ਪੰਜਾਬ ਦੇ ਮਾਈਨਿੰਗ ਵਿਭਾਗ ਵਿੱਚ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਅਤੇ ਮਾਫ਼ੀਆ ਨਾਲ ਮਿਲੀਭੁਗਤ ਦਾ ਇੱਕ ਵੱਡਾ ਮਾਮਲਾ ਸਾਹਮਣੇ ਆਇਆ ਹੈ। ਵਿਭਾਗ ਦੇ ਇੱਕ ਐਸ.ਡੀ.ਓ. ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੂੰ ਸ਼ਿਕਾਇਤ ਭੇਜ ਕੇ ਆਪਣੇ ਹੀ ਉੱਚ ਅਧਿਕਾਰੀਆਂ 'ਤੇ ਨਾਜਾਇਜ਼ ਮਾਈਨਿੰਗ ਕਰਨ ਵਾਲਿਆਂ ਦਾ ਸਾਥ ਦੇਣ ਦੇ ਗੰਭੀਰ ਦੋਸ਼ ਲਾਏ ਹਨ
ਪੰਜਾਬ ਵਿੱਚ ਨਾਜਾਇਜ਼ ਮਾਈਨਿੰਗ ਦਾ ਮੁੱਦਾ ਇੱਕ ਵਾਰ ਫਿਰ ਭੱਖ ਗਿਆ ਹੈ, ਪਰ ਇਸ ਵਾਰ ਧਮਾਕਾ ਵਿਭਾਗ ਦੇ ਅੰਦਰੋਂ ਹੀ ਹੋਇਆ ਹੈ। ਮਾਈਨਿੰਗ ਵਿਭਾਗ ਦੇ ਇੱਕ ਐਸ.ਡੀ.ਓ. (SDO) ਨੇ ਹਿੰਮਤ ਦਿਖਾਉਂਦੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੂੰ ਇੱਕ ਵਿਸਥਾਰਪੂਰਵਕ ਚਿੱਠੀ ਲਿਖੀ ਹੈ। ਇਸ ਚਿੱਠੀ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੇ ਬਹੁਤ ਹੀ ਭਾਵੁਕ ਲਹਿਜ਼ੇ ਵਿੱਚ ਦੱਸਿਆ ਹੈ ਕਿ ਕਿਵੇਂ ਵਿਭਾਗ ਦੇ ਹੀ ਕੁਝ ਵੱਡੇ ਅਧਿਕਾਰੀ ਮਾਈਨਿੰਗ ਮਾਫ਼ੀਆ ਨਾਲ ਹੱਥ ਮਿਲਾ ਕੇ ਸਰਕਾਰੀ ਖਜ਼ਾਨੇ ਨੂੰ ਚੂਨਾ ਲਗਾ ਰਹੇ ਹਨ। ਇਹ ਮਾਮਲਾ ਖਾਸ ਕਰਕੇ ਦੋਆਬਾ ਖੇਤਰ ਨਾਲ ਜੁੜਿਆ ਹੋਇਆ ਹੈ, ਜਿੱਥੇ ਰੇਤ ਦੀ ਨਾਜਾਇਜ਼ ਖੁਦਾਈ ਦਾ ਕੰਮ ਲਗਾਤਾਰ ਜਾਰੀ ਹੈ।
ਐਸ.ਡੀ.ਓ. ਨੇ ਆਪਣੇ ਦੋਸ਼ਾਂ ਵਿੱਚ ਖੁਲਾਸਾ ਕੀਤਾ ਕਿ ਜਦੋਂ ਵੀ ਉਨ੍ਹਾਂ ਨੇ ਇਮਾਨਦਾਰੀ ਨਾਲ ਡਿਊਟੀ ਕਰਨੀ ਚਾਹੀ ਅਤੇ ਮਾਫ਼ੀਆ 'ਤੇ ਸ਼ਿਕੰਜਾ ਕੱਸਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ, ਤਾਂ ਉਨ੍ਹਾਂ ਦੇ ਆਪਣੇ ਹੀ ਸਾਥੀ ਅਤੇ ਉੱਚ ਅਧਿਕਾਰੀ ਉਨ੍ਹਾਂ ਦੇ ਰਾਹ ਵਿੱਚ ਰੋੜਾ ਬਣ ਗਏ। ਉਨ੍ਹਾਂ ਨੂੰ ਕਥਿਤ ਤੌਰ 'ਤੇ ਡਰਾਇਆ-ਧਮਕਾਇਆ ਗਿਆ ਅਤੇ ਮਾਫ਼ੀਆ ਖਿਲਾਫ ਕਾਰਵਾਈ ਨਾ ਕਰਨ ਲਈ ਦਬਾਅ ਪਾਇਆ ਗਿਆ। ਇੱਕ ਇਮਾਨਦਾਰ ਅਫ਼ਸਰ ਲਈ ਅਜਿਹੇ ਮਾਹੌਲ ਵਿੱਚ ਕੰਮ ਕਰਨਾ ਮੁਸ਼ਕਲ ਹੋ ਗਿਆ ਹੈ ਜਿੱਥੇ ਸਿਸਟਮ ਹੀ ਗਲਤ ਲੋਕਾਂ ਦੀ ਪਿੱਠ ਥਾਪੜ ਰਿਹਾ ਹੋਵੇ। ਇਹ ਸਥਿਤੀ ਨਾ ਸਿਰਫ਼ ਪ੍ਰਸ਼ਾਸਨ ਲਈ ਚਿੰਤਾ ਵਾਲੀ ਹੈ, ਸਗੋਂ ਜਨਤਾ ਦੇ ਭਰੋਸੇ ਨੂੰ ਵੀ ਠੇਸ ਪਹੁੰਚਾਉਂਦੀ ਹੈ।
ਇਸ ਚਿੱਠੀ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਉਨ੍ਹਾਂ ਦਾਅਵਿਆਂ 'ਤੇ ਸਵਾਲ ਖੜ੍ਹੇ ਕਰ ਦਿੱਤੇ ਹਨ ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਨੂੰ ਜੜ੍ਹੋਂ ਖ਼ਤਮ ਕਰਨ ਦੀ ਗੱਲ ਕਹੀ ਜਾਂਦੀ ਹੈ। ਅਫ਼ਸਰ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਤੋਂ ਮੰਗ ਕੀਤੀ ਹੈ ਕਿ ਇਸ ਮਾਮਲੇ ਦੀ ਉੱਚ ਪੱਧਰੀ ਜਾਂਚ ਕਰਵਾਈ ਜਾਵੇ ਤਾਂ ਜੋ ਇਮਾਨਦਾਰ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਸੁਰੱਖਿਆ ਯਕੀਨੀ ਬਣਾਈ ਜਾ ਸਕੇ ਅਤੇ ਕੁਦਰਤੀ ਸਰੋਤਾਂ ਦੀ ਲੁੱਟ ਨੂੰ ਰੋਕਿਆ ਜਾ ਸਕੇ। ਇਸ ਖ਼ਬਰ ਨੇ ਪ੍ਰਸ਼ਾਸਨਿਕ ਹਲਕਿਆਂ ਵਿੱਚ ਹਲਚਲ ਪੈਦਾ ਕਰ ਦਿੱਤੀ ਹੈ ਅਤੇ ਲੋਕ ਇਸ ਇਮਾਨਦਾਰ ਅਫ਼ਸਰ ਦੇ ਹੱਕ ਵਿੱਚ ਆਪਣੀ ਆਵਾਜ਼ ਬੁਲੰਦ ਕਰ ਰਹੇ ਹਨ।
