ਇਰਾਨ ਅਤੇ ਇਜ਼ਰਾਈਲ ਦੇ ਵਧਦੇ ਟਕਰਾਅ ਕਾਰਨ ਦੁਨੀਆ ਦੇ ਸਭ ਤੋਂ ਅਹਿਮ ਤੇਲ ਮਾਰਗ, ਹਰਮੁਜ਼ ਦੀ ਜਲਡਮਰੂਮੱਧ (Strait of Hormuz) ਦੇ ਬੰਦ ਹੋਣ ਦਾ ਖ਼ਤਰਾ ਪੈਦਾ ਹੋ ਗਿਆ ਹੈ। ਭਾਰਤ ਕੋਲ ਇਸ ਸਮੇਂ ਸਿਰਫ਼ 25 ਦਿਨਾਂ ਦਾ ਰਣਨੀਤਕ ਤੇਲ ਭੰਡਾਰ ਬਾਕੀ ਹੈ, ਜਿਸ ਕਾਰਨ ਤੇਲ ਦੀ ਸਪਲਾਈ ਰੁਕਣ 'ਤੇ ਦੇਸ਼ ਵਿੱਚ ਤੇਲ ਦੀਆਂ ਕੀਮਤਾਂ ਅਤੇ ਮਹਿੰਗਾਈ ਵਿੱਚ ਭਾਰੀ ਵਾਧਾ ਹੋਣ ਦਾ ਡਰ ਹੈ।
ਪੱਛਮੀ ਏਸ਼ੀਆ ਵਿੱਚ ਇਰਾਨ ਅਤੇ ਇਜ਼ਰਾਈਲ ਵਿਚਾਲੇ ਚੱਲ ਰਹੀ ਖਿੱਚੋਤਾਣ ਨੇ ਹੁਣ ਪੂਰੀ ਦੁਨੀਆ ਦੀ ਆਰਥਿਕਤਾ ਲਈ ਖ਼ਤਰੇ ਦੀ ਘੰਟੀ ਵਜਾ ਦਿੱਤੀ ਹੈ। ਇਸ ਸਾਰੇ ਸੰਕਟ ਦੇ ਕੇਂਦਰ ਵਿੱਚ ਹਰਮੁਜ਼ ਦੀ ਜਲਡਮਰੂਮੱਧ (Strait of Hormuz) ਹੈ, ਜੋ ਕਿ ਸਮੁੰਦਰ ਦਾ ਉਹ ਤੰਗ ਰਸਤਾ ਹੈ ਜਿੱਥੋਂ ਦੁਨੀਆ ਦਾ ਲਗਭਗ 20 ਫੀਸਦੀ ਤੇਲ ਗੁਜ਼ਰਦਾ ਹੈ। ਜੇਕਰ ਇਹ ਰਸਤਾ ਬੰਦ ਹੁੰਦਾ ਹੈ, ਤਾਂ ਇਸ ਦਾ ਸਿੱਧਾ ਅਸਰ ਹਰ ਭਾਰਤੀ ਪਰਿਵਾਰ ਦੀ ਰਸੋਈ ਅਤੇ ਜੇਬ 'ਤੇ ਪਵੇਗਾ। ਸਾਡੇ ਦੇਸ਼ ਦੇ ਲੋਕਾਂ ਵਿਚਕਾਰ ਜੋ ਭਾਵਨਾਤਮਕ ਸਾਂਝ ਹੈ, ਉਹ ਅਜਿਹੇ ਔਖੇ ਸਮੇਂ ਵਿੱਚ ਹੀ ਪਰਖੀ ਜਾਂਦੀ ਹੈ, ਕਿਉਂਕਿ ਮਹਿੰਗਾਈ ਵਧਣ ਨਾਲ ਆਮ ਜਨਤਾ ਦੀਆਂ ਮੁਸ਼ਕਲਾਂ ਹੋਰ ਵਧ ਜਾਂਦੀਆਂ ਹਨ।
ਭਾਰਤ ਆਪਣੀ ਲੋੜ ਦਾ 80 ਫੀਸਦੀ ਤੋਂ ਵੱਧ ਕੱਚਾ ਤੇਲ ਦੂਜੇ ਦੇਸ਼ਾਂ ਤੋਂ ਮੰਗਵਾਉਂਦਾ ਹੈ। ਚਿੰਤਾ ਦੀ ਗੱਲ ਇਹ ਹੈ ਕਿ ਭਾਰਤ ਕੋਲ ਮੌਜੂਦਾ ਸਮੇਂ ਵਿੱਚ ਸਿਰਫ਼ 25 ਦਿਨਾਂ ਦਾ ਰਣਨੀਤਕ ਤੇਲ ਭੰਡਾਰ (strategic petroleum reserves) ਮੌਜੂਦ ਹੈ। ਇਸ ਦਾ ਮਤਲਬ ਹੈ ਕਿ ਜੇਕਰ ਤੇਲ ਦੀ ਸਪਲਾਈ ਪੂਰੀ ਤਰ੍ਹਾਂ ਰੁਕ ਜਾਂਦੀ ਹੈ, ਤਾਂ ਸਾਡਾ ਦੇਸ਼ ਸਿਰਫ਼ 25 ਦਿਨਾਂ ਤੱਕ ਹੀ ਆਪਣੀਆਂ ਜ਼ਰੂਰਤਾਂ ਪੂਰੀਆਂ ਕਰ ਸਕੇਗਾ। ਅਜਿਹੀ ਸਥਿਤੀ ਵਿੱਚ ਪੈਟਰੋਲ ਅਤੇ ਡੀਜ਼ਲ ਦੀਆਂ ਕੀਮਤਾਂ ਅਸਮਾਨ ਨੂੰ ਛੂਹ ਸਕਦੀਆਂ ਹਨ, ਜਿਸ ਨਾਲ ਆਵਾਜਾਈ ਮਹਿੰਗੀ ਹੋਵੇਗੀ ਅਤੇ ਸਬਜ਼ੀਆਂ ਤੋਂ ਲੈ ਕੇ ਹਰ ਜ਼ਰੂਰੀ ਚੀਜ਼ ਦੇ ਭਾਅ ਵਧ ਜਾਣਗੇ।
ਇਹ ਸਿਰਫ਼ ਤੇਲ ਦਾ ਸੰਕਟ ਨਹੀਂ ਹੈ, ਸਗੋਂ ਇਹ ਸਾਡੀ ਊਰਜਾ ਸੁਰੱਖਿਆ (energy security) ਅਤੇ ਦੇਸ਼ ਦੇ ਲੋਕਾਂ ਦੇ ਆਪਸੀ ਰਿਸ਼ਤਿਆਂ ਨਾਲ ਜੁੜਿਆ ਮੁੱਦਾ ਵੀ ਹੈ। ਜਦੋਂ ਮਹਿੰਗਾਈ ਵਧਦੀ ਹੈ, ਤਾਂ ਇੱਕ ਆਮ ਆਦਮੀ ਨੂੰ ਆਪਣੇ ਪਰਿਵਾਰ ਦੀਆਂ ਲੋੜਾਂ ਪੂਰੀਆਂ ਕਰਨ ਲਈ ਵਧੇਰੇ ਸੰਘਰਸ਼ ਕਰਨਾ ਪੈਂਦਾ ਹੈ। ਸਰਕਾਰ ਹਾਲਾਂਕਿ ਇਸ ਸਥਿਤੀ 'ਤੇ ਨਜ਼ਰ ਰੱਖ ਰਹੀ ਹੈ, ਪਰ ਅੰਤਰਰਾਸ਼ਟਰੀ ਬਾਜ਼ਾਰ ਵਿੱਚ ਕੱਚੇ ਤੇਲ ਦੀਆਂ ਕੀਮਤਾਂ (crude oil prices) ਵਿੱਚ ਉਛਾਲ ਆਉਣਾ ਤੈਅ ਮੰਨਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਸਾਨੂੰ ਇੱਕ ਸਮਾਜ ਦੇ ਤੌਰ 'ਤੇ ਅਜਿਹੀਆਂ ਚੁਣੌਤੀਆਂ ਲਈ ਤਿਆਰ ਰਹਿਣ ਦੀ ਲੋੜ ਹੈ ਤਾਂ ਜੋ ਅਸੀਂ ਮਿਲ ਕੇ ਇਸ ਔਖੇ ਸਮੇਂ ਦਾ ਸਾਹਮਣਾ ਕਰ ਸਕੀਏ।
