ਹੜ੍ਹਾਂ ਦੀ ਜਾਂਚ ਸਾਬਕਾ ਜੱਜ ਤੋਂ ਕਰਵਾਈ ਜਾਵੇ: ਜਾਖੜ

ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਪੱਤਰਕਾਰਾਂ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦੇ ਹੋਏ ਪੰਜਾਬ ਭਾਜਪਾ ਦੇ ਪ੍ਰਧਾਨ ਸੁਨੀਲ ਜਾਖੜ ਨੇ ਅੱਜ ਮੰਗ ਕੀਤੀ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਆਏ ਹੜ੍ਹਾਂ ਦੀ ਜਾਂਚ ਕਿਸੇ ਸੇਵਾਮੁਕਤ ਜੱਜ ਦੀ ਅਗਵਾਈ ਹੇਠ ਕਰਵਾਈ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਨੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਬੁਲਾਇਆ ਗਿਆ ਵਿਧਾਨ ਸਭਾ ਦਾ ਵਿਸ਼ੇਸ਼ ਸੈਸ਼ਨ ਵੀ ਅਸਲ ਮੁੱਦੇ ਤੋਂ ਲੋਕਾਂ ਦਾ ਧਿਆਨ ਭਟਕਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਹੈ। ਜਾਖੜ ਨੇ ਕਿਹਾ ਕਿ ਆਪ ਸਰਕਾਰ ਨੇ ਗੈਰ-ਤਜਰਬੇਕਾਰ ਕੰਪਨੀ ਨੂੰ ਮਾਧੋਪੁਰ ਹੈੱਡਵਰਕਸ ਦੀ ਸੁਰੱਖਿਆ ਦੀ ਜਾਂਚ ਦਾ ਠੇਕਾ ਦਿੱਤਾ ਸੀ ਜਿਸ ਕਾਰਨ ਹੜ੍ਹਾਂ ਵਿੱਚ ਵੱਡੀ ਤਬਾਹੀ ਹੋਈ। ਉਨ੍ਹਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਹੜ੍ਹਾਂ ਨਾਲ ਸਭ ਤੋਂ ਵੱਧ ਤਬਾਹੀ ਰਾਵੀ ਦਰਿਆ ਨੇ ਮਚਾਈ ਹੈ ਜਿਸ ਵਿੱਚ ਪਾਣੀ ਰਣਜੀਤ ਸਾਗਰ ਡੈਮ ਵਿੱਚੋਂ ਆਉਂਦਾ ਹੈ। ਇਹ ਡੈਮ ਪੂਰੀ ਤਰ੍ਹਾਂ ਸੂਬਾ ਸਰਕਾਰ ਦੇ ਕੰਟਰੋਲ ਹੇਠ ਹੈ ਅਤੇ ਇਸ ਦਾ ਭਾਖੜਾ ਬਿਆਸ ਮੈਨੇਜਮੈਂਟ ਬੋਰਡ ਜਾਂ ਕੇਂਦਰ ਸਰਕਾਰ ਨਾਲ ਕੋਈ ਸਬੰਧ ਨਹੀਂ। ਜਾਖੜ ਨੇ ਕਿਹਾ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਰਣਜੀਤ ਸਾਗਰ ਡੈਮ ਵਿੱਚੋਂ ਆਪਣੀ ਗਲਤੀ ਨਾਲ ਇੱਕਦਮ ਭਾਰੀ ਮਾਤਰਾ ਵਿੱਚ ਪਾਣੀ ਛੱਡ ਦਿੱਤਾ। ਇਸ ਤੋਂ ਬਾਅਦ ਮਾਧੋਪੁਰ ਹੈੱਡਵਰਕਸ ਤੇ ਪਾਣੀ ਪਹੁੰਚਣ ਤੋਂ ਪਹਿਲਾਂ ਉੱਥੇ ਗੇਟ ਨਹੀਂ ਖੋਲ੍ਹੇ ਗਏ ਜਿਸ ਨਾਲ ਪੰਜਾਬ ਵਿੱਚ ਵਿਆਪਕ ਤਬਾਹੀ ਹੋਈ। ਉਨ੍ਹਾਂ ਨੇ ਦੱਸਿਆ ਕਿ 20 ਅਗਸਤ ਤੋਂ 26 ਅਗਸਤ ਤੱਕ ਰਾਵੀ ਕੈਚਮੈਂਟ ਖੇਤਰ ਵਿੱਚ ਭਾਰੀ ਮੀਂਹ ਦੀ ਚੇਤਾਵਨੀ ਮਿਲੀ ਸੀ ਪਰ ਡੈਮ ਵਿੱਚੋਂ ਥੋੜ੍ਹਾ ਪਾਣੀ ਛੱਡਿਆ ਗਿਆ ਅਤੇ ਸਰਕਾਰ ਦੇ ਦਾਅਵੇਂ ਅਨੁਸਾਰ 27 ਅਗਸਤ ਨੂੰ 2.75 ਲੱਖ ਕਿਊਸੈਕ ਪਾਣੀ ਛੱਡਿਆ ਗਿਆ। ਚੀਫ ਇੰਜੀਨੀਅਰ ਦੇ ਵੀਡੀਓ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਸ਼ਾਹਪੁਰ ਕੰਢੀ ਤੋਂ ਹੇਠਾਂ ਛੋਟੀਆਂ ਨਾਲਿਆਂ ਰਾਹੀਂ 4.70 ਲੱਖ ਕਿਊਸੈਕ ਪਾਣੀ ਆਇਆ ਪਰ ਰਣਜੀਤ ਸਾਗਰ ਡੈਮ ਅਤੇ ਮਾਧੋਪੁਰ ਹੈੱਡਵਰਕਸ ਵਿਚਕਾਰ ਕੋਈ ਹੋਰ ਨਦੀ ਜਾਂ ਨਾਲੀ ਨਹੀਂ ਹੈ ਜੋ ਅੰਮ੍ਰਿਟਸਰ ਅਤੇ ਗੁਰਦਾਸਪੁਰ ਵਿੱਚ ਹੜ੍ਹਾਂ ਮਚਾਏ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਹੜ੍ਹਾਂ ਤੋਂ ਬਾਅਦ 45 ਬਾਂਧ ਟੁੱਟ ਗਏ ਜਿਨ੍ਹਾਂ ਵਿੱਚੋਂ 42 ਰਾਵੀ ਨਾਲ ਸਬੰਧਤ ਸਨ ਅਤੇ ਇਹ ਸਭ ਸੂਬਾ ਸਰਕਾਰ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੈ। ਜਾਂਚ ਵਿੱਚ ਇਹ ਵੀ ਵੇਖਿਆ ਜਾਵੇ ਕਿ ਹਰ ਡੈਮ ਵਿੱਚੋਂ ਕਿੰਨਾ ਪਾਣੀ ਛੱਡਿਆ ਗਿਆ ਤੇ ਡੈਮਾਂ ਅਤੇ ਹੈੱਡਵਰਕਸ ਦੀ ਮੁਰੰਮਤ ਕਦੋਂ ਕੀਤੀ ਗਈ। ਪੰਜਾਬ ਭਾਜਪਾ ਦੇ ਪ੍ਰਧਾਨ ਸੁਨੀਲ ਜਾਖੜ ਨੇ ਕਿਹਾ ਕਿ ਪਾਰਟੀ ਨੂੰ ਬਦਨਾਮ ਕਰਨ ਲਈ ਸੋਸ਼ਲ ਮੀਡੀਆ ਤੇ ਏਆਈ ਆਧਾਰਿਤ ਵੀਡੀਓਜ਼ ਚਲਾਈਆਂ ਜਾ ਰਹੀਆਂ ਹਨ ਅਤੇ ਹੜ੍ਹਾਂ ਲਈ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਇਆ ਜਾ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਚੰਡੀਗੜ੍ਹ ਦੇ ਥਾਣਾ ਸੈਕਟਰ-39 ਨੂੰ ਇਸ ਬਾਰੇ ਸ਼ਿਕਾਇਤ ਵੀ ਦਿੱਤੀ ਹੈ ਤਾਂ ਜੋ ਇਸ ਝੂਠ ਦੇ ਪਿੱਛੇ ਦੇ ਅਸਲੀ ਲੋਕ ਉਜਾਗਰ ਹੋ ਸਕਣ। ਉਧਰ ਗੁਰਦਾਸਪੁਰ ਤੋਂ ਕਾਂਗਰਸ ਦੇ ਸੰਸਦ ਮੈਂਬਰ ਸੁਖਜਿੰਦਰ ਰੰਧਾਵਾ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੂੰ ਪੱਤਰ ਲਿਖ ਕੇ ਅੰਮ੍ਰਿਟਸਰ ਤੇ ਗੁਰਦਾਸਪੁਰ ਵਿੱਚ ਆਏ ਹੜ੍ਹਾਂ ਬਾਰੇ ਗੰਭੀਰ ਸਵਾਲ ਉਠਾਏ ਅਤੇ ਇਨ੍ਹਾਂ ਦੀ ਨਿਰਪੱਖ ਜਾਂਚ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਾਂਚ ਤੋਂ ਬਾਅਦ ਉੱਚ ਅਧਿਕਾਰੀਆਂ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਤੈਅ ਕੀਤੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ। ਰੰਧਾਵਾ ਨੇ ਕਿਹਾ ਕਿ ਰਣਜੀਤ ਸਾਗਰ ਡੈਮ ਵਿੱਚੋਂ 26 ਅਗਸਤ ਨੂੰ ਇੱਕਦਮ 6 ਲੱਖ ਕਿਊਸੈਕ ਪਾਣੀ ਛੱਡਿਆ ਗਿਆ ਜਿਸ ਕਰਕੇ ਅੰਮ੍ਰਿਟਸਰ ਤੇ ਗੁਰਦਾਸਪੁਰ ਵਿੱਚ ਵਧੇਰੇ ਨੁਕਸਾਨ ਹੋਇਆ ਹੈ। ਇਹ ਕੁਦਰਤੀ ਕਹਿਰ ਨਾਲੋਂ ਪ੍ਰਸ਼ਾਸਕੀ ਅਸਫਲਤਾ ਵੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਰਣਜੀਤ ਸਾਗਰ ਡੈਮ ਵਿੱਚੋਂ ਪਾਣੀ ਛੱਡਣ ਸਮੇਂ ਸ਼ਾਹਪੁਰ ਕੰਢੀ ਡੈਮ ਅਤੇ ਮਾਧੋਪੁਰ ਹੈੱਡਵਰਕਸ ਨਾਲ ਸੰਪਰਕ ਨਹੀਂ ਕੀਤਾ ਗਿਆ ਅਤੇ ਜੇਕਰ ਸੰਪਰਕ ਕੀਤਾ ਹੁੰਦਾ ਤਾਂ ਮਾਧੋਪੁਰ ਹੈੱਡਵਰਕਸ ਦੇ ਗੇਟ ਕਿਉਂ ਨਹੀਂ ਖੋਲ੍ਹੇ ਗਏ। ਰੰਧਾਵਾ ਨੇ ਪੁੱਛਿਆ ਕਿ ਅਗਸਤ 26 ਅਤੇ 27 ਨੂੰ ਰਣਜੀਤ ਸਾਗਰ ਡੈਮ ਤੇ ਇਨਫਲੋ ਅਤੇ ਅਊਟਫਲੋ ਵਧੇ ਹੋਏ ਸਮੇਂ ਕਿਹੜੇ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀ ਮੌਜੂਦ ਸਨ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਰੀਗੇਸ਼ਨ ਸੈਕਟਰੀ ਨੇ ਰਿਲੀਜ਼ ਨੂੰ ਮਨਜ਼ੂਰੀ ਦਿੱਤੀ ਸੀ ਜਾਂ ਚੀਫ ਇੰਜੀਨੀਅਰਾਂ ਨੇ ਕੋਆਰਡੀਨੇਸ਼ਨ ਨਹੀਂ ਕੀਤਾ ਇਹ ਸਪੱਸ਼ਟ ਕੀਤਾ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਜੇਕਰ ਉੱਚ ਪੱਧਰ ਤੇ ਜ਼ਿੰਮੇਵਾਰੀ ਨਹੀਂ ਫਿਕਸ ਕੀਤੀ ਗਈ ਤਾਂ ਉਹ ਪਾਰਲੀਮੈਂਟ ਅਤੇ ਲੋਕਾਂ ਅੱਗੇ ਇਹ ਮਾਮਲਾ ਉਠਾਉਣਗੇ। ਇਸ ਨਾਲ ਪੰਜਾਬ ਵਿੱਚ ਹੜ੍ਹਾਂ ਦੇ ਪ੍ਰਬੰਧਨ ਬਾਰੇ ਰਾਜਨੀਤਕ ਵਿਵਾਦ ਵਧ ਗਿਆ ਹੈ ਅਤੇ ਲੋਕ ਨਿਰਪੱਖ ਜਾਂਚ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਹਨ।

In Chandigarh, while talking to journalists, Punjab BJP president Sunil Jakhar today demanded that the probe into the floods in Punjab should be conducted under the supervision of a retired judge. He accused that the special assembly session called by the Punjab government is also an attempt to divert people's attention from the real issue. Jakhar said that the AAP government had awarded the contract for safety inspections of Madhopur headworks to an inexperienced company, which led to massive destruction in the floods. He stated that the maximum destruction in Punjab floods was caused by the Ravi river, into which water flows from the Ranjit Sagar Dam. This dam is entirely under the control of the state government and has no connection with the Bhakra Beas Management Board or the central government. Jakhar said that due to the state government's mistake, a huge amount of water was suddenly released from the Ranjit Sagar Dam. After that, the gates at Madhopur headworks were not opened before the water arrived, which caused widespread destruction in Punjab. He explained that there were heavy rain warnings in the Ravi catchment area from August 20 to 26, but little water was released from the dam, and according to the government's claims, 2.75 lakh cusecs of water was released on August 27. In the chief engineer's video, it was said that 4.70 lakh cusecs of water came through small rivulets downstream of Shahpur Kandi, but there is no other river or rivulet between Ranjit Sagar Dam and Madhopur headworks that could cause floods in Amritsar and Gurdaspur. He said that 45 embankments were breached after the floods, of which 42 were along the Ravi, and this is all the responsibility of the state government. The probe should examine how much water was released from each dam, when repairs of dams and headworks were done. Punjab BJP president Sunil Jakhar said that AI-based videos are being run on social media to defame the party and the central government is being held responsible for the floods. He has also lodged a complaint with Sector-39 police station in Chandigarh in this regard so that the real people behind this lie can be exposed. On the other hand, Congress MP from Gurdaspur Sukhjinder Randhawa has written a letter to Chief Minister Bhagwant Mann, raising serious questions about the floods in Amritsar and Gurdaspur and demanding an impartial probe. He said that after the probe, the responsibility of senior officials should be fixed. Randhawa said that suddenly 6 lakh cusecs of water was released from Ranjit Sagar Dam on August 26, due to which more damage occurred in Amritsar and Gurdaspur. This is administrative failure along with natural calamity. He said that while releasing water from Ranjit Sagar Dam, no contact was made with Shahpur Kandi Dam and Madhopur headworks, and if contact had been made, why were the gates at Madhopur headworks not opened. Randhawa asked which senior officials were present at Ranjit Sagar Dam during the peak inflows and outflows on August 26 and 27. He said it should be clarified whether the Irrigation Secretary authorized the release or the chief engineers failed to coordinate. He warned that if responsibility is not fixed at the highest level, he will raise this matter forcefully in Parliament and before the people. This has increased the political controversy over flood management in Punjab, and people are demanding an impartial probe.
