ਲੱਦਾਖ ਹਿੰਸਾ ਦੇ ਦੋਸ਼ੀ ਠਹਿਰਾਉਣ ਵਾਲੀ ਸਰਕਾਰੀ ਰਣਨੀਤੀ ਨੂੰ ਵਾਂਗਚੁਕ ਨੇ 'ਬਲੀ ਦਾ ਬੱਕਰਾ' ਕਿਹਾ

ਜਲਵਾਯੂ ਕਾਰਕੁਨ ਸੋਨਮ ਵਾਂਗਚੁਕ ਨੇ ਗ੍ਰਹਿ ਮੰਤਰਾਲੇ (ਐੱਮਐੱਚਏ) ਵੱਲੋਂ ਲੱਦਾਖ ਵਿੱਚ ਹਿੰਸਾ ਲਈ ਉਨ੍ਹਾਂ ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਉਣ ਵਾਲੇ ਬਿਆਨ ਨੂੰ 'ਬਲੀ ਦੇ ਬੱਕਰੇ ਵਾਲੀ ਸਿਆਸਤ' ਕਰਾਰ ਦਿੱਤਾ ਹੈ। ਵਾਂਗਚੁਕ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਰਣਨੀਤੀ ਸਮੱਸਿਆ ਦੇ ਮੂਲ ਨੂੰ ਹੱਲ ਨਹੀਂ ਕਰਦੀ ਅਤੇ ਇਹ ਲੋਕਾਂ ਨੂੰ ਕਿਤੇ ਵੀ ਨਹੀਂ ਲੈ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਨੇ ਜਨਤਕ ਸੁਰੱਖਿਆ ਐਕਟ (ਪੀਐੱਸਏ) ਹੇਠ ਗ੍ਰਿਫਤਾਰੀ ਲਈ ਤਿਆਰ ਹੋਣ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ।

ਵਾਂਗਚੁਕ ਨੇ ਕਿਹਾ, ''ਇਹ ਕਹਿਣਾ ਕਿ ਇਹ ਮੇਰੇ ਵੱਲੋਂ ਜਾਂ ਕਾਂਗਰਸ ਵੱਲੋਂ ਭੜਕਾਇਆ ਗਿਆ ਸੀ, ਬਲੀ ਦਾ ਬੱਕਰਾ ਲੱਭਣ ਵਾਲੀ ਗੱਲ ਹੈ। ਉਹ ਕਿਸੇ ਹੋਰ ਨੂੰ ਬਲੀ ਦਾ ਬੱਕਰਾ ਬਣਾਉਣ ਲਈ ਚਲਾਕੀ ਕਰ ਸਕਦੇ ਹਨ ਪਰ ਉਹ ਸਿਆਣੇ ਨਹੀਂ ਹਨ। ਅਸੀਂ ਚਲਾਕੀ ਨਾਲੋਂ ਬੁੱਧੀ ਵਰਤੋਂ ਦੀ ਲੋੜ ਹੈ ਕਿਉਂਕਿ ਨੌਜਵਾਨ ਪਹਿਲਾਂ ਹੀ ਨਿਰਾਸ਼ ਹਨ।'' ਲੱਦਾਖ ਲਈ ਰਾਜ ਦਾ ਦਰਜਾ ਅਤੇ ਸੰਵਿਧਾਨਕ ਸੁਰੱਖਿਆ ਲਈ ਸ਼ਾਂਤੀਪੂਰਨ ਅੰਦੋਲਨ ਦੀ ਅਗਵਾਈ ਕਰ ਰਹੇ ਵਾਂਗਚੁਕ ਨੇ ਆਪਣੀ ਨਿੱਜੀ ਸੁਰੱਖਿਆ ਨੂੰ ਲੈ ਕੇ ਵੀ ਚਿੰਤਾ ਜ਼ਾਹਰ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਅਧਿਕਾਰੀ ਉਨ੍ਹਾਂ ਨੂੰ ਪੀਐੱਸਏ ਹੇਠ ਲੈ ਕੇ ਦੋ ਸਾਲਾਂ ਲਈ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਕਰਨ ਦਾ ਕੇਸ ਤਿਆਰ ਕਰ ਰਹੇ ਹਨ, ਪਰ ਉਹ ਇਸ ਲਈ ਤਿਆਰ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਵਾਂਗਚੁਕ ਆਜ਼ਾਦ ਵਾਂਗਚੁਕ ਨਾਲੋਂ ਵੱਧ ਮੁਸ਼ਕਲਾਂ ਪੈਦਾ ਕਰ ਸਕਦਾ ਹੈ।

ਅਧਿਕਾਰੀਆਂ ਅਨੁਸਾਰ, ਵਾਂਗਚੁਕ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਲੱਦਾਖ ਨੂੰ ਰਾਜ ਦਾ ਦਰਜਾ ਦੇਣ ਲਈ ਅੰਦੋਲਨ ਬੁੱਧਵਾਰ (24 ਸਤੰਬਰ 2025) ਨੂੰ ਲੇਹ ਵਿੱਚ ਹਿੰਸਾ, ਅੱਗਜ਼ਨੀ ਅਤੇ ਗਲੀਆਂ ਵਿੱਚ ਝੜਪਾਂ ਵਿੱਚ ਬਦਲ ਗਿਆ, ਜਿਸ ਵਿੱਚ ਚਾਰ ਜਣੇ ਮਾਰੇ ਗਏ ਅਤੇ ਘੱਟੋ-ਘੱਟ 80 ਜ਼ਖ਼ਮੀ ਹੋ ਗਏ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ 40 ਪੁਲੀਸ ਕਰਮਚਾਰੀ ਵੀ ਸ਼ਾਮਲ ਹਨ। ਵਾਂਗਚੁਕ ਨੇ ਇਸ ਹਿੰਸਾ ਦਾ ਕਾਰਨ ਲੰਮੇ ਸਮੇਂ ਤੋਂ ਚੱਲ ਰਹੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਨੂੰ ਦੱਸਿਆ, ਖਾਸ ਕਰਕੇ ਖੇਤਰ ਦੇ ਨੌਜਵਾਨਾਂ ਵਿੱਚ ਨਿਰਾਸ਼ਾ। ਉਨ੍ਹਾਂ ਨੇ ਤਰਕ ਦਿੱਤਾ ਕਿ ਅਸਲ ਕਾਰਨ ਛੇ ਸਾਲਾਂ ਦੀ ਬੇਰੁਜ਼ਗਾਰੀ ਅਤੇ ਹਰ ਪੱਧਰ ਤੇ ਅਣਪੂਰੇ ਵਾਅਦਿਆਂ ਨਾਲ ਨਿਰਾਸ਼ਾ ਹੈ।

ਵਾਂਗਚੁਕ ਨੇ ਸਰਕਾਰ ਤੇ ਅੰਸ਼ਕ ਨੌਕਰੀ ਰਾਖਵੇਂਕਰਨ ਤੇ ਸਫਲਤਾ ਦਾ ਦਾਅਵਾ ਕਰਕੇ ਲੋਕਾਂ ਨੂੰ ਗੁੰਮਰਾਹ ਕਰਨ ਦਾ ਦੋਸ਼ ਲਗਾਇਆ। ਉਨ੍ਹਾਂ ਨੇ ਜ਼ਿਕਰ ਕੀਤਾ ਕਿ ਲੱਦਾਖ ਦੇ ਕਬਾਇਲੀ ਦਰਜੇ ਅਤੇ ਨਾਜ਼ੁਕ ਵਾਤਾਵਰਨ ਦੀ ਰੱਖਿਆ ਲਈ ਰਾਜ ਦਾ ਦਰਜਾ ਅਤੇ ਛੇਵੀਂ ਅਨੁਸੂਚੀ ਦੇ ਵਿਸਥਾਰ ਵਰਗੀਆਂ ਮੁੱਖ ਮੰਗਾਂ ਪੰਜ ਸਾਲਾਂ ਦੀਆਂ ਸ਼ਾਂਤੀਪੂਰਨ ਅਪੀਲਾਂ ਤੋਂ ਬਾਅਦ ਵੀ ਅਣਛੂਹੀਆਂ ਹਨ। ਵਾਂਗਚੁਕ ਨੇ ਕਿਹਾ ਕਿ 'ਬਲੀ ਦਾ ਬੱਕਰਾ ਸਿਆਸਤ' ਨਾਲ ਸਰਕਾਰ ਅਸਲ ਸ਼ਾਂਤੀ ਲਈ ਉਪਾਅ ਨਹੀਂ ਲੈ ਰਹੀ, ਬਲਕਿ ਅਜਿਹੇ ਕਦਮ ਚੁੱਕ ਰਹੀ ਹੈ ਜੋ ਲੋਕਾਂ ਦੀਆਂ ਮੁੱਖ ਮੰਗਾਂ ਤੋਂ ਧਿਆਨ ਹਟਾ ਕੇ ਸਥਿਤੀ ਨੂੰ ਹੋਰ ਵਿਗਾੜਨਗੇ।

ਘਟਨਾਵਾਂ ਨੂੰ ਦਿਲ ਦਹਿਲਾਉਣ ਵਾਲੀਆਂ ਦੱਸਦੇ ਹੋਏ ਉਪ ਰਾਜਪਾਲ ਕਵਿੰਦਰ ਗੁਪਤਾ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਹਰ ਕਿਸੇ ਨੂੰ ਬੋਲਣ ਦਾ ਅਧਿਕਾਰ ਹੈ ਅਤੇ ਇੱਕ ਲੋਕਤੰਤਰ ਵਿੱਚ ਸ਼ਾਂਤੀਪੂਰਨ ਢੰਗ ਨਾਲ ਪ੍ਰਦਰਸ਼ਨ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ, ਪਰ ਅੱਜ ਜੋ ਹੋਇਆ ਉਹ ਆਪਣੇ ਆਪ ਨਹੀਂ ਹੋਇਆ ਅਤੇ ਇੱਕ ਸਾਜ਼ਿਸ਼ ਦਾ ਨਤੀਜਾ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਅਸੀਂ ਉਨ੍ਹਾਂ ਲੋਕਾਂ ਨੂੰ ਨਹੀਂ ਬਖਸ਼ਾਂਗੇ ਜਿਨ੍ਹਾਂ ਨੇ ਇੱਥੇ ਮਾਹੌਲ ਖਰਾਬ ਕੀਤਾ ਹੈ ਅਤੇ ਹੋਰ ਜਾਨੀ ਨੁਕਸਾਨ ਤੋਂ ਬਚਣ ਲਈ ਕਰਫਿਊ ਲਗਾਇਆ ਗਿਆ ਹੈ।

ਜਿਉਂ ਹੀ ਸੂਰਜ ਡੁੱਬਿਆ, ਜੋ ਕਿ 1989 ਤੋਂ ਬਾਅਦ ਠੰਢੇ ਮਾਰੂਥਲ ਖੇਤਰ ਵਿੱਚ ਹਿੰਸਾ ਦਾ ਸਭ ਤੋਂ ਭੈੜਾ ਦਿਨ ਸੀ, ਵਾਂਗਚੁਕ ਨੇ ਲੱਦਾਖ ਨੂੰ ਰਾਜ ਦਾ ਦਰਜਾ ਅਤੇ ਛੇਵੀਂ ਅਨੁਸੂਚੀ ਦੇ ਵਿਸਥਾਰ ਲਈ ਦਬਾਅ ਪਾਉਣ ਵਾਲੀ ਆਪਣੀ ਪੰਦਰਹ ਦਿਨਾਂ ਦੀ ਭੁੱਖ ਹੜਤਾਲ ਖਤਮ ਕਰ ਦਿੱਤੀ, ਜਦੋਂ ਕਿ ਅਧਿਕਾਰੀਆਂ ਨੇ ਲੇਹ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਕਰਫਿਊ ਲਗਾ ਦਿੱਤਾ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਦਿਨ ਨੌਜਵਾਨਾਂ ਦੇ ਸਮੂਹਾਂ ਨੇ ਭੰਨ-ਤੋੜ ਵਿੱਚ ਹਿੱਸਾ ਲੈ ਕੇ ਭਾਜਪਾ ਅਤੇ ਹਿੱਲ ਕੌਂਸਲ ਦੇ ਮੁੱਖ ਦਫ਼ਤਰਾਂ ਨੂੰ ਨਿਸ਼ਾਨਾ ਬਣਾਇਆ ਅਤੇ ਵਾਹਨਾਂ ਨੂੰ ਅੱਗ ਲਗਾ ਦਿੱਤੀ। ਅਧਿਕਾਰੀਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਸ਼ਹਿਰ ਭਰ ਵਿੱਚ ਭਾਰੀ ਗਿਣਤੀ ਵਿੱਚ ਤਾਇਨਾਤ ਪੁਲੀਸ ਅਤੇ ਨੀਮ ਫ਼ੌਜੀ ਬਲਾਂ ਨੇ ਸਥਿਤੀ ਨੂੰ ਕਾਬੂ ਵਿੱਚ ਲਿਆਉਣ ਲਈ ਅੱਥਰੂ ਗੈਸ ਦੇ ਗੋਲੇ ਫੈਲਾਏ।

ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰਾਲੇ ਨੇ ਇੱਕ ਬਿਆਨ ਵਿੱਚ ਕਿਹਾ ਕਿ ਵਾਂਗਚੁਕ ਵੱਲੋਂ 10 ਸਤੰਬਰ 2025 ਨੂੰ ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ ਭੁੱਖ ਹੜਤਾਲ ਵਿੱਚ ਲੱਦਾਖ ਨੂੰ ਛੇਵੀਂ ਅਨੁਸੂਚੀ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰਨ ਅਤੇ ਰਾਜ ਦਾ ਦਰਜਾ ਦੇਣ ਦੀ ਮੰਗ ਤੇ ਦਬਾਅ ਪਾਇਆ ਗਿਆ ਸੀ। ਕੇਂਦਰ ਨੇ ਦੋਸ਼ ਲਗਾਇਆ ਕਿ ਹਿੰਸਕ ਭੀੜ ਵਾਂਗਚੁਕ ਦੇ 'ਭੜਕਾਉ ਬਿਆਨਾਂ' ਨਾਲ ਪ੍ਰੇਰਿਤ ਸੀ ਅਤੇ ਕੁਝ 'ਰਾਜਨੀਤਿਕ ਤੌਰ ਤੇ ਪ੍ਰੇਰਿਤ' ਵਿਅਕਤੀ ਚੱਲ ਰਹੇ ਸੰਘਰਸ਼ ਬਾਰੇ ਸਰਕਾਰ ਅਤੇ ਲੱਦਾਖੀ ਸਮੂਹਾਂ ਦੇ ਪ੍ਰਤੀਨਿਧੀਆਂ ਵਿਚਕਾਰ ਹੋਈ ਗੱਲਬਾਤ ਤੋਂ ਖੁਸ਼ ਨਹੀਂ ਸਨ। ਮੰਤਰਾਲੇ ਨੇ ਕਿਹਾ ਕਿ ਬੁੱਧਵਾਰ ਸਵੇਰੇ ਵਾਪਰੀਆਂ ਕੁਝ ਮੰਦਭਾਗੀਆਂ ਘਟਨਾਵਾਂ ਨੂੰ ਛੱਡ ਕੇ, ਸ਼ਾਮ 4:00 ਵਜੇ ਤੱਕ ਸਥਿਤੀ ਨੂੰ ਕਾਬੂ ਵਿੱਚ ਕਰ ਲਿਆ ਗਿਆ ਅਤੇ ਸਾਰਿਆਂ ਨੂੰ ਮੀਡੀਆ ਅਤੇ ਸੋਸ਼ਲ ਮੀਡੀਆ ਵਿੱਚ ਪੁਰਾਣੇ ਅਤੇ ਭੜਕਾਊ ਵੀਡੀਓ ਨਾ ਫੈਲਾਉਣ ਲਈ ਕਿਹਾ ਗਿਆ।

ਬਿਆਨ ਮੁਤਾਬਕ, ''ਇਹ ਸਭ ਨੂੰ ਪਤਾ ਹੈ ਕਿ ਭਾਰਤ ਸਰਕਾਰ ਲੇਹ ਐਪੈਕਸ ਬਾਡੀ ਅਤੇ ਕਾਰਗਿਲ ਡੈਮੋਕ੍ਰੇਟਿਕ ਅਲਾਇੰਸ ਨਾਲ ਸਰਗਰਮੀ ਨਾਲ ਜੁੜੀ ਹੋਈ ਹੈ। ਉੱਚ-ਸ਼ਕਤੀਸ਼ਾਲੀ ਕਮੇਟੀ (ਐੱਚਪੀਸੀ) ਦੇ ਰਸਮੀ ਚੈਨਲ ਨਾਲ-ਨਾਲ ਉਪ-ਕਮੇਟੀ ਅਤੇ ਨੇਤਾਵਾਂ ਨਾਲ ਕਈ ਗੈਰ-ਰਸਮੀ ਮੀਟਿੰਗਾਂ ਰਾਹੀਂ ਉਨ੍ਹਾਂ ਨਾਲ ਮੀਟਿੰਗਾਂ ਦੀ ਲੜੀ ਕਰਵਾਈ ਗਈ। ਹਾਲਾਂਕਿ, ਕੁਝ ਰਾਜਨੀਤਿਕ ਤੌਰ ਤੇ ਪ੍ਰੇਰਿਤ ਵਿਅਕਤੀ ਐੱਚਪੀਸੀ ਹੇਠ ਹੋਏ ਵਿਕਾਸ ਤੋਂ ਖੁਸ਼ ਨਹੀਂ ਸਨ ਅਤੇ ਗੱਲਬਾਤ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਤੋੜਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੇ ਹਨ।'' ਐੱਚਪੀਸੀ ਦੀ ਅਗਲੀ ਮੀਟਿੰਗ 6 ਅਕਤੂਬਰ ਨੂੰ ਤੈਅ ਕੀਤੀ ਗਈ ਹੈ, ਜਦਕਿ 25 ਅਤੇ 26 ਸਤੰਬਰ ਨੂੰ ਲੱਦਾਖ ਦੇ ਨੇਤਾਵਾਂ ਨਾਲ ਮੀਟਿੰਗਾਂ ਦੀ ਵੀ ਯੋਜਨਾ ਹੈ।

Climate activist Sonam Wangchuk has termed the Ministry of Home Affairs (MHA) statement blaming him for the violence in Ladakh as "scapegoat politics." Wangchuk said that this tactic does not address the root of the problem and will not lead the people anywhere. He announced his readiness for arrest under the Public Safety Act (PSA).

Wangchuk stated, "Saying that it was incited by me or by Congress is about finding a scapegoat. They may be clever in making someone else a scapegoat, but they are not wise. We need wisdom rather than cleverness because the youth are already frustrated." Leading the peaceful movement for statehood and constitutional safeguards for Ladakh, Wangchuk also expressed concerns about his personal safety. He said that officials are preparing a case to take him under PSA and put him in jail for two years, but he is ready for it. He warned that Wangchuk in jail could cause more problems than free Wangchuk.

According to officials, the movement for granting statehood to Ladakh under Wangchuk's leadership turned into violence, arson, and street clashes in Leh on Wednesday (September 24, 2025), resulting in four deaths and at least 80 injuries, including 40 police personnel. Wangchuk attributed the violence to long-standing grievances, especially frustration among the region's youth. He argued that the real cause is six years of unemployment and unfulfilled promises at every level.

Wangchuk accused the government of misleading the public by claiming success on partial job reservations. He mentioned that the main demands for statehood and extension of the Sixth Schedule to protect Ladakh's tribal status and fragile environment remain untouched despite five years of peaceful appeals. Wangchuk said that through "scapegoat politics," the government is not taking measures for actual peace but is instead taking steps that will divert attention from the people's core demands and further aggravate the situation.

Describing the events as heart-wrenching, Lieutenant Governor K Vidya Nand said that everyone has the right to speak in a democracy and protests should be peaceful, but what happened today was not spontaneous and was the result of a conspiracy. He stated that those who spoiled the atmosphere here will not be spared, and curfew has been imposed to prevent further loss of life.

As the sun set, which was the most horrific day of violence in the cold desert region since 1989, Wangchuk ended his 15-day hunger strike to pressure for statehood for Ladakh and extension of the Sixth Schedule, while officials imposed curfew in Leh district. Earlier in the day, groups of youth participated in vandalism, targeting BJP and Hill Council main offices and setting vehicles on fire. Officials said that police and paramilitary forces deployed in large numbers across the city used tear gas shells to bring the situation under control.

In a statement, the Central Ministry of Home Affairs said that the hunger strike started by Wangchuk on September 10, 2025, was to pressure for including Ladakh in the Sixth Schedule and granting statehood. The Centre accused the violent mob of being directed by Wangchuk's "provocative statements" and that some "politically motivated" individuals were not happy with the ongoing talks between the government and representatives of Ladakhi groups. The ministry said that barring some unfortunate incidents in the morning on Wednesday, the situation was brought under control by 4:00 PM, and everyone was advised not to circulate old and provocative videos on media and social media.

According to the statement, "It is well known that the Government of India is actively engaged with Leh Apex Body and Kargil Democratic Alliance. A series of meetings has been held with them through the official channels of the High-Powered Committee (HPC), as well as sub-committees and several informal meetings with leaders." It added, "However, some politically motivated individuals are not happy with the developments under HPC and are trying to sabotage the dialogue process." The next HPC meeting is scheduled for October 6, while meetings with Ladakh leaders are also planned for September 25 and 26.
