‘ਅੱਤਵਾਦ ਅਤੇ ਪਾਣੀ ਦੀ ਵੰਡ ਇਕੱਠੇ ਨਹੀਂ ਚੱਲ ਸਕਦੇ’: ਵਿਦੇਸ਼ ਮੰਤਰੀ ਜੈਸ਼ੰਕਰ ਦਾ ਪਾਕਿਸਤਾਨ 'ਤੇ ਤਿੱਖਾ ਹਮਲਾ
ਭਾਰਤ ਦੇ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਐੱਸ. ਜੈਸ਼ੰਕਰ ਨੇ ਪਾਕਿਸਤਾਨ ਨੂੰ ਸਖ਼ਤ ਸ਼ਬਦਾਂ ਵਿੱਚ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ ਕਿ ਜੋ ਦੇਸ਼ ਭਾਰਤ ਵਿੱਚ ਅੱਤਵਾਦ ਫੈਲਾ ਰਿਹਾ ਹੈ, ਉਹ ਪਾਣੀ ਦੀ ਵੰਡ (ਸਿੰਧ ਜਲ ਸਮਝੌਤਾ) ਲਈ ਅਪੀਲ ਕਰਨ ਦਾ ਕੋਈ ਹੱਕ ਨਹੀਂ ਰੱਖਦਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਗੁਆਂਢੀ ਦੇਸ਼ ਨੂੰ ਇਹ ਸਮਝ ਲੈਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਭਾਰਤ ਹੁਣ ਅੱਤਵਾਦ ਅਤੇ ਕੂਟਨੀਤੀ ਨੂੰ ਵੱਖ ਕਰਕੇ ਨਹੀਂ ਦੇਖੇਗਾ। ਜੈਸ਼ੰਕਰ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਰਾਸ਼ਟਰੀ ਸੁਰੱਖਿਆ ਨਾਲ ਕੋਈ ਸਮਝੌਤਾ ਨਹੀਂ ਕੀਤਾ ਜਾਵੇਗਾ
ਭਾਰਤ ਦੇ ਵਿਦੇਸ਼ ਮੰਤਰੀ ਐੱਸ. ਜੈਸ਼ੰਕਰ ਆਪਣੇ ਬੇਬਾਕ ਅਤੇ ਤਿੱਖੇ ਤੇਵਰਾਂ ਲਈ ਜਾਣੇ ਜਾਂਦੇ ਹਨ। ਅੱਜ ਇੱਕ ਵਾਰ ਫਿਰ ਉਨ੍ਹਾਂ ਨੇ ਪਾਕਿਸਤਾਨ ਨੂੰ ਅੰਤਰਰਾਸ਼ਟਰੀ ਮੰਚ 'ਤੇ ਕਰਾਰਾ ਜਵਾਬ ਦਿੰਦਿਆਂ ਕਿਹਾ ਹੈ ਕਿ ਜੋ ਦੇਸ਼ ਸਾਡੇ ਦੇਸ਼ ਵਿੱਚ ਅੱਤਵਾਦ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰ ਰਿਹਾ ਹੈ, ਉਹ ਪਾਣੀ ਦੀ ਸਾਂਝ ਲਈ ਦੁਹਾਈ ਨਹੀਂ ਦੇ ਸਕਦਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅੱਤਵਾਦ ਫੈਲਾਉਣ ਵਾਲੇ ਦੇਸ਼ ਨੂੰ ਪਾਣੀ ਦੀ ਵੰਡ ਵਰਗੇ ਮਾਨਵਤਾਵਾਦੀ ਮੁੱਦਿਆਂ 'ਤੇ ਗੱਲ ਕਰਨ ਦਾ ਕੋਈ ਇਖ਼ਲਾਕੀ ਹੱਕ ਨਹੀਂ ਹੈ।
ਵਿਦੇਸ਼ ਮੰਤਰੀ ਨੇ ਸਿੰਧ ਜਲ ਸਮਝੌਤੇ (Indus Waters Treaty) ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਸਮਝੌਤੇ ਸਿਰਫ਼ ਕਾਗਜ਼ਾਂ 'ਤੇ ਨਹੀਂ ਹੁੰਦੇ, ਸਗੋਂ ਇਹ ਗੁਆਂਢੀ ਦੇਸ਼ਾਂ ਵਿਚਾਲੇ ਭਰੋਸੇ ਅਤੇ ਸਾਂਝ ਦੀ ਬੁਨਿਆਦ 'ਤੇ ਟਿਕੇ ਹੁੰਦੇ ਹਨ। ਜੇਕਰ ਇੱਕ ਪਾਸੇ ਸਰਹੱਦੋਂ ਪਾਰ ਗੋਲੀਆਂ ਅਤੇ ਅੱਤਵਾਦੀ ਆ ਰਹੇ ਹਨ, ਤਾਂ ਦੂਜੇ ਪਾਸੇ ਪਾਣੀ ਦੀ ਨਿਰਵਿਘਨ ਸਪਲਾਈ ਦੀ ਉਮੀਦ ਕਰਨਾ ਗਲਤ ਹੈ। ਉਨ੍ਹਾਂ ਦੇ ਇਸ ਬਿਆਨ ਨੇ ਇੱਕ ਵਾਰ ਫਿਰ 'ਲਹੂ ਅਤੇ ਪਾਣੀ ਇਕੱਠੇ ਨਹੀਂ ਵਹਿ ਸਕਦੇ' ਵਾਲੀ ਨੀਤੀ ਨੂੰ ਦੁਹਰਾਇਆ ਹੈ।
ਜੈਸ਼ੰਕਰ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਦੀ ਵਿਦੇਸ਼ ਨੀਤੀ ਹੁਣ ਬਹੁਤ ਸਪੱਸ਼ਟ ਹੈ—ਸੁਰੱਖਿਆ ਪਹਿਲਾਂ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਸੀਂ ਕਿਸੇ ਨਾਲ ਦੁਸ਼ਮਣੀ ਨਹੀਂ ਚਾਹੁੰਦੇ, ਪਰ ਜੇਕਰ ਕੋਈ ਸਾਡੀ ਸ਼ਾਂਤੀ ਅਤੇ ਭਾਈਚਾਰਕ ਸਾਂਝ ਨੂੰ ਭੰਗ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰੇਗਾ, ਤਾਂ ਉਸ ਨੂੰ ਉਸੇ ਦੀ ਭਾਸ਼ਾ ਵਿੱਚ ਜਵਾਬ ਮਿਲੇਗਾ। ਇਸ ਬਿਆਨ ਨੇ ਦੋਵਾਂ ਦੇਸ਼ਾਂ ਵਿਚਾਲੇ ਸਿੰਧ ਜਲ ਸਮਝੌਤੇ ਨੂੰ ਲੈ ਕੇ ਚੱਲ ਰਹੀ ਕਾਨੂੰਨੀ ਅਤੇ ਡਿਪਲੋਮੈਟਿਕ ਜੰਗ ਵਿੱਚ ਭਾਰਤ ਦਾ ਪੱਖ ਹੋਰ ਮਜ਼ਬੂਤ ਕਰ ਦਿੱਤਾ ਹੈ।
External Affairs Minister S. Jaishankar, known for his blunt and sharp diplomatic stance, has once again delivered a stern reply to Pakistan. He asserted that a country spreading terrorism within our borders has no right to appeal for water sharing. Jaishankar emphasized that a nation encouraging terrorism lacks the moral grounds to discuss humanitarian issues like water distribution.
Referring to the Indus Waters Treaty, the Foreign Minister clarified that treaties are not just documents on paper; they rely on the foundation of trust and bonding between neighboring nations. He remarked that it is unrealistic to expect a smooth supply of water while cross-border bullets and terrorists continue to arrive. His statement reiterates the policy that 'blood and water cannot flow together.'
Jaishankar further added that India's foreign policy is now crystal clear—Security First. He stated that while India does not seek enmity, anyone attempting to disrupt our peace and communal harmony will be answered in their own language. This statement has significantly strengthened India's position in the ongoing legal and diplomatic battle regarding the water treaty.
