ਨਵਨੀਤ ਚਤੁਰਵੇਦੀ ਦੀ ਦੋ ਦਿਨਾਂ ਦੀ ਖਿੱਚੋਤਾਣ ਬਾਅਦ ਗ੍ਰਿਫਤਾਰੀ

ਪੰਜਾਬ ਪੁਲੀਸ ਨੇ ਰਾਜ ਸਭਾ ਦੀ ਉਪ ਚੋਣ ਵਿੱਚ ਹਿੱਸਾ ਲੈਣ ਵਾਲੇ ਨਵਨੀਤ ਚਤੁਰਵੇਦੀ ਨੂੰ ਦੋ ਦਿਨਾਂ ਦੀ ਖਿੱਚੋਤਾਣ ਤੋਂ ਬਾਅਦ ਅੱਜ ਗ੍ਰਿਫਤਾਰ ਕਰ ਲਿਆ। ਚੰਡੀਗੜ੍ਹ ਪੁਲੀਸ ਨੇ ਚਤੁਰਵੇਦੀ ਨੂੰ ਸੈਕਟਰ 3 ਦੇ ਥਾਣੇ ਵਿੱਚ ਆਪਣੀ ਹਿਰਾਸਤ ਵਿੱਚ ਰੱਖਿਆ ਹੋਇਆ ਸੀ ਅਤੇ ਉਸ ਨੂੰ ਪੰਜਾਬ ਪੁਲੀਸ ਦੇ ਹਵਾਲੇ ਕਰਨ ਤੋਂ ਬਚ ਰਹੀ ਸੀ। ਰੋਪੜ ਪੁਲੀਸ ਦੇ ਸੈਂਕੜੇ ਮੁਲਾਜ਼ਮ ਥਾਣੇ ਦੇ ਬਾਹਰ ਡਟੇ ਹੋਏ ਸਨ ਤਾਂ ਜੋ ਚਤੁਰਵੇਦੀ ਭੱਜ ਨਾ ਸਕੇ। ‘ਆਪ’ ਵਿਧਾਇਕਾਂ ਦੀ ਸ਼ਿਕਾਇਤ ’ਤੇ 13 ਅਕਤੂਬਰ ਨੂੰ ਰੋਪੜ, ਮੋਗਾ, ਲੁਧਿਆਣਾ ਅਤੇ ਸਰਦੂਲਗੜ੍ਹ ਦੇ ਥਾਣਿਆਂ ਵਿੱਚ ਕੇਸ ਦਰਜ ਕੀਤੇ ਗਏ ਸਨ। ਰੋਪੜ ਪੁਲੀਸ ਚਤੁਰਵੇਦੀ ਦੀ ਗ੍ਰਿਫਤਾਰੀ ਲਈ ਵਾਰੰਟ ਲੈ ਕੇ ਚੰਡੀਗੜ੍ਹ ਪਹੁੰਚੀ ਸੀ, ਪਰ ਚੰਡੀਗੜ੍ਹ ਪੁਲੀਸ ਨੇ ਉਸ ਨੂੰ ਬਚਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ। ਰੋਪੜ ਪੁਲੀਸ ਨੇ ਅਦਾਲਤ ਵਿੱਚ ਦੱਸਿਆ ਕਿ ਚੰਡੀਗੜ੍ਹ ਪੁਲੀਸ ਅਦਾਲਤੀ ਹੁਕਮਾਂ ਦੀ ਪਾਲਣਾ ਵਿੱਚ ਅੜਿੱਕਾ ਪਾ ਰਹੀ ਸੀ। ਰੋਪੜ ਦੇ ਮੁੱਖ ਜੁਡੀਸ਼ੀਅਲ ਮੈਜਿਸਟ੍ਰੇਟ ਸੁਖਵਿੰਦਰ ਸਿੰਘ ਨੇ ਚੰਡੀਗੜ੍ਹ ਦੇ ਐੱਸਐੱਸਪੀ ਨੂੰ ਸਪੱਸ਼ਟ ਹੁਕਮ ਦਿੱਤੇ ਕਿ ਉਹ ਅਦਾਲਤੀ ਨਿਰਦੇਸ਼ਾਂ ਦੀ ਪਾਲਣਾ ਕਰਨ। ਸ਼ੁਰੂ ਵਿੱਚ ਚੰਡੀਗੜ੍ਹ ਪੁਲੀਸ ਨੇ ਆਨਾਕਾਨੀ ਕੀਤੀ, ਪਰ ਅਖੀਰ ਵਿੱਚ ਸੈਕਟਰ 3 ਦੇ ਥਾਣੇ ਦਾ ਗੇਟ ਖੋਲ੍ਹ ਦਿੱਤਾ। ਸ਼ਾਮ 8 ਵਜੇ ਰੋਪੜ ਪੁਲੀਸ ਨੇ ਗ੍ਰਿਫਤਾਰੀ ਵਾਰੰਟ ਦੇ ਆਧਾਰ ’ਤੇ ਨਵਨੀਤ ਚਤੁਰਵੇਦੀ ਨੂੰ ਹਿਰਾਸਤ ਵਿੱਚ ਲੈ ਲਿਆ। ‘ਆਪ’ ਵਿਧਾਇਕ ਦਿਨੇਸ਼ ਚੱਢਾ ਨੇ ਰੋਪੜ ਵਿੱਚ ਚਤੁਰਵੇਦੀ ਵਿਰੁੱਧ ਕੇਸ ਦਰਜ ਕਰਵਾਇਆ ਸੀ। ਐੱਸਪੀ ਗੁਰਦੀਪ ਸਿੰਘ ਗੋਸਲ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਰੋਪੜ ਪੁਲੀਸ ਜਦੋਂ ਚੰਡੀਗੜ੍ਹ ਪਹੁੰਚੀ ਸੀ, ਤਾਂ ਚੰਡੀਗੜ੍ਹ ਪੁਲੀਸ ਨਾਲ ਉਨ੍ਹਾਂ ਦੀ ਝੜਪ ਵੀ ਹੋਈ ਸੀ। ਹੁਣ ਨਵਨੀਤ ਚਤੁਰਵੇਦੀ ਨੂੰ ਰੋਪੜ ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਜਾਵੇਗਾ। ਪੁਲੀਸ ਅਧਿਕਾਰੀਆਂ ਅਨੁਸਾਰ, ਚਤੁਰਵੇਦੀ ਦੀ ਜਾਂਚ ਤੋਂ ਬਾਅਦ ਫਰਜ਼ੀ ਦਸਤਖਤਾਂ ਦੀ ਅਸਲ ਕਹਾਣੀ ਸਾਹਮਣੇ ਆਵੇਗੀ।

ਨਵਨੀਤ ਚਤੁਰਵੇਦੀ ਨੇ ਰਾਜ ਸਭਾ ਦੀ ਉਪ ਚੋਣ ਲਈ ਨਾਮਜ਼ਦਗੀ ਪੱਤਰ ਦਾਖਲ ਕੀਤਾ ਸੀ, ਜਿਸ ਵਿੱਚ 10 ‘ਆਪ’ ਵਿਧਾਇਕਾਂ ਦੇ ਤਜਵੀਜ਼ ਪੱਤਰ ਸ਼ਾਮਲ ਸਨ। ਪਰ ‘ਆਪ’ ਵਿਧਾਇਕਾਂ ਨੇ ਇਸ ਨੂੰ ਫਰਜ਼ੀ ਕਰਾਰ ਦਿੱਤਾ। ਜਾਂਚ ਵਿੱਚ ਦਸਤਖਤ ਫਰਜ਼ੀ ਪਾਏ ਗਏ, ਜਿਸ ਕਾਰਨ ਚਤੁਰਵੇਦੀ ਦੀ ਨਾਮਜ਼ਦਗੀ ਰੱਦ ਹੋ ਗਈ। ਕੈਬਨਿਟ ਮੰਤਰੀ ਅਮਨ ਅਰੋੜਾ ਅਤੇ ਬੁਲਾਰੇ ਨੀਲ ਗਰਗ ਨੇ ਦੋਸ਼ ਲਗਾਇਆ ਕਿ ਚਤੁਰਵੇਦੀ ਨੂੰ ਭਾਜਪਾ ਦਾ ਸਮਰਥਨ ਹੈ ਅਤੇ ਚੰਡੀਗੜ੍ਹ ਪੁਲੀਸ ਉਸ ਨੂੰ ਸਟੇਟ ਗੈਸਟ ਵਾਂਗ ਰੱਖ ਰਹੀ ਸੀ।

ਰੋਪੜ ਦੇ ਮੁੱਖ ਜੁਡੀਸ਼ੀਅਲ ਮੈਜਿਸਟ੍ਰੇਟ ਸੁਖਵਿੰਦਰ ਸਿੰਘ ਨੇ ਚੰਡੀਗੜ੍ਹ ਪੁਲੀਸ ਤੋਂ ਚਾਰ ਦਿਨਾਂ ਵਿੱਚ ਸਪੱਸ਼ਟੀਕਰਨ ਮੰਗਿਆ ਹੈ। ਅਦਾਲਤ ਦੇ 8 ਪੰਨਿਆਂ ਦੇ ਹੁਕਮ ਵਿੱਚ ਸੈਕਟਰ-3 ਦੇ ਐੱਸਐੱਚਓ ਨਰਿੰਦਰ ਪਟਿਆਲ ਨੂੰ ਪੁੱਛਿਆ ਗਿਆ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਕਿਸ ਕਾਨੂੰਨ ਅਧੀਨ ਚਤੁਰਵੇਦੀ ਨੂੰ ਹਿਰਾਸਤ ਵਿੱਚ ਰੱਖਿਆ ਅਤੇ ਰੋਪੜ ਪੁਲੀਸ ਨੂੰ ਗ੍ਰਿਫਤਾਰੀ ਵਾਰੰਟ ਲਾਗੂ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ ਕਿਉਂ ਨਹੀਂ ਦਿੱਤੀ। ਅਦਾਲਤ ਨੇ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਜੇ ਚੰਡੀਗੜ੍ਹ ਪੁਲੀਸ ਜਵਾਬ ਨਹੀਂ ਦਿੰਦੀ, ਤਾਂ ਉਸ ਵਿਰੁੱਧ ਕਾਰਵਾਈ ਦੀ ਸਿਫਾਰਸ਼ ਕੀਤੀ ਜਾਵੇਗੀ।

ਨਵਨੀਤ ਚਤੁਰਵੇਦੀ ਨੇ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਵਿੱਚ ਪਟੀਸ਼ਨ ਦਾਖਲ ਕੀਤੀ, ਜਿਸ ਵਿੱਚ ਉਸ ਨੇ ਦੋਸ਼ ਲਗਾਇਆ ਕਿ ਰੋਪੜ ਪੁਲੀਸ ਨੇ ਚੰਡੀਗੜ੍ਹ ਪੁਲੀਸ ’ਤੇ ਹਮਲਾ ਕਰਕੇ ਉਸ ਨੂੰ ਅਗਵਾ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ। ਉਸ ਦੇ ਵਕੀਲ ਨਿਖਿਲ ਘਈ ਨੇ ਸਾਰੀਆਂ ਐੱਫਆਈਆਰ ਅਤੇ ਸ਼ਿਕਾਇਤਾਂ ਵਿੱਚ 10 ਦਿਨਾਂ ਦੀ ਗ੍ਰਿਫਤਾਰੀ ਤੋਂ ਸੁਰੱਖਿਆ ਮੰਗੀ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਵੀ ਹਾਈਕੋਰਟ ਵਿੱਚ ਪਟੀਸ਼ਨ ਦਾਖਲ ਕਰਕੇ ਕਿਹਾ ਕਿ ਚਤੁਰਵੇਦੀ ਵਿਰੁੱਧ ਭਾਰਤੀ ਨਿਆਂ ਸੰਹਿਤਾ, 2023 ਦੀਆਂ ਵੱਖ-ਵੱਖ ਧਾਰਾਵਾਂ ਅਧੀਨ ਕੇਸ ਦਰਜ ਹਨ। ਹਾਈਕੋਰਟ ਨੇ ਚਤੁਰਵੇਦੀ ਨੂੰ ਕੋਈ ਤੁਰੰਤ ਰਾਹਤ ਨਹੀਂ ਦਿੱਤੀ ਅਤੇ ਮਾਮਲੇ ਦੀ ਸੁਣਵਾਈ 4 ਨਵੰਬਰ ਨੂੰ ਨਿਸ਼ਚਿਤ ਕੀਤੀ ਹੈ।

Punjab Police arrested Navneet Chaturvedi, a candidate in the Rajya Sabha bypoll, after a two-day standoff in Chandigarh. Chandigarh Police had kept Chaturvedi in custody at the Sector 3 police station and was reluctant to hand him over to Punjab Police. Hundreds of Ropar Police personnel were stationed outside the station to ensure Chaturvedi did not escape. On October 13, cases were registered against him in Ropar, Moga, Ludhiana, and Sardulgarh police stations based on complaints by AAP MLAs. Ropar Police arrived in Chandigarh with arrest warrants, but Chandigarh Police initially tried to protect Chaturvedi. Ropar Police approached the court, stating that Chandigarh Police was obstructing court orders. Ropar’s Chief Judicial Magistrate Sukhwinder Singh issued clear instructions to Chandigarh’s SSP to comply with the court’s directives. Initially, Chandigarh Police hesitated, but eventually opened the gate of the Sector 3 police station. At 8 PM, Ropar Police arrested Navneet Chaturvedi based on the arrest warrants. AAP MLA Dinesh Chadha had filed a case against Chaturvedi in Ropar. When Ropar Police, led by SP Gurdeep Singh Gosal, arrived in Chandigarh, they had a confrontation with Chandigarh Police. Chaturvedi will now be presented in Ropar court. According to police officials, the investigation into Chaturvedi will reveal the truth behind the fake signatures.

Navneet Chaturvedi had filed a nomination for the Rajya Sabha bypoll, including a proposal letter from 10 AAP MLAs, which the MLAs declared as fake. During scrutiny, the signatures were found to be forged, leading to the rejection of Chaturvedi’s nomination. Cabinet Minister Aman Arora and spokesperson Neel Garg alleged that Chaturvedi was backed by the BJP, and Chandigarh Police was treating him like a state guest.

Ropar’s Chief Judicial Magistrate Sukhwinder Singh has sought clarification from Chandigarh Police within four days. In an 8-page order, the court asked Sector-3 SHO Narinder Patial to explain under which law Chaturvedi was kept in custody and why Ropar Police was not allowed to execute the arrest warrants. The court warned that if Chandigarh Police fails to respond, action will be recommended against them.

Chaturvedi filed a petition in the Punjab and Haryana High Court, alleging that Ropar Police attacked Chandigarh Police to illegally abduct him. His lawyer, Nikhil Ghai, sought 10 days of protection from arrest in all FIRs and complaints to allow Chaturvedi to seek legal recourse. The Punjab government also filed a petition in the High Court, stating that cases have been registered against Chaturvedi under various sections of the Bharatiya Nyaya Sanhita, 2023. The High Court did not grant immediate relief to Chaturvedi, and the case hearing is scheduled for November 4.
