ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ: ਕੇਂਦਰ ਨੇ ਸੈਨੇਟ ਅਤੇ ਸਿੰਡੀਕੇਟ ਦੇ ਤੁਰੰਤ ਪੁਨਰਗਠਨ ਰੋਕਿਆ
ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ ਦੀ ਸੈਨੇਟ ਅਤੇ ਸਿੰਡੀਕੇਟ ਦੇ ਤੁਰੰਤ ਪੁਨਰਗਠਨ ਤੇ ਰੋਕ ਲਗਾ ਦਿੱਤੀ ਹੈ ਅਤੇ ਨਵੀਂ ਤਰੀਕ ਬਾਅਦ ਵਿੱਚ ਨੋਟੀਫਾਈ ਕਰਨ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ। ਇਹ ਫੈਸਲਾ ਵਿਦਿਆਰਥੀਆਂ, ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ ਅਤੇ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਦੇ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨਾਂ ਕਾਰਨ ਆਇਆ ਹੈ, ਜੋ ਟ੍ਰਿਬਿਊਨ ਦੀ ਖਬਰ ਤੋਂ ਬਾਅਦ ਵਧ ਗਏ ਸਨ। ਇਸ ਨੂੰ ਸਿਆਸੀ ਰਣਨੀਤਕ ਰੁਕਾਵਟ ਵਜੋਂ ਵੇਖਿਆ ਜਾ ਰਿਹਾ ਹੈ, ਪਰ ਸਮਰਥਕ ਇਸ ਨੂੰ ਯੂਨੀਵਰਸਿਟੀ ਨੂੰ ਸਿਆਸੀ ਦਖਲ ਤੋਂ ਮੁਕਤ ਕਰਨ ਵਾਲਾ ਸੁਧਾਰ ਮੰਨਦੇ ਹਨ।
ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ (ਪੀਯੂ) ਦੀ ਸੈਨੇਟ ਅਤੇ ਸਿੰਡੀਕੇਟ ਦੇ ਪੁਨਰਗਠਨ ਨਾਲ ਜੁੜੀ ਵਧਦੀ ਸਿਆਸੀ ਬਗਾਵੜ ਨੂੰ ਵੇਖਦੇ ਹੋਏ ਆਪਣਾ ਰੁਖ਼ ਨਰਮ ਕਰ ਲਿਆ ਹੈ ਅਤੇ ਤੁਰੰਤ ਪੁਨਰਗਠਨ ਲਾਗੂ ਕਰਨ ਤੇ ਰੋਕ ਲਗਾ ਦਿੱਤੀ ਹੈ। ਇਸ ਬਾਰੇ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਇੱਕ ਸੋਧਿਆ ਹੋਇਆ ਹੁਕਮ ਜਾਰੀ ਕੀਤਾ ਹੈ।
ਹੁਕਮ ਵਿੱਚ ਇਹ ਸਪੱਸ਼ਟ ਕੀਤਾ ਗਿਆ ਹੈ ਕਿ ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ ਐਕਟ 1947 ਅਨੁਸਾਰ ਤਬਦੀਲੀਆਂ ਸਿਰਫ਼ ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਬਾਅਦ ਵਿੱਚ ਨਿਰਧਾਰਤ ਕੀਤੀ ਗਈ ਤਰੀਕ ਤੋਂ ਹੀ ਲਾਗੂ ਹੋਣਗੀਆਂ। ਇਸ ਤੋਂ ਸਮਝਣ ਵਿੱਚ ਆਉਂਦਾ ਹੈ ਕਿ ਤਬਦੀਲੀਆਂ ਲਾਗੂ ਕਰਨ ਲਈ ਇੱਕ ਨਵਾਂ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕੀਤਾ ਜਾਵੇਗਾ।
ਇਹ ਫੈਸਲਾ ਵਿਦਿਆਰਥੀਆਂ, ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ ਅਤੇ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਵਰਗੇ ਵੱਖ-ਵੱਖ ਗਰੂਹਾਂ ਵੱਲੋਂ ਕੀਤੇ ਜਾ ਰਹੇ ਤਿੱਖੇ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨਾਂ ਦੇ ਵਾਤਾਵਰਣ ਵਿੱਚ ਆਇਆ ਹੈ। ਇਹ ਵਿਵਾਦ ਉਦੋਂ ਭੁੱਕਰ ਹੋ ਗਿਆ ਜਦੋਂ 'ਟ੍ਰਿਬਿਊਨ ਸਮੂਹ' ਨੇ ਇੱਸ ਖਬਰ ਨੂੰ ਸ਼ਨੀਵਾਰ ਨੂੰ ਪ੍ਰਕਾਸ਼ਿਤ ਕੀਤਾ, ਜਿਸ ਨਾਲ ਪੰਜਾਬ ਅਤੇ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਵੱਡਾ ਸਿਆਸੀ ਤੂਫ਼ਾਨ ਖੜ੍ਹਾ ਹੋ ਗਿਆ।
ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਤੁਰੰਤ ਲਾਗੂ ਕਰਨ ਤੇ ਰੋਕ ਲਗਾਉਣ ਨੂੰ ਇੱਕ ਰਣਨੀਤਕ ਰੁਕਾਵਟ ਵਜੋਂ ਵੇਖਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਹਾਲਾਂਕਿ, ਇਸ ਨੂੰ ਸਮਰਥਨ ਦੇਣ ਵਾਲੇ ਲੋਕ ਕਹਿੰਦੇ ਹਨ ਕਿ ਇਹ ਸੁਧਾਰ ਯੂਨੀਵਰਸਿਟੀ ਨੂੰ ਸਿਆਸੀ ਦਖਲਅੰਦਾਜ਼ੀ ਤੋਂ ਆਜ਼ਾਦ ਕਰਨ ਲਈ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹਨ।
The central government has softened its stance amid the growing political storm over the restructuring of Panjab University's (PU) senate and syndicate, putting a hold on the immediate implementation of the restructuring. In this regard, the central government has issued a modified order.
The order clearly states that the amendments under the Panjab University Act 1947 will only take effect from a date to be later appointed by the central government. This means that a new notification will be issued to implement the changes.
