ਜਲੰਧਰ ਦੇ ਸਿਵਲ ਹਸਪਤਾਲ ਦੇ ਟਰੌਮਾ ਵਾਰਡ ਵਿੱਚ ਆਕਸੀਜਨ ਸਪਲਾਈ ਵਿੱਚ ਤਕਨੀਕੀ ਖਰਾਬੀ ਕਾਰਨ ਤਿੰਨ ਮਰੀਜ਼ਾਂ ਦੀ ਮੌਤ ਹੋ ਗਈ। ਮਰੀਜ਼ਾਂ ਵਿੱਚ ਸੱਪ ਦੇ ਡੰਗ, ਟੀਬੀ ਅਤੇ ਨਸ਼ੇ ਦੀ ਓਵਰਡੋਜ਼ ਵਰਗੀਆਂ ਬਿਮਾਰੀਆਂ ਸਨ। ਹਸਪਤਾਲ ਨੇ ਨੁਕਸ ਨੂੰ ਤੁਰੰਤ ਠੀਕ ਕਰ ਦਿੱਤਾ, ਪਰ ਮਰੀਜ਼ਾਂ ਦੀ ਗੰਭੀਰ ਹਾਲਤ ਕਾਰਨ ਉਹ ਬਚ ਨਹੀਂ ਸਕੇ। ਸਰਕਾਰ ਨੇ ਜਾਂਚ ਲਈ ਕਮੇਟੀ ਬਣਾਈ ਹੈ ਅਤੇ ਸਿਹਤ ਸਿਸਟਮ ਵਿੱਚ ਸੁਧਾਰ ਦੀ ਮੰਗ ਉੱਠ ਰਹੀ ਹੈ।
ਜਲੰਧਰ ਦੇ ਸਿਵਲ ਹਸਪਤਾਲ ਦੇ ਟਰੌਮਾ ਵਾਰਡ ਵਿੱਚ ਆਕਸੀਜਨ ਸਪਲਾਈ ਵਿੱਚ ਤਕਨੀਕੀ ਖਰਾਬੀ ਕਾਰਨ ਤਿੰਨ ਮਰੀਜ਼ਾਂ ਦੀ ਮੌਤ ਹੋ ਗਈ। ਇਹ ਦੁਖਦਾਈ ਘਟਨਾ ਐਤਵਾਰ ਸ਼ਾਮ ਨੂੰ ਵਾਪਰੀ, ਜਦੋਂ ਆਕਸੀਜਨ ਪਲਾਂਟ ਵਿੱਚ ਅਚਾਨਕ ਨੁਕਸ ਆਇਆ। ਮਰੀਜ਼ਾਂ ਵਿੱਚੋਂ ਇੱਕ 15 ਸਾਲ ਦੀ ਅਰਚਨਾ ਸੀ, ਜਿਸ ਨੂੰ ਸੱਪ ਨੇ ਡੱਸਿਆ ਸੀ ਅਤੇ ਉਹ 17 ਜੁਲਾਈ ਤੋਂ ਹਸਪਤਾਲ ਵਿੱਚ ਭਰਤੀ ਸੀ। ਦੂਜਾ ਮਰੀਜ਼ ਅਵਤਾਰ ਚੰਦ ਸੀ, ਜੋ 25 ਜੁਲਾਈ ਨੂੰ ਨਸ਼ੇ ਦੀ ਓਵਰਡੋਜ਼ ਕਾਰਨ ਭਰਤੀ ਹੋਇਆ ਸੀ। ਤੀਜਾ ਮਰੀਜ਼ ਰਾਜੂ ਸੀ, ਜੋ ਟੀਬੀ ਅਤੇ ਕਿਡਨੀ ਦੀਆਂ ਸਮੱਸਿਆਵਾਂ ਨਾਲ ਜੂਝ ਰਿਹਾ ਸੀ।
ਡਿਊਟੀ ’ਤੇ ਮੌਜੂਦ ਡਾਕਟਰਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਆਕਸੀਜਨ ਸਪਲਾਈ ਵਿੱਚ ਤਕਨੀਕੀ ਨੁਕਸ ਕਾਰਨ ਸਪਲਾਈ ਦਾ ਦਬਾਅ ਘੱਟ ਹੋ ਗਿਆ ਸੀ। ਸੀਨੀਅਰ ਮੈਡੀਕਲ ਅਫਸਰ ਡਾ. ਵਿਨੈ ਆਨੰਦ ਨੇ ਕਿਹਾ, “ਆਕਸੀਜਨ ਸਪਲਾਈ ਦਾ ਦਬਾਅ ਅਚਾਨਕ ਘੱਟ ਹੋ ਗਿਆ, ਜਿਸ ਕਾਰਨ ਇਹ ਸਮੱਸਿਆ ਆਈ। ਅਸੀਂ ਤੁਰੰਤ ਨੁਕਸ ਨੂੰ ਠੀਕ ਕਰ ਦਿੱਤਾ ਅਤੇ ਸਪਲਾਈ ਬਹਾਲ ਕਰ ਦਿੱਤੀ, ਪਰ ਮਰੀਜ਼ਾਂ ਦੀ ਹਾਲਤ ਪਹਿਲਾਂ ਹੀ ਗੰਭੀਰ ਸੀ।” ਮੈਡੀਕਲ ਸੁਪਰਡੈਂਟ ਡਾ. ਰਾਜ ਕੁਮਾਰ ਬੱਧਨ ਨੇ ਦੱਸਿਆ ਕਿ ਆਕਸੀਜਨ ਪਲਾਂਟ ਵਿੱਚ ਤੇਲ ਦੀ ਲੀਕੇਜ ਕਾਰਨ ਇਹ ਨੁਕਸ ਪੈਦਾ ਹੋਇਆ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, “ਅਸੀਂ ਨੁਕਸ ਨੂੰ ਤੁਰੰਤ ਠੀਕ ਕਰ ਦਿੱਤਾ ਅਤੇ ਬੈਕਅੱਪ ਸਿਸਟਮ ਦੀ ਵਰਤੋਂ ਕੀਤੀ, ਜਿਸ ਵਿੱਚ ਆਕਸੀਜਨ ਸਿਲੰਡਰ ਸ਼ਾਮਲ ਸਨ।”
ਇਸ ਘਟਨਾ ਦੀ ਜਾਂਚ ਲਈ 9 ਮੈਂਬਰੀ ਕਮੇਟੀ ਬਣਾਈ ਗਈ ਹੈ, ਜੋ ਦੋ ਦਿਨਾਂ ਵਿੱਚ ਆਪਣੀ ਰਿਪੋਰਟ ਸੌਂਪੇਗੀ। ਡਾ. ਬੱਧਨ ਨੇ ਕਿਹਾ, “ਜੇਕਰ ਜਾਂਚ ਵਿੱਚ ਕਿਸੇ ਦੀ ਲਾਪਰਵਾਹੀ ਸਾਬਤ ਹੁੰਦੀ ਹੈ, ਤਾਂ ਸਖਤ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ।” ਸੂਤਰਾਂ ਅਨੁਸਾਰ, ਆਕਸੀਜਨ ਸਪਲਾਈ ਬੰਦ ਹੋਣ ’ਤੇ ਅਲਾਰਮ ਵੱਜਿਆ ਸੀ, ਪਰ ਡਿਊਟੀ ’ਤੇ ਮੌਜੂਦ ਸਟਾਫ ਨੇ ਇਸ ਵੱਲ ਧਿਆਨ ਨਹੀਂ ਦਿੱਤਾ। ਮਰੀਜ਼ ਅਰਚਨਾ ਦੇ ਪਰਿਵਾਰ ਨੇ ਹਸਪਤਾਲ ’ਤੇ ਲਾਪਰਵਾਹੀ ਦਾ ਦੋਸ਼ ਲਗਾਇਆ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, “ਸਾਡੀ ਧੀ ਸਿਹਤਯਾਬ ਹੋ ਰਹੀ ਸੀ। ਜੇ ਆਕਸੀਜਨ ਸਪਲਾਈ ਸਹੀ ਤਰ੍ਹਾਂ ਕੰਮ ਕਰਦੀ, ਤਾਂ ਉਹ ਅੱਜ ਜ਼ਿੰਦਾ ਹੁੰਦੀ।”
ਪੰਜਾਬ ਦੇ ਸਿਹਤ ਮੰਤਰੀ ਡਾ. ਬਲਬੀਰ ਸਿੰਘ ਨੇ ਹਸਪਤਾਲ ਦਾ ਦੌਰਾ ਕੀਤਾ ਅਤੇ ਜਾਂਚ ਦਾ ਭਰੋਸਾ ਦਿੱਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, “ਇਹ ਮਰੀਜ਼ ਆਈਸੀਯੂ ਵਿੱਚ ਸਨ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਹਾਲਤ ਗੰਭੀਰ ਸੀ। ਆਕਸੀਜਨ ਸਪਲਾਈ 1-2 ਮਿੰਟ ਲਈ ਰੁਕੀ ਸੀ, ਪਰ ਇਸ ਨੂੰ ਤੁਰੰਤ ਬਹਾਲ ਕਰ ਦਿੱਤਾ ਗਿਆ।” ਸਿਆਸੀ ਆਗੂਆਂ ਨੇ ਵੀ ਇਸ ਘਟਨਾ ’ਤੇ ਸਰਕਾਰ ਨੂੰ ਨਿਸ਼ਾਨੇ ’ਤੇ ਲਿਆ। ਕਾਂਗਰਸ ਦੇ ਵਿਧਾਇਕ ਪਰਗਟ ਸਿੰਘ ਨੇ ਕਿਹਾ, “ਇਹ ਘਟਨਾ ਪੰਜਾਬ ਦੇ ਸਿਹਤ ਸਿਸਟਮ ਦੀ ਨਾਕਾਮੀ ਨੂੰ ਦਰਸਾਉਂਦੀ ਹੈ। ਸਰਕਾਰ ਨੂੰ ਇਸ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਲੈਣੀ ਚਾਹੀਦੀ।”
ਇਸ ਘਟਨਾ ਨੇ ਸਿਹਤ ਸਿਸਟਮ ਵਿੱਚ ਸੁਧਾਰ ਦੀ ਜ਼ਰੂਰਤ ’ਤੇ ਸਵਾਲ ਉਠਾਏ ਹਨ। ਆਕਸੀਜਨ ਸਪਲਾਈ ਵਿੱਚ ਖਰਾਬੀ ਵਰਗੀਆਂ ਸਮੱਸਿਆਵਾਂ ਨੂੰ ਰੋਕਣ ਲਈ ਹਸਪਤਾਲਾਂ ਵਿੱਚ ਬਿਹਤਰ ਪ੍ਰਬੰਧ ਅਤੇ ਨਿਗਰਾਨੀ ਦੀ ਲੋੜ ਹੈ।
A tragic incident occurred at Jalandhar Civil Hospital’s trauma ward, where an oxygen supply failure due to a technical fault in the oxygen plant led to the deaths of three patients. This devastating event took place on Sunday evening, causing panic in the hospital administration. The deceased included 15-year-old Archana, who was admitted on July 17 for a snakebite, Avtar Chand, hospitalized on July 25 due to a drug overdose, and Raju, who was battling tuberculosis and kidney complications.
Doctors on duty reported that the oxygen supply failure occurred because of a sudden drop in oxygen pressure caused by a technical fault in the oxygen plant. Senior Medical Officer Dr. Vinay Anand stated, “The oxygen supply pressure dropped unexpectedly, leading to this issue. We immediately rectified the fault and restored the oxygen supply, but the patients’ condition was already critical.” Medical Superintendent Dr. Raj Kumar Badhan explained that the oxygen plant malfunctioned due to an oil leakage, which was promptly fixed. He added, “We corrected the technical fault and utilized the backup system, including oxygen cylinders, to restore supply.”
A nine-member investigation committee has been formed to probe the oxygen supply failure and is expected to submit its report within two days. Dr. Badhan assured, “If negligence is found during the investigation, strict action will be taken.” Sources revealed that an alarm sounded when the oxygen supply stopped, but the staff on duty failed to respond promptly. Archana’s family accused the hospital of negligence, stating, “Our daughter was recovering. If the oxygen supply system had functioned properly, she would still be alive.”
Punjab Health Minister Dr. Balbir Singh visited the hospital and promised a thorough investigation into the oxygen supply failure. He said, “These patients were in the ICU and in critical condition. The oxygen supply was interrupted for 1-2 minutes but was restored immediately.” Political leaders criticized the incident, with Congress MLA Pargat Singh stating, “This tragedy highlights the failure of Punjab’s health system. The government must take responsibility.”
This oxygen supply failure has raised serious concerns about the Punjab health system and hospital negligence. There is an urgent need for better infrastructure and monitoring in hospitals to prevent such technical faults and ensure patient safety in the trauma ward and ICU.
