ਉੱਤਰੀ ਗੋਆ ਦੇ 'ਬਿਰਚ ਬਾਏ ਰੋਮੀਓ ਲੇਨ' ਨਾਈਟ ਕਲੱਬ ਵਿੱਚ ਭਿਆਨਕ ਅੱਗ ਲੱਗਣ ਕਾਰਨ 25 ਲੋਕਾਂ ਦੀ ਮੌਤ ਹੋਣ ਮਗਰੋਂ ਕਲੱਬ ਦੇ ਦੋਵੇਂ ਮਾਲਕ ਭਰਾ ਭਾਰਤ ਤੋਂ ਫਰਾਰ ਹੋ ਗਏ ਹਨ। ਪੁਲਿਸ ਅਨੁਸਾਰ, ਗੌਰਵ ਅਤੇ ਸੌਰਭ ਲੂਥਰਾ ਹਾਦਸੇ ਤੋਂ ਕੁਝ ਹੀ ਘੰਟਿਆਂ ਬਾਅਦ ਇੱਕ ਉਡਾਣ ਰਾਹੀਂ ਥਾਈਲੈਂਡ ਦੇ ਫੂਕੇਟ ਪਹੁੰਚ ਗਏ। ਗੋਆ ਪੁਲਿਸ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਫੜਨ ਲਈ ਹੁਣ ਇੰਟਰਪੋਲ ਨਾਲ ਸੰਪਰਕ ਕੀਤਾ ਹੈ, ਕਿਉਂਕਿ ਉਨ੍ਹਾਂ ਖਿਲਾਫ਼ ਗੈਰ-ਇਰਾਦਤਨ ਕਤਲ ਦਾ ਮਾਮਲਾ ਦਰਜ ਕੀਤਾ ਗਿਆ ਹੈ
ਉੱਤਰੀ ਗੋਆ ਦੇ ਅਰਪੋਰਾ ਖੇਤਰ ਵਿੱਚ ਸਥਿਤ ਪ੍ਰਸਿੱਧ 'ਬਿਰਚ ਬਾਏ ਰੋਮੀਓ ਲੇਨ' ਨਾਈਟ ਕਲੱਬ ਵਿੱਚ ਲੱਗੀ ਭਿਆਨਕ ਅੱਗ ਦੀ ਘਟਨਾ ਮਗਰੋਂ ਕਲੱਬ ਦੇ ਮਾਲਕ ਗੌਰਵ ਅਤੇ ਸੌਰਭ ਲੂਥਰਾ ਭਾਰਤ ਛੱਡ ਕੇ ਵਿਦੇਸ਼ ਭੱਜ ਗਏ ਹਨ। ਪੁਲਿਸ ਨੇ ਸੋਮਵਾਰ ਨੂੰ ਇਸ ਦੀ ਪੁਸ਼ਟੀ ਕੀਤੀ ਅਤੇ ਦੱਸਿਆ ਕਿ ਦੋਵੇਂ ਭਰਾ ਹਾਦਸੇ ਤੋਂ ਸਿਰਫ਼ ਕੁਝ ਘੰਟਿਆਂ ਬਾਅਦ ਐਤਵਾਰ ਸਵੇਰੇ 5:30 ਵਜੇ ਇੱਕ ਉਡਾਣ ਰਾਹੀਂ ਥਾਈਲੈਂਡ ਦੇ ਫੂਕੇਟ ਲਈ ਰਵਾਨਾ ਹੋ ਗਏ ਸਨ। ਇਸ ਅੱਗ ਲੱਗਣ ਦੀ ਘਟਨਾ ਵਿੱਚ ਕੁੱਲ 25 ਲੋਕਾਂ ਦੀ ਦਰਦਨਾਕ ਮੌਤ ਹੋ ਗਈ ਸੀ, ਜਿਨ੍ਹਾਂ ਵਿੱਚੋਂ ਜ਼ਿਆਦਾਤਰ ਕਲੱਬ ਦੇ ਕਰਮਚਾਰੀ ਸਨ ਅਤੇ ਪੰਜ ਸੈਲਾਨੀ ਵੀ ਸ਼ਾਮਲ ਸਨ।
ਗੋਆ ਪੁਲਿਸ ਨੇ ਕਲੱਬ ਦੇ ਮਾਲਕਾਂ ਖਿਲਾਫ਼ ਭਾਰਤੀ ਨਿਆਂ ਸੰਹਿਤਾ (BNS) ਦੀਆਂ ਧਾਰਾਵਾਂ ਤਹਿਤ ਗੈਰ-ਇਰਾਦਤਨ ਕਤਲ (culpable homicide) ਸਮੇਤ ਕਈ ਮਾਮਲੇ ਦਰਜ ਕੀਤੇ ਹਨ। ਪੁਲਿਸ ਜਾਂਚ ਵਿੱਚ ਸਾਹਮਣੇ ਆਇਆ ਹੈ ਕਿ ਕਲੱਬ ਵਿੱਚ ਅੱਗ ਸੁਰੱਖਿਆ ਨਿਯਮਾਂ (fire safety norms) ਦੀ ਸਖ਼ਤ ਅਣਦੇਖੀ ਕੀਤੀ ਗਈ ਸੀ ਅਤੇ ਬਾਹਰ ਨਿਕਲਣ ਦੇ ਤੰਗ ਰਸਤੇ ਸਨ, ਜਿਸ ਕਾਰਨ ਲੋਕ ਦਮ ਘੁੱਟਣ ਕਾਰਨ ਫਸ ਗਏ। ਮੁੱਖ ਮੰਤਰੀ ਪ੍ਰਮੋਦ ਸਾਵੰਤ ਨੇ ਵੀ ਇਸ ਨੂੰ ਇੱਕ ਵੱਡੀ ਲਾਪਰਵਾਹੀ ਦੱਸਿਆ ਹੈ।
ਮਾਲਕਾਂ ਦੀ ਭਾਲ ਲਈ ਪੁਲਿਸ ਨੇ ਤੁਰੰਤ ਦਿੱਲੀ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੇ ਘਰਾਂ 'ਤੇ ਛਾਪੇਮਾਰੀ ਕੀਤੀ ਅਤੇ ਬਿਊਰੋ ਆਫ਼ ਇਮੀਗ੍ਰੇਸ਼ਨ ਨੂੰ ਲੁੱਕ ਆਊਟ ਸਰਕੂਲਰ (LOC) ਜਾਰੀ ਕਰਨ ਲਈ ਕਿਹਾ। ਹਾਲਾਂਕਿ, ਇਹ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਹੀ ਲੂਥਰਾ ਭਰਾ ਫਰਾਰ ਹੋ ਚੁੱਕੇ ਸਨ। ਗੋਆ ਪੁਲਿਸ ਨੇ ਹੁਣ ਦੋਸ਼ੀਆਂ ਨੂੰ ਫੜਨ ਲਈ ਇੰਟਰਪੋਲ (Interpol) ਰਾਹੀਂ ਕੇਂਦਰੀ ਜਾਂਚ ਬਿਊਰੋ (CBI) ਨਾਲ ਤਾਲਮੇਲ ਕਰਨਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਸ ਘਟਨਾ ਨੇ ਗੋਆ ਦੇ ਨਾਈਟ ਲਾਈਫ ਸੈਕਟਰ ਵਿੱਚ ਸੁਰੱਖਿਆ ਨਿਯਮਾਂ ਦੀ ਪਾਲਣਾ 'ਤੇ ਵੱਡੇ ਸਵਾਲ ਖੜ੍ਹੇ ਕਰ ਦਿੱਤੇ ਹਨ। ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਕਲੱਬ ਦੇ ਮੈਨੇਜਰਾਂ ਸਮੇਤ ਚਾਰ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਪਹਿਲਾਂ ਹੀ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਜਾ ਚੁੱਕਾ ਹੈ।
Following the devastating fire incident at the popular 'Birch by Romeo Lane' nightclub in the Arpora area of North Goa, the club owners, Gaurav and Saurabh Luthra, have fled India for abroad. Police confirmed this on Monday, stating that the two brothers left for Phuket, Thailand, on a flight at 5:30 am on Sunday, just hours after the tragedy. A total of 25 people lost their lives tragically in this fire incident, most of whom were club staff, including five tourists.
Goa Police registered multiple cases against the nightclub owners, including culpable homicide not amounting to murder under the sections of the Bharatiya Nyaya Sanhita (BNS). Police investigation revealed that there was strict disregard for fire safety norms at the club and the escape routes were narrow, which led to people being trapped and suffocating to death. Chief Minister Pramod Sawant has also termed this a major negligence.
To search for the owners, the police immediately raided their residences in Delhi and requested the Bureau of Immigration to issue a Lookout Circular (LOC). However, the Luthra brothers had already fled before this process was fully initiated. Goa Police has now begun coordinating with the Central Bureau of Investigation (CBI) through Interpol to apprehend the accused. This incident has raised major questions over the adherence to safety violations in Goa's nightlife sector. Four employees, including the club managers, have already been arrested in connection with this case.
