ਪੰਜਾਬ ਵਿੱਚ ਆਪ ਸਰਕਾਰ ਕਿਸਾਨਾਂ ਨੂੰ ਪਰਾਲੀ ਸਾੜਨ ਲਈ ਮਜਬੂਰ ਕਰ ਰਹੀ: ਸਿਰਸਾ
ਦਿੱਲੀ ਦੇ ਵਾਤਾਵਰਨ ਮੰਤਰੀ ਮਨਜਿੰਦਰ ਸਿੰਘ ਸਿਰਸਾ ਨੇ ਪੰਜਾਬ ਦੀ ਆਪ ਸਰਕਾਰ ਉੱਤੇ ਨਿਸ਼ਾਨਾ ਸਾਧਿਆ ਹੈ ਕਿ ਉਹ ਕੇਂਦਰੀ ਇਨਸੈਂਟਿਵਾਂ ਦੇ ਬਾਵਜੂਦ ਕਿਸਾਨਾਂ ਨੂੰ ਪਰਾਲੀ ਸਾੜਨ ਲਈ ਮਜਬੂਰ ਕਰ ਰਹੀ ਹੈ ਜਿਸ ਨਾਲ ਦਿੱਲੀ ਵਿੱਚ ਹਵਾ ਪ੍ਰਦੂਸ਼ਣ ਵਧ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਆਪ ਨੂੰ ਦਿੱਲੀ ਦੇ ਪ੍ਰਦੂਸ਼ਣ ਲਈ ਦੀਵਾਲੀ ਹਿੰਦੂਆਂ ਅਤੇ ਸਨਾਤਨੀਆਂ ਨੂੰ ਦੋਸ਼ੀ ਠਹਿਰਾਉਣ ਨੂੰ ਪਾਪ ਕਰਾਰ ਦਿੱਤਾ ਅਤੇ ਪਿਛਲੇ ਸਾਲਾਂ ਦੇ ਏਐੱਕਆਈ ਅੰਕੜਿਆਂ ਨਾਲ ਸਾਬਤ ਕੀਤਾ ਕਿ ਤਿਉਹਾਰ ਦਾ ਪ੍ਰਭਾਵ ਘੱਟ ਹੈ। ਸਿਰਸਾ ਨੇ ਕਿਹਾ ਕਿ ਆਪ ਆਪਣੇ ਵੋਟ ਬੈਂਕ ਲਈ ਤਿਉਹਾਰਾਂ ਉੱਤੇ ਪਾਬੰਦੀ ਲਗਾਉਣ ਦੀ ਸਿਆਸਤ ਕਰ ਰਹੀ ਹੈ।
ਦਿੱਲੀ ਦੇ ਵਾਤਾਵਰਨ ਮੰਤਰੀ ਮਨਜਿੰਦਰ ਸਿੰਘ ਸਿਰਸਾ ਨੇ ਬੁੱਧਵਾਰ ਨੂੰ ਕਿਹਾ ਕਿ ਰਾਜਧਾਨੀ ਵਿੱਚ ਹਵਾ ਦੀ ਖਰਾਬ ਗੁਣਵੱਤਾ ਲਈ ਪੰਜਾਬ ਦੀ ਆਮ ਆਦਮੀ ਪਾਰਟੀ (ਆਪ) ਸਰਕਾਰ ਜ਼ਿੰਮੇਵਾਰ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਵੱਲੋਂ ਦਿੱਤੇ ਜਾਂਦੇ ਇਨਸੈਂਟਿਵਾਂ ਦੇ ਬਾਵਜੂਦ ਆਪ ਸਰਕਾਰ ਕਿਸਾਨਾਂ ਨੂੰ ਪਰਾਲੀ ਸਾੜਨ ਲਈ ਮਜਬੂਰ ਕਰ ਰਹੀ ਹੈ।
ਸਿਰਸਾ ਨੇ ਏਐੱਨਆਈ ਨੂੰ ਦਿੱਤੇ ਇੰਟਰਵਿਊ ਵਿੱਚ ਕਿਹਾ, "ਪੰਜਾਬ ਵਿੱਚ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਸੱਤਾ ਵਿੱਚ ਹੈ। ਕਿਸਾਨ ਪਰਾਲੀ ਨਹੀਂ ਸਾੜਨਾ ਚਾਹੁੰਦੇ। ਉਨ੍ਹਾਂ ਨੂੰ ਹੁਣ ਇਸ ਦਾ ਭੁਗਤਾਨ ਵੀ ਮਿਲਦਾ ਹੈ ਤਾਂ ਜੋ ਉਹ ਇਸ ਨੂੰ ਨਾ ਸਾੜਨ। ਪਰ ਕਿਸਾਨਾਂ ਨੂੰ ਪਰਾਲੀ ਸਾੜਨ ਲਈ ਮਜਬੂਰ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਇਹ ਅੱਜ ਦੇ ਅਖਬਾਰ ਵਿੱਚ ਛਪਿਆ ਹੈ। ਜ਼ਿਆਦਾਤਰ ਘਟਨਾਵਾਂ ਕੱਲ੍ਹ ਵਾਪਰੀਆਂ। ਲੋਕਾਂ ਨੂੰ ਨਕਾਬ ਪੋਸ਼ ਕੇ ਬਣਾਇਆ ਗਿਆ ਸੀ ਅਤੇ ਅਜਿਹਾ ਕਰਨ ਲਈ ਮਜਬੂਰ ਕੀਤਾ ਗਿਆ ਸੀ। ਇੱਕ ਆਪ ਵਰਕਰ ਦਾ ਵੀਡੀਓ ਹੈ ਜੋ ਕਹਿ ਰਿਹਾ ਹੈ, 'ਸਾਨੂੰ ਇਸ ਨੂੰ ਸਾੜਨ ਲਈ ਮਜਬੂਰ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।' ਉਨ੍ਹਾਂ ਨੂੰ ਕੌਣ ਮਜਬੂਰ ਕਰ ਰਿਹਾ ਹੈ? ਭਾਜਪਾ ਪੰਜਾਬ ਵਿੱਚ ਕਿਸੇ ਨੂੰ ਮਜਬੂਰ ਨਹੀਂ ਕਰ ਸਕਦੀ।"
ਸਿਰਸਾ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਆਪ ਪਾਰਟੀ ਦਿੱਲੀ ਦੇ ਹਵਾ ਪ੍ਰਦੂਸ਼ਣ ਲਈ 'ਦੀਵਾਲੀ, ਹਿੰਦੂਆਂ ਤੇ ਸਨਾਤਨੀਆਂ' ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਦੱਸਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਰਾਜਧਾਨੀ ਦੀ ਖਰਾਬ ਹਵਾ ਗੁਣਵੱਤਾ ਨੂੰ ਤਿਉਹਾਰ ਨਾਲ ਜੋੜਨਾ ਕਿਸੇ 'ਪਾਪ' ਤੋਂ ਘੱਟ ਨਹੀਂ ਹੈ।
ਸਿਰਸਾ ਨੇ ਹਿੰਦੂ ਧਾਰਮਿਕ ਰੀਤੀ-ਰਿਵਾਜਾਂ ਉੱਤੇ ਪਾਬੰਦੀ ਲਗਾਉਣ ਵਾਲੀਆਂ ਸਿਆਸੀ ਕੋਸ਼ਿਸ਼ਾਂ ਨੂੰ ਲੈ ਕੇ ਆਪ ਉੱਤੇ ਨਿਸ਼ਾਨਾ ਸਾਧਦਿਆਂ ਕਿਹਾ, "ਇਹ ਪਟਾਕੇ ਨਹੀਂ ਹਨ... ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਆਪਣੀਆਂ ਸਾਰੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਇਹ ਸਾਬਤ ਕਰਨ ਲਈ ਲਗਾ ਰਹੀ ਹੈ ਕਿ ਦਿੱਲੀ ਵਿੱਚ ਪ੍ਰਦੂਸ਼ਣ ਦੀਵਾਲੀ ਕਰਕੇ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਸਾਰਾ ਧਿਆਨ ਇਸ ਉੱਤੇ ਕੇਂਦਰਿਤ ਹੈ ਕਿਉਂਕਿ ਉਨ੍ਹਾਂ ਕੋਲ ਖੁਸ਼ ਕਰਨ ਲਈ ਇੱਕ ਖਾਸ ਵੋਟ ਬੈਂਕ ਹੈ। ਉਹ ਇਹ ਕਹਿ ਕੇ ਦੀਵਾਲੀ ਤੇ ਪਾਬੰਦੀ ਲਗਾਉਣ ਲਈ ਸਖ਼ਤ ਮਿਹਨਤ ਕਰ ਰਹੇ ਹਨ ਕਿ ਦੀਵੇ ਜਗਾਉਣ ਅਤੇ ਪਟਾਕੇ ਚਲਾਉਣ ਨਾਲ ਧੂੰਆਂ ਪੈਦਾ ਹੁੰਦਾ ਹੈ।" ਇਸ ਦਾਅਵੇ ਦਾ ਜਵਾਬ ਦੇਣ ਲਈ ਸਿਰਸਾ ਨੇ ਪਿਛਲੇ ਸਾਲਾਂ ਦੇ ਤੁਲਨਾਤਮਕ ਅੰਕੜੇ ਦੱਸੇ ਤਾਂ ਜੋ ਇਹ ਸਾਬਤ ਹੋਵੇ ਕਿ ਦੀਵਾਲੀ ਦਾ ਪ੍ਰਦੂਸ਼ਣ ਪੱਧਰਾਂ ਉੱਤੇ ਪ੍ਰਭਾਵ ਘੱਟ ਹੈ।
ਸਿਰਸਾ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਸਾਲਾਂ ਵਿੱਚ ਵੀ ਜਦੋਂ ਪਟਾਕਿਆਂ ਤੇ ਪਾਬੰਦੀ ਲਗਾਈ ਗਈ ਸੀ ਤਾਂ ਵੀ ਏਐੱਕਆਈ ਦੇ ਪੱਧਰ ਵਿੱਚ ਬਹੁਤ ਵਾਧਾ ਹੋ ਗਿਆ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, "ਪਿਛਲੇ ਸਾਲ ਪਟਾਕਿਆਂ ਤੇ ਪਾਬੰਦੀ ਦੇ ਬਾਵਜੂਦ ਦੀਵਾਲੀ ਦੀ ਪੂਰਬਲੀ ਸੰਧਿਆ ਏਐੱਕਆਈ 328 ਸੀ ਜੋ ਅਗਲੀ ਸਵੇਰ 360 ਹੋ ਗਿਆ। ਇੱਕ ਸਾਲ ਪਹਿਲਾਂ 2023 ਵਿੱਚ ਇਹ 218 ਤੋਂ 301 ਤੱਕ ਵਧ ਗਿਆ ਜੋ ਕਿ 83 ਅੰਕਾਂ ਦੀ ਛਾਲ ਸੀ।" ਸਿਰਸਾ ਨੇ ਜ਼ੋਰ ਦਿੱਤਾ ਕਿ ਸਿਰਫ਼ ਦੀਵਾਲੀ ਦੇ ਤਿਉਹਾਰ ਨੂੰ ਸਿਰ ਠੀਕਰਾ ਭੰਨਣਾ ਗਲਤ ਹੈ।
ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, "ਇਸ ਲਈ ਪ੍ਰਦੂਸ਼ਣ ਦੇ ਪੱਧਰ ਵਿੱਚ ਵਾਧੇ ਲਈ ਸਿਰਫ਼ ਦੀਵਾਲੀ ਦੇ ਪਟਾਕਿਆਂ ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਉਣਾ ਗਲਤ ਹੋਵੇਗਾ। ਇਸ ਦਾ ਕੁਝ ਪ੍ਰਭਾਵ ਹੋ ਸਕਦਾ ਹੈ ਪਰ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਇਹ ਸੁਝਾਅ ਦੇਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੀ ਹੈ ਕਿ ਦੀਵਾਲੀ ਹਿੰਦੂ ਅਤੇ ਸਨਾਤਨੀ ਦਿੱਲੀ ਦੇ ਪ੍ਰਦੂਸ਼ਣ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਹਨ ਉਹ ਇੱਕ ਪਾਪ ਹੈ।"
Delhi's Environment Minister Manjinder Singh Sirsa stated on Wednesday that the Aam Aadmi Party (AAP) government in Punjab is responsible for the poor air quality in the national capital. He said that despite incentives provided by the central government, the AAP government is forcing farmers to burn stubble.
In an interview with ANI, Sirsa said, "In Punjab, the Aam Aadmi Party is in power. Farmers do not want to burn stubble. They now even get paid for not burning it. But farmers are being forced to burn stubble. This was published in today's newspaper. Most incidents happened yesterday. People were made to cover their faces and forced to do this. There is a video of an AAP worker saying, 'We are being forced to burn this.' Who is forcing them? BJP cannot force anyone in Punjab."
Sirsa also said that the Aam Aadmi Party (AAP) is trying to hold 'Diwali, Hindus, and Sanatanis' responsible for Delhi's air pollution. He said that linking the national capital's poor air quality to the festival is no less than a 'sin.'
Targeting AAP's efforts inspired by politics to impose bans on Hindu religious practices, Sirsa said, "This is not about firecrackers... Aam Aadmi Party is putting all its efforts to prove that pollution in Delhi is due to Diwali. Their entire focus is on this because they have a specific vote bank to please. They are working hard to ban Diwali by saying that lighting diyas and bursting firecrackers produces smoke." To counter this claim, Sirsa provided comparative data from previous years to show that Diwali has a minimal impact on pollution levels.
Sirsa said that even in those years when bans on firecrackers were imposed, there was a significant rise in AQI levels. He said, "Last year, despite the ban on firecrackers, the AQI on the eve of Diwali was 328, which rose to 360 the next morning. A year earlier, in 2023, it went from 218 to 301, a jump of 83 points." Sirsa emphasized that blaming only the Diwali festival is misleading.
He said, "So, holding only Diwali firecrackers responsible for the rise in pollution levels would be misleading. It may have some impact, but Aam Aadmi Party is trying to suggest that Diwali, Hindus, and Sanatanis are responsible for Delhi's pollution, which is a sin."
