SYL ਨਹਿਰ: ਪੰਜਾਬ-ਹਰਿਆਣਾ ਸਕਾਰਾਤਮਕ ਵਾਰਤਾ, ਚਨਾਬ ਦੇ ਪਾਣੀ ਨਾਲ ਹੱਲ ਦੀ ਉਮੀਦ
ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਦੇ ਮੁੱਖ ਮੰਤਰੀਆਂ ਨੇ SYL ਨਹਿਰ ਮੁੱਦੇ ’ਤੇ ਸਕਾਰਾਤਮਕ ਵਾਰਤਾ ਕੀਤੀ। ਭਗਵੰਤ ਮਾਨ ਨੇ ਸੁਝਾਅ ਦਿੱਤਾ ਕਿ ਸਿੰਧ ਜਲ ਸੰਧੀ ਰੱਦ ਹੋਣ ਨਾਲ ਚਨਾਬ ਦਾ ਪਾਣੀ ਪੰਜਾਬ ਦੇ ਡੈਮਾਂ ਵੱਲ ਮੋੜਿਆ ਜਾਵੇ, ਜੋ ਪੰਜਾਬ ਦੀਆਂ ਲੋੜਾਂ ਪੂਰੀਆਂ ਕਰਨ ਤੋਂ ਬਾਅਦ ਹਰਿਆਣਾ ਨੂੰ ਦਿੱਤਾ ਜਾ ਸਕਦਾ ਹੈ। ਨਾਇਬ ਸਿੰਘ ਸੈਣੀ ਨੇ ਵੀ ਮੀਟਿੰਗ ਨੂੰ ਸਕਾਰਾਤਮਕ ਦੱਸਿਆ ਅਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿੱਚ ਹੱਲ-ਕੇਂਦਰਿਤ ਪਹੁੰਚ ਦੀ ਗੱਲ ਕੀਤੀ।
ਕੇਂਦਰੀ ਜਲ ਸ਼ਕਤੀ ਮੰਤਰੀ ਸੀ.ਆਰ. ਪਾਟਿਲ ਦੀ ਅਗਵਾਈ ਹੇਠ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਅਤੇ ਹਰਿਆਣਾ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਨਾਇਬ ਸਿੰਘ ਸੈਣੀ ਨੇ ਸਤਲੁਜ-ਯਮੁਨਾ ਲਿੰਕ (SYL) ਨਹਿਰ ਦੇ ਮੁੱਦੇ ’ਤੇ ਪੰਜਵੇਂ ਗੇੜ ਦੀ ਦੁਵੱਲੀ ਵਾਰਤਾ ਕੀਤੀ। ਇਹ ਮੀਟਿੰਗ ਸੁਖਾਵੇਂ ਮਾਹੌਲ ਵਿੱਚ ਹੋਈ ਅਤੇ ਇਸ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਚੱਲ ਰਹੇ ਵਿਵਾਦ ਦੇ ਹੱਲ ਲਈ ਸਕਾਰਾਤਮਕ ਕਦਮ ਅੱਗੇ ਵਧੇ। ਭਗਵੰਤ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਸਿੰਧ ਜਲ ਸੰਧੀ (ਇੰਡਸ ਵਾਟਰ ਟਰੀਟੀ) ਦੇ ਰੱਦ ਹੋਣ ਨਾਲ ਚਨਾਬ ਨਦੀ ਦਾ ਪਾਣੀ ਪੰਜਾਬ ਦੇ ਡੈਮਾਂ, ਜਿਵੇਂ ਕਿ ਰਣਜੀਤ ਸਾਗਰ, ਪੋਂਗ ਜਾਂ ਭਾਖੜਾ, ਵੱਲ ਮੋੜਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਇਸ ਲਈ ਪੰਜਾਬ ਵਿੱਚ ਨਵੀਆਂ ਨਹਿਰਾਂ ਅਤੇ ਢਾਂਚਾ ਬਣਾਉਣ ਦੀ ਲੋੜ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਸੁਝਾਅ ਦਿੱਤਾ ਕਿ ਪਹਿਲਾਂ ਪੰਜਾਬ ਦੀਆਂ ਪਾਣੀ ਦੀਆਂ ਲੋੜਾਂ ਪੂਰੀਆਂ ਕੀਤੀਆਂ ਜਾਣ, ਅਤੇ ਬਾਅਦ ਵਿੱਚ ਬਚਿਆ ਪਾਣੀ ਹਰਿਆਣਾ ਅਤੇ ਰਾਜਸਥਾਨ ਨੂੰ ਦਿੱਤਾ ਜਾ ਸਕਦਾ ਹੈ।
ਮਾਨ ਨੇ ਜੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਕੋਲ ਵਾਧੂ ਪਾਣੀ ਨਹੀਂ ਹੈ, ਇਸ ਲਈ SYL ਨਹਿਰ ਬਣਾਉਣ ਦਾ ਸਵਾਲ ਹੀ ਨਹੀਂ ਉੱਠਦਾ। ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੀ 52 ਮਿਲੀਅਨ ਏਕੜ-ਫੁੱਟ (MAF) ਪਾਣੀ ਦੀ ਲੋੜ ਦੇ ਮੁਕਾਬਲੇ ਸਿਰਫ 26.75 MAF ਪਾਣੀ ਉਪਲਬਧ ਹੈ, ਅਤੇ ਸੂਬੇ ਦਾ ਭੂਮੀ ਜਲ ਪੱਧਰ ਵੀ ਤੇਜ਼ੀ ਨਾਲ ਘਟ ਰਿਹਾ ਹੈ। ਮਾਨ ਨੇ ਪ੍ਰਸਤਾਵ ਦਿੱਤਾ ਕਿ ਚਨਾਬ ਦੇ ਪਾਣੀ ਨੂੰ ਬਿਆਸ ਨਦੀ ਵਿੱਚ ਰੋਹਤੰਗ ਟਨਲ ਰਾਹੀਂ ਮੋੜਿਆ ਜਾਵੇ ਅਤੇ ਸ਼ਾਰਦਾ-ਯਮੁਨਾ ਲਿੰਕ ਪ੍ਰੋਜੈਕਟ ਨੂੰ ਮੁੜ ਸੁਰਜੀਤ ਕੀਤਾ ਜਾਵੇ। ਇਸ ਨਾਲ SYL ਨਹਿਰ ਦੀ ਲੋੜ ਖਤਮ ਹੋ ਸਕਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਵਾਧੂ ਪਾਣੀ ਨਾ ਸਿਰਫ ਹਰਿਆਣਾ ਦੀਆਂ ਜਰੂਰਤਾਂ ਪੂਰੀਆਂ ਕਰ ਸਕਦਾ ਹੈ, ਸਗੋਂ ਦਿੱਲੀ ਦੇ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਅਤੇ ਰਾਜਸਥਾਨ ਦੀਆਂ ਯਮੁਨਾ ਨਦੀ ਦੀਆਂ ਲੋੜਾਂ ਨੂੰ ਵੀ ਪੂਰਾ ਕਰ ਸਕਦਾ ਹੈ।
ਹਰਿਆਣਾ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਨਾਇਬ ਸਿੰਘ ਸੈਣੀ ਨੇ ਕਿਹਾ ਕਿ ਭਾਖੜਾ ਨਹਿਰ ਕਾਫੀ ਪੁਰਾਣੀ ਹੋ ਗਈ ਹੈ ਅਤੇ ਇਸ ਦੇ ਟੁੱਟਣ ਦਾ ਖਤਰਾ ਹੈ। ਇਸ ਲਈ ਹਰਿਆਣਾ ਨੂੰ ਪਾਣੀ ਦੀ ਨਿਰੰਤਰ ਸਪਲਾਈ ਲਈ ਨਵੀਂ ਨਹਿਰ ਦੀ ਲੋੜ ਹੈ। ਸੈਣੀ ਨੇ ਮੀਟਿੰਗ ਨੂੰ ਸਕਾਰਾਤਮਕ ਦੱਸਿਆ ਅਤੇ ਕਿਹਾ ਕਿ 13 ਅਗਸਤ ਨੂੰ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿੱਚ ਹੋਣ ਵਾਲੀ ਸੁਣਵਾਈ ’ਚ ਹਰਿਆਣਾ ਆਪਣਾ ਪੱਖ ਸਕਾਰਾਤਮਕ ਅਤੇ ਹੱਲ-ਕੇਂਦਰਿਤ ਤਰੀਕੇ ਨਾਲ ਪੇਸ਼ ਕਰੇਗਾ। ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਵੀ ਜਤਾਈ ਕਿ ਪੰਜਾਬ ਵੀ ਇਸ ਮੁੱਦੇ ’ਤੇ ਹੱਲ ਚਾਹੁੰਦਾ ਹੈ।
ਕੇਂਦਰੀ ਜਲ ਸ਼ਕਤੀ ਮੰਤਰੀ ਸੀ.ਆਰ. ਪਾਟਿਲ ਨੇ ਮੀਟਿੰਗ ਦੀ ਅਗਵਾਈ ਕਰਦਿਆਂ ਦੋਵਾਂ ਸੂਬਿਆਂ ਨੂੰ ਆਮ ਸਹਿਮਤੀ ਬਣਾਉਣ ’ਤੇ ਜੋਰ ਦਿੱਤਾ। ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਨਿਰਦੇਸ਼ਾਂ ਅਨੁਸਾਰ, ਕੇਂਦਰ ਸਰਕਾਰ ਇਸ ਮਸਲੇ ’ਤੇ ਸਾਲਸੀ ਦੀ ਭੂਮਿਕਾ ਨਿਭਾ ਰਹੀ ਹੈ ਅਤੇ 13 ਅਗਸਤ ਨੂੰ ਅਦਾਲਤ ਵਿੱਚ ਆਪਣੀ ਪ੍ਰਗਤੀ ਰਿਪੋਰਟ ਪੇਸ਼ ਕਰੇਗੀ। ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਮੁੱਦਾ ਪੁਰਾਣੇ ਨੇਤਾਵਾਂ ਦੀ ਸਿਆਸਤ ਕਾਰਨ ਨਾਸੂਰ ਬਣ ਗਿਆ ਹੈ, ਪਰ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਦੇ ਲੋਕਾਂ ਵਿਚਾਲੇ ਕੋਈ ਵੈਰ ਨਹੀਂ। ਉਨ੍ਹਾਂ ਨੇ ਜੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਚਨਾਬ ਦੇ ਪਾਣੀ ਦੀ ਵਰਤੋਂ ਨਾਲ ਇਸ ਵਿਵਾਦ ਨੂੰ ਹਮੇਸ਼ਾ ਲਈ ਖਤਮ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ।
Punjab Chief Minister Bhagwant Mann and Haryana Chief Minister Nayab Singh Saini held the fifth round of bilateral talks on the Sutlej-Yamuna Link (SYL) canal issue under the leadership of Union Jal Shakti Minister C.R. Patil. The meeting took place in a cordial atmosphere, with positive steps taken toward resolving this long-standing dispute. Bhagwant Mann stated that diverting Chenab River water to Punjab’s dams, such as Ranjit Sagar, Pong, or Bhakra, following the suspension of the Indus Water Treaty, could permanently resolve the conflict between Punjab and Haryana. He suggested building new canals and infrastructure in Punjab to carry this water, prioritizing Punjab’s needs before supplying excess water to Haryana and Rajasthan.
Mann emphasized that Punjab has no surplus water, making the construction of the SYL canal irrelevant. He noted that Punjab requires 52 million acre-feet (MAF) of water but has only 26.75 MAF available, with groundwater levels rapidly declining. Mann proposed diverting Chenab water to the Beas River via the Rohtang Tunnel and reviving the Sharda-Yamuna Link project to eliminate the need for the SYL canal. He said this additional water could meet Haryana’s needs, Delhi’s drinking water demands, and Rajasthan’s requirements for Yamuna water.
Haryana Chief Minister Nayab Singh Saini stated that the Bhakra canal is aging and at risk of failure, necessitating a new canal to ensure a continuous water supply for Haryana. Saini described the meeting as positive and said Haryana would present its case in a solution-oriented manner at the Supreme Court hearing on August 13. He expressed optimism that Punjab also seeks a resolution.
Union Jal Shakti Minister C.R. Patil chaired the meeting, urging both states to reach a consensus. Following Supreme Court directives, the central government is mediating the issue and will submit a progress report to the court on August 13. Mann said the issue has become a festering wound due to past political maneuvering, but there is no enmity between the people of Punjab and Haryana. He stressed that using Chenab water could end this dispute forever.
