ਜੰਮੂ ਅਤੇ ਕਸ਼ਮੀਰ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਵਕ਼ਫ਼ (ਸੋਧ) ਐਕਟ 'ਤੇ ਚਰਚਾ ਦੀ ਮੰਗ ਨੂੰ ਲੈ ਕੇ ਹੋਏ ਹੰਗਾਮੇ ਕਾਰਨ, ਬੁੱਧਵਾਰ ਨੂੰ ਸਦਨ ਦੀ ਕਾਰਵਾਈ ਤੀਜੇ ਦਿਨ ਵੀ ਠੱਪ ਰਹੀ ਅਤੇ ਆਖ਼ਰਕਾਰ ਸਪੀਕਰ ਅਬਦੁਲ ਰਹੀਮ ਰਾਠਰ ਨੇ ਸਦਨ ਨੂੰ ਅਣਮਿੱਥੇ ਸਮੇਂ ਲਈ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤਾ।
ਸਪੀਕਰ ਨੇ ਵਿਧਾਇਕਾਂ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਵਕ਼ਫ਼ ਐਕਟ 'ਤੇ ਚਰਚਾ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਮੈਂਬਰਾਂ ਦੀ ਅਦਾਲਤੀ ਕਾਰਵਾਈ ਚੱਲ ਰਹੀ ਹੋਣ ਕਾਰਨ, ਇਹ ਮਾਮਲਾ ਸਬ ਜੂਡਿਸ ਹੈ ਅਤੇ ਇਸ 'ਤੇ ਚਰਚਾ ਨਹੀਂ ਕੀਤੀ ਜਾ ਸਕਦੀ। ਉਨ੍ਹਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਇਹ ਐਕਟ ਜੰਮੂ-ਕਸ਼ਮੀਰ ਵਿਧਾਨ ਸਭਾ ਦੁਆਰਾ ਨਹੀਂ, ਸਗੋਂ ਸੰਸਦ ਦੁਆਰਾ ਪਾਸ ਕੀਤਾ ਗਿਆ ਹੈ, ਇਸ ਲਈ ਸਥਾਨਕ ਵਿਧਾਨ ਸਭਾ ਨੂੰ ਇਸ 'ਤੇ ਚਰਚਾ ਕਰਨ ਦਾ ਅਧਿਕਾਰ ਨਹੀਂ ਹੈ।
ਇਸ ਤੋਂ ਪਹਿਲਾਂ, ਸਵੇਰੇ ਸਦਨ ਦੀ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਹੋਣ 'ਤੇ, ਨੈਸ਼ਨਲ ਕਾਨਫਰੰਸ (ਐਨਸੀ) ਅਤੇ ਹੋਰ ਗੈਰ-ਭਾਜਪਾ ਪਾਰਟੀਆਂ ਦੇ ਮੈਂਬਰਾਂ ਨੇ ਵਕ਼ਫ਼ ਐਕਟ 'ਤੇ ਚਰਚਾ ਦੀ ਮੰਗ ਕਰਦਿਆਂ ਹੰਗਾਮਾ ਕੀਤਾ। ਭਾਜਪਾ ਮੈਂਬਰ ਵੀ ਬੇਰੁਜ਼ਗਾਰੀ ਵਰਗੇ ਮੁੱਦਿਆਂ 'ਤੇ ਗੱਲ ਕਰਨ ਦੀ ਮੰਗ ਕਰਦੇ ਹੋਏ ਸਪੀਕਰ ਦੇ ਆਸਣ ਅੱਗੇ ਆ ਗਏ। ਹੰਗਾਮੇ ਦੇ ਕਾਰਨ, ਸਪੀਕਰ ਨੇ ਪਹਿਲਾਂ ਸਦਨ ਦੀ ਕਾਰਵਾਈ ਦੁਪਹਿਰ 1 ਵਜੇ ਤੱਕ ਮੁਲਤਵੀ ਕੀਤੀ।
ਦੁਪਹਿਰ ਬਾਅਦ, ਜਦ ਸਦਨ ਮੁੜ ਇਕੱਠਾ ਹੋਇਆ, ਤਾਂ ਹੰਗਾਮਾ ਜਾਰੀ ਰਿਹਾ। ਆਮ ਆਦਮੀ ਪਾਰਟੀ (ਆਪ) ਦੇ ਵਿਧਾਇਕ ਮਹਿਰਾਜ ਮਲਿਕ ਨੇ ਵੀ ਆਪਣੇ ਉੱਤੇ ਹੋਏ ਹਮਲੇ ਦਾ ਮੁੱਦਾ ਉਠਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ, ਪਰ ਉਨ੍ਹਾਂ ਨੂੰ ਬੋਲਣ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਮਿਲੀ। ਆਖ਼ਰਕਾਰ, ਸਪੀਕਰ ਨੇ ਸਦਨ ਨੂੰ ਅਣਮਿੱਥੇ ਸਮੇਂ ਲਈ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤਾ।
In the Jammu and Kashmir Assembly, proceedings were paralyzed for the third consecutive day due to an uproar over the demand for a discussion on the Waqf (Amendment) Act. Speaker Abdul Rahim Rather ultimately adjourned the House sine die on Wednesday.
Addressing the legislators, the Speaker stated that the demand for a discussion on the Waqf Act could not be entertained as the matter is sub judice with 12 writ petitions pending before the Supreme Court. He emphasized that the Act was passed by the Parliament, not the J&K Assembly, and thus, the local assembly does not have the authority to deliberate on it.
Earlier in the day, as the House convened, members from the National Conference (NC) and other non-BJP parties created a ruckus demanding a discussion on the Waqf Act. BJP members also moved into the well, seeking to raise issues like unemployment. Amid the pandemonium, the Speaker adjourned the House till 1 PM.
In the afternoon session, the uproar continued. Aam Aadmi Party (AAP) MLA Mehraj Malik attempted to raise the issue of an alleged assault involving BJP and PDP members during the adjournment period but was not permitted to speak. Eventually, the Speaker adjourned the House sine die.
