ਨਵੀਂ ਸਿੱਖਿਆ ਨੀਤੀ ਨਾਲ ਕੇਂਦਰ ਸੂਬਿਆਂ ਦੇ ਅਧਿਕਾਰ ਖੋਹ ਰਿਹਾ ਹੈ - ਹਰਜੋਤ ਬੈਂਸ
ਪੰਜਾਬ ਦੇ ਸਿੱਖਿਆ ਮੰਤਰੀ ਹਰਜੋਤ ਸਿੰਘ ਬੈਂਸ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ’ਤੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਉਹ ਨਵੀਂ ਸਿੱਖਿਆ ਨੀਤੀ ਦੀ ਆੜ ਵਿੱਚ ਸੂਬਿਆਂ ਦੇ ਹੱਕ ਖੋਹ ਰਹੀ ਹੈ ਅਤੇ ਖੇਤਰੀ ਭਾਸ਼ਾਵਾਂ, ਜਿਵੇਂ ਪੰਜਾਬੀ, ਦਾ ਦਰਜਾ ਘਟਾ ਰਹੀ ਹੈ।
ਪੰਜਾਬ ਦੇ ਸਿੱਖਿਆ ਮੰਤਰੀ ਹਰਜੋਤ ਸਿੰਘ ਬੈਂਸ ਨੇ ਸਖ਼ਤ ਵਿਰੋਧ ਜਤਾਉਂਦਿਆਂ ਕਿਹਾ ਹੈ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਨਵੀਂ ਸਿੱਖਿਆ ਨੀਤੀ ਦੀ ਆੜ ਵਿੱਚ ਸੂਬਿਆਂ ਦੇ ਹੱਕ ਖੋਹ ਰਹੀ ਹੈ। ਉਹ ਦਿੱਲੀ ਦੇ ਭਾਰਤ ਮੰਡਪਮ ਵਿੱਖੇ ਕੇਂਦਰੀ ਸਿੱਖਿਆ ਮੰਤਰਾਲੇ ਵੱਲੋਂ ਕਰਵਾਏ ਗਏ ਅਖਿਲ ਭਾਰਤੀ ਸਿੱਖਿਆ ਸੰਮੇਲਨ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਆਏ ਸਨ।
ਇਸ ਕੌਮੀ ਸੰਮੇਲਨ ਵਿੱਚ ਕੇਂਦਰੀ ਸਿੱਖਿਆ ਮੰਤਰੀ ਧਰਮੇਂਦਰ ਪ੍ਰਧਾਨ ਨੇ ਮੁੱਖ ਮਹਿਮਾਨ ਵਜੋਂ ਹਿੱਸਾ ਲਿਆ। ਵੱਖ-ਵੱਖ ਸੂਬਿਆਂ ਦੇ ਸਿੱਖਿਆ ਮੰਤਰੀ ਵੀ ਇਸ ਸੰਮੇਲਨ ਵਿੱਚ ਹਾਜ਼ਰ ਸਨ। ਸ੍ਰੀ ਬੈਂਸ ਨੇ ਕਿਹਾ ਕਿ ਸਿੱਖਿਆ ਸਾਂਝੀ ਸੂਚੀ ਦਾ ਵਿਸ਼ਾ ਹੈ, ਪਰ ਕੇਂਦਰ ਸਰਕਾਰ ਨਵੀਂ ਸਿੱਖਿਆ ਨੀਤੀ ਦੀ ਆੜ ਵਿੱਚ ਸੂਬਿਆਂ ’ਤੇ ਆਪਣਾ ਦਬਦਬਾ ਵਧਾ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਸੰਵਿਧਾਨ ਵਿੱਚ ਦਰਜ 22 ਭਾਸ਼ਾ ਵਿੱਚ ਸ਼ਾਮਲ ਹੈ ਅਤੇ ਪੰਜਾਬ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਸੂਬਿਆਂ ਵਿੱਚ ਵੀ ਬੋਲੀ ਤੇ ਪੜ੍ਹੀ ਜਾਂਦੀ ਹੈ, ਪਰ ਸੀਬੀਐਸਸੀ ਨੇ ਸ਼ੁਰੂ ਵਿੱਚ ਪੰਜਾਬੀ ਨੂੰ ਜਰਮਨ, ਥਾਈ ਅਤੇ ਮੈਂਡਰਿਨ ਵਰਗੇ ਚੋਣਵੇਂ ਵਿਸ਼ੇ ਦੇ ਵਰਗ ਵਿੱਚ ਰੱਖਿਆ ਸੀ।
ਬੈਂਸ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਸਖ਼ਤ ਵਿਰੋਧ ਤੋਂ ਬਾਅਦ ਹੀ ਸੀਬੀਐਸਸੀ ਨੇ ਪੰਜਾਬੀ ਨੂੰ ਮੁੱਖ ਭਾਸ਼ਾ ਦੇ ਵਰਗ ਵਿੱਚ ਸ਼ਾਮਲ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਨੇ ਦਾਅਵਾ ਕੀਤਾ ਸੀ ਕਿ ਨਵੀਂ ਸਿੱਖਿਆ ਨੀਤੀ ਨਾਲ ਖੇਤਰੀ ਭਾਸ਼ਾਵਾਂ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕੀਤਾ ਜਾਵੇਗਾ, ਪਰ ਇਸ ਦੇ ਉਲਟ ਕੇਂਦਰ ਖੇਤਰੀ ਭਾਸ਼ਾਵਾਂ ਨੂੰ ਚੋਣਵੇਂ ਵਿਸ਼ਿਆਂ ਵਿੱਚ ਰੱਖ ਕੇ ਉਨ੍ਹਾਂ ਦਾ ਦਰਜਾ ਘਟਾ ਰਿਹਾ ਹੈ।
ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਸੂਬੇ ਲਈ ਵੱਖਰੀ ਸਿੱਖਿਆ ਨੀਤੀ ਬਣਾਉਣ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ, ਜੋ ਜਲਦ ਤਿਆਰ ਹੋ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਕੇਂਦਰ ਦੇ ਕਿਸੇ ਵੀ ਅਜਿਹੇ ਕਦਮ ਨੂੰ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕਰੇਗੀ ਜਿਸ ਨਾਲ ਪੰਜਾਬ, ਪੰਜਾਬੀਅਤ ਅਤੇ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਦੀ ਅਹਿਮੀਅਤ ਘਟੇ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਨੇ ਪਹਿਲਾਂ ਹੀ ਆਪਣੀ ਸਿੱਖਿਆ ਨੀਤੀ ਦਾ ਐਲਾਨ ਕਰ ਦਿੱਤਾ ਹੈ ਅਤੇ ਸਿੱਖਿਆ ਖੇਤਰ ਦੇ ਸਰਬਪੱਖੀ ਵਿਕਾਸ ਲਈ ਸੁਹਿਰਦ ਤੇ ਸੰਜੀਦਾ ਕੋਸ਼ਿਸ਼ਾਂ ਕਰ ਰਹੀ ਹੈ।
ਹਰਜੋਤ ਬੈਂਸ ਨੇ ਕਿਹਾ ਕਿ ਸੰਮੇਲਨ ਵਿੱਚ ਰਾਜਸਥਾਨ ਵਿੱਚ ਸਕੂਲ ਦੀ ਇਮਾਰਤ ਡਿੱਗਣ ਦੇ ਦਰਦਨਾਕ ਹਾਦਸੇ ’ਤੇ ਵਿਚਾਰ-ਚਰਚਾ ਨਹੀਂ ਹੋਈ ਅਤੇ ਨਾ ਹੀ ਮਾਸੂਮ ਬੱਚਿਆਂ ਦੀ ਮੌਤ ’ਤੇ ਦੋ ਮਿੰਟ ਦਾ ਮੌਨ ਧਾਰਨ ਕੀਤਾ ਗਿਆ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਮਿਡ-ਡੇ ਮੀਲ ਨਾਲ ਜੁੜੇ ਮਸਲਿਆਂ, ਵਰਕਰਾਂ ਦੀ ਤਨਖਾਹ ਵਧਾਉਣ ਅਤੇ ਸਕੂਲੀ ਵਰਦੀਆਂ ਦੇ ਪੈਸੇ ਕਈ ਸਾਲਾਂ ਤੋਂ ਨਾ ਵਧਾਏ ਜਾਣ ਵਰਗੇ ਅਹਿਮ ਮੁੱਦਿਆਂ ’ਤੇ ਵੀ ਚਰਚਾ ਨਹੀਂ ਹੋਈ। ਉਨ੍ਹਾਂ ਨੇ ਜ਼ੋਰ ਦਿੱਤਾ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਗਰਮੀ ਅਤੇ ਸਰਦੀ ਲਈ ਵੱਖਰੀਆਂ ਸਕੂਲੀ ਵਰਦੀਆਂ ਦੀ ਜ਼ਰੂਰਤ ਹੁੰਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਸੰਮੇਲਨ ਵਿੱਚ ਅਜੋਕੇ ਸਮੇਂ ਦੀਆਂ ਨਵੀਆਂ ਸਿੱਖਿਆ ਵਿਧੀਆਂ, ਜਿਵੇਂ ਬਲਾਕ ਚੇਨ, ਮਸ਼ੀਨੀ ਬੁੱਧੀਮਾਨਤਾ (AI), ਅਤੇ ਡਿਜੀਟਲ ਲਰਨਿੰਗ ਵਰਗੇ ਮੁੱਦਿਆਂ ’ਤੇ ਵੀ ਵਿਚਾਰ ਹੋਣਾ ਚਾਹੀਦਾ ਸੀ।
Punjab Education Minister Harjot Singh Bains strongly opposed the Central Government, alleging that it is taking away states’ rights under the guise of the New Education Policy (NEP). He made these remarks at the All India Education Conference organized by the Union Ministry of Education at Bharat Mandapam in Delhi.
The national-level education conference was attended by Union Education Minister Dharmendra Pradhan as the chief guest. Education ministers from various states also participated. Bains stated that education is a subject on the concurrent list, but the Centre is using the New Education Policy to impose its dominance over states’ rights. He highlighted that the Punjabi language, included in the 22 languages recognized by the Constitution and spoken and taught in states beyond Punjab, was initially placed by CBSE in the category of optional subjects like German, Thai, and Mandarin.
Bains said that only after strong protests from the Punjab Government did CBSE include Punjabi in the main language category. He noted that the Centre had claimed the New Education Policy would promote regional languages, but instead, it is downgrading regional languages like Punjabi by categorizing them as optional subjects.
He announced that the Punjab Government has decided to formulate a separate Punjab education policy, which will be implemented soon. Bains emphasized that Punjab will not tolerate any steps by the Centre that undermine Punjab, Punjabi identity, or the importance of the Punjabi language. He added that Punjab has already announced its own education policy and is making sincere efforts for the comprehensive development of the education sector.
Bains criticized the education conference for failing to discuss the tragic collapse of a school building in Rajasthan, which resulted in the loss of innocent children’s lives, and for not observing two minutes of silence in their memory. He pointed out that critical issues like mid-day meal challenges, increasing workers’ salaries, and the stagnant funding for school uniforms over years were ignored. He stressed that Punjab requires separate school uniforms for summer and winter. Bains also said the conference should have addressed modern education methods, such as blockchain, artificial intelligence (AI), and digital learning.
