ਮੋਦੀ ਨੇ ਜੀਐਸਟੀ ਸੁਧਾਰਾਂ ਦੇ ਨਾਮ ਤੇ ਕਾਂਗਰਸ ਦੀਆਂ ਗੁੰਮਰਾਹਕੁਨ ਗੱਲਾਂ ਦੀ ਨਿਖੇਧੀ
ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੇ ਜੀਐਸਟੀ ਸੁਧਾਰਾਂ ਬਾਰੇ ਕਾਂਗਰਸ ਦੀਆਂ ਗੁੰਮਰਾਹਕੁਨ ਗੱਲਾਂ ਦੀ ਸਖ਼ਤ ਨਿਖੇਧੀ ਕੀਤੀ ਅਤੇ ਟੂਥਪੇਸਟ, ਟਰੈਕਟਰ, ਸਕੂਟਰ ਅਤੇ ਮੋਟਰਸਾਈਕਲ ਦੀਆਂ ਘਟੀਆਂ ਕੀਮਤਾਂ ਦੀਆਂ ਮਿਸਾਲਾਂ ਦਿੱਤੀਆਂ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਨਵੇਂ ਜੀਐਸਟੀ ਸੁਧਾਰ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਨੂੰ ਸੌਖਾ ਕਰਨਗੇ, ਵਿਵਾਦ ਘਟਾਉਣਗੇ ਅਤੇ ਛੋਟੇ ਕਾਰੋਬਾਰੀਆਂ ਨੂੰ ਲਾਭ ਦੇਣਗੇ। ਮੋਦੀ ਨੇ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਇਹ ਸੁਧਾਰ ਲੋਕਾਂ ਨੂੰ 2.5 ਲੱਖ ਕਰੋੜ ਰੁਪਏ ਦੀ ਬੱਚਤ ਕਰਵਾਉਣਗੇ।
ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੇ ਜੀਐਸਟੀ ਦਰਾਂ ਵਿੱਚ ਕਟੌਤੀ ਦੇ ਮੁੱਦੇ ਤੇ ਕਾਂਗਰਸ ਅਤੇ ਹੋਰ ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ ਨੂੰ ਲੋਕਾਂ ਨੂੰ ਗੁੰਮਰਾਹ ਕਰਨ ਦਾ ਦੋਸ਼ ਲਾਇਆ। ਉਨ੍ਹਾਂ ਨੇ ਟੂਥਪੇਸਟ, ਟਰੈਕਟਰ, ਸਕੂਟਰ ਅਤੇ ਮੋਟਰਸਾਈਕਲ ਵਰਗੀਆਂ ਚੀਜ਼ਾਂ ਦੀਆਂ ਘਟੀਆਂ ਕੀਮਤਾਂ ਦੀਆਂ ਮਿਸਾਲਾਂ ਦਿੱਤੀਆਂ। ਮੋਦੀ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਦੀਆਂ ਸਰਕਾਰਾਂ ਸਮੇਂ ਲੋਕਾਂ ਨੂੰ ਭਾਰੀ ਟੈਕਸਾਂ ਦਾ ਬੋਝ ਸਹਿਣਾ ਪੈਂਦਾ ਸੀ ਅਤੇ ਇਸ ਨਾਲ 'ਟੈਕਸ ਲੁੱਟ' ਹੁੰਦੀ ਸੀ।
ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ਇੰਟਰਨੈਸ਼ਨਲ ਟਰੇਡ ਸ਼ੋਅ (ਯੂਪੀਆਈਟੀਐੱਸ) ਦੇ ਉਦਘਾਟਨ ਮੌਕੇ ਇੱਕ ਜਨ ਸਭਾ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਮੋਦੀ ਨੇ ਕਿਹਾ ਕਿ 22 ਸਤੰਬਰ ਨੂੰ ਅਗਲੀ ਪੀੜ੍ਹੀ ਦੇ ਜੀਐਸਟੀ ਸੁਧਾਰ ਲਾਗੂ ਕੀਤੇ ਗਏ। ਉਨ੍ਹਾਂ ਨੇ ਇਹਨਾਂ ਸੁਧਾਰਾਂ ਨੂੰ 'ਢਾਂਚਾਗਤ ਬਦਲਾਅ' ਦੱਸਿਆ, ਜੋ ਭਾਰਤ ਦੀ ਵਿਕਾਸ ਯਾਤਰਾ ਨੂੰ ਹੋਰ ਮਜ਼ਬੂਤ ਕਰਨਗੇ। ਇਹ ਸੁਧਾਰ ਜੀਐਸਟੀ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਨੂੰ ਸੌਖਾ ਕਰਨਗੇ, ਟੈਕਸ ਵਿਵਾਦ ਘਟਾਉਣਗੇ ਅਤੇ ਛੋਟੇ ਕਾਰੋਬਾਰੀਆਂ (ਐੱਮਐੱਸਐੱਮਈ) ਲਈ ਰਿਫੰਡ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਤੇਜ਼ ਕਰਨਗੇ।
ਮੋਦੀ ਨੇ ਕਿਹਾ, ''ਕੁਝ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਜੀਐਸਟੀ ਸੁਧਾਰਾਂ ਬਾਰੇ ਗਲਤ ਜਾਣਕਾਰੀ ਫੈਲਾ ਰਹੀਆਂ ਹਨ। ਕਾਂਗਰਸ ਅਤੇ ਇਸ ਦੇ ਸਹਿਯੋਗੀ, ਜੋ 2014 ਤੋਂ ਪਹਿਲਾਂ ਸੱਤਾ ਵਿੱਚ ਸਨ, ਆਪਣੀਆਂ ਨਾਕਾਮੀਆਂ ਨੂੰ ਛੁਪਾਉਣ ਲਈ ਲੋਕਾਂ ਨੂੰ ਝੂਠ ਬੋਲ ਰਹੇ ਹਨ।'' ਉਨ੍ਹਾਂ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਪਹਿਲਾਂ ਦੀਆਂ ਸਰਕਾਰਾਂ ਨੇ ਟੈਕਸਾਂ ਰਾਹੀਂ ਲੋਕਾਂ ਨੂੰ ਲੁੱਟਿਆ ਅਤੇ ਆਮ ਨਾਗਰਿਕ ਟੈਕਸ ਦੇ ਬੋਝ ਹੇਠ ਦੱਬੇ ਰਹੇ।
ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਨਵੇਂ ਜੀਐਸਟੀ ਸੁਧਾਰਾਂ ਅਤੇ 12 ਲੱਖ ਰੁਪਏ ਤੱਕ ਦੀ ਆਮਦਨ ਨੂੰ ਟੈਕਸ ਮੁਕਤ ਕਰਨ ਨਾਲ ਲੋਕ ਇਸ ਸਾਲ 2.5 ਲੱਖ ਕਰੋੜ ਰੁਪਏ ਦੀ ਬੱਚਤ ਕਰਨਗੇ। ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਨੂੰ 'ਜੀਐਸਟੀ ਬਚਤ ਉਤਸਵ' ਦਾ ਨਾਮ ਦਿੱਤਾ। ਮੋਦੀ ਨੇ ਕਿਹਾ ਕਿ ਜੀਐਸਟੀ ਤੋਂ ਪਹਿਲਾਂ, ਜੀਐਸਟੀ ਤੋਂ ਬਾਅਦ ਅਤੇ ਹੁਣ ਅਗਲੀ ਪੀੜ੍ਹੀ ਦੇ ਜੀਐਸਟੀ ਸੁਧਾਰਾਂ ਨੇ ਤਿੰਨ ਵੱਖਰੇ ਪੜਾਅ ਦਿਖਾਏ ਹਨ।
ਉਨ੍ਹਾਂ ਨੇ 2014 ਤੋਂ ਪਹਿਲਾਂ ਦੀ ਸਥਿਤੀ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਉਸ ਸਮੇਂ ਵੱਖ-ਵੱਖ ਟੈਕਸਾਂ ਨੇ ਕਾਰੋਬਾਰ ਅਤੇ ਘਰੇਲੂ ਬਜਟ ਨੂੰ ਮੁਸ਼ਕਲ ਵਿੱਚ ਪਾ ਦਿੱਤਾ ਸੀ। ਮੋਦੀ ਨੇ ਉਦਾਹਰਨ ਦਿੱਤੀ ਕਿ 1,000 ਰੁਪਏ ਦੀ ਕਮੀਜ਼ ਤੇ 2014 ਤੋਂ ਪਹਿਲਾਂ 170 ਰੁਪਏ ਟੈਕਸ ਸੀ, ਜੋ 2017 ਵਿੱਚ ਜੀਐਸਟੀ ਲਾਗੂ ਹੋਣ ਤੋਂ ਬਾਅਦ 50 ਰੁਪਏ ਹੋ ਗਿਆ ਅਤੇ ਹੁਣ 22 ਸਤੰਬਰ ਦੇ ਸੁਧਾਰਾਂ ਨਾਲ ਹੁਣ ਸਿਰਫ਼ 35 ਰੁਪਏ ਰਹਿ ਗਿਆ ਹੈ।
ਪੇਂਡੂ ਖੇਤਰ ਵਿੱਚ ਟਰੈਕਟਰਾਂ ਦੀ ਮਹੱਤਤਾ ਬਾਰੇ ਗੱਲ ਕਰਦਿਆਂ ਮੋਦੀ ਨੇ ਕਿਹਾ ਕਿ 2014 ਤੋਂ ਪਹਿਲਾਂ ਇੱਕ ਟਰੈਕਟਰ ਤੇ 70,000 ਰੁਪਏ ਤੋਂ ਵੱਧ ਟੈਕਸ ਸੀ, ਜੋ ਹੁਣ ਘਟ ਕੇ 30,000 ਰੁਪਏ ਹੋ ਗਿਆ ਹੈ। ਇਸ ਨਾਲ ਕਿਸਾਨਾਂ ਨੂੰ 40,000 ਰੁਪਏ ਦੀ ਬੱਚਤ ਹੋਈ। ਇਸੇ ਤਰ੍ਹਾਂ, ਤਿੰਨ ਪਹੀਆ ਵਾਹਨਾਂ ਤੇ ਟੈਕਸ 55,000 ਰੁਪਏ ਤੋਂ ਘਟ ਕੇ 35,000 ਰੁਪਏ ਹੋ ਗਿਆ, ਜਿਸ ਨਾਲ 20,000 ਰੁਪਏ ਦੀ ਬੱਚਤ ਹੋਈ।
ਮੋਦੀ ਨੇ ਦੋਪਹੀਆ ਵਾਹਨਾਂ ਦੀਆਂ ਕੀਮਤਾਂ ਦਾ ਵੀ ਜ਼ਿਕਰ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਜੀਐਸਟੀ ਸੁਧਾਰਾਂ ਕਾਰਨ ਸਕੂਟਰ 8,000 ਰੁਪਏ ਅਤੇ ਮੋਟਰਸਾਈਕਲ 9,000 ਰੁਪਏ ਸਸਤੇ ਹੋਏ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਇਹ ਬੱਚਤਾਂ ਗਰੀਬ, ਨੀਮ-ਮੱਧਵਰਗੀ ਅਤੇ ਮੱਧ ਵਰਗੀ ਪਰਿਵਾਰਾਂ ਨੂੰ ਵੱਡਾ ਲਾਭ ਦੇ ਰਹੀਆਂ ਹਨ।
Prime Minister Narendra Modi accused the Congress and other opposition parties of misleading the public regarding GST rate reductions. He provided examples of reduced prices for items like toothpaste, tractors, scooters, and motorcycles. Modi stated that during Congress-led governments, people faced heavy tax burdens and "tax looting" occurred.
Addressing a gathering at the inauguration of the Uttar Pradesh International Trade Show (UPITS), Modi said that next-generation GST reforms were implemented on September 22. He described these reforms as a "structural change" that will strengthen India's development journey. These reforms will simplify GST registration, reduce tax disputes, and expedite refunds for MSMEs, benefiting every sector.
Modi said, "Some political parties are spreading false information about GST reforms. The Congress and its allies, who were in power before 2014, are lying to people to hide their failures." He emphasized that previous governments looted people through taxes, leaving ordinary citizens burdened.
The Prime Minister stated that with the new GST reforms and tax exemptions on income up to 12 lakh rupees, people are set to save 2.5 lakh crore rupees this year. He called it a "GST savings festival." Modi noted that the journey has seen three phases: pre-GST, post-GST, and now next-generation GST reforms.
Referring to the pre-2014 situation, he said multiple taxes made managing business costs and household budgets difficult. Modi gave an example, stating that a 1,000-rupee shirt carried a tax of 170 rupees before 2014, which reduced to 50 rupees after GST in 2017, and now, with the reforms effective from September 22, it is only 35 rupees.
Speaking about the importance of tractors in rural areas, Modi said that before 2014, a tractor carried a tax of over 70,000 rupees, which has now reduced to 30,000 rupees, saving farmers over 40,000 rupees. Similarly, taxes on three-wheeler vehicles dropped from 55,000 rupees to 35,000 rupees, resulting in a savings of 20,000 rupees.
Modi also mentioned two-wheelers, stating that GST reforms have made scooters 8,000 rupees cheaper and motorcycles 9,000 rupees cheaper compared to 2014. He emphasized that these savings are significantly benefiting the poor, lower-middle-class, and middle-class families.
