ਪੰਜਾਬ ’ਚ ਅੱਜ ਤੋਂ ਝੋਨੇ ਦੀ ਸਰਕਾਰੀ ਖ਼ਰੀਦ, ਨਮੀ ਰਹੇਗੀ ਵੱਡੀ ਚੁਣੌਤੀ
ਪੰਜਾਬ ਵਿੱਚ ਅੱਜ ਤੋਂ ਝੋਨੇ ਦੀ ਸਰਕਾਰੀ ਖ਼ਰੀਦ ਸ਼ੁਰੂ ਹੋ ਰਹੀ ਹੈ, ਜੋ ਹੜ੍ਹਾਂ ਅਤੇ ਮੀਂਹ ਕਾਰਨ 15 ਦਿਨ ਅਗੇਤੀ ਹੋ ਰਹੀ ਹੈ। ਫ਼ਸਲ ਵਿੱਚ ਨਮੀ ਦੀ ਸਮੱਸਿਆ ਵੱਡੀ ਚੁਣੌਤੀ ਹੈ, ਪਰ ਸਰਕਾਰ ਨੇ 1822 ਖ਼ਰੀਦ ਕੇਂਦਰਾਂ ’ਤੇ ਪ੍ਰਬੰਧ ਮੁਕੰਮਲ ਕਰ ਲਏ ਹਨ। ਬਾਸਮਤੀ ਦੀ ਖ਼ਰੀਦ ਪਹਿਲਾਂ ਹੀ ਅੱਠ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ ਸ਼ੁਰੂ ਹੋ ਚੁੱਕੀ ਹੈ।
ਪੰਜਾਬ ਵਿੱਚ ਝੋਨੇ ਦੀ ਸਰਕਾਰੀ ਖ਼ਰੀਦ ਅੱਜ ਮੰਗਲਵਾਰ ਤੋਂ ਸ਼ੁਰੂ ਹੋ ਰਹੀ ਹੈ। ਇਸ ਵਾਰ ਹੜ੍ਹਾਂ ਅਤੇ ਮੀਂਹ ਕਾਰਨ ਝੋਨੇ ਦੀ ਫ਼ਸਲ ਵਿੱਚ ਨਮੀ ਦੀ ਸਮੱਸਿਆ ਵੱਡੀ ਚੁਣੌਤੀ ਬਣੀ ਹੋਈ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਬੇਨਤੀ ’ਤੇ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਅਗੇਤੀ ਖ਼ਰੀਦ ਨੂੰ ਮਨਜ਼ੂਰੀ ਦੇ ਦਿੱਤੀ ਹੈ, ਜਿਸ ਕਾਰਨ ਇਹ ਪ੍ਰਕਿਰਿਆ ਹਰ ਸਾਲ ਦੀ ਤੁਲਨਾ ਵਿੱਚ 15 ਦਿਨ ਪਹਿਲਾਂ ਸ਼ੁਰੂ ਹੋ ਰਹੀ ਹੈ। ਸੂਬੇ ਵਿੱਚ 1822 ਖ਼ਰੀਦ ਕੇਂਦਰ ਬਣਾਏ ਗਏ ਹਨ, ਜਿੱਥੇ ਸਾਰੇ ਪ੍ਰਬੰਧ ਮੁਕੰਮਲ ਕਰ ਲਏ ਗਏ ਹਨ। ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਝੋਨੇ ਦੀ ਖ਼ਰੀਦ ਵਿੱਚ ਕਿਸਾਨਾਂ ਨੂੰ ਕੋਈ ਮੁਸ਼ਕਲ ਨਹੀਂ ਆਉਣ ਦਿੱਤੀ ਜਾਵੇਗੀ ਅਤੇ ਕੋਈ ਕਟੌਤੀ ਨਹੀਂ ਹੋਵੇਗੀ। ਉਹ ਜਲਦੀ ਹੀ ਕਿਸੇ ਖ਼ਰੀਦ ਕੇਂਦਰ ਦਾ ਦੌਰਾ ਵੀ ਕਰ ਸਕਦੇ ਹਨ।
ਪੰਜਾਬ ਦੀਆਂ ਮੰਡੀਆਂ ਵਿੱਚ ਬਾਸਮਤੀ ਦੀ ਖ਼ਰੀਦ ਪਹਿਲਾਂ ਹੀ ਸ਼ੁਰੂ ਹੋ ਚੁੱਕੀ ਹੈ। ਅੰਮ੍ਰਿਤਸਰ, ਤਰਨ ਤਾਰਨ, ਗੁਰਦਾਸਪੁਰ, ਪਟਿਆਲਾ, ਲੁਧਿਆਣਾ, ਮਾਨਸਾ, ਬਰਨਾਲਾ ਅਤੇ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨਗਰ ਵਿੱਚ ਪ੍ਰਾਈਵੇਟ ਵਪਾਰੀਆਂ ਨੇ 32,210 ਟਨ ਬਾਸਮਤੀ ਖ਼ਰੀਦ ਲਈ ਹੈ। ਹੜ੍ਹਾਂ ਕਾਰਨ ਮਾਝੇ ਅਤੇ ਦੁਆਬੇ ਦੇ ਇਲਾਕਿਆਂ ਵਿੱਚ ਝੋਨੇ ਦੀ ਫ਼ਸਲ ਨੂੰ ਕਾਫੀ ਨੁਕਸਾਨ ਹੋਇਆ ਹੈ, ਜਿਸ ਨਾਲ ਸੂਬੇ ਵਿੱਚ ਕਰੀਬ ਪੰਜ ਲੱਖ ਏਕੜ ਫ਼ਸਲ ਪ੍ਰਭਾਵਿਤ ਹੋਈ ਹੈ। ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ ਦੇ ਸਕੱਤਰ ਰਾਮਵੀਰ ਨੇ ਦੱਸਿਆ ਕਿ ਹੜ੍ਹ ਪ੍ਰਭਾਵਿਤ ਖੇਤਰਾਂ ਦੇ ਖ਼ਰੀਦ ਕੇਂਦਰਾਂ ਦੀ ਸਫ਼ਾਈ ਲਈ ਵਿਸ਼ੇਸ਼ ਮੁਹਿੰਮ ਚਲਾਈ ਗਈ ਹੈ ਅਤੇ ਸਾਰੀਆਂ ਸਮੱਸਿਆਵਾਂ ਦਾ ਹੱਲ ਕਰ ਲਿਆ ਗਿਆ ਹੈ।
ਖੁਰਾਕ ਤੇ ਸਪਲਾਈਜ਼ ਵਿਭਾਗ ਦੇ ਪ੍ਰਮੁੱਖ ਸਕੱਤਰ ਰਾਹੁਲ ਤਿਵਾੜੀ ਨੇ ਸਾਰੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਨਾਲ ਵਰਚੁਅਲ ਮੀਟਿੰਗ ਕਰਕੇ ਖ਼ਰੀਦ ਦੇ ਪ੍ਰਬੰਧਾਂ ਦੀ ਸਮੀਖਿਆ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਹੜ੍ਹਾਂ ਦੇ ਬਾਵਜੂਦ ਝੋਨੇ ਦਾ ਝਾੜ ਚੰਗਾ ਰਹਿਣ ਦੀ ਉਮੀਦ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਸਾਨਾਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਉਹ ਮੰਡੀਆਂ ਵਿੱਚ ਸੁੱਕੀ ਫ਼ਸਲ ਲੈ ਕੇ ਆਉਣ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ 175 ਤੋਂ 180 ਲੱਖ ਟਨ ਝੋਨੇ ਦੀ ਖ਼ਰੀਦ ਦਾ ਟੀਚਾ ਰੱਖਿਆ ਹੈ। ਹੜ੍ਹਾਂ ਕਾਰਨ ਇਸ ਵਾਰ ਚੌਲ ਮਿੱਲਾਂ ਦੀ ਫਿਜ਼ੀਕਲ ਵੈਰੀਫਿਕੇਸ਼ਨ ਨਹੀਂ ਹੋ ਸਕੀ, ਜੋ ਹਰ ਸਾਲ ਕੀਤੀ ਜਾਂਦੀ ਹੈ।
ਇਸ ਦੇ ਨਾਲ ਹੀ, ਅਨਾਜ ਭੰਡਾਰਨ ਦੀ ਸਮੱਸਿਆ ਵੀ ਸਾਹਮਣੇ ਆ ਸਕਦੀ ਹੈ। ਸੂਬੇ ਦੇ ਗੁਦਾਮ ਅਨਾਜ ਨਾਲ ਭਰੇ ਹੋਏ ਹਨ ਅਤੇ ਕੇਂਦਰ ਸਰਕਾਰ ਤੋਂ ਮੰਗੀਆਂ 10 ਟਰੇਨਾਂ ਦੀ ਬਜਾਏ ਸਿਰਫ 3-4 ਟਰੇਨਾਂ ਹੀ ਮਿਲ ਰਹੀਆਂ ਹਨ। ਇਸ ਕਾਰਨ ਚੌਲਾਂ ਦੀ ਮੂਵਮੈਂਟ ਵਿੱਚ ਮੁਸ਼ਕਲ ਹੋ ਸਕਦੀ ਹੈ। ਨਵੀਂ ਤਕਨੀਕ ਦੇ ਤਹਿਤ, ਇਸ ਵਾਰ ਹਰ ਕਿਸਾਨ ਦੀ ਫ਼ਸਲ ਵੇਚਣ ਸਮੇਂ ਫ਼ੋਟੋ ਖਿੱਚੀ ਜਾਵੇਗੀ। ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਨਵੀਂ ਐਪ ਵਿੱਚ ਬੋਗਸ ਖ਼ਰੀਦ ਨੂੰ ਰੋਕਣ ਲਈ ਕਿਸਾਨ ਜਾਂ ਉਸ ਦੇ ਨੁਮਾਇੰਦੇ ਦੀ ਫ਼ੋਟੋ ਅਪਲੋਡ ਕਰਨੀ ਲਾਜ਼ਮੀ ਹੋਵੇਗੀ। ਪੰਜਾਬ ਮੰਡੀ ਬੋਰਡ ਦੇ ਸਟਾਫ ਨੂੰ ਇਸ ਬਾਰੇ ਸਿਖਲਾਈ ਵੀ ਦਿੱਤੀ ਜਾ ਚੁੱਕੀ ਹੈ।
Paddy procurement in Punjab begins today, Tuesday, with moisture in the crop posing a major challenge due to recent floods and rains. The central government approved early procurement following a request from the Punjab government, starting the process 15 days earlier than usual. A total of 1822 procurement centers have been set up across the state, with all arrangements completed. Chief Minister Bhagwant Mann assured that farmers will face no issues during paddy procurement, and no deductions will be imposed. He may soon visit a procurement center.
Basmati procurement has already begun in Punjab’s mandis, with private traders purchasing 32,210 tons in districts like Amritsar, Tarn Taran, Gurdaspur, Patiala, Ludhiana, Mansa, Barnala, and Shaheed Bhagat Singh Nagar. Floods have caused significant damage to paddy crops in Majha and Doaba, affecting around five lakh acres across the state. Punjab Mandi Board Secretary Ramvir stated that special cleaning drives were conducted at procurement centers in flood-affected areas, resolving all issues.
Rahul Tiwari, Principal Secretary of the Food and Supplies Department, reviewed procurement arrangements in a virtual meeting with all Deputy Commissioners. He expressed hope for a good paddy yield despite flood damage and urged farmers to bring dry crops to the mandis. The Punjab government has set a target of procuring 175 to 180 lakh tons of paddy. Due to floods, the physical verification of rice mills, typically done annually, was not conducted this year.
Grain storage issues may arise, as Punjab’s warehouses are already full, and only 3-4 trains are available monthly against the requested 10 for grain movement. This could complicate the process in the coming months. Additionally, a new system requires photographing every farmer during the sale of their crop. The central government’s new app mandates uploading a photo of the farmer or their representative to prevent bogus procurement. Punjab Mandi Board staff have been trained for this technical measure.
