ਗੋਆ ਕਲੱਬ ਹਾਦਸੇ 'ਚ ਵੱਡਾ ਖੁਲਾਸਾ: 'ਰੋਮੀਓ ਲੇਨ' ਕਲੱਬ ਬਿਨਾਂ ਲਾਇਸੰਸ ਤੋਂ ਚੱਲ ਰਿਹਾ ਸੀ
ਗੋਆ ਦੇ ਮਸ਼ਹੂਰ 'ਰੋਮੀਓ ਲੇਨ' ਕਲੱਬ ਵਿੱਚ ਵਾਪਰੇ ਹਾਦਸੇ ਤੋਂ ਬਾਅਦ ਇੱਕ ਹੈਰਾਨੀਜਨਕ ਖੁਲਾਸਾ ਹੋਇਆ ਹੈ ਕਿ ਇਹ ਕਲੱਬ ਬਿਨਾਂ ਕਿਸੇ ਵੈਧ ਲਾਇਸੰਸ ਦੇ ਚੱਲ ਰਿਹਾ ਸੀ। ਜਾਂਚ ਦੌਰਾਨ ਪਤਾ ਲੱਗਾ ਹੈ ਕਿ ਪ੍ਰਬੰਧਕਾਂ ਨੇ ਸੁਰੱਖਿਆ ਨਿਯਮਾਂ ਦੀਆਂ ਧੱਜੀਆਂ ਉਡਾਉਂਦਿਆਂ ਗੈਰ-ਕਾਨੂੰਨੀ ਢੰਗ ਨਾਲ ਕਾਰੋਬਾਰ ਜਾਰੀ ਰੱਖਿਆ ਹੋਇਆ ਸੀ। ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਹੁਣ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕਰਦਿਆਂ ਕਲੱਬ ਦੇ ਮਾਲਕਾਂ ਵਿਰੁੱਧ ਜਾਂਚ ਤੇਜ਼ ਕਰ ਦਿੱਤੀ ਹੈ
ਗੋਆ ਦੇ ਅੰਜੁਨਾ ਇਲਾਕੇ ਵਿੱਚ ਸਥਿਤ ਮਸ਼ਹੂਰ 'ਰੋਮੀਓ ਲੇਨ' (Romeo Lane) ਕਲੱਬ ਵਿੱਚ ਹੋਏ ਹਾਦਸੇ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਇੱਕ ਬਹੁਤ ਵੱਡਾ ਅਤੇ ਹੈਰਾਨ ਕਰਨ ਵਾਲਾ ਖੁਲਾਸਾ ਹੋਇਆ ਹੈ। ਸਰਕਾਰੀ ਰਿਪੋਰਟਾਂ ਅਤੇ ਮੁੱਢਲੀ ਜਾਂਚ ਅਨੁਸਾਰ, ਇਹ ਕਲੱਬ ਪਿਛਲੇ ਲੰਮੇ ਸਮੇਂ ਤੋਂ ਬਿਨਾਂ ਕਿਸੇ ਕਾਨੂੰਨੀ ਲਾਇਸੰਸ ਦੇ ਚੱਲ ਰਿਹਾ ਸੀ। ਹਾਦਸੇ ਵਿੱਚ ਹੋਏ ਜਾਨੀ-ਮਾਲੀ ਨੁਕਸਾਨ ਤੋਂ ਬਾਅਦ ਜਦੋਂ ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਦਸਤਾਵੇਜ਼ਾਂ ਦੀ ਜਾਂਚ ਕੀਤੀ, ਤਾਂ ਪਾਇਆ ਗਿਆ ਕਿ ਕਲੱਬ ਕੋਲ ਸੰਚਾਲਨ ਲਈ ਜ਼ਰੂਰੀ ਮਨਜ਼ੂਰੀਆਂ ਹੀ ਨਹੀਂ ਸਨ।
ਜਾਂਚ ਅਧਿਕਾਰੀਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਕਲੱਬ ਪ੍ਰਬੰਧਕਾਂ ਨੇ ਨਾ ਸਿਰਫ਼ ਲਾਇਸੰਸ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕੀਤੀ, ਸਗੋਂ ਇਮਾਰਤ ਦੀ ਸੁਰੱਖਿਆ ਅਤੇ ਅੱਗ ਬੁਝਾਊ ਪ੍ਰਬੰਧਾਂ ਵੱਲ ਵੀ ਕੋਈ ਧਿਆਨ ਨਹੀਂ ਦਿੱਤਾ ਸੀ। ਇਹ ਲਾਪਰਵਾਹੀ ਸੈਂਕੜੇ ਸੈਲਾਨੀਆਂ ਦੀ ਜਾਨ ਲਈ ਖ਼ਤਰਾ ਬਣੀ ਹੋਈ ਸੀ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਹਾਲ ਹੀ ਵਿੱਚ ਹੋਏ ਹਾਦਸੇ ਨੇ ਸੁਰੱਖਿਆ ਪ੍ਰਬੰਧਾਂ 'ਤੇ ਕਈ ਸਵਾਲ ਖੜ੍ਹੇ ਕੀਤੇ ਸਨ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਹੁਣ ਇਹ ਤੱਥ ਸਾਹਮਣੇ ਆਏ ਹਨ।
ਇਸ ਖੁਲਾਸੇ ਤੋਂ ਬਾਅਦ ਗੋਆ ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਸਖ਼ਤ ਰੁਖ਼ ਅਖਤਿਆਰ ਕਰ ਲਿਆ ਹੈ। ਕਲੱਬ ਨੂੰ ਸੀਲ ਕਰਨ ਦੀ ਪ੍ਰਕਿਰਿਆ ਦੇ ਨਾਲ-ਨਾਲ ਮਾਲਕਾਂ ਵਿਰੁੱਧ ਅਪਰਾਧਿਕ ਮਾਮਲਾ ਦਰਜ ਕਰਨ ਦੀ ਤਿਆਰੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਅਧਿਕਾਰੀਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਸੈਲਾਨੀਆਂ ਦੀ ਸੁਰੱਖਿਆ ਨਾਲ ਸਮਝੌਤਾ ਕਰਨ ਵਾਲੇ ਕਿਸੇ ਵੀ ਅਦਾਰੇ ਨੂੰ ਬਖਸ਼ਿਆ ਨਹੀਂ ਜਾਵੇਗਾ। ਇਸ ਘਟਨਾ ਨੇ ਸੈਰ-ਸਪਾਟਾ ਖੇਤਰ ਵਿੱਚ ਕੰਮ ਕਰ ਰਹੀਆਂ ਸੰਸਥਾਵਾਂ ਦੀ ਕਾਰਜਪ੍ਰਣਾਲੀ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਸਮਾਜਿਕ ਜ਼ਿੰਮੇਵਾਰੀ 'ਤੇ ਵੀ ਸਵਾਲ ਖੜ੍ਹੇ ਕਰ ਦਿੱਤੇ ਹਨ।
