ਮਨ ਕੀ ਬਾਤ: ਐਮਰਜੈਂਸੀ ਦੇ ਵਿਰੋਧੀਆਂ ਨੂੰ ਸਦਾ ਯਾਦ ਰੱਖਿਆ ਜਾਵੇਗਾ, ਮੋਦੀ
ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੇ ‘ਮਨ ਕੀ ਬਾਤ’ ਵਿੱਚ 1975 ਦੀ ਐਮਰਜੈਂਸੀ ਦੌਰਾਨ ਕਾਂਗਰਸ ਸਰਕਾਰ ਦੀਆਂ ਜ਼ਿਆਦਤੀਆਂ ਦੀ ਆਲੋਚਨਾ ਕੀਤੀ ਅਤੇ ਇਸ ਦਾ ਵਿਰੋਧ ਕਰਨ ਵਾਲਿਆਂ ਨੂੰ ਯਾਦ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਐਮਰਜੈਂਸੀ ਵਿੱਚ ਲੋਕਾਂ ’ਤੇ ਜ਼ੁਲਮ ਹੋਏ, ਪਰ ਭਾਰਤੀ ਲੋਕਾਂ ਨੇ ਲੋਕਤੰਤਰ ਦੀ ਰਾਖੀ ਲਈ ਹਾਰ ਨਹੀਂ ਮੰਨੀ। ਐਮਰਜੈਂਸੀ ਦੀ 50ਵੀਂ ਵਰ੍ਹੇਗੰਢ ਨੂੰ ‘ਸੰਵਿਧਾਨ ਹਤਿਆ ਦਿਵਸ’ ਵਜੋਂ ਮਨਾਇਆ ਗਿਆ।
ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੇ ਐਤਵਾਰ ਨੂੰ ਆਪਣੇ ਮਾਸਿਕ ਰੇਡੀਓ ਪ੍ਰੋਗਰਾਮ ‘ਮਨ ਕੀ ਬਾਤ’ ਵਿੱਚ ਐਮਰਜੈਂਸੀ ਦਾ ਵਿਰੋਧ ਕਰਨ ਵਾਲੇ ਨੇਤਾਵਾਂ ਦੀਆਂ ਟਿੱਪਣੀਆਂ ਦਾ ਹਵਾਲਾ ਦਿੰਦੇ ਹੋਏ ਉਸ ਸਮੇਂ ਦੀ ਕਾਂਗਰਸ ਸਰਕਾਰ ’ਤੇ ਜ਼ੁਲਮ ਕਰਨ ਦਾ ਦੋਸ਼ ਲਾਇਆ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਟਿੱਪਣੀਆਂ ਸਾਨੂੰ ਹਮੇਸ਼ਾ ਯਾਦ ਰੱਖਣੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ ਕਿਉਂਕਿ ਇਹ ਸੰਵਿਧਾਨ ਦੀ ਰਾਖੀ ਲਈ ਸੁਚੇਤ ਰਹਿਣ ਦੀ ਪ੍ਰੇਰਣਾ ਦਿੰਦੀਆਂ ਹਨ।
ਮੋਦੀ ਨੇ ਕਿਹਾ ਕਿ ਜਿਨ੍ਹਾਂ ਨੇ 1975 ਵਿੱਚ ਐਮਰਜੈਂਸੀ ਲਗਾਈ, ਉਨ੍ਹਾਂ ਨੇ ਸੰਵਿਧਾਨ ਨੂੰ ਮਾਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਅਤੇ ਨਿਆਂਪਾਲਿਕਾ ਨੂੰ ਆਪਣਾ ਗੁਲਾਮ ਬਣਾਉਣ ਦਾ ਇਰਾਦਾ ਰੱਖਿਆ। ਉਨ੍ਹਾਂ ਨੇ ਤਤਕਾਲੀ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਇੰਦਰਾ ਗਾਂਧੀ ਦੀ ਪਾਰਟੀ ਦਾ ਨਾਮ ਲਏ ਬਿਨਾਂ ਐਮਰਜੈਂਸੀ ਦੌਰਾਨ ਹੋਈਆਂ ਜ਼ਿਆਦਤੀਆਂ ਲਈ ਕਾਂਗਰਸ ਦੀ ਆਲੋਚਨਾ ਕੀਤੀ। ਭਾਰਤੀ ਜਨਤਾ ਪਾਰਟੀ (ਭਾਜਪਾ) ਅਤੇ ਕਾਂਗਰਸ ਵਿਚਕਾਰ ਐਮਰਜੈਂਸੀ ਨੂੰ ਲੈ ਕੇ ਸ਼ਬਦੀ ਜੰਗ ਚੱਲ ਰਹੀ ਹੈ। ਕਾਂਗਰਸ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਮੋਦੀ ਸਰਕਾਰ ਦੇ ਅਧੀਨ ਇੱਕ ਅਣਐਲਾਨੀ ਐਮਰਜੈਂਸੀ ਵਰਗੀ ਸਥਿਤੀ ਹੈ।
ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ 1975 ਤੋਂ 1977 ਤੱਕ 21 ਮਹੀਨਿਆਂ ਦੀ ਐਮਰਜੈਂਸੀ ਵਿੱਚ ਲੋਕਾਂ ’ਤੇ ਭਾਰੀ ਜ਼ੁਲਮ ਹੋਏ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਅਜਿਹੀਆਂ ਕਈ ਮਿਸਾਲਾਂ ਹਨ ਜਿਨ੍ਹਾਂ ਨੂੰ ਅਸੀਂ ਭੁੱਲ ਨਹੀਂ ਸਕਦੇ। ਮੋਦੀ ਨੇ ਸਾਬਕਾ ਪ੍ਰਧਾਨ ਮੰਤਰੀਆਂ ਮੋਰਾਰਜੀ ਦੇਸਾਈ, ਅਟਲ ਬਿਹਾਰੀ ਵਾਜਪਾਈ, ਅਤੇ ਸਾਬਕਾ ਉਪ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਜਗਜਸੀਵਨ ਰਾਮ ਦੇ ਭਾਸ਼ਣਾਂ ਦੇ ਹਿੱਸੇ ਪੜ੍ਹੇ।
ਉਨ੍ਹਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਜਾਰਜ ਫਰਨਾਂਡੇਜ਼ ਨੂੰ ਜ਼ੰਜੀਰਾਂ ਵਿੱਚ ਜਕੜਿਆ ਗਿਆ ਸੀ। ਉਸ ਸਮੇਂ ਅੰਦਰੂਨੀ ਸੁਰੱਖਿਆ ਰੱਖ-ਰਖਾਅ ਐਕਟ (MISA) ਦੇ ਤਹਿਤ ਕਿਸੇ ਨੂੰ ਵੀ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਜਾ ਸਕਦਾ ਸੀ। ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਤੰਗ-ਪ੍ਰੇਸ਼ਾਨ ਕੀਤਾ ਗਿਆ ਅਤੇ ਪ੍ਰਗਟਾਵੇ ਦੀ ਆਜ਼ਾਦੀ ਨੂੰ ਰੋਕਿਆ ਗਿਆ। ਮੋਦੀ ਨੇ ਕਿਹਾ ਕਿ ਐਮਰਜੈਂਸੀ ਵਿੱਚ ਹਜ਼ਾਰਾਂ ਲੋਕਾਂ ਨੂੰ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਗਿਆ ਅਤੇ ਉਨ੍ਹਾਂ ’ਤੇ ਅਣਮਨੁੱਖੀ ਜ਼ੁਲਮ ਕੀਤੇ ਗਏ, ਪਰ ਭਾਰਤ ਦੇ ਲੋਕਾਂ ਦੀ ਤਾਕਤ ਨੇ ਇਹ ਸਾਬਤ ਕੀਤਾ ਕਿ ਉਹ ਨਾ ਝੁਕੇ, ਨਾ ਟੁੱਟੇ, ਅਤੇ ਲੋਕਤੰਤਰ ਨਾਲ ਕੋਈ ਸਮਝੌਤਾ ਨਹੀਂ ਕੀਤਾ।
ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਅਖੀਰ ਵਿੱਚ ਲੋਕਾਂ ਦੀ ਜਿੱਤ ਹੋਈ, ਐਮਰਜੈਂਸੀ ਹਟਾਈ ਗਈ, ਅਤੇ ਐਮਰਜੈਂਸੀ ਲਗਾਉਣ ਵਾਲਿਆਂ ਦੀ ਹਾਰ ਹੋਈ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਐਮਰਜੈਂਸੀ ਦੀ 50ਵੀਂ ਵਰ੍ਹੇਗੰਢ ਨੂੰ ‘ਸੰਵਿਧਾਨ ਹਤਿਆ ਦਿਵਸ’ ਵਜੋਂ ਹਾਲ ਹੀ ਵਿੱਚ ਮਨਾਇਆ ਗਿਆ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਐਮਰਜੈਂਸੀ ਦੇ ਵਿਰੋਧੀਆਂ ਨੂੰ ਸਦਾ ਯਾਦ ਰੱਖਿਆ ਜਾਵੇਗਾ, ਜਿਨ੍ਹਾਂ ਨੇ ਭਾਰਤੀ ਸੰਵਿਧਾਨ ਅਤੇ ਲੋਕਤੰਤਰ ਦੀ ਰਾਖੀ ਕੀਤੀ।
Prime Minister Narendra Modi, in his monthly radio program Mann Ki Baat on Sunday, referenced the remarks of leaders who opposed the Emergency, criticizing the then-Congress government for the atrocities committed during that period. He emphasized that these remarks should always be remembered as they inspire people to remain vigilant in protecting the Indian Constitution and democracy.
Modi stated that those who imposed the Emergency in 1975 not only attacked the Indian Constitution but also intended to enslave the judiciary. Without directly naming then-Prime Minister Indira Gandhi’s party, he condemned the Congress government for the excesses during the Emergency. The ruling Bharatiya Janata Party (BJP) and the opposition Congress are engaged in a verbal war over the Emergency, with Congress claiming that an undeclared emergency exists under the Modi government.
The Prime Minister noted that during the 21-month Emergency from 1975 to 1977, the public faced severe oppression. He said there are numerous examples of such atrocities that cannot be forgotten. Modi read excerpts from speeches by former Prime Ministers Morarji Desai and Atal Bihari Vajpayee, as well as former Deputy Prime Minister Jagjivan Ram, highlighting their resistance.
He recounted that George Fernandes was chained during the Emergency, and under the Maintenance of Internal Security Act (MISA), anyone could be arrested without cause. Students were harassed, and freedom of expression was suppressed. Modi said thousands were arrested and subjected to inhumane torture, yet the strength of India’s people ensured they neither bowed nor broke, refusing to compromise on democracy.
He concluded that the people ultimately triumphed, the Emergency was lifted, and those who imposed it were defeated. Prime Minister Modi stressed that the 50th anniversary of the Emergency was recently observed as ‘Constitution Assassination Day,’ underscoring that those who fought against it to protect the Indian Constitution and democracy should always be remembered.
