ਸਾਬਕਾ ਡੀਆਈਜੀ ਹਰਚਰਨ ਭੁੱਲਰ ਨੂੰ ਰਿਸ਼ਵਤਖੋਰੀ ਮਾਮਲੇ ’ਚ 5 ਦਿਨਾਂ ਦੇ ਰਿਮਾਂਡ ’ਤੇ ਭੇਜਿਆ
ਸੀਬੀਆਈ ਨੇ ਰਿਸ਼ਵਤਖੋਰੀ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਪੰਜਾਬ ਪੁਲੀਸ ਦੇ ਸਾਬਕਾ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਦੀ ਵਿਸ਼ੇਸ਼ ਅਦਾਲਤ ਨੇ ਪੰਜ ਦਿਨਾਂ ਦੇ ਰਿਮਾਂਡ ’ਤੇ ਭੇਜ ਦਿੱਤਾ ਹੈ। ਇਸੇ ਮਾਮਲੇ ਵਿੱਚ ਪਹਿਲਾਂ ਗ੍ਰਿਫ਼ਤਾਰ ਕ੍ਰਿਸ਼ਨੂੰ ਤੋਂ 5 ਲੱਖ ਰੁਪਏ ਰਿਸ਼ਵਤ ਲੈਂਦੇ ਫੜ੍ਹਿਆ ਗਿਆ ਸੀ ਅਤੇ ਭੁੱਲਰ ਦੇ ਘਰ ਛਾਪੇ ਵਿੱਚ 7.5 ਕਰੋੜ ਨਕਦ, ਸੋਨਾ, ਲਗਜ਼ਰੀ ਘੜੀਆਂ ਤੇ ਜਾਇਦਾਦ ਦੇ ਕਾਗਜ਼ ਬਰਾਮਦ ਹੋਏ ਹਨ। ਸੀਬੀਆਈ ਨੇ ਭੁੱਲਰ ਖਿਲਾਫ਼ ਆਮਦਨ ਤੋਂ ਵੱਧ ਜਾਇਦਾਦ ਦਾ ਵੀ ਨਵਾਂ ਕੇਸ ਦਰਜ ਕੀਤਾ ਹੈ।
ਕੇਂਦਰੀ ਜਾਂਚ ਬਿਊਰੋ ਯਾਨੀ ਸੀਬੀਆਈ ਨੇ ਰਿਸ਼ਵਤਖੋਰੀ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤੇ ਪੰਜਾਬ ਪੁਲੀਸ ਦੇ ਸਾਬਕਾ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਦਾ ਪੰਜ ਦਿਨਾਂ ਦਾ ਰਿਮਾਂਡ ਹਾਸਲ ਕਰ ਲਿਆ ਹੈ। ਸੀਬੀਆਈ ਨੇ ਇਸ ਲਈ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਆਪਣੀ ਵਿਸ਼ੇਸ਼ ਅਦਾਲਤ ਵਿੱਚ ਅਰਜ਼ੀ ਦਿੱਤੀ ਸੀ। ਅਦਾਲਤ ਨੇ ਸੁਣਵਾਈ ਕਰਕੇ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ ਪੰਜ ਦਿਨਾਂ ਲਈ ਸੀਬੀਆਈ ਦੇ ਹਵਾਲੇ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਸੇ ਮਾਮਲੇ ਵਿੱਚ ਪਹਿਲਾਂ ਗ੍ਰਿਫ਼ਤਾਰ ਹੋਏ ਕ੍ਰਿਸ਼ਨੂੰ ਦਾ 9 ਦਿਨਾਂ ਦਾ ਰਿਮਾਂਡ ਪਹਿਲਾਂ ਹੀ ਮਿਲ ਚੁੱਕਾ ਹੈ। ਹੁਣ ਸੀਬੀਆਈ ਭੁੱਲਰ ਅਤੇ ਕ੍ਰਿਸ਼ਨੂੰ ਨੂੰ ਆਹਮੋ-ਸਾਹਮਣੇ ਬਿਠਾ ਕੇ ਪੁੱਛਗਿਛ ਕਰ ਸਕਦੀ ਹੈ।
ਦੱਸਣਾ ਬਣਦਾ ਹੈ ਕਿ ਸੀਬੀਆਈ ਨੇ 16 ਅਕਤੂਬਰ ਨੂੰ ਕ੍ਰਿਸ਼ਨੂੰ ਨੂੰ ਇੱਕ ਸਕਰੈਪ ਡੀਲਰ ਤੋਂ 5 ਲੱਖ ਰੁਪਏ ਰਿਸ਼ਵਤ ਲੈਂਦੇ ਰੰਗੇ ਹੱਥੀਂ ਫੜ੍ਹਿਆ ਸੀ। ਉਹ ਇਹ ਪੈਸੇ ਉਸ ਵੇਲੇ ਦੇ ਰੋਪੜ ਰੇਂਜ ਦੇ ਡੀਆਈਜੀ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਦੇ ਨਾਂ ’ਤੇ ਲੈ ਰਿਹਾ ਸੀ। ਇਸ ਤੋਂ ਬਾਅਦ ਸੀਬੀਆਈ ਨੇ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਨੂੰ ਵੀ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰ ਲਿਆ। ਗ੍ਰਿਫ਼ਤਾਰੀ ਤੋਂ ਬਾਅਦ ਚੰਡੀਗੜ੍ਹ ਦੇ ਸੈਕਟਰ-40 ਵਿੱਚ ਉਸ ਦੀ ਰਿਹਾਇਸ਼ ’ਤੇ ਛਾਪਾ ਮਾਰਿਆ ਗਿਆ। ਇਸ ਛਾਪੇ ਵਿੱਚ ਸੀਬੀਆਈ ਨੇ 7.5 ਕਰੋੜ ਰੁਪਏ ਨਕਦ ਅਤੇ 2.5 ਕਿਲੋ ਸੋਨੇ ਦੇ ਗਹਿਣੇ ਜ਼ਬਤ ਕੀਤੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ 26 ਲਗਜ਼ਰੀ ਘੜੀਆਂ ਜਿਵੇਂ ਰੋਲੈਕਸ ਤੇ ਰਾਡੋ, ਪਰਿਵਾਰਕ ਮੈਂਬਰਾਂ ਅਤੇ ਸ਼ੱਕੀ ਬੇਨਾਮੀ ਸੰਸਥਾਵਾਂ ਦੇ ਨਾਂ ’ਤੇ 50 ਤੋਂ ਵੱਧ ਜਾਇਦਾਦਾਂ ਦੇ ਕਾਗਜ਼, ਲਾਕਰਾਂ ਦੀਆਂ ਚਾਬੀਆਂ, ਕਈ ਬੈਂਕ ਖਾਤਿਆਂ ਦੇ ਵੇਰਵੇ ਅਤੇ 100 ਕਾਰਤੂਸਾਂ ਨਾਲ ਚਾਰ ਹਥਿਆਰ ਵੀ ਬਰਾਮਦ ਕੀਤੇ ਗਏ। ਸੀਬੀਆਈ ਨੇ ਹਰਚਰਨ ਸਿੰਘ ਭੁੱਲਰ ਖਿਲਾਫ਼ ਆਮਦਨ ਤੋਂ ਵੱਧ ਜਾਇਦਾਦ ਦਾ ਵੀ ਇੱਕ ਨਵਾਂ ਮਾਮਲਾ ਦਰਜ ਕੀਤਾ ਹੈ। ਇਹ ਰਿਸ਼ਵਤਖੋਰੀ ਅਤੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦਾ ਮਾਮਲਾ ਪੰਜਾਬ ਪੁਲੀਸ ਵਿੱਚ ਉੱਚ ਅਧਿਕਾਰੀਆਂ ਦੀ ਸ਼ਮੂਲੀਅਤ ਨੂੰ ਉਜਾਗਰ ਕਰਦਾ ਹੈ।
The Central Bureau of Investigation (CBI) has obtained a five-day remand of former Punjab Police DIG Harcharan Singh Bhullar, arrested in a bribery case. The CBI had filed an application in its special court in Chandigarh for the remand of Harcharan Bhullar. After hearing the plea, the court sent Harcharan Singh Bhullar to CBI custody for five days. Earlier in the same case, Krishnu, who was arrested, had already been granted a 9-day remand. Now, the CBI may conduct face-to-face interrogation of Bhullar and Krishnu.
It is noteworthy that on October 16, the CBI caught Krishnu red-handed accepting a bribe of 5 lakh rupees from a scrap dealer. He was taking this money in the name of the then Ropar Range DIG Harcharan Singh Bhullar. Following this, the CBI also arrested Bhullar. After Bhullar's arrest, a raid was conducted at his residence in Sector-40, Chandigarh. During the raid, the CBI seized 7.5 crore rupees in cash and 2.5 kg of gold jewellery. In addition, 26 luxury watches including Rolex and Rado, documents of over 50 properties in the names of family members and suspected benami entities, locker keys, details of several bank accounts, and four weapons with 100 cartridges were also recovered. The CBI has recently registered a new case of disproportionate assets against Harcharan Singh Bhullar. This bribery and corruption case exposes the involvement of high-ranking officers in the Punjab Police.
