ਭਾਰਤ ਨਹੀਂ ਬਹਾਲ ਕਰੇਗਾ ਸਿੰਧੂ ਜਲ ਸੰਧੀ: ਅਮਿਤ ਸ਼ਾਹ ਦਾ ਵੱਡਾ ਬਿਆਨ
ਗ੍ਰਹਿ ਮੰਤਰੀ ਅਮਿਤ ਸ਼ਾਹ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਭਾਰਤ ਪਾਕਿਸਤਾਨ ਨਾਲ ਸਿੰਧੂ ਜਲ ਸੰਧੀ ਨੂੰ ਮੁੜ ਸ਼ੁਰੂ ਨਹੀਂ ਕਰੇਗਾ ਅਤੇ ਪਾਕਿਸਤਾਨ ਨੂੰ ਜਾਣ ਵਾਲਾ ਪਾਣੀ ਰਾਜਸਥਾਨ ਦੀਆਂ ਲੋੜਾਂ ਲਈ ਵਰਤਿਆ ਜਾਵੇਗਾ। ਪਾਕਿਸਤਾਨ ਨੇ ਇਸ ਨੂੰ ਕੌਮਾਂਤਰੀ ਕਾਨੂੰਨ ਦੀ ਉਲੰਘਣਾ ਦੱਸਿਆ ਅਤੇ ਸੰਧੀ ਬਹਾਲ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ। ਇਹ ਸੰਧੀ ਪਾਕਿਸਤਾਨ ਦੇ 80 ਫੀਸਦੀ ਖੇਤੀ ਰਕਬੇ ਨੂੰ ਪਾਣੀ ਦਿੰਦੀ ਹੈ।
ਭਾਰਤ ਦੇ ਗ੍ਰਹਿ ਮੰਤਰੀ ਅਮਿਤ ਸ਼ਾਹ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਹੈ ਕਿ ਭਾਰਤ ਪਾਕਿਸਤਾਨ ਨਾਲ ਸਿੰਧੂ ਜਲ ਸੰਧੀ ਨੂੰ ਮੁੜ ਸ਼ੁਰੂ ਨਹੀਂ ਕਰੇਗਾ। ਉਨ੍ਹਾਂ ਦੇ ਇਸ ਬਿਆਨ ਨੇ ਦੋਵਾਂ ਦੇਸ਼ਾਂ ਵਿਚਕਾਰ ਸ਼ਬਦੀ ਜੰਗ ਨੂੰ ਹੋਰ ਵਧਾ ਦਿੱਤਾ ਹੈ। ਅਮਿਤ ਸ਼ਾਹ ਨੇ ਇੱਕ ਅੰਗਰੇਜ਼ੀ ਅਖਬਾਰ ਨੂੰ ਦਿੱਤੀ ਇੰਟਰਵਿਊ ਵਿੱਚ ਕਿਹਾ ਕਿ ਭਾਰਤ ਸਿੰਧੂ ਜਲ ਸੰਧੀ ਨੂੰ ਬਹਾਲ ਨਹੀਂ ਕਰੇਗਾ ਅਤੇ ਪਾਕਿਸਤਾਨ ਵ ਰਹੇ ਪਾਣੀ ਨੂੰ ਰਾਜਸਥਾਨ ਸਣੇ ਘਰੇਲੂ ਲੋੜਾਂ ਲਈ ਵਰਤਿਆ ਜਾਵੇਗਾ। ਪਾਕਿਸਤਾਨ ਨੇ ਇਸ ਬਿਆਨ ਨੂੰ ਗੈਰ-ਜ਼ਿੰਮੇਵਾਰ ਅਤੇ ਕੌਮਾਂਤਰੀ ਕਾਨੂੰਨ ਦੀ ਉਲੰਘਣਾ ਦੱਸਿਆ ਹੈ।
ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਪਹਿਲਗਾਮ ਵਿੱਚ ਹੋਏ ਅੱਤਵਾਦੀ ਹਮਲੇ ਵਿੱਚ 26 ਲੋਕਾਂ ਦੀ ਮੌਤ ਤੋਂ ਬਾਅਦ ਭਾਰਤ ਨੇ 1960 ਦੀ ਸਿੰਧੂ ਜਲ ਸੰਧੀ ਨੂੰ ਮੁਅੱਤਲ ਕਰ ਦਿੱਤਾ ਸੀ। ਸ਼ਾਹ ਨੇ ਕਿਹਾ, “ਅਸੀਂ ਸੰਧੀ ਨੂੰ ਮੁੜ ਸ਼ੁਰੂ ਨਹੀਂ ਕਰਾਂਗੇ। ਅਸੀਂ ਨਹਿਰਾਂ ਬਣਾ ਕੇ ਪਾਕਿਸਤਾਨ ਨੂੰ ਜਾਣ ਵਾਲਾ ਪਾਣੀ ਰਾਜਸਥਾਨ ਦੀਆਂ ਖੇਤੀ ਅਤੇ ਹੋਰ ਲੋੜਾਂ ਲਈ ਵਰਤਾਂਗੇ। ਪਾਕਿਸਤਾਨ ਨੂੰ ਉਹ ਪਾਣੀ ਨਹੀਂ ਮਿਲੇਗਾ ਜੋ ਉਸ ਨੂੰ ਗਲਤ ਤਰੀਕਿਆਂ ਨਾਲ ਮਿਲ ਰਿਹਾ ਸੀ।”
ਪਾਕਿਸਤਾਨ ਦੇ ਵਿਦੇਸ਼ ਮੰਤਰਾਲੇ ਦੇ ਤਰਜਮਾਨ ਨੇ ਜਵਾਬ ਵਿੱਚ ਕਿਹਾ ਕਿ ਸ਼ਾਹ ਦਾ ਬਿਆਨ ਕੌਮਾਂਤਰੀ ਸਮਝੌਤਿਆਂ ਦੀ ਉਲੰਘਣਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, “ਸਿੰਧੂ ਜਲ ਸੰਧੀ ਕੋਈ ਸਿਆਸੀ ਸਮਝੌਤਾ ਨਹੀਂ, ਸਗੋਂ ਇੱਕ ਕੌਮਾਂਤਰੀ ਸੰਧੀ ਹੈ, ਜਿਸ ਵਿੱਚ ਇਕਪਾਸੜ ਕਾਰਵਾਈ ਦੀ ਕੋਈ ਜਗ੍ਹਾ ਨਹੀਂ। ਭਾਰਤ ਦਾ ਸੰਧੀ ਮੁਅੱਤਲ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੌਮਾਂਤਰੀ ਕਾਨੂੰਨ ਅਤੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਸਬੰਧਾਂ ਦੇ ਸਿਧਾਂਤਾਂ ਦੀ ਸਾਫ ਉਲੰਘਣਾ ਹੈ।” ਪਾਕਿਸਤਾਨ ਨੇ ਇਸ ਨੂੰ ਖਤਰਨਾਕ ਅਤੇ ਗੈਰ-ਜ਼ਿੰਮੇਵਾਰ ਕਦਮ ਦੱਸਿਆ, ਜੋ ਕੌਮਾਂਤਰੀ ਸਮਝੌਤਿਆਂ ਦੀ ਵਿਸ਼ਵਸਨੀਯਤਾ ਨੂੰ ਕਮਜ਼ੋਰ ਕਰਦਾ ਹੈ।
ਪਾਕਿਸਤਾਨੀ ਤਰਜਮਾਨ ਨੇ ਅੱਗੇ ਕਿਹਾ, “ਰਾਜਨੀਤਕ ਮਕਸਦਾਂ ਲਈ ਪਾਣੀ ਨੂੰ ਹਥਿਆਰ ਵਜੋਂ ਵਰਤਣਾ ਗਲਤ ਹੈ। ਭਾਰਤ ਨੂੰ ਆਪਣਾ ਇਕਪਾਸੜ ਰੁਖ ਬਦਲਣਾ ਚਾਹੀਦਾ ਹੈ ਅਤੇ ਸਿੰਧੂ ਜਲ ਸੰਧੀ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਬਹਾਲ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ।” ਪਾਕਿਸਤਾਨ ਨੇ ਸੰਧੀ ਪ੍ਰਤੀ ਆਪਣੀ ਵਚਨਬੱਧਤਾ ਜਤਾਈ ਅਤੇ ਆਪਣੇ ਹੱਕਾਂ ਦੀ ਰਾਖੀ ਲਈ ਸਾਰੇ ਜ਼ਰੂਰੀ ਕਦਮ ਚੁੱਕਣ ਦੀ ਗੱਲ ਕੀਤੀ। ਇਹ ਸੰਧੀ ਭਾਰਤ ਤੋਂ ਨਿਕਲਣ ਵਾਲੀਆਂ ਤਿੰਨ ਨਦੀਆਂ ਰਾਹੀਂ ਪਾਕਿਸਤਾਨ ਦੇ 80 ਫੀਸਦੀ ਖੇਤੀ ਰਕਬੇ ਨੂੰ ਪਾਣੀ ਦੀ ਸਪਲਾਈ ਦੀ ਗਾਰੰਟੀ ਦਿੰਦੀ ਹੈ।
Union Home Minister Amit Shah has declared that India will not restore the Indus Water Treaty with Pakistan, escalating diplomatic tensions and sparking a war of words between the two nations. In an interview with an English newspaper, Shah stated that India will not revive the Indus Water Treaty and will redirect water meant for Pakistan to meet domestic needs, particularly in Rajasthan. Pakistan has condemned the statement as irresponsible and a violation of international law.
Notably, India suspended the 1960 Indus Water Treaty following the Pehalgam terrorist attack, which claimed 26 lives. Shah asserted, “We will not restore the Indus Water Treaty. We will build canals to divert water flowing to Pakistan for Rajasthan’s agriculture and other needs. Pakistan will face a water shortage, as it has been receiving water unfairly.”
In response, Pakistan’s Foreign Ministry spokesperson stated that Shah’s remarks violate international agreements. They said, “The Indus Water Treaty is not a political agreement but an international treaty with no provision for unilateral actions. India’s decision to suspend the treaty is a clear breach of international law and the principles governing bilateral relations.” Pakistan called the move reckless and dangerous, arguing it undermines the credibility of international agreements and raises questions about India’s commitment to its legal obligations.
The spokesperson further noted, “Using water as a weapon for political purposes is irresponsible. India must immediately reverse its unilateral and illegal stance and fully restore the Indus Water Treaty.” Pakistan reaffirmed its commitment to the treaty and vowed to take all necessary steps to protect its legal rights. The Indus Water Treaty ensures water supply to 80 percent of Pakistan’s agricultural land through three rivers originating in India.
