਰਾ'
ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਖਡੂਰ ਸਾਹਿਬ ਦੇ ਸੰਸਦ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਪੈਰੋਲ ਪਟੀਸ਼ਨ 'ਤੇ ਸੁਣਵਾਈ ਦੌਰਾਨ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਸਖ਼ਤ ਵਿਰੋਧ ਕੀਤਾ। ਸਰਕਾਰ ਨੇ ਅਦਾਲਤ ਨੂੰ ਦੱਸਿਆ ਕਿ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਕੌਮੀ ਸੁਰੱਖਿਆ ਲਈ ਵੱਡਾ ਖ਼ਤਰਾ ਹੈ ਅਤੇ ਉਹ ਦੋ ਦਰਜਨ ਤੋਂ ਵੱਧ ਲੋਕਾਂ ਦੀ ਹੱਤਿਆ ਦੀ ਸਾਜ਼ਿਸ਼ ਰਚ ਰਿਹਾ ਸੀ। ਅਦਾਲਤ ਨੇ ਸੰਸਦੀ ਮੁੱਦਿਆਂ 'ਤੇ ਤਿਆਰੀ ਦੀ ਕਮੀ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਫਿਲਹਾਲ ਪੈਰੋਲ ਦੇਣ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਹੈ।
ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਖਡੂਰ ਸਾਹਿਬ ਤੋਂ ਸੰਸਦ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਸੰਸਦ ਦੇ ਸਰਦ ਰੁੱਤ ਇਜਲਾਸ ਵਿੱਚ ਹਿੱਸਾ ਲੈਣ ਲਈ ਦਾਇਰ ਕੀਤੀ ਗਈ ਪੈਰੋਲ ਅਰਜ਼ੀ 'ਤੇ ਸੁਣਵਾਈ ਦੌਰਾਨ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਬੇਹੱਦ ਸਖ਼ਤ ਰੁਖ਼ ਅਖਤਿਆਰ ਕੀਤਾ ਹੈ। ਸਰਕਾਰ ਵੱਲੋਂ ਪੇਸ਼ ਹੋਏ ਸੀਨੀਅਰ ਵਕੀਲ ਅਨੁਪਮ ਗੁਪਤਾ ਨੇ ਅਦਾਲਤ ਵਿੱਚ ਦਲੀਲ ਦਿੱਤੀ ਕਿ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੂੰ ਰਿਹਾਅ ਕਰਨਾ ਕੌਮੀ ਸੁਰੱਖਿਆ (National Security) ਲਈ ਖ਼ਤਰਾ ਹੋ ਸਕਦਾ ਹੈ।
ਸਰਕਾਰ ਨੇ ਅਦਾਲਤ ਵਿੱਚ ਇਹ ਸਨਸਨੀਖੇਜ਼ ਖੁਲਾਸਾ ਕੀਤਾ ਕਿ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੋ ਦਰਜਨ ਤੋਂ ਵੱਧ ਵਿਅਕਤੀਆਂ ਦੀ ਹੱਤਿਆ ਦੀ ਸਾਜ਼ਿਸ਼ ਰਚਣ ਵਿੱਚ ਸ਼ਾਮਲ ਸੀ। ਇਸ ਗੰਭੀਰ ਦੋਸ਼ ਤੋਂ ਬਾਅਦ ਅਦਾਲਤ ਨੇ ਅੰਮ੍ਰਿਤਪਾਲ ਦੇ ਵਕੀਲ ਨੂੰ ਪੁੱਛਿਆ ਕਿ ਜੇਕਰ ਉਹ ਸੰਸਦ ਵਿੱਚ ਜਾਣਾ ਚਾਹੁੰਦੇ ਹਨ, ਤਾਂ ਉਨ੍ਹਾਂ ਨੇ ਉੱਥੇ ਕਿਹੜੇ ਮੁੱਦੇ ਚੁੱਕਣੇ ਹਨ ਅਤੇ ਕੀ ਉਨ੍ਹਾਂ ਦੀ ਇਸ ਸਬੰਧੀ ਕੋਈ ਤਿਆਰੀ ਹੈ।
ਹਾਲਾਂਕਿ, ਅੰਮ੍ਰਿਤਪਾਲ ਦੇ ਵਕੀਲ ਨੇ ਮੰਨਿਆ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਆਪਣੇ ਮੁਵੱਕਿਲ ਨਾਲ ਇਸ ਬਾਰੇ ਕੋਈ ਗੱਲਬਾਤ ਨਹੀਂ ਹੋਈ। ਤਿਆਰੀ ਦੀ ਇਸ ਕਮੀ ਅਤੇ ਸਰਕਾਰ ਵੱਲੋਂ ਪੇਸ਼ ਕੀਤੇ ਗਏ ਸੁਰੱਖਿਆ ਖ਼ਦਸ਼ਿਆਂ ਦੇ ਮੱਦੇਨਜ਼ਰ, ਅਦਾਲਤ ਨੇ ਫਿਲਹਾਲ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੂੰ ਪੈਰੋਲ ਦੇਣ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਹੈ। ਦੱਸਣਯੋਗ ਹੈ ਕਿ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਇਸ ਸਮੇਂ NSA ਤਹਿਤ ਅਸਾਮ ਦੀ ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਹੈ।
During the hearing of the parole application filed by Khadoor Sahib MP Amritpal Singh to participate in the Winter Session of Parliament, the Punjab Government has taken an extremely firm stance in the Punjab and Haryana High Court. Senior advocate Anupam Gupta, appearing for the state government, argued that releasing Amritpal Singh could pose a significant threat to national security.
The government made a sensational disclosure in court, alleging that Amritpal Singh was involved in a conspiracy to murder more than two dozen individuals. Following this grave allegation, the court questioned Amritpal’s lawyer regarding the specific issues he intended to raise in Parliament and whether he had made any preparations for the same.
However, Amritpal’s lawyer admitted that he had not had any discussion with his client on this matter. Given the lack of preparation and the security concerns raised by the government, the court has currently declined to grant parole to Amritpal Singh. It is noteworthy that Amritpal Singh is presently detained under the NSA in Dibrugarh Jail, Assam.
