ਚਨਾਬ ਦਾ ਪਾਣੀ ਮੋੜਕੇ SYL ਵਿਵਾਦ ਹੱਲ ਕਰਨ ਦਾ ਸੁਝਾਅ: ਭਗਵੰਤ ਮਾਨ
ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਸਤਲੁਜ ਯਮੁਨਾ ਲਿੰਕ (SYL) ਨਹਿਰ ਦੇ ਵਿਵਾਦ ਨੂੰ ਹੱਲ ਕਰਨ ਲਈ ਚਨਾਬ ਦਰਿਆ ਦਾ ਪਾਣੀ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਵੱਲ ਮੋੜਨ ਦਾ ਸੁਝਾਅ ਦਿੱਤਾ ਹੈ। ਇਹ ਤਜਵੀਜ਼ 9 ਜੁਲਾਈ 2025 ਨੂੰ ਕੇਂਦਰੀ ਜਲ ਸ਼ਕਤੀ ਮੰਤਰੀ ਸੀਆਰ ਪਾਟਿਲ ਨਾਲ ਮੀਟਿੰਗ ਵਿੱਚ ਦਿੱਤੀ ਗਈ, ਜਿਸ ਵਿੱਚ ਹਰਿਆਣਾ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਨਾਇਬ ਸਿੰਘ ਸੈਣੀ ਵੀ ਸ਼ਾਮਲ ਸਨ।
ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਪੱਛਮੀ ਦਰਿਆਵਾਂ ਸਿੰਧ, ਚਨਾਬ ਅਤੇ ਜਿਹਲਮ ਦੇ ਪਾਣੀ ਨੂੰ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਵੱਲ ਮੋੜਕੇ ਸਤਲੁਜ ਯਮੁਨਾ ਲਿੰਕ (SYL) ਨਹਿਰ ਦੇ ਵਿਵਾਦ ਨੂੰ ਹਮੇਸ਼ਾ ਲਈ ਹੱਲ ਕਰਨ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ। ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਇਹ ਸੁਝਾਅ ਕੇਂਦਰੀ ਜਲ ਸ਼ਕਤੀ ਮੰਤਰੀ ਸੀਆਰ ਪਾਟਿਲ ਨਾਲ ਬੁੱਧਵਾਰ, 9 ਜੁਲਾਈ 2025 ਨੂੰ ਹੋਈ ਮੀਟਿੰਗ ਵਿੱਚ ਦਿੱਤਾ। ਇਸ ਮੀਟਿੰਗ ਵਿੱਚ ਹਰਿਆਣਾ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਨਾਇਬ ਸਿੰਘ ਸੈਣੀ ਨੇ ਵੀ ਸ਼ਿਰਕਤ ਕੀਤੀ। ਮੀਟਿੰਗ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਹੁਕਮਾਂ ਅਨੁਸਾਰ ਸੱਦੀ ਗਈ ਸੀ, ਜਿਸ ਨੇ ਕੇਂਦਰ ਨੂੰ 13 ਅਗਸਤ 2025 ਤੱਕ ਦੋਵਾਂ ਸੂਬਿਆਂ ਵਿਚਕਾਰ ਸਮਝੌਤਾ ਕਰਵਾਉਣ ਦਾ ਹੁਕਮ ਦਿੱਤਾ ਹੈ।
ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਸਿੰਧ ਜਲ ਸੰਧੀ (Indus Waters Treaty) ਦੀ ਵਰਤੋਂ ਕਰਕੇ ਪਾਕਿਸਤਾਨ ਨੂੰ ਜਾਣ ਵਾਲੇ ਪੱਛਮੀ ਦਰਿਆਵਾਂ ਦੇ ਪਾਣੀ ਨੂੰ ਰੋਕਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, “ਪਾਕਿਸਤਾਨ ਸਾਡੇ ਨਾਲ ਜੰਗੀ ਸਥਿਤੀਆਂ ਪੈਦਾ ਕਰ ਰਿਹਾ ਹੈ, ਫਿਰ ਵੀ ਅਸੀਂ ਉਸ ਨੂੰ ਪਾਣੀ ਦੇ ਰਹੇ ਹਾਂ। ਇਸ ਦੀ ਬਜਾਏ ਚਨਾਬ ਦਾ ਪਾਣੀ ਪੰਜਾਬ, ਹਰਿਆਣਾ ਅਤੇ ਮੱਧ ਪ੍ਰਦੇਸ਼ ਵੱਲ ਮੋੜਿਆ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ।” ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਚਨਾਬ ਦੇ 2.30 ਕਰੋੜ ਏਕੜ ਫੁੱਟ ਪਾਣੀ ਨੂੰ ਮੋੜਕੇ SYL ਦੇ ਮੁੱਦੇ ਨੂੰ ਹੱਲ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ, ਜਿਸ ਨਾਲ ਦੋਵਾਂ ਸੂਬਿਆਂ ਦੀਆਂ ਜ਼ਰੂਰਤਾਂ ਪੂਰੀਆਂ ਹੋ ਸਕਦੀਆਂ ਹਨ।
ਮੀਟਿੰਗ ਵਿੱਚ ਕੇਂਦਰੀ ਮੰਤਰੀ ਸੀਆਰ ਪਾਟਿਲ ਅਤੇ ਹਰਿਆਣਾ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਨਾਇਬ ਸਿੰਘ ਸੈਣੀ ਨੇ ਪੰਜਾਬ ਦੀ ਤਜਵੀਜ਼ ਨੂੰ ਸਕਾਰਾਤਮਕ ਢੰਗ ਨਾਲ ਲਿਆ। ਮਾਨ ਨੇ ਕਿਹਾ, “ਅਸੀਂ ਕੁਝ ਲੱਖ ਏਕੜ ਫੁੱਟ ਪਾਣੀ ਲਈ ਲੜ ਰਹੇ ਹਾਂ, ਪਰ ਜੇ ਚਨਾਬ ਦਾ 23 ਐਮਏਐਫ ਪਾਣੀ ਮਿਲ ਜਾਵੇ, ਤਾਂ ਸਾਰਾ ਵਿਵਾਦ ਹਮੇਸ਼ਾ ਲਈ ਖਤਮ ਹੋ ਸਕਦਾ ਹੈ।” ਉਨ੍ਹਾਂ ਨੇ ਸੁਝਾਅ ਦਿੱਤਾ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਪੱਛਮੀ ਦਰਿਆਵਾਂ ਦੇ ਪਾਣੀ ਦੀ ਸੰਭਾਵਨਾ ਅਧਿਐਨ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਤਾਂ ਜੋ ਇਹ ਪਤਾ ਲੱਗ ਸਕੇ ਕਿ ਕਿੰਨਾ ਪਾਣੀ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਵੱਲ ਮੋੜਿਆ ਜਾ ਸਕਦਾ ਹੈ।
ਮੀਟਿੰਗ ਸ਼੍ਰਮ ਸ਼ਕਤੀ ਭਵਨ ਵਿਖੇ ਹੋਈ, ਜਿੱਥੇ ਜਲ ਸ਼ਕਤੀ ਮੰਤਰਾਲੇ ਦਾ ਮੁੱਖ ਦਫ਼ਤਰ ਹੈ। ਮੰਤਰਾਲੇ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਵਿਚਕਾਰ SYL ਨਹਿਰ ਦੇ ਦਹਾਕਿਆਂ ਪੁਰਾਣੇ ਵਿਵਾਦ ਨੂੰ ਹੱਲ ਕਰਨ ਲਈ ਪੂਰੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੇ ਹਨ। ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਪਹਿਲਾਂ ਕੇਂਦਰੀ ਜਲ ਸ਼ਕਤੀ ਮੰਤਰੀ ਨੂੰ ਇਸ ਮੁੱਦੇ ਵਿੱਚ ਸਰਗਰਮ ਭੂਮਿਕਾ ਨਿਭਾਉਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਸਨ। ਪਹਿਲਾਂ ਦੀਆਂ ਗੱਲਬਾਤਾਂ ਅਸਫਲ ਰਹੀਆਂ ਸਨ, ਪਰ ਸੀਆਰ ਪਾਟਿਲ ਨੇ ਇਸ ਵਾਰ ਦੋਵਾਂ ਸੂਬਿਆਂ ਵਿਚਕਾਰ ਸਮਝੌਤਾ ਕਰਵਾਉਣ ਦੀ ਨਵੀਂ ਪਹਿਲ ਸ਼ੁਰੂ ਕੀਤੀ ਹੈ।
The Punjab government has urged the central government to divert water from the western rivers, including the Chenab, to Punjab and Haryana to permanently resolve the Sutlej Yamuna Link (SYL) canal dispute. Punjab Chief Minister Bhagwant Singh Mann proposed this solution during a meeting with Union Jal Shakti Minister CR Paatil on Wednesday, July 9, 2025, attended by Haryana Chief Minister Nayab Singh Saini. The Supreme Court had ordered the central government to facilitate a resolution between the two states by August 13, 2025.
Chief Minister Bhagwant Singh Mann stated that the Indus Waters Treaty could be used to stop the flow of western rivers’ water to Pakistan. He said, “Pakistan is creating war-like situations against us, yet we are giving them water. Instead, the Chenab River’s water should be diverted to Punjab, Haryana, and even Madhya Pradesh.” He noted that diverting 23 million acre-feet (MAF) of Chenab River water could resolve the SYL canal dispute by meeting the needs of both states.
In the meeting, Union Jal Shakti Minister CR Paatil and Haryana Chief Minister Nayab Singh Saini responded positively to Punjab’s proposal. Mann said, “We are fighting over a few lakh acre-feet of water. If we get 23 MAF from the Chenab River, the entire water dispute can be resolved forever.” He suggested that the central government conduct a feasibility study on the western rivers to determine how much water can be diverted to Punjab and Haryana.
The meeting was held at Shram Shakti Bhavan, the headquarters of the Jal Shakti Ministry. Ministry officials stated that they are making every effort to resolve the decades-old SYL canal dispute between Punjab and Haryana. The Supreme Court had previously directed the Union Jal Shakti Minister to play an active role in this matter. Earlier talks had failed, but CR Paatil has initiated a new effort to mediate a resolution between the two states.
