ਡੀਆਈਜੀ ਭੁੱਲਰ ਕੋਲ 16 ਕਰੋੜ ਦੀ ਅਚਲ ਸੰਪਤੀ; ਪਰਿਵਾਰ ਦੀ ਆਮਦਨ 38 ਲੱਖ ਸਾਲਾਨਾ

ਸੀਬੀਆਈ ਨੇ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ (ਹੁਣ ਮੁਅੱਤਲੀ ਅਧੀਨ) ਵਿਰੁੱਧ ਸਰੋਤਾਂ ਤੋਂ ਵੱਧ ਆਮਦਨੀ ਦੇ ਕੇਸ ਦੀ ਤਿਆਰੀ ਵਿਖਾ ਲਈ ਹੈ। ਡੀਆਈਜੀ ਭੁੱਲਰ ਅਤੇ ਦਲਾਲ ਕ੍ਰਿਸ਼ਨੂ ਸ਼ਾਰਦਾ ਇਸ ਵੇਲੇ ਬੁੜੈਲ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਹਨ। ਸੀਬੀਆਈ ਨੇ ਭੁੱਲਰ ਦੀ ਰਿਹਾਇਸ਼ ਤੋਂ 7.5 ਕਰੋੜ ਰੁਪਏ ਦੀ ਨਕਦੀ, ਢਾਈ ਕਿਲੋ ਸੋਨਾ, 24 ਲਗਜ਼ਰੀ ਘੜੀਆਂ ਤੋਂ ਇਲਾਵਾ ਲਗਭਗ 50 ਸੰਪਤੀਆਂ ਦੇ ਦਸਤਾਵੇਜ਼ ਹਾਸਲ ਕੀਤੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਕਈ ਬੇਨਾਮੀ ਸੰਪਤੀਆਂ ਦੇ ਕਾਗਜ਼ ਵੀ ਸ਼ਾਮਲ ਹਨ। ਭੁੱਲਰ ਦੀ ਰਿਹਾਇਸ਼ ਆਦਿ ਤੋਂ ਸ਼ਰਾਬ ਮਿਲਣ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਆਬਕਾਰੀ ਐਕਟ ਅਧੀਨ ਵੱਖਰਾ ਮੁਕੱਦਮਾ ਵੀ ਦਰਜ ਕੀਤਾ ਗਿਆ ਹੈ।

ਸੂਤਰਾਂ ਅਨੁਸਾਰ, ਸੀਬੀਆਈ ਹੁਣ ਭੁੱਲਰ ਦੇ ਘਰੋਂ ਮਿਲੀ ਨਕਦੀ ਅਤੇ ਸੰਪਤੀ ਦੀ ਜਾਂਚ ਕਰੇਗੀ ਅਤੇ ਉਸ ਦੀ ਕੁੱਲ ਆਮਦਨੀ ਨਾਲ ਖਰਚੇ ਦਾ ਮੇਲ ਖਾਪੇਗੀ। ਇਸ ਤੋਂ ਬਾਅਦ 2009 ਬੈਚ ਦੇ ਆਈਪੀਐੱਸ ਅਧਿਕਾਰੀ ਵਿਰੁੱਧ ਸਰੋਤਾਂ ਤੋਂ ਵੱਧ ਆਮਦਨੀ ਦਾ ਨਵਾਂ ਕੇਸ ਰਜਿਸਟਰ ਹੋ ਸਕਦਾ ਹੈ। ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਪਹਿਲਾਂ ਜਨਵਰੀ 2025 ਤੱਕ ਦੀ ਪ੍ਰਾਪਰਟੀ ਰਿਟਰਨ ਭਰੀ ਸੀ। ਇਸ ਅਨੁਸਾਰ ਭੁੱਲਰ ਪਰਿਵਾਰ ਕੋਲ ਅੱਠ ਅਚਲ ਸੰਪਤੀਆਂ ਹਨ, ਜਿਨ੍ਹਾਂ ਦਾ ਖੁਲਾਸਾ ਖੁਦ ਡੀਆਈਜੀ ਨੇ ਕੀਤਾ ਹੈ।

‘ਪੰਜਾਬੀ ਟ੍ਰਿਬਿਊਨ’ ਕੋਲ ਮੌਜੂਦ ਰਿਟਰਨ ਦੀ ਕਾਪੀ ਅਨੁਸਾਰ, ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਦੀ ਪ੍ਰਤੀ ਮਹੀਨੇ ਮੌਜੂਦਾ ਬੇਸਿਕ ਤਨਖਾਹ 2,16,600 ਰੁਪਏ ਹੈ, ਜੋ 58 ਫੀਸਦੀ ਡੀਏ ਨਾਲ ਲਗਭਗ 3.20 ਲੱਖ ਰੁਪਏ ਪ੍ਰਤੀ ਮਹੀਨੇ ਬਣ ਜਾਂਦੀ ਹੈ। ਤਨਖਾਹ ਵਿੱਚੋਂ ਲਗਭਗ 30 ਫੀਸਦੀ ਹਿੱਸਾ ਆਮਦਨ ਕਰ ਵਿੱਚ ਜਾਂਦਾ ਹੈ। ਆਮਦਨ ਕਰ ਕੱਟਣ ਤੋਂ ਬਾਅਦ ਸਾਲਾਨਾ ਤਨਖਾਹ ਲਗਭਗ 27 ਲੱਖ ਰੁਪਏ ਬਣਦੀ ਹੈ। ਡੀਆਈਜੀ ਨੇ ਹੋਰ ਸਰੋਤਾਂ ਤੋਂ ਸਾਲਾਨਾ ਆਮਦਨ 11.44 ਲੱਖ ਰੁਪਏ ਦੱਸੀ ਹੈ। ਇਸ ਤਰ੍ਹਾਂ ਕੁੱਲ ਆਮਦਨ ਲਗਭਗ 38.44 ਲੱਖ ਰੁਪਏ ਸਾਲਾਨਾ ਹੋ ਜਾਂਦੀ ਹੈ।

ਉਧਰ, ਸੀਬੀਆਈ ਨੇ ਭੁੱਲਰ ਦੀ ਰਿਹਾਇਸ਼ ਤੋਂ 7.50 ਕਰੋੜ ਰੁਪਏ ਦੀ ਨਕਦੀ ਫੜੀ ਹੈ। ਪ੍ਰਾਪਰਟੀ ਰਿਟਰਨ ਅਨੁਸਾਰ, ਭੁੱਲਰ ਕੋਲ ਜਲੰਧਰ ਦੇ ਕੋਟ ਕਲਾਂ ਵਿੱਚ ਛੇ ਕਨਾਲ ਦਾ ਫਾਰਮ ਹਾਊਸ ਹੈ, ਜਿਸ ਦੀ ਬਾਜ਼ਾਰੀ ਕੀਮਤ ਦੋ ਕਰੋੜ ਰੁਪਏ ਦੱਸੀ ਗਈ ਹੈ। ਇਹ ਸੰਪਤੀ ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੇ ਪਿਤਾ ਮਹਿਲ ਸਿੰਘ ਭੁੱਲਰ ਤੋਂ 6 ਅਗਸਤ 1993 ਵਿੱਚ ਵਿਰਾਸਤ ਵਿੱਚ ਮਿਲੀ ਸੀ। ਚੰਡੀਗੜ੍ਹ ਦੇ ਸੈਕਟਰ-39 ਬੀ ਵਿੱਚ ਸਾਲ 1999 ਵਿੱਚ ਖਰੀਦੇ ਗਏ ਫਲੈਟ ਦੀ ਮੌਜੂਦਾ ਕੀਮਤ ਲਗਭਗ ਡੇਢ ਕਰੋੜ ਰੁਪਏ ਹੈ ਅਤੇ ਇਹ ਫਲੈਟ ਪਰਿਵਾਰ ਨੇ 1999 ਵਿੱਚ ਛੇ ਲੱਖ ਰੁਪਏ ਵਿੱਚ ਖਰੀਦਿਆ ਸੀ। ਲੁਧਿਆਣਾ ਦੇ ਪਿੰਡ ਇਯਾਲੀ ਖੁਰਦ ਵਿੱਚਲੀ 3 ਕਨਾਲ 18 ਮਰਲੇ ਜ਼ਮੀਨ ਦੀ ਕੀਮਤ 2.10 ਕਰੋੜ ਰੁਪਏ ਹੈ, ਜੋ ਭੁੱਲਰ ਪਰਿਵਾਰ ਨੇ 2005 ਵਿੱਚ 7.35 ਲੱਖ ਰੁਪਏ ਵਿੱਚ ਖਰੀਦੀ ਸੀ।

ਮੁਹਾਲੀ ਦੇ ਸੈਕਟਰ-90 ਵਿੱਚ ਚੰਡੀਗੜ੍ਹ ਓਵਰਸੀਜ਼ ਕੋਆਪਰੇਟਿਵ ਸੁਸਾਇਟੀ ਵਿੱਚ ਸਾਲ 2005 ਵਿੱਚ 20 ਲੱਖ ਰੁਪਏ ਦਾ ਫਲੈਟ ਖਰੀਦਿਆ ਗਿਆ, ਜਿਸ ਦੀ ਬਾਜ਼ਾਰੀ ਕੀਮਤ ਰਿਟਰਨ ਵਿੱਚ ਨਹੀਂ ਦੱਸੀ ਗਈ। ਇਸ ਫਲੈਟ ਦਾ ਹਾਲੇ ਕਬਜ਼ਾ ਨਹੀਂ ਮਿਲਿਆ, ਕਿਉਂਕਿ ਕੇਸ ਜ਼ਿਲ੍ਹਾ ਖਪਤਕਾਰ ਫੋਰਮ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਬਕਾਇਆ ਹੈ। ਰਿਟਰਨ ਅਨੁਸਾਰ, ਭੁੱਲਰ ਪਰਿਵਾਰ ਦੀ ਚੰਡੀਗੜ੍ਹ ਦੇ ਸੈਕਟਰ-40 ਬੀ ਵਿੱਚਲੀ 528 ਗਜ਼ ਦੀ ਕੋਠੀ ਦੀ ਮੌਜੂਦਾ ਕੀਮਤ ਪੰਜ ਕਰੋੜ ਰੁਪਏ ਦੱਸੀ ਗਈ ਹੈ, ਜੋ ਸਾਲ 2008 ਵਿੱਚ 1.32 ਕਰੋੜ ਵਿੱਚ ਖਰੀਦੀ ਗਈ ਸੀ। ਇਸੇ ਤਰ੍ਹਾਂ ਕਪੂਰਥਲਾ ਦੇ ਪਿੰਡ ਖਾਜ਼ੁਰਾਲਾ ਵਿੱਚ ਪੰਜ ਕਨਾਲ ਜ਼ਮੀਨ ਤਬਾਦਲੇ ਵਿੱਚ 2014 ਵਿੱਚ ਮਿਲੀ, ਜਿਸ ਦੀ ਮੌਜੂਦਾ ਕੀਮਤ 60 ਲੱਖ ਰੁਪਏ ਹੈ। ਲੁਧਿਆਣਾ ਜ਼ਿਲ੍ਹੇ ਦੇ ਪਿੰਡ ਮੰਡ ਸ਼ੇਰੀਆਂ ਵਿੱਚ ਲਗਭਗ 15 ਏਕੜ ਜ਼ਮੀਨ (ਤਬਾਦਲੇ ਰਾਹੀਂ) ਦੀ ਮੌਜੂਦਾ ਕੀਮਤ 3 ਕਰੋੜ ਰੁਪਏ ਦੱਸੀ ਗਈ ਹੈ। ਭੁੱਲਰ ਪਰਿਵਾਰ ਨੇ ਸਾਲ 2023 ਵਿੱਚ ਨਿਊ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਓਮੈਕਸ ਡਿਵੈਲਪਰ ਤੋਂ 1041.87 ਗਜ਼ ਦਾ ਪਲਾਟ ਲਗਭਗ 1.60 ਕਰੋੜ ਵਿੱਚ ਖਰੀਦਿਆ ਹੈ। ਰਿਟਰਨ ਵਿੱਚ ਭੁੱਲਰ ਨੇ ਸਾਰੀਆਂ ਸੰਪਤੀਆਂ ਤੋਂ ਸਾਲਾਨਾ ਆਮਦਨ 11.44 ਲੱਖ ਰੁਪਏ ਦੱਸੀ ਹੈ। ਇਹ ਸਿਰਫ਼ ਅਚਲ ਸੰਪਤੀ ਹੈ। ਸੀਬੀਆਈ ਵੱਲੋਂ ਬਰਾਮਦ ਢਾਈ ਕਿਲੋ ਸੋਨੇ, ਘੜੀਆਂ, ਗੱਡੀਆਂ ਆਦਿ ਦੀ ਕੀਮਤ ਇਸ ਤੋਂ ਵੱਖਰੀ ਹੈ।

The CBI has initiated preparations for a case against DIG Harcharan Singh Bhullar (currently under suspension) for disproportionate assets. DIG Bhullar and his middleman Krishanu Sharda are currently lodged in Burail Jail. The CBI has recovered Rs 7.5 crore in cash, 2.5 kg of gold, 24 luxury watches, along with documents of approximately 50 properties from Bhullar's residence, including papers of several benami properties. A separate case under the Excise Act has also been registered regarding the recovery of liquor from Bhullar's residence.

According to sources, the CBI will now scrutinize the cash and assets recovered from Bhullar's home and match them with his total income and expenses. Following this, a new case for disproportionate assets could be registered against the 2009 batch IPS officer. DIG Harcharan Singh Bhullar had filed his property return with the central government up to January 1, 2025. As per this, the Bhullar family owns eight immovable properties, the disclosure of which was made by the DIG himself.

According to a copy of the return available with 'Punjabi Tribune', DIG Harcharan Singh Bhullar's current basic salary is Rs 2,16,600 per month, which amounts to around Rs 3.20 lakh per month with 58% DA. About 30% of the salary goes towards income tax. After deducting income tax, the annual salary comes to approximately Rs 27 lakh. The DIG has declared an annual income of Rs 11.44 lakh from other sources. In this way, the total income amounts to about Rs 38.44 lakh annually.

Meanwhile, the CBI has seized Rs 7.50 crore in cash from Bhullar's residence. According to the property return, Bhullar owns a six-kanal farmhouse in Kot Kalan, Jalandhar, with a market value of two crore rupees. This property was inherited by him from his father Mahil Singh Bhullar on August 6, 1993. The current value of the flat purchased in 1999 in Sector-39 B, Chandigarh, is about one and a half crore rupees, and the family bought this flat for six lakh rupees in 1999. The value of 3 kanals and 18 marlas of land in village Iyali Khurd, Ludhiana, is Rs 2.10 crore, which the Bhullar family purchased for Rs 7.35 lakh in 2005.

A flat was purchased for Rs 20 lakh in 2005 in Chandigarh Overseas Cooperative Society in Sector-90, Mohali, whose market value has not been mentioned in the return. Possession of this flat has not yet been obtained, as the case is pending in the District Consumer Forum, Chandigarh. According to the return, the current value of the family's 528 sq yard house in Sector-40 B, Chandigarh, is stated as five crore rupees, which was purchased for Rs 1.32 crore in 2008. Similarly, five kanals of land in village Khajuriala, Kapurthala, was acquired through transfer in 2014, with a current value of Rs 60 lakh. The current value of approximately 15 acres of land (through transfer) in village Mand Sherian, Ludhiana district, is stated as three crore rupees. The Bhullar family purchased a 1041.87 sq yard plot from Omaxe Developers in New Chandigarh for about Rs 1.60 crore in 2023. In the return, Bhullar has stated an annual income of Rs 11.44 lakh from all properties. This is only for immovable property. The value of the 2.5 kg gold, watches, cars, etc., recovered by the CBI is separate from this.
