ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਹੜ੍ਹ ਪੀੜਤ ਕਿਸਾਨਾਂ ਲਈ ਪ੍ਰਤੀ ਏਕੜ 20,000 ਰੁਪਏ ਮੁਆਵਜ਼ੇ ਦਾ ਐਲਾਨ: ਭਗਵੰਤ ਮਾਨ

ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦੇ ਵਿਸ਼ੇਸ਼ ਇਜਲਾਸ ਦੇ ਦੂਜੇ ਅਤੇ ਆਖਰੀ ਦਿਨ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਸਦਨ ਵਿੱਚ ਐਲਾਨ ਕੀਤਾ ਕਿ ਹੜ੍ਹ ਪੀੜਤ ਕਿਸਾਨਾਂ ਨੂੰ ਡੀਸਿਲਟਿੰਗ ਲਈ ਪ੍ਰਤੀ ਏਕੜ 7200 ਰੁਪਏ ਅਤੇ ਫ਼ਸਲਾਂ ਦੇ ਖਰਾਬੇ ਲਈ ਪ੍ਰਤੀ ਏਕੜ 18,800 ਰੁਪਏ ਦਾ ਮੁਆਵਜ਼ਾ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਇਸ ਨਾਲ ਕੁੱਲ ਪ੍ਰਤੀ ਏਕੜ 20,000 ਰੁਪਏ ਦੀ ਮਦਦ ਮਿਲੇਗੀ ਅਤੇ ਇਹ ਮੁਆਵਜ਼ਾ 15 ਅਕਤੂਬਰ ਤੋਂ ਵੰਡਣਾ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾਵੇਗਾ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਨੁਕਸਾਨ ਦਾ ਆਕਾਲਨ ਲਈ ਵਿਸ਼ੇਸ਼ ਗਿਰਦਾਵਰੀ ਜਾਰੀ ਹੈ ਅਤੇ ਹੜ੍ਹ ਪੀੜਤ ਪਰਿਵਾਰਾਂ ਨੂੰ ਦੀਵਾਲੀ ਤੋਂ ਪਹਿਲਾਂ ਮੁਆਵਜ਼ਾ ਮਿਲਣਾ ਸ਼ੁਰੂ ਹੋ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਨੇ ਦਾਅਵਾ ਵੀ ਕੀਤਾ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਪੰਜਾਬ ਨੂੰ ਯੂਟੀ ਬਣਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਹੈ ਅਤੇ ਭਾਜਪਾ ਵੱਲੋਂ ਲਾਈ 'ਜਨਤਾ ਦੀ ਵਿਧਾਨ ਸਭਾ' ਨੂੰ ਨਕਲੀ ਵਿਧਾਨ ਸਭਾ ਕਹਿ ਕੇ ਤਿੱਖੇ ਤੰਜ ਕੱਸੇ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਸਦਨ ਨੂੰ ਲਗਭਗ 43 ਮਿੰਟਾਂ ਦਾ ਸੰਬੋਧਨ ਕੀਤਾ ਅਤੇ ਸਿਆਸਤ ਤੋਂ ਉੱਪਰ ਉੱਠ ਕੇ ਪੰਜਾਬ ਨੂੰ ਮੁੜ ਖੜ੍ਹਾ ਕਰਨ ਦੀ ਵਚਨਬੱਧਤਾ ਦੁਹਰਾਈ। ਇਸ ਦੌਰਾਨ ਹੜ੍ਹ ਰਾਹਤ ਵਜੋਂ ਪੰਜਾਬ ਲਈ ਐਲਾਨੀ ਮਾਮੂਲੀ ਰਾਹਤ ਰਾਸ਼ੀ ਬਾਰੇ ਅਤੇ ਕੇਂਦਰ ਸਰਕਾਰ ਤੋਂ 20 ਹਜ਼ਾਰ ਕਰੋੜ ਰੁਪਏ ਦੇ ਵਿਸ਼ੇਸ਼ ਵਿੱਤੀ ਪੈਕੇਜ ਦੀ ਮੰਗ ਕਰਦਾ ਮਤਾ ਸਰਬਸੰਮਤੀ ਨਾਲ ਪਾਸ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਮਤਾ ਪਾਸ ਕਰਨ ਵੇਲੇ ਭਾਜਪਾ ਦੇ ਐੱਮਐਲਏ ਗੈਰਹਾਜ਼ਰ ਸਨ। ਖੇਤੀ ਮੰਤਰੀ ਗੁਰਮੀਤ ਸਿੰਘ ਖੁੱਡੀਆਂ ਨੇ ਸਦਨ ਵਿੱਚ ਬੀਜ (ਪੰਜਾਬ ਸੋਧ) ਬਿੱਲ ਪੇਸ਼ ਕੀਤਾ, ਜਿਸ ਤੇ ਬਹਿਸ ਮੌਕੇ ਐੱਮਐੱਲਏ ਰਾਣਾ ਗੁਰਜੀਤ ਸਿੰਘ ਨੇ ਬਿੱਲ ਨੂੰ ਡਿਫਰ ਕਰਨ ਲਈ ਕਿਹਾ ਪਰ ਬਾਅਦ ਵਿੱਚ ਇਸ ਨੂੰ ਪਾਸ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਵਿਸ਼ੇਸ਼ ਇਜਲਾਸ ਦੇ ਆਖਰੀ ਦਿਨ ਸੱਤਾਧਾਰੀ ਅਤੇ ਵਿਰੋਧੀ ਧਿਰ ਵਿਚਕਾਰ ਤਿੱਖੀਆਂ ਝੜਪਾਂ ਵੀ ਹੋਈਆਂ। ਅਮਨ ਅਰੋੜਾ ਨੇ ਦਰਿਆਵਾਂ ਦੀ ਸਫ਼ਾਈ ਨਾ ਹੋਣ ਲਈ ਪਿਛਲੀ ਕਾਂਗਰਸ ਸਰਕਾਰ ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਇਆ, ਜਦਕਿ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਨੇਤਾ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ ਜਲ ਸਰੋਤ ਵਿਭਾਗ ਵੱਲੋਂ ਹੜ੍ਹ ਰੋਕਣ ਲਈ ਕੀਤੇ ਪ੍ਰਬੰਧਾਂ ਦੀਆਂ ਨਾਕਾਮੀਆਂ ਤੇ ਉਂਗਲੀ ਚੁੱਕੀ। ਵਿੱਤ ਮੰਤਰੀ ਹਰਪਾਲ ਚੀਮਾ ਨੇ ਬਾਜਵਾ ਨੂੰ ਵੱਖਰੇ ਤੌਰ ਤੇ ਘੇਰਿਆ ਅਤੇ ਧੁੱਸੀ ਬੰਨ੍ਹ ਅੰਦਰ ਜ਼ਮੀਨ ਖਰੀਦ ਕੇ ਰੇਤ ਵੇਚਣ ਦਾ ਦੋਸ਼ ਲਾਇਆ, ਜਿਸ ਨਾਲ ਸਦਨ ਵਿੱਚ ਹੰਗਾਮਾ ਹੋ ਗਿਆ ਅਤੇ ਕਾਰਵਾਈ 10 ਮਿੰਟ ਲਈ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤੀ ਗਈ। ਵਿਧਾਇਕ ਰਾਣਾ ਗੁਰਜੀਤ ਸਿੰਘ ਅਤੇ ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਇਯਾਲੀ ਨੇ ਹੜ੍ਹ ਦੇ ਕਾਰਨਾਂ ਅਤੇ ਭਵਿੱਖ ਵਿੱਚ ਬਚਾਅ ਲਈ ਹਾਊਸ ਕਮੇਟੀ ਬਣਾਏ ਜਾਣ ਦੀ ਮੰਗ ਕੀਤੀ। ਜਲ ਸਰੋਤ ਮੰਤਰੀ ਬਰਿੰਦਰ ਗੋਇਲ ਨੇ ਕਿਹਾ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਅਗਲੇ ਸਾਲ 31 ਮਾਰਚ ਤੱਕ 76 ਫ਼ੀਸਦੀ ਖੇਤਾਂ ਤੱਕ ਨਹਿਰੀ ਪਾਣੀ ਪਹੁੰਚਾਉਣਾ ਯਕੀਨੀ ਬਣਾਏਗੀ। ਅਮਨ ਅਰੋੜਾ ਨੇ ਸਟੇਟ ਡਿਜ਼ਾਸਟਰ ਰਿਸਪਾਂਸ ਫੰਡ ਤੇ ਸਰਕਾਰ ਦਾ ਪੱਖ ਸਪੱਸ਼ਟ ਕੀਤਾ ਅਤੇ ਕੈਗ ਰਿਪੋਰਟ ਦੇ ਹਵਾਲੇ ਨਾਲ ਵਿਰੋਧੀ ਧਿਰ ਨੂੰ ਨਿਸ਼ਾਨਾ ਬਣਾਇਆ। ਉਨ੍ਹਾਂ ਨੇ ਕੇਂਦਰ ਤੋਂ ਸਟੇਟ ਡਿਜ਼ਾਸਟਰ ਰਿਸਪਾਂਸ ਫੰਡ ਦੇ ਨਿਯਮਾਂ ਵਿੱਚ ਸੋਧ ਦੀ ਮੰਗ ਕੀਤੀ ਅਤੇ ਕਿਹਾ ਕਿ ਸਦਨ ਦੇ ਸਾਰੇ ਮੈਂਬਰਾਂ ਨੂੰ ਇਕਜੁਟ ਹੋ ਕੇ ਕੇਂਦਰ ਵਿਰੁੱਧ ਆਵਾਜ਼ ਚੁੱਕਣੀ ਚਾਹੀਦੀ ਹੈ। ਅਰੋੜਾ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਬਿਆਸ ਦਰਿਆ ਨੂੰ ਕੇਂਦਰ ਨੇ ਕੰਜ਼ਰਵੇਸ਼ਨ ਸਾਈਟ ਐਲਾਨ ਦਿੱਤਾ ਜਿਸ ਨਾਲ ਮਿੱਟੀ ਕੱਢਣ ਤੇ ਪਾਬੰਦੀ ਲੱਗ ਗਈ ਪਰ ਪਿਛਲੀ ਕਾਂਗਰਸ ਸਰਕਾਰ ਨੇ ਇਸ ਦਾ ਨੋਟਿਸ ਵੀ ਨਹੀਂ ਲਿਆ। ਸਿਹਤ ਮੰਤਰੀ ਡਾ. ਬਲਬੀਰ ਸਿੰਘ ਨੇ ਹੜ੍ਹ ਵਿੱਚ ਦਿੱਤੀਆਂ ਸਿਹਤ ਸਹੂਲਤਾਂ ਦੇ ਵੇਰਵੇ ਸਾਂਝੇ ਕੀਤੇ ਅਤੇ ਕਿਹਾ ਕਿ ਇਸ ਸੰਕਟ ਵਿੱਚ ਵਿਰੋਧੀ ਧਿਰ ਨੂੰ ਪੰਜਾਬ ਸਰਕਾਰ ਦਾ ਸਾਥ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਅੰਤ ਵਿੱਚ ਕੇਂਦਰ ਨੂੰ ਲਲਕਾਰਦਿਆਂ "ਸਾਡਾ ਹੱਕ ਇੱਥੇ ਰੱਖ" ਦਾ ਨਾਅਰਾ ਲਾਇਆ। ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੀ ਐੱਮਐਲਏ ਗੁਨੀਵ ਕੌਰ ਮਜੀਠੀਆ ਵੀ ਸਦਨ ਵਿੱਚ ਹਾਜ਼ਰ ਸੀ ਅਤੇ ਐੱਮਐਲਏ ਗੁਰਦੀਪ ਸਿੰਘ ਰੰਧਾਵਾ ਵੱਲੋਂ ਸੱਕੀ ਨਾਲੇ ਦੀ ਸਫ਼ਾਈ ਬਾਰੇ ਦਾਅਵੇ ਤੇ ਵਿਰੋਧੀ ਧਿਰ ਨੇ ਹੰਗਾਮਾ ਕੀਤਾ। ਹੜ੍ਹ ਰਾਹਤ ਪੈਕੇਜ ਵਿੱਚ ਕਿਸਾਨਾਂ ਨੂੰ ਫ਼ਸਲ ਬੀਮਾ ਯੋਜਨਾ ਵੀ ਲਾਗੂ ਕਰਨ ਅਤੇ ਅਬੋਹਰ ਤੋਂ ਪਾਇਲਟ ਪ੍ਰਾਜੈਕਟ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਗੱਲ ਵੀ ਕੀਤੀ ਗਈ। ਹੜ੍ਹ ਪੀੜਤ ਕਿਸਾਨ ਹੁਣ ਆਪਣੇ ਖੇਤਾਂ ਵਿੱਚ ਜਮੀ ਮਿੱਟੀ ਅਤੇ ਰੇਤ ਵੇਚ ਕੇ ਵੀ ਆਮਦਨ ਕਮਾ ਸਕਣਗੇ। ਇਸ ਵਿਸ਼ੇਸ਼ ਇਜਲਾਸ ਨੇ ਪੰਜਾਬ ਵਿੱਚ ਹੜ੍ਹ ਰਾਹਤ ਅਤੇ ਪੁਨਰਵਾਸ ਲਈ ਮਹੱਤਵਪੂਰਨ ਫ਼ੈਸਲੇ ਲਏ ਅਤੇ ਕੇਂਦਰ ਤੋਂ ਮਦਦ ਦੀ ਮਜ਼ਬੂਤ ਮੰਗ ਕੀਤੀ।

On the second and final day of the special session of the Punjab Vidhan Sabha, Chief Minister Bhagwant Mann announced in the House that flood-affected farmers will be given Rs 7,200 per acre for desilting and Rs 18,800 per acre for crop damage. This will provide a total of Rs 20,000 per acre in assistance, and the compensation will start being distributed from October 15. The Chief Minister said that a special girdawari for assessing losses is underway and flood-affected families will start receiving compensation before Diwali. He also claimed that the central government attempted to turn Punjab into a UT and took sharp jabs at the BJP's 'Janata Vidhan Sabha' by calling it a fake assembly. The Chief Minister addressed the House for about 43 minutes and reiterated his commitment to rise above politics and rebuild Punjab. During this, a resolution demanding a meager relief amount announced for Punjab as flood relief and a special financial package of Rs 20,000 crore from the central government was passed unanimously. BJP MLAs were absent when the resolution was passed. Agriculture Minister Gurmeet Singh Khuddian presented the Seed (Punjab Amendment) Bill in the House, and during the debate, MLA Rana Gurjit Singh suggested deferring the bill but it was passed later. On the last day of the special session, there were sharp clashes between the ruling and opposition parties. Aman Arora held the previous Congress government responsible for not cleaning the rivers, while opposition leader Partap Singh Bajwa pointed fingers at the failures of the Water Resources Department in flood prevention arrangements. Finance Minister Harpal Cheema separately targeted Bajwa and accused him of buying land inside the Dhussi Bund to sell sand, leading to chaos in the House and a 10-minute adjournment of proceedings. MLAs Rana Gurjit Singh and Manpreet Singh Ayali demanded the formation of a House committee on the causes of the flood and future prevention. Water Resources Minister Barinder Goyal said that the state government will ensure canal water reaches 76 percent of the fields by March 31 next year. Aman Arora clarified the government's stance on the State Disaster Response Fund and targeted the opposition with reference to a CAG report. He demanded amendments to the rules of the State Disaster Response Fund from the Centre and said that all members of the House should unite to raise their voice against the central government. Arora also said that the Beas River was declared a conservation site by the Centre, leading to a ban on soil extraction, but the previous Congress government did not even take notice of it. Health Minister Dr. Balbir Singh shared details of the health facilities provided during the flood and said that in this crisis, the opposition should support the Punjab government. At the end, he raised the slogan "Keep our right here" addressing the Centre. Shiromani Akali Dal MLA Guniv Kaur Majithia was also present in the House, and the opposition created a ruckus over MLA Gurdeep Singh Randhawa's claim about the cleaning of Sakki Nala. In the flood relief package, there was also talk of implementing a crop insurance scheme for farmers and starting a pilot project from Abohar. Flood-affected farmers can now earn income by selling soil and sand deposited in their fields. This special session took important decisions for flood relief and rehabilitation in Punjab and strongly demanded assistance from the Centre.
