ਰਾਵੀ ਵਿੱਚ ਪਾਣੀ ਵਧਣ ਨਾਲ ਕਥਲੌਰ ਪੁਲ ਨੇੜੇ ਖਤਰਾ ਜਾਰੀ, ਲੋਕ ਡਰੇ ਹੋਏ
ਰਾਵੀ ਵਿੱਚ ਰਣਜੀਤ ਸਾਗਰ ਡੈਮ ਤੋਂ ਛੱਡੇ ਜਾਂਦੇ ਪਾਣੀ ਕਾਰਨ ਪਾਣੀ ਦਾ ਪੱਧਰ ਵਧ ਰਿਹਾ ਹੈ, ਜਿਸ ਨਾਲ ਕਥਲੌਰ ਪੁਲ ਨੇੜੇ ਖਤਰਾ ਬਰਕਰਾਰ ਹੈ ਅਤੇ ਲੋਕ ਡਰੇ ਹੋਏ ਹਨ। ਧੁੱਸੀ ਬੰਨ੍ਹ ਟੁੱਟਣ ਤੋਂ ਬਾਅਦ ਆਰਜ਼ੀ ਬੰਨ੍ਹਾਂ ਦੀ ਮੁਰੰਮਤ ਜਾਰੀ ਹੈ ਪਰ ਪੰਮਾ ਪਿੰਡ ਨੇੜੇ ਟੋਟਾ ਅਜੇ ਵੀ ਖਤਰਨਾਕ ਹੈ। ਸਥਾਨਕ ਲੋਕ ਠੋਸ ਬੰਨ੍ਹ ਬਣਾਉਣ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਹਨ ਤਾਂ ਜੋ ਜਾਨ-ਮਾਲ ਨੂੰ ਨੁਕਸਾਨ ਨਾ ਹੋਵੇ।
ਮੌਸਮ ਵਿਭਾਗ ਵੱਲੋਂ 5, 6, 7 ਅਕਤੂਬਰ ਨੂੰ ਭਾਰੀ ਮੀਂਹ ਦੀ ਪੇਸ਼ਨਗੋਈ ਕੀਤੀ ਗਈ ਸੀ। ਇਸ ਕਾਰਨ ਰਣਜੀਤ ਸਾਗਰ ਡੈਮ ਦੇ ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਬੀਤੇ ਦਿਨਾਂ ਤੋਂ ਫਲੱਡ ਗੇਟ ਖੋਲ੍ਹ ਕੇ ਰਾਵੀ ਨਦੀ ਵਿੱਚ 35 ਹਜ਼ਾਰ ਕਿਊਸਿਕ ਤੋਂ ਵੱਧ ਪਾਣੀ ਛੱਡਣਾ ਸ਼ੁਰੂ ਕੀਤਾ ਹੈ। ਰਾਵੀ ਨਦੀ ਵਿੱਚ ਪਾਣੀ ਦਾ ਪੱਧਰ ਵਧਣ ਨਾਲ ਜ਼ਿਲ੍ਹੇ ਦੇ ਸਰਹੱਦੀ ਖੇਤਰ ਵਿੱਚ ਰਹਿੰਦੇ ਲੋਕਾਂ ਦੀਆਂ ਚਿੰਤਾਵਾਂ ਵਧ ਗਈਆਂ ਹਨ। ਪਾਣੀ ਦਾ ਪੱਧਰ ਦਰਿਆ ਦੇ ਕੰਢੇ ਘਰਾਂ ਅਤੇ ਦੁਕਾਨਾਂ ਤੱਕ ਪਹੁੰਚ ਗਿਆ ਹੈ, ਜਿਸ ਨਾਲ ਲੋਕ ਖਤਰੇ ਵਿੱਚ ਹਨ। ਖਾਸ ਕਰ ਕਥਲੌਰ ਪੁਲ ਨੇੜੇ ਕੋਹਲੀਆਂ ਵਿੱਚ ਰਾਵੀ ਨਦੀ ਦੇ ਪਾਣੀ ਨਾਲ ਪਿਛਲੇ ਮਹੀਨੇ 25 ਅਗਸਤ ਨੂੰ ਧੁੱਸੀ ਬੰਨ੍ਹ ਟੁੱਟ ਗਈ ਸੀ। ਉੱਥੇ ਕੁਝ ਟੋਟਿਆਂ ਵਿੱਚ ਰੇਤੇ ਦੀਆਂ ਬੋਰੀਆਂ ਲਾ ਕੇ ਆਰਜ਼ੀ ਬੰਨ੍ਹ ਬਣਾ ਦਿੱਤੀ ਗਈ ਹੈ, ਪਰ ਪੰਮਾ ਪਿੰਡ ਨੇੜੇ ਅਜੇ ਵੀ 500 ਮੀਟਰ ਦੇ ਕਰੀਬ ਟੋਟਾ ਹੈ ਜਿੱਥੇ ਕੁਝ ਨਹੀਂ ਕੀਤਾ ਗਿਆ। ਉਸ ਟੋਟੇ ਵਿੱਚ ਵੀ ਰਾਵੀ ਨਦੀ ਵਗ ਰਹੀ ਹੈ। ਸਰਕਾਰ ਵੱਲੋਂ ਰੇਤ ਅਤੇ ਮਿੱਟੀ ਦੀਆਂ ਬੋਰੀਆਂ ਨਾਲ ਬਣਾਈ ਆਰਜ਼ੀ ਬੰਨ੍ਹ ਖਿਸਕਣ ਲੱਗ ਪਈ ਹੈ। ਇਹ ਵੇਖ ਕੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਅੱਜ ਆਰਜ਼ੀ ਬੰਨ੍ਹ ਦੀ ਮੁਰੰਮਤ ਮੁੜ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ। ਰਾਵੀ ਨਦੀ ਨੇ ਧੁੱਸੀ ਬੰਨ੍ਹ ਤੋੜ ਦਿੱਤੀ ਸੀ ਅਤੇ ਆਪਣਾ ਮੁਹਾਣ ਕੋਹਲੀਆਂ ਅਤੇ ਪੰਮਾ ਪਿੰਡ ਵਾਲੇ ਪਾਸੇ ਕਰ ਲਿਆ ਸੀ। ਉਸ ਵੇਲੇ ਤੋਂ ਹੁਣ ਤੱਕ ਪਾਣੀ ਇਸੇ ਕੰਢੇ ਵਗ ਰਿਹਾ ਹੈ। ਸਥਾਨਕ ਲੋਕ ਕਹਿੰਦੇ ਹਨ ਕਿ ਜਾਨ-ਮਾਲ ਦੇ ਨੁਕਸਾਨ ਨੂੰ ਰੋਕਣ ਲਈ ਦਰਿਆ ਦੇ ਕੰਢੇ ਠੋਸ ਬੰਨ੍ਹ ਬਣਾਈ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ। ਡਰੇਨੇਜ ਵਿਭਾਗ ਦੇ ਐਕਸੀਅਨ ਰਜਿੰਦਰ ਗੋਇਲ ਨੇ ਦੱਸਿਆ ਕਿ ਕੋਹਲੀਆਂ ਨੇੜੇ 1500 ਮੀਟਰ ਧੁੱਸੀ ਬੰਨ੍ਹ ਰੁੜ੍ਹ ਗਈ ਸੀ, ਜਿਸ ਵਿੱਚੋਂ ਕਈ ਟੋਟਿਆਂ ਵਿੱਚ ਆਰਜ਼ੀ ਬੰਨ੍ਹ ਬਣਾ ਦਿੱਤੀ ਗਈ ਹੈ ਤਾਂ ਜੋ ਰਾਵੀ ਨਦੀ ਦਾ ਪਾਣੀ ਮੁੜ ਨਾ ਮਾਰੇ। ਬਾਕੀ ਟੋਟੇ ਬਾਰੇ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਹ ਥਾਂ ਉੱਚੀ ਹੈ, ਉੱਥੇ ਪਾਣੀ ਨਹੀਂ ਪਹੁੰਚੇਗਾ। ਜਦੋਂ ਧੁੱਸੀ ਬੰਨ੍ਹ ਪੱਕੀ ਬਣੇਗੀ ਤਾਂ ਸਾਰੇ 1500 ਮੀਟਰ ਟੋਟੇ ਨੂੰ ਭਰਿਆ ਜਾਵੇਗਾ। ਅੱਜ ਵੀ ਰਣਜੀਤ ਸਾਗਰ ਡੈਮ ਤੋਂ 35,321 ਕਿਊਸਿਕ ਪਾਣੀ ਛੱਡਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਡੈਮ ਤੋਂ 3 ਫਲੱਡ ਗੇਟ ਇੱਕ-ਇੱਕ ਮੀਟਰ ਖੋਲ੍ਹੇ ਗਏ ਹਨ। ਡੈਮ ਦੀ ਝੀਲ ਵਿੱਚ ਪਾਣੀ ਦਾ ਪੱਧਰ ਦੁਪਹਿਰ 3 ਵਜੇ 522.320 ਮੀਟਰ ਸੀ। ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਦੇ ਚੰਬਾ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਚਮੇਰਾ ਪਾਣੀ-ਬਿਜਲੀ ਪ੍ਰਾਜੈਕਟ ਤੋਂ ਸਿਰਫ਼ 488 ਕਿਊਸਿਕ ਪਾਣੀ ਆ ਰਿਹਾ ਹੈ। ਰਣਜੀਤ ਸਾਗਰ ਡੈਮ ਚਾਰਾਂ ਯੂਨਿਟਾਂ ਨਾਲ 600 ਮੈਗਾਵਾਟ ਬਿਜਲੀ ਪੈਦਾ ਕਰ ਰਿਹਾ ਹੈ। ਰਾਵੀ ਨਦੀ ਵਿੱਚ ਪਾਣੀ ਵਧਣ ਨਾਲ ਕਥਲੌਰ ਪੁਲ ਨੇੜੇ ਖਤਰਾ ਬਰਕਰਾਰ ਹੈ ਅਤੇ ਲੋਕ ਡਰੇ ਹੋਏ ਹਨ।
The meteorological department forecasted heavy rain for October 5, 6, and 7. Due to this, the Ranjit Sagar Dam administration started opening flood gates from the previous days to release more than 35,000 cusecs of water into the Ravi River. The rising water level in the Ravi River has increased concerns among people living in the district's border areas. The water level has reached homes and shops along the riverbanks, putting people in danger. Especially near Kathlaur Bridge in Kohliyan, the Ravi River's water caused the dhussi bund to break on August 25 last month. Temporary bunds have been made with sandbags in some breaches, but near Pamma village, a gap of about 500 meters remains unaddressed. The river is still surging in that gap. The temporary bund made with sand and soil bags by the government has started slipping. Seeing this, the district administration restarted repairs of the temporary bund today. The Ravi River had broken the dhussi bund and shifted its mouth towards the Kohliyan and Pamma village side. Since then until now, the water has been flowing along this bank. Local people say that to prevent loss of life and property, a solid bund should be built along the riverbank. Drainage Department XEN Rajinder Goil said that the 1500-meter dhussi bund near Kohliyan had been damaged, and temporary bunds have been built in many breaches so that the Ravi River does not strike again. Regarding the remaining gaps, he said that the area is high, so the water won't reach there. When the dhussi bund is made permanent, the entire 1500-meter gap will be filled. Today also, 35,321 cusecs of water was being released from the Ranjit Sagar Dam. Three flood gates were opened one meter each from the dam. The water level in the dam's reservoir was 522.320 meters at 3 PM. From the Chamera Hydroelectric Project in Chamba district of Himachal Pradesh, only 488 cusecs of water is coming in. The Ranjit Sagar Dam is generating 600 megawatts of electricity with all four units. Due to the water rise in the Ravi River, the danger near Kathlaur Bridge remains, and people are scared. The rising water in Ravi River and flood risk in Punjab border areas highlight the ongoing challenges with dhussi bund and temporary bund repairs.
